Hey guys here is a topic for your debate.
AtheistWanderer is a very argumentative but awesome guy to debate with so please subscribe to him and give him some feedback. He is a cool guy.

Intro:
War. War never changes.
Since the dawn of human kind, when our ancestors first discovered the killing power of rock and bone, blood has been spilled in the name of everything: from God to justice to simple, psychotic rage.

In the year 2077, after millennia of armed conflict, the destructive nature of man could sustain itself no longer. The world was plunged into an abyss of nuclear fire and radiation.

But it was not, as some had predicted, the end of the world. Instead, the apocalypse was simply the prologue to another bloody chapter of human history. For man had succeeded in destroying the world - but war, war never changes.

In the early days, thousands were spared the horrors of the holocaust by taking refuge in enormous underground shelters, known as vaults. But when they emerged, they had only the hell of the wastes to greet them - how will you see this new world of death and ancient distraction?
Will you rise and fight? Rove and trade? Kill rod and destroy the already battered and bruised remnants of scattered human bands across the USA? That is for you and fate to decide.

Hey everyone welcome to the Fallout: Factions of the USA RP! You will be able to play as any major faction throughout the fallout games we will go into the factions that you can be more later. The year is 2276,about a year before the battle at hover dam and before the events of Project purity and the vault dweller from vault 101. You will play as a single character small group or a thriving powerhouse, that is up to you. There is a system to the economics of this RP. There is no mindless unorganized gameplay.

Each faction will start with a specified number of caps (in game currency) that they can use to make buildings, units and so on. You gain caps every so often so you can further your military and infrastructure. There are a number of ways to increase the number of caps you gain such as building certain structures among other things that I will specify later. You can make a small independent faction (i.e. Pirates, Mercs, even super mutants! and etc.) or you can choose from the factions already present in the game. But if neither shut you we will be accepting limited character applications!

The courier in new Vegas woke up from being comatose October 19 2281.
The events of fallout 3 took place in 2277.
We are starting in 2276.
So back track a bit.

Faction Name: Enclave Union of Delmarva (My own Enclave Faction which will be set in Baltimore after being cut off from the DC Enclave)

Location: Baltimore, Maryland (With small footholds in Annapolis, Columbia (Maryland) and Ellicott City)
Population of Civilians: 1,100
Starting Military: 130
Ideology: Honor, Freedom and Regional Restoration
Government Type: Patriot Act Democracy
Bio: When the Enclave set up in DC they did not expect to see mutated freaks, Pitt raiders and Brotherhood soldiers in the area. When on a major mission in the area the Enclave forces were cut off from the main army and relocated to Baltimore where they made contact with the few remaining Calvin family members, though several were missing. After using the Calvins to take control over their robotic guards across Baltimore they killed them and used the Protectrons to secure their control in Baltimore eventually walling off sections that were less favourable and fortifying a base in the Former Aquarium there. In addition they seized all technology from the nearby university which allowed them to produce super stimpaks and mentats with ease.
Pros: Well Supplied (Baltimore Industry beginning to help produce war products needed), Popular Ideas (Many Maryland and Delawarian Wasters like the idea of a Delmarva Union)
Con: Pitt raiders and ideological differences with their main base in DC (If making contact again they'd likely side with the brotherhood because they agree with the seizing of tech and limited but existent support of the locals)

Pros:(two)- Numbers, The ability to draw from a seemingly endless well of manpower, the NCR can overwhelm any opponent with sheer numbers.
Established- In existence for over 100 years the NCR is here to stay and has the established powerful economy and the High quality of life of it's citizens to prove it.

Con:(one)- Ideals in Danger - Currently, the NCR is in a state of transition, with rapid economic growth and a sea change in political leadership endangering its grand humanitarian ideals. Nowhere is this more evident than in the Mojave, where the occupation of Hoover Dam has improved access to electricity and water, but at the cost of straining its budget and embroiling its armed forces in a morally corrosive imperialist project.

Leader(s) Name: Elder Owyn Lyons

Location: Capital Wasteland (Specifically the former Pentagon, GNR building plaza, D.C. Mall/Washington Monument, and scattered, small cells that are partially independent).

Population of Civilians: 18 scribes, 1 squire (Arthur Maxson) (19 total)

Starting Military: 72 full fledged soldiers, 18 initiates/ unready recruits (90 total, which is an estimation)

Ideology: Friendly yet reserved to locals; old world military honor/structure; loyalty; preservation of old world ideas, ideals, and technology.

Government Type: Military Hierarchy

Bio: Nearly twenty years ago, a promising paladin, now Elder, Lyons was tasked with launching an expedition from California to the old, prewar nation's capital. His orders were to scout the location, and to search for technological materials in the region. Crossing the country on foot, the men and women that would make it further east than any Brotherhood group had ever gone soon reached the ruins of Pittsburgh. The people there were, at the time, lawless, unorganized, and brutal. So, Lyons initiated what would be known as the Scourge, wiping out any and all in the city who put up a fight against the Brotherhood. During this cleansing of the savage tribes and raiders, Lyons was able to save several mutated children for the horrors of the city, and began training them as squires. This was the first of Lyon's major changes, which would drastically change the state of his group of Brotherhood soldiers. When they arrived in the capital, they established their base in the former Pentagon, dubbing it "The Citadel", and finding within it, a large supply of prewar tech (computers, weapons, and the like) as well as the giant robot Liberty Prime, which at the time was inactive. In the last twenty years, the Brotherhood has established a partnership with the local disk jockey Three-Dog, and has advanced as far as they could into the wastes, seeking to help (as best this fledgling group can) the inhabitants of the Capital wasteland. However, not everyone agreed with Lyons' changes. These people broke away, and formed the Brotherhood Outcasts, seeking to regain contact with the West Coast groups, and place Elder Lyons in chains, or in front of a firing squad. In recent events, the last member of the Maxson Dynasty (the founders of the Brotherhood) Arthur Maxson, was sent East, to be tutored under Lyons by his Mother.

Pros:(two) Superior Firepower: Except against the Enclave (to which they are attempting to catch up), the Brotherhood possesses a distinct technological advantage over the average wastelander, raider/merc, or hostile group.
Three Dog and Galaxy News: Allied with and protecting Galaxy News Radio, giving the Brotherhood access to a possible(last resort, as it is public) communication network, and the ability to report the truth to the Capital wasteland.
Con:(one) Outnumbered and spread thin: Low manpower, and spread out across the wasteland, desperately trying to hold as much territory as they can. As a result, the Brotherhood must look to locals to supplement their ranks, which can lead to other problems altogether.

I thought that you were gonna just let us rp it out. besides, Enclaves don't need pay, they fight for their lives and reap the benefits of areas they conquer, much like a miniature horde. Even if they did take in cash they'd use pre-war money, which has more value than caps, you should look into the other currencies like NCR dollars, Legion coin, USD and potential Commonwealth money.

In addition, Super Mutants, the Powder gangers, Small raider groups, small slaver groups, and even Pitt Raiders are not paid at all and kill to survive. In other words, Fallout economics are very complicated and separate from modern economics, looting makes a good majority of the pay unless you are an NCR worker. Not to mention that most Brotherhood members in Fallout 3 are volunteers and legion member fight to not be killed or enslaved only getting paid after successful missions. Or even the peoples of the Zion valley, who like native americans don't use a currency and barter goods for other goods.
