(IC) The world of 1870: Open

Map of the world

It is January of 1870, and all around the world; the bells of the new year ring. For some, the year 1870 will be one of prosperity, but for others it will be the year they decline and tear apart. Take your nation and guide it to the top. For a spot in the books, with the other great empires.





For what I thought was a pretty bad intro, I welcome you all to the world of 1870, here you will lead your nation in these turbulent times. Anyhow as this is a reboot of an RP that was known to have a pretty high standard of quality. I encourage you all to post only your best, so in other words it is mandatory for a post to be at least two paragraphs, with good grammar/spelling. (Funny for me to say it :p) I do understand that English may not be your first language but nonetheless try to have a decent post, grammatical-wise.

The timescale used will the same as in the old one, were the player can jump about a week in each post they make. So for, example your first post is set January 1st, your second one could be set in January 12th to maybe January 18th.

Use your common sense and learn how to lose.

Republic of Argentina


With the end of the Paraguay war in the horizon. It was obvious that Argentina and its allies Brazil and Uruguay would win. While the war strengthened Argentina and Brazil's alliance it was told by the that they would be breaking their alliance with Uruguay after the war. This was because of an increasing threat to Argentina from Uruguayan Rebels. Argentina' s neighbor Chile had been increasing the size of its navy souring Chilean and Argentinian relations. Argentina and Chile both had claims on the region south of Argentina, Patagonia. England also has a rocky relationship with Argentina due to the British Expansion. Spain as well has issues with Argentina because of the fact they broke from the Spanish Empire during the South American Revolutions.

Argentina's economy has been industrializing as of late. Increasing its economic strength. Farms were still an important part of the economy but it was no longer the country's strongest point. O industrialisation would have to play a key role in the military. As Argentina's current military had a very small navy and it's soldiers were spread between the Paraguayan Armies, Uruguayan Patrols and troops stationed on the Border of the Patagonian Region.

The president Domingo Faustino Sarmiento was not directly elected and thus didn't have a political party. He had been in office for over four years and was so far very very successful. As Brazil and Argentina's troops marched through Paruguay it looked like he would end the war. 

Only time will tell what this new adventure well hold for Argentina.



Paraguay
Argentina's Armies had finally broken through into the countries inner defenses after years of war it looked like the war was drawing to a close with Brazilian, Uruguayan and Argentinean troops closing in on the Capital of Paraguay.

Uruguay
Argentina in no way occupied the nation of Uruguay however it seemed they did as Argentinean Troops marched through the nation eliminating Anti-Argentinean rebels in Uruguay. It seemed as if there was an infinite number of them.

Seoul, Joseon Dynasty

King Gojong was very worried, these Western barbarians had been conquering and taking over many nations. According to the Western Barbarians, they had reached two continents from the other side of the world, as well as enslaving men whose skin color was black. King Gojong was not sure if this was true or not, but what he was sure of was that the Westerners were definitely overrunning Asia. The Qing Dynasty was humiliated by the Westerners in the two Opium Wars and its hold on its southern tributes were weakening. The Qing Dynasty was rotting from the inside and the foreigners were simply feeding off its corpse. The Joseon Dynasty realized the Qing Dynasty couldn't protect them, and made the faithful decision to start its attempts to "modernize" and gain more Western technology. Isolationism would doom the Joseon Dynasty, and while the dynasty had some technological marvels such as rocket arrows, turtleships and ballistic vests. The Westerners had overall better weapons and would triumph in a war. The Joseon Dynasty sent ambassadors to every Western nation they could find that had a holding in Qing China as well as nearby Joseon, which were the British, French, Russians and Americans. Each nation was sent a letter, reading.

To the rulers of the nations of the West

The Joseon Dynasty is interested in trading with the Western Powers. The Joseon Dynasty is also interested in modernizing and industrializing and would be grateful for Western help. We would negotiate trade agreements as well as exchange goods and ideas. The Joseon Dynasty hopes to become strong like the westerners and we sincerely hope you accept our offer to commence trade with the Europeans.

Kingdom of Italy

Italy was a prosperous nation, as well as being powerful. The King and his Government knew they had to capture Rome, but they would do it at a later time, when their protector, France, was busy. For now, they would focus on getting colonies. The Americas was not a good choice due to the United States watching over the continent with eagle eyes, with their Monroe Doctrine at hand. Africa was a very good choice, with land to be conquered and plenty of it as well. Asia was another good choice too, with the same qualities as Africa.

Florence

Fireworks exploded in the skies above the city as people cheered and waved tiny Italian flags. Soldiers also marched through the streets, accompanied by military bands blasting out music. The King, however, made plans in his palace with the Prime Minister and numerous military leaders, pointing to multiple locations across the world on a map. They pointed at all the territory of the real-world Italian Empire, Tunisia, Vietnam, Madagascar, and Namibia. In hopes of building a great empire, they sent ships to the territories that were not under the control of a power, such as the Ottoman Empire. They would arrive in some weeks, and claim the areas for Italy. After that, the Prime Minister sent a letter to the Ottomans in hopes of buying Tunisia and Libya.

Greetings. We understand your power has weakened recently due to many events happening in the world, so we propose this. We shall buy the regions of Tunisia and Libya from the Ottoman Empire for a sum that will be discussed on by your leadership, as well as the following. If these offers do not satisfy you, we can send a delegate to Constantinople to discuss the topic further.

  • An alliance
  • A weapons export agreement from the Kingdom of Italy

The North German Confederation
1. Januar. 1870


The industrial union celebrated another glorious year. Created in 1867, the NGC was a very new nation that had come around under the power and might of the Prussian Kingdom. The masterpiece of Otto von Bismark, the nation could not be any greater, or could it? A relatively new nation, it had its eyes upon many more territories south of it to pull into its confederacy. It was a glorious union and was very prosperous and Bismark couldn't imagine a better place to live at this time. The splendor of the nation would surely attract the last remaining five or so states to the confederacy, eventually. Bismark had great plans in place to get these nations under his wing, and he would do whatever it took to get them. The wealth of Berlin was surely more than Munich.

Though the Confederation was the only nation that looked forward to a great New Year. Many nations across Europe contended for power. One of these was the United Kingdom. Undoubtedly the sole superpower of the world, it maintained interesting relations with the Germans. It teetered between allies and enemies, but now was not the time to be enemies according to Bismark. Such a large nation, such a powerful nation, should not be provoked. Bismark had no interest with the British, except perhaps an alliance against the greatest enemy: France.

France was a horrible nation. Never able to make up its mind, the constant shifts from left to right left scars of social unrest all across Europe. The first Napoleon was bad enough, but this new one must go as well. No Napoleon could be trusted, and especially not one that owned German lands. Surely it would not go unpunished as Bismark had plans. A Franco-Prussian war is going to happen, its inevitable. But how and when it happens is up to both Bismark and the French. Bismark knew his cards and counted the deck, he was ready for the perfect war.

The first move would come soon, but it wouldn't involve France itself, it would involve Spain. The throne was empty and had been since 1868. Bismark watched the situation and now believed it was his time to finally make a move in regards to the situation. With many princes and princesses in the confederation, Bismark had picked the best candidacy before he approached the Spanish about the issue, Leopold. A great man of honor and of knowledge, it was without a doubt the best choice for Bismark, and probably for Spain. Without hesitation, Bismark drafted a letter to be sent to the Spanish provisional government to encourage them to offer the candidacy to Leopold.

Thus I propose we work together in the best interest of both of our nations and seek a multitude of things. First and foremost would be for the Spanish government to offer candidacy for the Spanish Crown to Prince Leopold of Hohenzollern. A fine man that is educated in both politics and the court, he'd make a great, nay, the perfect choice for your nation. Able to quell the civil unrest within your nation he'd be able to solve the many external issues you face as well due to his strong character. If you were to offer him the candidacy, I would obviously approve it and support it. While it is our intent that he should become king of Spain, he need not shall he find no reason to accept. Upon drafting the letter he would go out to celebrate the new year with his friends. He'd soon return to his office and draft more letters to various heads of government that were presented before him. Korea was perhaps the most interesting. A unique situation indeed. A relatively old nation that, spontaneously, decided to embrace the west. Otto von Bismark usually cared little for the affairs of Asian boys, but there was potential here. Filled with lots of natural resources that hadn't been plucked by the greedy colonial powers, Korea could become an important nation, and all under the wing of Bismark. A letter was drafted to the Asian nation.

It has come to my attention that your nation has recently turned its eye to the west for both enlightenment and the splendid economic benefits that shall follow. Your great nation has a promising future, but only if it is done right. With many trading partners across Europe to look for, I suggest you direct your attention to the North German Confederation. The Confederation is one of the worlds rising powers and would be delighted to see a rising Korea as well. We have some of the best schools and without a doubt, the best land army on the face of the world. With a unique government system that encompasses the best values of modernity with conservatism, we are the cutting edge of just about everything. Assuming that you are not informed, though unlikely the case, the Confederation was formed in 1867 out of a military alliance. Our new nation is incredibly strong and boasts a modern army. All these and more can be similar in Korea and can achieve results like these, just as fast as us. We are willing to propose a economic, and perhaps military, agreement between our nations in the near future. With this letter will be an ambassador and crew. The Joseon Dynasty is delighted that the Northern German Confederation has accepted the offer and we shall ensure that we remain on very good terms for your help. We are awed by your nation's technology, ranging from military to civilian use. We plan to have our entire population educated as well as modernizing our military to become the top-notch power of Asia. King Gojong was fairly delighted, his father had passed away a few weeks ago (only distortion between RL and this alternate universe) freeing him from his father's control and helped inspire him to make his own decisions. King Gojong planned to ensure Korean dominance of East Asia and he planned to repay the Italians, Germans and whoever else would help him make Korea a powerful nation.

The King also understood that there would be a massive opposition faction against modernization, he realized that in order to modernize Korea. He needed to persuade as many people as possible to support the progressive movement. He also needed to show the conservatives that change was necessary in an era where the Qing Dynasty could no longer protect them after seeing its humiliating defeat in the two opium wars. If Korea could modernize fast enough, it could even possibly recapture the lost lands of Gojoseon, Gorguyeo and Balhae, which were specifically Southern Manchuria with maybe parts of the North. The King realized that if some conservatives refused to bulge, he would have to take them out for the greater good. He king was sure that if Joseon could bring prosperity to the people and maybe conquer some new territories, then the nationalism would win out and Joseon's survival in the world would be assured. The survival of the legacy of over four thousand years of Korean history starting from Gojoseon was in his hands...

OOC: lol Germany, the king is confused (though not mentioned) about why you sent the letter to Pyongyang, and lol on best korea

OOC: I will alternately refer to the Emperor as Zaichun (informal, never to be used addressing him unless by family in private) or as Qixiang, his regnal name. I also changed a few things about him from RL, but not too heavily.

The Dowager Empress Cixi, surrounded by maids, sat in one of the garden pavilions, regarding the koi pond before her and relaxing in the lovely weather. Finally, she rose, her formal robes drifting around her like clouds for a moment.
"Please bring me the President of the Board of War."
One of her maids bowed deeply, so deeply Cixi feared for her hat a little bit, but the Dowager Empress held her smile of amusement in check. She of course did not breach protocol by speaking directly to the Empress, but merely ran off, trying to hold her long dress above the raked gravel path so she could move more quickly.

Cixi and her entourage began moving inside.


Several minutes later, she and the Dowager Empress Ci'an sat before the President of the Board of War, who bowed nervously. Ci'an gave Cixi a slight nod, deferring to her in matters of the military.
The relationship between the two Dowager Empresses was a bit odd, but it worked as well as it could. Cixi spoke.
"President Liao. I wish to instruct the Blue Banner and units of the Green Standard Army to move along the Korean frontier. We have heard of invitations and openings of their ports to the Westerners, in defiance of Imperial edict. You are to make the necessary logistical preparations to allow for these troop movements."
The man bowed deeply, though here in the throne room a conveniently placed servant (Ci'an's idea, actually) removed his hat as it grew imperiled and then put it back as he straightened.
"Yes, august lady."
"Good."


When the man had gone, Cixi and Ci'an chatted briefly about how Zaichun was doing. All his teachers said the boy was quite precocious, taking after the Kangxi Emperor in his intelligence and moral fiber.
Cixi worried about that a little bit as she left.

Zaichun had been kept well appraised of events around his disintegrating empire- for it was his, not that of either of his mothers.

The only thing Cixi has done for me is give birth to me.

The boy was nearly sixteen. This intelligent, handsome, strong young man had been keeping very careful track of the Korea situation on his own, and he was a quick study in court politics- and now he had the opposition faction like putty in his hands.
He was also the heir to the Imperial throne and the rightful emperor. But with the Regency in their hands, he very much doubted that the two Empresses or his uncle Prince Gong would be willing to relinquish the throne once he had come of age.
So he followed their lead. They had executed his father's chosen regent when he was five and had assumed the throne- which, in practice, just meant his regnal name.

The Qixiang Emperor heard a knocking at his door. "Enter."
Liu Zhao was illuminated by soft lantern-light. "Your Highness, all forces are in place."
"Then let it be done swiftly, eh?"
Liu bowed and walked outside, into the garden. He raised a flare gun- a Western device- and fired it into the air.

The red flare seemed to scorch the very sky as the shouting began.

Cixi awoke to shouting and gunfire. She was dressed in her usual billowing nightgown, and so she slowly moved to the door, crying angrily to her guard, "What is going on?!"
The Dowager Empress flung open the door.
Then she stopped and bit her tongue. The man was dead. He'd taken a bullet in his throat, and the blood was fresh. Cixi frowned, thinking hard.

I am unarmed and I cannot fight. If I stay quiet, they will likely still find me....

"Guards! Guards!"

Amazingly, she heard a response- it was her son!
Her son?
Zaichun rounded the corner. Flanked by two Chinese men in green, western-style uniforms, carrying rifles, he carried a pistol, which was smoking.
"Zaichun! Praise Heaven you are safe!" Cixi smiled tearfully. "What has happened?"
The guards looked obviously uncomfortable at this extreme lack of formality towards the Emperor.
"I have happened."
"What? I don't..."
"You may consider this a coup d'etat, mother. No more Regency, no more sealing off our ports and watching as they are bombarded, and certainly no more deploying soldiers that look like they're from stories of the Tang Dynasty to Korea. I will not let you abuse our people any longer."
"What? How... I... Zaichun, what are you doing?"
"That's Qixiang to you. I, the Qixiang Emperor hereby charge the Dowager Empresses Cixi and Ci'an with high treason. You will appear before a judge in the morning. Less confused now, mother?"
"But Zaichun.." Cixi's voice began to waver, looking appalled.
The young emperor's furious mask slipped a little bit, but he gestured angrily to the guards, more of whom had come into the hall.
"Guards, place the Dowager Empress under house arrest for high treason and criminal negligence. She is to be brought before my throne at dawn."
Cixi bowed slightly, extending her hands to the guards, and looked up at her son. "Zaichun, you know I only ever wanted the best for you. Please, I beg you-"
"Mother, please spare me the theatrics. The court will decide your fate."

Trumpets and drums sounded as the Triumvirate came forth. Prince Gong was followed by Cixi and Ci'an, walking in front of half a dozen guards past ranks of soldiers and courtiers, towards the throne where the Qixiang Emperor sat, flanked by advisers, and before him sat the Presidents of all the Imperial Ministries.
The three were forced to kneel, bowing their heads to the young man sitting before them, his face set in iron.


Ten minutes later, after a brief, shaky proclamation by the Minister of Rites, all three were escorted from the building in chains.


At nine in the morning, three shots echoed over the city. The Emperor appeared to bite his lip, and seemed on the verge of losing his composure, but, as the poet and magistrate Yan Qin would write about that morning, the Emperor seemed to hold the very spirit and iron will of the dynasty's first emperor- Kangxi.

Change was invisible, but it was sweeping China. Most peasants, consumed with the back-breaking labor of surviving to pay the taxes, did not notice.
But many people did. The new emperor had declared his mother, aunt, and half-uncle traitors against the crown, and instituted a number of radical modernizing policies. The whereabouts of the "triumvirate" was unknown, but the emperor clearly had total control now. Sweeping purges of the civil service and military began as the young emperor began his reorganization of the empire. Days passed, and mysterious, unprecedented cables from the Chinese military began arriving in Europe, requesting military advisers and offering handsome payments for officers who could help train China's army- better than that they would receive at home, certainly. Purchase requests were sent to companies like Krupp, requesting weaponry of all varieties, ammunition, and ships- again, for good market prices. The Chinese treasury was indeed lower than usual, thanks to the rebellions, famines, and general hardships of the last fifty years, but China remained wealthy beyond belief.

The revolution- for it was a revolution- was now officially called the Qixiang Restoration, and after two weeks of this stunning policy reversal (or what would likely, in European nations, would be taken as a dangerous move towards true independence), a single message was sent to every nation in Europe and the Americas, as well as the Japanese. It seemed to offer some explanation for the mysterious and widespread events in China.

Friends and fellow world leaders, today China begins a new era. Over the last seventy years, China has fallen behind the pace of the world, subsumed in her own internal issues and too distracted by seemingly crucial issues to look out upon the wider world and realize that the empire's problems were but specks upon a vast land of many troubles. This distraction has become malignant, as the West seeks for China's goods- and when that demand grows too high, Western ships and soldiers are able to seize what they wish from China, which does not have the technology or expertise to defend herself.

My friends, I write to inform you that this will end today. No longer will China be the laughingstock of the Orient, a lumbering giant incapable of defending her own cities. The former illegitimate triumvirate of my half-uncle, mother, and aunt, has been fully deposed and the nation now recognizes them for what they were- cowards and vacillators, unable to confront the hardships of moving their nation forward, and unable to make decisions to ensure their people remained happy and prosperous. Prince Gong, and the Dowager Empresses Cixi and Ci'an have been executed for treason and criminal negligence towards the people, and with their deaths, China will progress into a new era, where she may assume her rightful place in the world order.

I know many of you will be alarmed to learn that a strong-willed fifteen-year-old, a mere boy, has seized the throne of the Celestial Empire. I know you will also be concerned about the safety of your nation's interests in China. Fear not! With the opening of all Chinese ports to foreign trade- so long as, of course, Chinese law is complied with- the interests of the merchants of the world will be protected well. And as for my judgement, I have a superb panel of trusted advisers and a decent head on my shoulders.

In conclusion, I hope that China can become a modern nation with the world, not opposing it- for either way, the modern era will come to my country: with your consent, or without it.


I hope we may develop a strong relationship in the future, and pray that Heaven grant you and all your people good fortune in whatever endeavors you choose to undertake.

Meanwhile, another message was sent to Seoul. It was simple and very short, consisting of a note from the Minister of Defense (a new post, created in the ongoing reforms) and the Emperor to King Gojong. The Blue Banner Army had been stopped by telegrams from Beijing and by some of the Emperor's New First Army, the only army in China fully equipped and trained with modern weapons, and because the Blue Banner's leaders had been strong conservatives, there had been several military actions around Shenyang as parts of the Blue Banner turned from Korea back towards Beijing, intending to remove the Emperor from power. Backed by Green Standard Army units and loyal elements of the Banner, the New First had crushed all dissent.

How had it come to this?

Ever since he had been a young boy, the now-Sultan, Caliph of All of Islam, had been raised on the stories of his glorious predecessors; the illustrious Osman for who his line was named, blessed by Allah himself with the visions of the great empire. Mehmed, the man who had done what Attila and many nations after him had failed to do: bring an end to the Roman Empire. And Suleiman... the great Suleiman who's dedication to the advancement of law and justice were matched only by the breath of his conquests. Back in those days, young and foolish, he'd assumed his empire stood at the top of the world, the envy of all who surveyed it and knelled in supplication before it.

And yet, as he had grown older and watched first his father, then his brother sit on the throne, he'd come to realize the cold truth that that wasn't so. If any nation deserved that kind of label, it was Great Britain: her royal navy ruling the waters from the Americas to the far Pacific, from the former domains of the Mughal to the Cape of Good Hope; recently the route to Asia until it had only a few months before been surpassed by the work of his Khedive in Egypt. He could still remember his glorious visit to London... a city who's art was only matched by the output of her factories... something is own domains had little enough of. Under the reign of their Queen Victoria, it seemed like the British fortunes just kept rising, and their coffers grew more and more bloated while his own never seemed quite full enough. They were, perhaps, the world's best place for him to learn the methods developing his Empire...

And yet, despite all of that, there was the issue of France to consider. Despite all of his countries recent issues with the secondary giant: their unprecedented occupation of his brother's vassal in Algeria, their forceful exploitation of Egyptians in building the Suez Canal, and the rather... unpleasant debacle involving their monarch's namesake, Abdülaziz himself had a soft spot in his heart for the French; Turkey's traditional allies for centuries. Perhaps the British had more colonies, more factories, and a better navy, but they lacked a certain style, their greatest successes being mostly haphazard affairs by private companies. Not to mention, their concrete civil code had been so much easier for his father and brother to adopt: having been the basis of the Tanzimat reforms which were slowly bringing The Empire to par with its Western European counterparts. At the moment, it was hard to say which was the better choice...

No, it was not the Ottomans who were the envy of the world, but rather the British and French... but that did not mean that he couldn't yet reach their heights. His father and brother, the great Sultans Mahmud and Abdülmecid, had laid a great deal of the groundwork for him: the abolition of the Janissary corps who'd been a plague on any earlier attempts to modernize, and already may of the Tanzimat reforms had been implemented, opening up markets for private enterprise, creating schools, banks, and stock exchanges, and investment in rail and telegraph lines which now connected the once divided Empire. In some ways, yes, they were more backward and unstable then their rivals... but they were improving, and were certainly no more backward then the Russians or less stable then the Austrians... their traditional rivals just as much multi-ethnic, mutli-religious as they themselves.

However, they had yet to see the writing upon the table, as he himself had; the Western Europeans had succeeded in the modern age for a reason, and since visiting their nations that had become abundantly clear; Industry; the removal of excess farm labor from the countryside, where they usually became highwaymen or beggars, and turn them to useful labor in factories, turning out the steel and cloth and machines which were the backbone of their mercantile dominance, and thus the source of their bullion to build ships and troops. The areas of London and Paris had been teeming with such facilities, burning well past the sun in a sort of amazing life all its own. Yet, the Frank or Briton was not that much greater a man then the sons of Islam... certainly, it was not the quality of labor which prevented Istanbul, Ankara, Baghdad or Sarajavio from becoming the next Hamburg or Pittsburgh? However... gritting his teeth, he always found it hard to admit what the answer was.

The empire needed investors, plain and simple. Not from inside... the local nobility, with their hands in too many pies already, could not be trusted with industry as well as agricultural income, at least not without playing politics beside. No, he needed somebody who understood how the process worked, men with private means and much money who would want to get away from the Socialist unrest in France and Britain and go where labor and land was cheaper, returns greater, and opportunities more plentiful; the untapped markets of the Empire. It was here, as he was now, that he intended to attract that attention... and help bring his dominion onto the path to prosperity.

Upon the script in front of him, he finished putting the final notes on his Sultanic Decree, calling for the formation of a new department:The Committee for the Advancement of Ottoman Industry, as he would call it, to assemble minds from the local foreign merchants, from the infant Ottoman industrial class, and the proprietors of the private initiatives opened up under the Tazmit Reforms to organize a proper "informative campaign" for French, British, German, and American merchants, wherever they could be reached, to properly extol the values and benefits of investing in the Empire. Granted, he had to be careful with the wording, a hand worriedly going to his neck... already, their were some in the palace, from the old guard, who were distraught with the current reforms or wary about the possibility of their Sultan bending to the same interests that had caused the decline of the Chinese across Asia. If he moved too quickly, or seemed too weak, they were exactly the sort from which a palace coupe could succeed. However, how could they protest to a committee designed to speak of the positive aspects of the Empire? None of them, least of all the high-profile court nobility, would be so blind as to oppose that.

What was next on his agenda, however, was a much more simple matter to deal with: the Vizer of the Sublime Porte had already taken care of the duties from him, and all that was left was to place the Imperial Seal on the response to make it official. It seemed the Italians; an infant nation by any standards, less then a decade old, now thought themselves in need of a proper empire, and assumed they could simply buy these ancient parts of the Domain of Islam. A somewhat annoying vassal Tunisia had been, historically, and Triopolitine wasn't the Empire's most productive area either, but some conservatives were already looking for a reason to stop the Tazmit in its tracks (Successful or not) and replace him with a Sultan who would act as their puppet; and what better way to gain support for that then inflaming the populace with the idea that the Caliph had sold out his Muslim subjects to such a young nation as though they were mere baubles? His reputation would be ruined. So, taking the hot wax, he placed the Sultanic seal upon the following response, written with all the proper diplomatic niceties.

The past decade had been a rough one for the Austrian Empire, with loses stemming from the monster that was nationalism. It was true. Austria was never meant to lean upon the pillar of nationalism and it seemed the recent 1867 Compromise had accomplished nothing but spoil the rebellious Hungarians and alienate every other ethnic group and their uncles. In particular, Emperor Franz Joseph I, a young yet wise ruler, needed to be again in favor of the Czechs and the Good Slavs if his empire was to survive his death. Of course, the Hungarians were already growing stubborn, having stayed in the empire only for the "need" of common defense, despite never being able to be successful in rebellion.

Franz would, however, learn both of these to his advantage. The Austrian Empire died years ago and with it the hopes of a German nation, as much as the emperor would hate to admit it. The rest of Germany was nothing more than a partner in trade, from which several ideas and technology would be borrowed indefinitely. Prussia had chosen to allow Austria to remain in its full glory, bar it causing the losses to Italy and then the creation of Hungary, and for that the emperor was thankful but now it was no concern to the Austrians and an alliance was out of the question except for one of neutrality, which was already secured prior.

The Hungarians must be willing to relinquish power over the loud minorities of their nation. Yes, they could always be put down by force but that would have to wait for another day, one that the emperor did not have with the rising tensions out in the west. The question was, however, how the Hungarians could be made to feel in such a way so close after the compromise. Luckily, the answer was delivered by the ones in question nearly decades ago and it was not lost in the memory of the then young emperor, who had already sent in the men, many undercover soldiers and others only paid peasants, needed to initiate the change in Transleithania; Croatia and Transylvania. Once it became too great to handle for the Hungarian government the other half would gladly step in as the benevolent negotiator.

As for the Italian Problem, well, the emperor knew the nation would be preoccupied in its quest for the Papal States, now protected by the French. When Italy would make its foolish move against the powerful French Franz would be there to rescue the Venetians from the war ravage state and as before Italy too wouldn't be able to stand against the Austrian strength. Troops were for that being moved south to the Italian borders with the most secrecy into Trento and Carniola under the guise of suppressing ethnic rebellions. Something surely that even Italy couldn't object to enough to push forward its plans of Rome. Of course, plans needed the reassurance of the questionable neighbors, largely the monster that was Russia.

Russia is rising, yet, your long time loyal ally has in many ways been falling more and more in this world. I say nothing but a well known fact of this world. However, we are both in a dangerous position threatened by the new Germans and the old Ottomons. Austria, as it should properly be addressed, will be undergoing some questionable operations both within and in the west against the inflamed Italians. It would be an appreciated gesture if Russia were to help in standing against all outside intervention at a time when Austria superficially appears weak.

I personally assure you that standing together in times of need will be for both our crown's better. After all, Prussia already looks suspiciously at Russia, and who are the Italians to depend on if not the Prussians that helped in their salvage expansions? It should also be announced that, for separate reasons altogether, Austria can no longer, after years of assisting the great Serbians and Montenegrins gain independence, take part in the elimination of the Muslim Ottomans when we are all so busy trying to cope with the re-annexation of Venice. However, that is not to say Austria wouldn't aid in rearranging such sensitive land, stretching along the Balkans from Bosnia to Bulgaria, under the control of a trusted ally.

That is why the Russian Empire must not only strive for the sake of Russians, but also Serbs, Greeks and all righteous orthodox believers that still toil under the Ottoman fist. We must purge all infidels that dare soil that Orthodox dominion and liberate those who-“

Alexander II, Czar of the Russian Empire, King of Poland and Grand Prince of Finland looked up from his draft and gazed out into the expense that is St. Petersburg. What was that blasted noise?

Suddenly, an explosion rocked the city, sending up a huge fireball only a few leagues away from the palace compound. Windows shattered from the explosion and the Czar fell from this char. Sputtering, he got up and checked his side arms, thinking that it was another assassination attempt. Then a sharp nock came from the door of his private study. He only released his grip on his weapon when he saw it was Capitan Dimitri of his private guard who entered. The captain bowed.

“Capitan, what the devil is happening?”

“Your Majesty, we must evacuate, there appears to be a coup attempt in progress. The local armory was just attacked and we fear that the assailants may target your life. We have yet to discover the identity of the perpetrators, but we fear that they are connected to the high nobility and rouge factions of the armed forces.” The captain replied, still bowed.

The Czar gestured the captain to rise while quietly mulling over the implications of what the captain just said. A coup? Nothing liked this has ever happened since the reign of Catherine the Great over a century ago. It was shocking, but hardly surprising. He made no friends among the high nobility when he enacted his reforms and freed the serfs. In fact, he was surprised that they did not rise up sooner. Never the less, someone messed up in not seeing this coming. The chief of the secret police would find himself on a one way trip to Siberia when this was over.The Czar brushed away the glass shards that fell on his cloths when the window broke.

“How many in the military decided to side with the traitors?” the Czar asked.

“Several companies worth at least in the St. Petersburg military district. The Houses of Galitzine and Suvorov as well as their dependencies have feared to have risen up. The Ministry of Justice and Imperial Court are also suspected to be in collusion with rebel forces. The Navy and the city garrison remain loyal to your imperial majesty. “

“Good! Deploy the garrison and mobilize forces in the St. Petersburg and Moscow districts. I want this rebellion to be put down with all haste. Also inform the chief of the secret police to enact an information blackout. I do not want a wisp of this treason to be heard outside of this city. Also inform him to put a watch on every noble family with the title above Baron. If they are even suspected of favoring treason, they are to be arrested. Every man, woman and child.” The Czar ordered. He then went back to his desk, picked up his char, then promptly sat on it.

“Your Majesty? We must evacuate. It not safe here.” The captain said with worry on his face.

“I will not run from rabble! Let them come if they dare! I am Czar, no one else. Upon my shoulders stand the fate of the Russian Empire. If I run while my solider fight, then what kind of ruler will I be? Reinforce the palace and tighten security. You have my trust captain. “

The captain saluted and exited the room, leaving two guards by the door. The Czar sighed and took out an amber color bottle from which he poured himself a generous glass of liquor. This is going to be a long day.

The Russian Empire will not stand by watch a once mighty kingdom descend to savagery. If the situation does not improve, we would be forced to intervene.

Bismark looked over the many documents his advisers had given to him. He had requested documents, forums, surveys, everything the German archives could find on terms of modernization and economic agreements. Copies of old and archaic agreements appeared on his desk in a hap-hazard format. He couldn’t do anything about it however. He had to make his way to be first to modernize Korea. “Urgh, a thousand papers and not a single idea worth my time.” It was then that a secretary came into his office requesting a minute of his time. “Fine. Very well. What is it?”

“I have an idea regarding Korea. Perhaps you could have the nation issue permits for trade within the peninsula. We could make a standard agreement with them and set it to say 5000. From there we could make sure that we purchased 2501 permits so that we had the majority. We’d send economic managers that’d be helping the situation and we would make sure they wouldn’t raise the limit of permits. It’d give a majority of their trade yet be favorable to them.”

Bismark got up and patted the young lad on his back, “Boy, you are a genius. I’m not sure what your job is, but you are promoted.” The two men talked for a bit before Bismark got around to writing out the agreement. He sent the attached “treaty” to the Korean king to review with a message saying, “I have drafted this with the help of my assistants. If you would look over this to review it, we can make a better future for both of our nations.”

Korea will establish an independent governing body (to be named now as the Korean Board of Modernization, abbreviated as KBM) that will ensure the process of modernizing shall run smoothly within the nation. It shall first create a total of 5,000 permits to which nations can buy for their civilians to be sold to Western nation at the cost of 30 British pounds apiece. The KBM will only be able to extend the number of permits should the board vote and total a super majority (2/3rd) upon this position. The North German Coalition will be sold a total of 2,600 permits at the increased cost of 35 British pounds apiece before the reaming shall be open to the public for sale.

Article 2 – On Economic Advise and Management

The North German Coalition shall provide economic advise and management to the Joseon Dynasty through the deployment of 7 economic advisers to Korea to serve as board members on the KMB. This would fill up 7/12th of the seats on the board. These advisers would lead the KMB to implement similar policies taken within the Western nations in Korea. The KMB shall be given complete control of the economic policies of Korea.

Article 3 – On modernization of the Korean Military

The North German Coalition shall maintain a troop presence of 30,000 within Korea in order to train the Korean military on modern techniques and such.

The Korean military shall conduct arms deals with German companies to provide for a minimum of 55% their weaponry with the expressed hope of eventually providing for much more.

The North German Coalition shall send one general to work for the Korean government as co-minister of defenses with a local representative.

Article 4 – On Infrastructure and its Development

The North German Coalition shall be granted express permission to build a rail system within Korea connecting all major cities that shall express interest in the program.

Article 5 – On the Rights of Foreign Businesses

The Korean government shall halt the progress through the termination of any businesses permits that attempt to violate the nation’s control of national resources through a simple majority vote by the KMB.

Article 6 – On the Termination of the Contract

Shall the Korean government fail to uphold and abide by the agreements made in this treaty, the North German Coalition shall be able to take action as seen as just with regards to all private and civilian property as if it was the government’s.

Shall the North German Confederation fail to uphold and abide by the agreements made in this treaty, the Korean government shall seek reparations or appropriate economic actions with upholding the sovereignty of both Korean, German, and foreign business’s sovereignty.

Once he was finished he began to ponder the future. The war with France would need to be quick. Not only in duration, but in proximity. He would need to receive a reply from Spain regarding Leopold and have him be accepted. France would need to do what is to be accepted. Diplomats from Spain, Italy, and Prussia would need to meet in order to establish a secret alliance, but only if it was allowed. Sigh, he would need to wait, but he could not wait much longer.

Emperor Mutsuhito bowed in prayer to his ancestors, pledging to them a promise to bring prosperity, as the morning sun shone over the horizon. The young ruler, merely sixteen years old, had sat as head of the Japanese government for a few months shy of two years, and all was running smoothly in this second year of the Era Meiji, or "Enlightened Rule".

During the Tokagawa Era, Japan, like her neighbor, the decaying Chinese Empire, had been coerced into numerous humiliating trade agreements with the Western nations. The Emperor, and the Shishi samurai who aided him in the defeat of the Shogunate, came to the conclusion that the only way to empower their technologically backward nation and gain equal footing with the advanced Europeans and United States was to learn from them and emulate the practices which had given them such emmense power. He was well aware of the tug of war the Great European Empires were playing in China, contending over spheres of influence like starving dogs, he knew that his homeland would be next on the menu.

Mutsuhito now, finished with prayer, sipped on a nice hot cup of tea as he began to make plans for tapping into secrets that bestowed the West with their wonders, Japan would need to study her enemies.

Smoke filled the dimly-lit room. The men gathered around a long table in one of the many offices run by the bureaucratic, overburdened beast that formed the British Parliament. The men gathered in such a poor location far outweighed the true importance of the four walls that contained--or attempted to contain--the colossus of stately power that was amassed around the small, elongated cedar table that dominated the center.

Maps cluttered the walls. The Empire's glory was evident every where one looked; every corner of the world bore the Queen's name in one form or another. From the Falklands to the Faeroe islands; the East Indies to its western counterparts, the British were everywhere. Prime Minister William Ewart Gladstone intended to ensure this remained the status queue--at all costs.

"Let us read the correspondents one more time," he began after a long silence. A collective protest thundered through the room, prompting a plea of surrender from Gladstone. "Alright, fine! The highlights, then," he cried, shaking his head in frustration. Lately, it seemed his Liberal allies were more akin to the conservative opposition in their treatment of their leader. "The Korean government and Prussia have formed close ties, with Korea seeking to modernize itself--no doubt to form a ward against the Japanese, who continue to show gains in strength despite their backwards ways." He shifted the correspondents around, drawing a rather extensive report bearing the flags of the Qing Dynasty. Gladstone pursed his lips, unsure of how to approach such a sensitive topic.

"While the Korean expansion is of interest and Prussia's expansion of their own Pacific sphere, the... Chinese question is of higher importance overall." He sighed, adjusting his spectacles, and began. "The Chinese Emperor has been overthrown, and replaced by his fifteen-year old heir apparent who has declared an age of liberalization and modernization for the Chinese. Their ports have been opened for foreign trade, and cooperation with Western powers is being actively sought by the new Emperor."

Silence shrouded the table. Seeing an opportunity, Gladstone took up the mantle of speaker once again. "Clearly this will pose quite the difficulty when brought before Parliament. Unfortunately, I do not think we have the sort of time to allow democracy to take its course, before China is thrown into chaos and Korea is lost to the Prussians."
"Let the Germans waste their time in Korea; nobody's going to be crying over spilt Prussians!" A cry of ascent rumbled through the room. Gladstone nodded. "Korea is not the objective here; what I am concerned about, is the hundreds of millions of Chinese that are about to become exposed to the greater world economy, when they were once exclusively British customers."

Gladstone stood, drawing a folder from the bottom of the cluster of papers. "Now, if I have some support on my side, I have contacted some colleagues of mine in the East, that are willing to handle this through... More exclusive channels. I assure you, gentlemen, we cannot afford to wait." He looked around the room. "Any objections?" Silence coated the table. Gladstone nodded. "Good."

While opening all Chinese ports to foreign trade is a sure way to guarantee Western influence in China to increase, I assure you this may only end in disaster. Westernization must be taken in stride, with steady trade with a partner capable of dealing fairly with its counterpart. I assure you, in this sense the British Empire will be the only entity capable of trading goods on such a volume that China may proceed forward safely without the disastrous effects of partition.

If we are to proceed, I am willing to negotiate military deals that will significantly modernize the Chinese military to ensure your throne is safe. However in return, China must embark on a course of moderation--a course that embraces the friendship of the British.

The President looked out his window and welcomed the sight of the massive fireworks being shot. A new year had begun and the Spanish people eagerly awaited what it stored, the Spaniards were optimistic but traditional people. President Francisco Serrano had the dream of Spain dominating the Iberian peninsula and consume the rest of the Caribbean, but Serrano was just a temporary Head of State until a new King could be chosen. Spain had lost major wars but still was a power to reckon with, it had the desires to surpass the US and Britain in the naval race and hoped to maintain its colonies and even acquire new territories. President Serrano had keen interest in China, seeing it as a potential ally in the Far East and strategic economic partner. He also viewed reports of Japan and wanted to invest in it as well. The President reviewed European affairs, he knew that French and German tensions were brewing and what Spains role would be. He thought to himself should war breakout between France and Germany, Spain could potentially eliminate a territorial power. He walked through the doors of his office, 2 palace guards greeted him, gave him a salute, and went about their day. He walked to the Parliament doors, again 2 guards gave him a salute, and opened the doors, massive bickering overwhelmed him. He walked to the podium with ease, gave the nod for everyone to sit down.
He began,
Gentlemen! A new age is falling upon us. with advancements in technology and new industries created, we can still reestablish Spanish prestige and authority. Massive reforms will begin soon and for the benefit of the Spanish people, reforms such as increasing our standing military force all around, healthcare to be more accessible, promotion of new industries to help create jobs and stimulate our economy, and endorse education, the next generation is our only hope of surviving as a sovereign nation, I want Spain's University system to be the envy of the world! These are big plans and patience is required but in the end we will prevail! Foreign affairs regarding Spain are prominent, our colonies in the Americas are at stake from the Imperialist Americans. Therefore, I ask you to increase our colonial force stationed in the region, speed up production of Ironclad's and frigates, and furthermore should war breakout we will be on the offense, I ask you to draft a plan to ready an attack force when the time comes. Mi Companeros, I will personally contact the nations of the world that our within our interest to form friendships, trade agreements, and overall alliances. Spain must seek support to ensure its prestige and influence. Viva Espana!


Massive applauses and cheers erupted from the parliament, President Serrano was ready to make Spain a World Power once again. Even without a King appealing for him to do it. He had recieved a telegram from Germany, about the appoint of Leopold, Prince of Hohenzollern, and he was put on the Ballet for strengthening relations with Germany. Another Candidate for the spot of King was given to Ferdinand of Saxe-Coburg, but with his Portuguese Background and a old King not wanting them on the Spanish Throne, it is just a talk of the room. Even though Serrano was only a temporary President, he wanted to be sure that the Power was going to be returned to Spain, and stability could be established. He began to think about the carlist problems in the North of the country, and decided that maybe they were worth putting on the Ballet, and spoke infront of the provisional government for putting Carlos, Duke of Madrid, in power to solve the internal problems.

These were short lived, as the council refused to put this man on the Ballet, and this left the President to think about the German and Portuguese candidates left.

Kingdom of Italy

An genius plan thought of by Prime Minister Lanza involved Venetian claims on the Ionian Islands in order to invade Greece and annex it for the Kingdom. However, he had to deal with Britain and France first. Britain would be the first one. He thought up a story about the Napoleonic Wars and Venice, and he sent a letter to the Prime Minister of the UK.

The Italian ships landed on the sandy Namibian shores in the morning. They set up shelters in order to survive, and unloaded their equipment. They met a small number natives, but were easily fought off. The commander surveyed the battle. "Well, Vittorio. And you said we would lose." "I didn't, Umberto, re-" "Just stop, please." "All right, but I'll win the next one." "Sure you will. We have more important matters. A large amount of native warriors might come to us." The commander then placed the Italian flag on the shore, signifying ownership of the land.

Mauritanian coast

In Mauritania, things were different. The ships and soldiers dispatched came under immediate fire by native warriors, and took heavy casualties. By the time Italian forces managed to land on the beach, the warriors had already disappeared into the desert. It would be a massive fight to take the land away from them, and the Italians knew.

We would like to help you modernize your military and industrialize. In order to do that, we shall send you military advisors and maintain a presence of 10,000 Italian troops in order to train Korean troops about military tactics and the like. The Kingdom of Bavaria
January 24th, 1870

The World was in a time of great uncertainty. Industrialization was at an all time high, Imperialism was the dominant political force in the world, and wars were bound to erupt in Europe. Multiple factors added to this in Bavaria, a young King, defeat in the Austro-Prussian war, and the French calling for the Conquest of their former borders. However, Ludwig II was a great king, and he was determined to lead his nation bravely and just. Just north, the North German Confederation was slowly pulling South Germany into it's sphere of influence, but Bavaria would remain independent! Ludwig made this promise too himself, and would die trying to keep it. Bavaria would go strong, not as an enemy and rival of all, but as a companion and a competitor.
Munich, Bavaria,
Ludwig II awoke in a plush feather bed, his head resting on a down pillow. He cleared the sleep from his eyes, and hastily got dressed. His room was elegant, and an attendant fashioned his hair for him in an ornate mirror. And, as all good Kings must do, he got ready to address his people. The doors in the west side of his room swung outward, and out strode Ludwig. There, a small crowd of people gathered looking up at the balcony from the cobbled streets., and Ludwig was proud of the nationalism that he inspired. Munich was a grand city, and Ludwig looked out at the neoclassical architecture and tall church towers on the skyline. His appearance was all that was needed, and the people were satisfied as he walked back into his room.
He strode down the stairs to the 2nd floor of the Munich Residenz. There, an elaborate breakfast was laid out, and the King ate a mix of delicacies and staples for his meal. He ate hungrily, and tried to prepare himself for the meeting ahead. As a precaution, he took a swig from a discreet flask on his hip, and tried to relax. After he was finished, he walked down to the 1st floor, and into his office. There, a long table was set up, and his advisors flanked him on either side as he took the head of the table. He took a deep breath, and spoke "Shall we begin?".
The first advisor to speak was one of his closest friends, Wilhelm. He was a master of the arts, and basically spoke to Ludwig about the upper class in Bavaria. "My King, since your father's success in revitalizing the arts in our nation, the finer things in life have still not caught the focus of the foreign world. Surely a bit of grandeur would make our nation seem more...attractive. So, I believe we need to make Bavaria a center for the fine arts again, band we will extend beyond our confines and be a global artistic power. To do this, I propose that we institute a 3-Step plan. First and Foremost, we build a large museum that will attract various German artists to display their work. Next, we provide funding for our local Bavarian artists to make masterpieces, and lastly, we assemble a group of architects to add to the neoclassical wonder of Munich. What do you say?"
Ludwig was very pleased, he knew he could trust Wilhelm, and this plan would add culture to the nation. Ludwig was also a political man, and knew that Bavaria's cultural influence can be used as an advantage.
"Of course Wilhelm, take all the funds you may please, just bring about this plan of yours as soon as god may will it. I know that our nation will flourish as the epitome of finery. Any other reports?"
The next person to speak was his Advisor of Diplomacy. The man's name was Widiman, and he had been around since Ludwig's father's time. "Yes sir, the Koreans have sent us a letter, as they have to multiple other nations. They want to modernize their nation, and I believe their allegiance would be beneficial if we were to turn our sights to the east. How shall I reply."
"Hmmm, modernize." Ludwig was deep in thought, Bavaria was but a regional influence, and surely they could not focus on the Orient. "We shall send a military advisor. They can help to westernize the Korean army, then they will have a small debt to us, that can be called upon if needed. So, inform General Siegmund von Pranckh, that he will be traveling to Korea. Let him observe the Korean Army and bring back any information whilst educating the Korean army. Please send a letter telling them of this, and send the General on a ship at once. Also, offer to establish trade routes between us. That is all."
To the rulers of the nations of the West

The Joseon Dynasty is interested in trading with the Western Powers. The Joseon Dynasty is also interested in modernizing and industrializing and would be grateful for Western help. We would negotiate trade agreements as well as exchange goods and ideas. The Joseon Dynasty hopes to become strong like the westerners and we sincerely hope you accept our offer to commence trade with the Europeans.

Next, Ludwig II revealed his plans. He shared his dream of uniting all of the South Germanic peoples, and he asked for his advisors to help him. The whole rest of the meeting seemed like a blur to Ludwig, and the whole room feverently argued about how to accomplish this goal. After much deliberation, they reached an agreement. And finally, Ludwig personally wrote this letter to Prussia.
To: Chancellor Otto Von Bismark of the North German Confederation
My dearest friend, ad you may know, we live in a very dangerous world at this time. And the threat of France is very real, and very dangerous. I have no doubt that if we do not actively prepare for a war against them, that we and all of Germany will be destroyed, eviscerated, and subjugated. I have a plan, that will allow for you to have a ridiculously strong ally against the French menace. I propose, that my nation Bavaria, will annex Baden and Württemberg and incorporate their armies into a larger and more efficient force. Under the elite leadership of my general staff and my army's organization, the soldiers and people of the 2 nations will prosper. Once our military forces are combined, we the French will not stand any chance at all against us. So, I am asking for you to give me permission for this unification, and reason with the 2 states into joining me. If you do, I will be forever in your allegiance.

The Joseon Dynasty fines the deal very beneficial, yet we believe this deal shall not work well as other nations plan to invest in Korea as well and they would seem..... Quite unhappy with a monopoly of Prussian goods. We will accept Articles 3 , 4 and 6 while we would like to negotiate more with the Prussian government along side the Italians and Bavarians at a conference we plan to host in Hanseong. We would like to change articles 1, 2 and 5 a bit to make it a combined effort among Italians, Bavarians and Prussians. Despite this the Joseon Government would be fairly happy to let the Prussians build a sizable military force in Joseon, be the frontrunner of militarizing our forces and selling arms and munitions to us.


King Gojong looked at the offers. The Prussians were asking too much, while he was confident that Prussian weapons and training would be superb and most trustworthy, he wanted economic development to be more divided up between the three contending nations and Joseon. Italy would be some good help preventing the Prussians from becoming too powerful, as he did not want to be a Prussian puppet, he would rather prefer to be a good, trusted ally that would help Prussia willingly instead of being forced if it came to it. King Gojong knew he needed the Prussian and Italian divisions plus assistance from Bavaria due to disturbing reports from Qing China. Apparently Qing China seemed to be suffering some sort of chaos with assassinations of the Dowager Empress and apparently there was some military movement around Manchuria. The Joseon government had to assure Qing that they meant no harm, or they were doomed to a devastating war before they could modernize.

To the newly-established government of the Qing Dynasty

The Joseon Dynasty has been a key ally to the Qing Dynasty in the Far East for centuries beginning with the fall of the Ming Dynasty. The Joseon Dynasty would like to strengthen our strong relationship with Qing more. The Westerners have damaged Qing reputation yet the Joseon Dynasty will always remain a good ally of the Qing. The Joseon Dynasty would simply like to inform the Qing that we plan to modernize and learn western ideals. We hope that by modernizing the Joseon Dynasty would not suffer the faith of being invaded by the West. We shall attend the conference in the Forbidden City by dispatching ambassador Kim Hongjip, who while young is quite intelligent and able.

King Gojong thought for a few moments. Joseon was in a dangerous situation, it had to be careful for every step it took. The French, British and Americans hadn't responded to his letter. He thought they could provide some help to his nation's modernization, while Russia could also have been a good ally. The Joseon Dynasty had expansionist plans yet at the moment none were going to work at all. The Joseon army numbered just 8,000 regular troops, and that was a very small number, plans were being made to increase army size to 60,000 troops. It would take a few months, yet it could work. Reserves could be strengthened by enforcing mandatory conscription. Gojong was getting these ideas from a few Prussians who stayed at his capital, and apparently Prussia had mandatory military conscription, which didn't seem like a bad idea.

The Emperor, shaking daydreams of Lady Alute from his head, concentrated on the task at hand. He was writing a letter. Imperial telegraph officers would then type it up, and send it to Spain. He'd already neatly rolled up the letter to Britain, and others to Russia and Prussia.
His mind again began to turn towards Lady Alute and her perfectly curved body, but he growled in frustration and continued. The girl must be some sort of temptress, because he'd barely been able to get her out of his head since their last meeting. He took the imperial seal out from a pocket of his robes, rubbed it in the reservoir of red ink laid out on the table specifically for that purpose, and pressed it firmly on the top of the page.

Within twenty minutes, telegrams were racing down the line to Europe.

Despite the troubled relationship our two mighty empires have had in the past as China began her decline, I am pleased that your attitude remains optimistic on future cooperation between our two countries. Britain's trade, aside from your opium, has always been valued and appreciated by the Celestial Empire, and rest assured that Britain's merchants are regarded most highly in the new order, and their position remains assured. China would also be immensely greatful for the military cooperation you mentioned, for despite our recent purchases from European manufacturers and the hire of a number of officers to train our soldiers in the use of these weapons, China's military remains equipped with relics both in terms of weaponry and strategy for the most part.

However, I do wish to make one thing clear- while Britain will be a favored partner in the Glorious Restoration, it shall not be alone in its cooperation and trade with the Empire. I hope you understand that Britain shall not by any means acquire a monopoly over China's markets, and though I trust your intentions are good, I worry that perhaps some of those of the other members of your illustrious government have more malign and imperialist goals regarding China. Attempts to destabilize the Empire or deny us access to the global market by this benighted fringe will be taken very seriously. I am, however, quite certain that you will be able to control any of these unfortunate elements, and I am filled with happiness at the prospect of newfound cooperation between China and Britain.

Additionally, I would note that it seems Russia has taken the Glorious Restoration deliberately as a provocation, calling the execution of the Triumvirate of Usurpers "regicide" and claiming I have been kidnapped by radical officials. They have threatened to intervene should "the situation not improve". I am disappointed, but at the same time, China's armies are woefully unprepared to meet a Russian invasion, which I am sure will eventually occur as these things tend to follow a fairly predictable course. I would be eternally grateful if the British Empire could make some note to the Russians to perhaps dissuade them from destroying the fragile progress that has come so far in the last few weeks, in recognition of their favored position in the new order.

I think perhaps there has been a misunderstanding.

Firstly, it is not and never will be Russia's place to "intervene" in China if court politics takes its way. Second of all, your heavy-handed threats are taken most seriously and are typical Western imperialism- justifying the seizure of Manchuria and perhaps Outer Mongolia, I would guess, with the supposed "kidnap" of my own personage and "regicide" of the Dowager Empress.

Thirdly, if this is indeed a misunderstanding, and not a deliberate one designed to lead to a Russian imperialist venture, then allow me to clarify. I have most certainly not been kidnapped- I am currently residing within the Forbidden City, overseeing the Glorious Restoration.
Additionally, the execution of Empress Cixi and the rest of the Triumvirate of Usurpers was carried out on my direct orders, following a trial. They were executed for high treason and criminal negligence, as they had usurped the throne of myself, the rightful emperor, and neglected the people despite obvious and severe problems plaguing the empire. As such, their executions cannot be considered regicide.

I hope that this little bump can be overlooked, as it hopefully merely a factor of Saint Petersburg's great distance from Beijing and the garbling of communications over that great area, and that Sino-Russian relations can strengthen as China moves into the modern era. However, if this is indeed a scheme designed to rob China of her rightful territory, I will warn you that I and the empire will resist any such attempt with all possible force.

In recognition of the mutual threat posed to us by Western powers and a strong Korea, but also in recognition of the desperate necessity of modernization, I propose an alliance between Japan and China. Together, if we can share our resources and knowledge, we can truly reap the fruits of Western technology and culture, while ensuring our nations are not ground under by the boundless imperialism of nations like Britain, Russia, and France. It will also protect us from an increasingly dangerous Korea, which seems to have growing territorial ambitions in the Orient.

Now, trying to suppress the thoughts of Lady Alute again, Zaichun was standing motionless as servants dressed him in his formal attire. He was clad in rich, heavy robes of golden silk, embroidered with opals and other gemstones, spun with golden threads. He wore a soft hat of black felt, but had insisted on not wearing makeup.
The Korean ambassador would be arriving soon.

As the Korean delegation arrived in Beijing, they would be paraded through the city's walls, escorted by hundreds of soldiers from the New First Army. Other traditionally equipped soldiers lined the streets in a massive procession that would lead all the way to the Forbidden City.

At the gates of the Forbidden City, the Koreans were ushered past rows upon rows of guards and courtiers, through gardens and palaces, until he finally arrived at a small garden and was led into a pavilion.
The Emperor was seated in his formal robes, flanked by two modern-equipped soldiers and several chief ministers. The Korean ambassador was led up to the entrance to the pavilion, and two guards left their escort to stand by the entrance.

Qixiang eyed the man keenly. It would be interesting to see how he reacted to being presented to the Emperor. It was not required for him to kowtow, though Korean ambassadors traditionally did so.
It would give him an insight into Korea's mindset, and perhaps Gojong's plans, whether the man chose to perform the triple obeisance, or simply sit on the portion of the bench allocated to him and a few of his party.

Kim Hongjip saw the beauty of the Forbidden City, yet was sad as he knew that all this beauty couldn't stop the fall of the Qing if they couldn't stabilize China and start modernization. Ambassador Kim performed the Kowtow to the Qing Emperor. He was told by King Gojong to perform this to show the Emperor respect as Qing was still technically the Joseon Dynasty's overlord, though Joseon was only vassal in name as it was a de facto independent kingdom. King Gojong had ordered Kim Hongjip to please the Chinese as much as possible and start forming a plan for their separate nations to start modernization...

The ambassador had ended his Kowtow to the Emperor and waited for the Emperor to start to speak. Kim understood that the Emperor was younger than himself, and he was 28. However age did not determine intelligence, and Kim made sure to not underestimate the Emperor. He also hoped that Emperor Qixiang would be able enough to prevent the Qing from collapsing in their modernization process, for Qing collapse would mean the largest power in Asia and Joseon's oldest ally would crumble to pieces, forcing Joseon to completely rely on Prussia and Italy for any forms of help. King Gojong informed Kim that he did not trust Japan, as the Japanese would attempt to conquer Korea first if Japan became the first modernized non-European nation in Asia... Now all Kim had to do was await for the Emperor to start talking, so that the conference could officially commence as it was polite to let the Emperor speak first.

Hanseong, Joseon

King Gojong waited anxiously, Kim was a trusted, fine young man who was very intelligent and resourceful for the modernization cause. King Gojong knew that the conference had to go well to gain Qing trust and have a reliable nearby ally incase of attempted European takeover in Joseon. King Gojong also was anxious as the Italian and Prussian delegations were starting to arrive at Hanseong to start the conference on the modernization of Korea.

The Emperor smiled slightly as the Korean performed the triple obeisance. It seemed Korea still sought to please China, to avoid angering their fickle and impotent master, helping China to save face by ensuring no war came- for with rebellions and natural disasters bringing ruin all over the disintegrating Empire of the Great Qing, a war in Korea would be disastrous.
The Emperor's eyes seemed like black whirlpools as he looked at the Korean man, the gleam on an intellect honed by years of watching court politicking shining beneath his powerful, entrancing stare.

Qixiang inclined his head slightly to the Korean, an enormous condescension on his part, but did not make any other signal as he began speaking- in Chinese, of course. He could only go so far.
"Ambassador. A pleasure to have you here. A greater pleasure that Joseon, too, has chosen the path of salvation in casting off the chains of ancient tradition and accepting the technology and industrial miracles of the West. I am intrigued as for your plan to integrate Western technology, and also interested in what ambitions Korea might wish to finally recognize once she has the miracles of the modern era her servant to make them reality."

As he spoke, Zaichun's mind fluttered from this to that- from the man he was speaking to, to Lady Alute (again), to the soldiers he had ordered mere minutes before this to begin marching on the province of Shaanxi, which was controlled by a patchwork of Muslim warlords. Nearly a million soldiers would ultimately take part in this massive, all-out campaign, under the command of one of the Empire's most talented soldiers- Yuan Lin, handpicked by Qixiang himself for this campaign. He had previously been a commander of a small force in Xinjiang, and had distinguished himself in several actions of varying size and severity against Muslim rebels. Now, he would direct the campaign against the ongoing Dungan Rebellion. After Shaanxi, hopefully, they would advance into Ningxia and Gansu, and crush this long and bloody rebellion once and for all.

But that was weeks, if not months away, and Qixiang tore his mind away from the upcoming campaign and focused again on Kim Hongjip.

Dear All european leaders,
Denmark is a new nation to this. I hope we can work out some trading, as it will benefit both of our economies, maybe even a military alliance.
Denmark is a monarchy, with conservitive views. We will stay neutral, unless we are attacked, and maybe if our allies are attacked.

After a week of careful drafting by the finest artists in the Ottoman court: carefully mixed with a few representatives from British and French merchant consultants requested from the harbor districts, the small Committee for the Advancement of Ottoman Industry was finally able to set down their pens and colored inks, fingers cramped for days upon day of drafting and redrafting. It had been a rough project, but the works of art prepared before them: carefully drafted to appeal to Western European sensibilities and desires, were finally complete: and with them, perhaps, the money the Empire would need in order to facilitate her move to emulate Western European successes. Now, all that was left was the approval by the supervisor of their project (as well as the man who authorized their wages): Mehmed Sadık Pasha, the Minister of Finance.

Everything had been carefully laid out for him: the draft well-kept and displayed on their easels, the room warm and well-lit, and his personally chair pointing the face the door, to make it very clear he was sitting at the head of the table. A few of the presenters were sweating slightly, as he sat down, waving his hand for them to get along. They glanced at one another, unsure of who was going to speak first, before one of them raised his arm, drawing attention to the draft on the far left.

"This is the design we'll be having printed in London, Pasha." he addressed their Minister by his more honorable title. "At first, we thought that we should appeal to a more artistic style... but we'll be trying to appeal to businessmen, not any landed nobility. Notice the careful placement of the Lion, standing tall and guardent behind our banner: this should appeal to British patriotism and the capitalist belief that they're noble beasts of a new variety: one that doesn't merely fight or lounge about but protects the and advances the benefits of industry. And what is a better symbol of industrial might then a railroad, I might ask? Leading in from an empty mist into the a more fertile field of grass, bearing signs showing the borders of modern civilization? From simple sustenance to prosperity? Certainly, this will tell their titans of industry that their pounds will be well-spent in our industrialization." After that little speech, the Minister seemed pleased, nodding his head, though he reserved his judgement for around a minute so he could think.

"Seems like a wonderful idea... though, about when should they be getting into production?" He asked, sounding more curious then concerned.

"We'll have the consulate in London begin printing them as soon as the template arrives... roughly a 5 days journey. Add two more for printing and distribution, and that should make it about a week. Anyways..." He continued... feeling a little pressed for time and wanting to keep him in a good mood, he moved to the next work of art."

"Ah yes... and how much longer until the model for the French is completed?"

"We should be able to decide on a final design in 2 days time... we'll be going with a much more artistic design, so it will take slightly longer."

Their was a few moments of pause, as Mehmed's face furrowed... the crew waiting in tense silence as he pondered the proposal. Then, without saying a word, he pushed his chair away, supporting himself on the table with his arms, before cracking his face into a small and laughing softly. "My friends, take as much time as you need. This should be good work. Tell the Consoluate staff to insure these go to where the English wealthy converge... gentlemen's clubs, horse tracks, parties, what have you. The drawing alone is enough to pass as high-brow artwork... certainly they'll appreciate that... as well as another little side project." From the folds of his cloths, he removed what looked to be pamphlet; much like the sort those Americans used to use for their political treatises, on crisp paper and written in blue ink, the top in fine English script reading Simple Economics: The Advantages of International Venture Funding, holding it out for one of the committee members to grab. "Insure these are sent upon the same shipment and treated in the same way... British printers can turn our simple paperworks for little to no cost, and certainly their upperclassmen would prefer some information to go along with their artwork." The committee started flipping idlely through the papers, their eyes catching on a few of the more notable passages that would certainly titillate the thoughts of any capitalist in the Isles.

And, as the committee decided, both the original copy of the template and the pamphlet were placed upon a steamship bound for London that very afternoon. With any luck, they would capture the eyes of those willing and able to recognize such a wondrous economic opportunity... perhaps, even, members of the British governing class itself. Of course, their would be a tight rope to walk... but, if the Empire was going to emulate the victories of the Industrial powers, she must emulate their methods as well.

Napoleon III, ruler of the Second Empire of France was deep in thought. It was a January day, like every other. The winter snow had already been trampled into a gray slush by the thousands going about their lives. From what had seemed to him a glourious reign now came utter hopelessness. An old ally of France, the mighty Austro-Hungarian Empire had suffered an humiliating defeat by the Prussians several years ago, and things had never been the same since. Internal pressure from his own government was worrying Napoleon III, and he wondered if his time was limited. With Prussia as a rising power, it seemed that War was inevitable, and he worried that his France would be on the losing side. His alliance with the Austrians had been severly damaged by their defeat, and so he turned to the only power he knew...Britain.

To your Most Execllent Majesty, Monarch of All of Britian,


Although our nations have had conflicts in the past, we, in our duties as neighboring nations to promote the general welfare of the Western World, and of the Balance of Power and Influence in Europe, I hereby humbly ask your most gracious Majesty for an alliance between our Nations to best defend against any challanges to the fragile Balance of Power and Influence, without which, we shall most certainly descend into War and Chaos. It shall be my hope that your majesty will see the Sense in my reasoning.

In the race for colonies, Prime Minister Lanza then looked towards the Horn of Africa, from orders from the King himself. He was going to make a deal with the Geledi Sultanate to put them in control of all present-day Somalian territory and having some autonomy in exchange for them being a colony of the Kingdom. He wasn't sure that the plan would work, but he was going to try it anyway, to try and secure the area for the new Italian Empire, which was formed after troops claimed the Skeleton Coast for the country. Then, he started writing the letter that would possibly get them a protectorate.
