DISAPPOINTED at Singapore's attempt to take advantage of the Thai-Vietnamese/Laotian War

UNWILLING to let a war over a peoples' freedom become a festival of robbery of military equipment

REPULSED at the clandestine methods used by Singapore to acquire a submarine which was not threatening either them or their allies at the cost of innocent lives

What you propose?


HEREBY

1. Demands Singapore's return of the submarine stolen from Vietnam.

2. Acknowledges the wronged people of Vietnam in the killing of people not actively supporting the oppressive regime

3. Threatens to ostracise Singapore should such a civilized nation decide to persist with such burglary

What should we expect if this is enacted?


AS SUCH

1. Singapore should return the expensive submarine.

2. The world should look upon the event as one of thuggery eventually paid back and righted, and the issue dismissed.

Preamble


With the on going conflict in the North Kivu region of the Democratic Republic of Congo, and constant fighting from rebels in that area. Lives are being lost over bloody conflict that has been ravaging the tumultuous region since 2007. The Democratic Republic of Congo's military is incapable of resolving this conflict on it's own, and with rebels showing no intents of political resolution, we ask for intervention from the United Nations in order to keep peace and stability in the central African region.




What you propose?


1. United Nations peacekeeping in the North Kivu region in the Democratic Republic of Congo to help resolve the conflict, and keep stability within the DRC.

2. A United Nations fighting force be deployed to help the Democratic Republic of Congo's military combat insurgents in the region, and protect civilian casualties.

3. Medical and food aid be sent to the Democratic Republic of Congo's Kivu region to be given to the injured victims of rebel attacks in Kivu.




What should we expect if this is enacted?


The United Nations can expect to see vast improvement in the quality of life in the Democratic Republic of Congo, as the rebels in the region are responsible for human trafficking, kidnapping, possible slavery, sexual violence, and having child soldiers. The DRC is pouring countless amounts of money into military operations that could be used on other things such as improving the education, and healthcare systems of the Congo. You can expect a more stable and peaceful Congo with the passage of this resolution.

Additionally, Thailand would like to state that it is relieved that the DRC is actively taking steps to further world peace, as Thailand itself is doing. Should this continue Thailand would like to suggest a possible commendation of the DRC's UN Delegation.

Ongoing conflict in Southeast Asia has already result in the death of thousands and the displacement of even more. Current projections show that millions could be dislocated from their homes and jobs. The destabilizing of nations in ASEAN will lead to hazardous economic conditions for all of Asia and potential hazardous trade waters should the conflict continue to go on unresolved. War is never the correct answer, and it is up to the United Nations to continue world peace.

What you propose?


1. UN-mandated ceasefire ordering the withdraw of ASEAN-affiliated troops from Vietnamese land and the South China Sea, as well as pro-Vietnamese Coalition forces from Laos.

2. UN-controlled peacekeeping mission in Laos (henceforth referred to as UNSEA)

3. UN-sponsored and monitored peace talks.

What should we expect if this is enacted?


1. A return to stability in the region.

2. A return of military presence and order to Laos while its government is returning.

FURTHER REALIZING the lack of sensitivity towards the situation by foreign powers

NOTICING the lack of focus on humanitarian aid and civil support

ACKNOWLEDGING the upbringing of the Laotian Constitutional Monarchy's proposition to focus on rebuilding

FURTHER ACKNOWLEDGING the refusal of the Communist Party of Vietnam to attend negotiations of any sort

DEMANDING all involved combatants contribute to humanitarian aid efforts in Southeast Asia


What you propose?


1. The United Nations will proactively work with Southeast Asian nations to bring aid to suffering people

1a. The United Nations shall henceforth establish the United Nations Southeast Asian Relief Committee [UNSEARC]

I. UNSEARC shall be protected by the host country and is not to be fired upon under any circumstances

II. UNSEARC shall be provided monetary contributions from South and East Asian nation's budgets in order to assist in funding aid efforts

III. UNSEARC shall be deployed only to secure zones following the end of conflict

2. The United Nations will recognize the independent Constitutional Monarchy presiding over The Sovereign Kingdom of Laos

3. The United Nations shall impose sanctions on any combatant government that does not consent to attending UN sponsored negotiations within 1 weeks time from resolution inaction

3a. The United Nations shall have a present delegation at all negotiations, deemed The United Nations Southeast Asian Delegation [UNSEAD]

I. UNSEAD shall speak on behalf of the Secretary General of the United Nations

I. UNSEAD shall focus on ensuring a peaceful resolution resulting in demilitarization of all involved parties, focus on creating and preserving democratic values and structures

3b. The United Nations will work to ensure a democratic and humanitarian-friendly solution to the conflict

Vietnam naturally votes NAY on Resolution 045454545 and would also like to clarify to both the British and German delegations that in the preamble, Mr. Phan stated:
FURTHER ACKNOWLEDGING the refusal of the Communist Party of Vietnam to attend negotiations of any sort

This is a foolish case of propaganda against the Vietnamese people and government. Vietnam has not been stubborn in its attempt to find peaceful solutions. We reiterate that although we have not offered peace conferences ourselves, neither has Thailand or any other ASEAN members. We also wish that Article 2 of the Resolution be stricken down, since the UN has recognized the Communist Party of Laos as the ruling, legitimate party of Laos.

Furthermore, we would like this resolution to be tabled for discussion before being brought to a vote.

The North Korean Diplomat Sin Son-ho, stands and begins to address the United Nations.

"North Korea wants to finally establish better relations on the International Stage, by allowing the United Nations to send inspectors to our Nuclear Plants, and pledging to stop any further testing of Nuclear Weapons if all the United Nations resolutions are lifted. We wish to encourage economic growth within our country, and we do not wish to further de-benefit ourself on the International scale. As to the current resolutions being voted on, we would like to Abstain from those in the meantime, but we will publicly announce our support for Vietnam, just without troop involvement."

Most surprised, the UK congratulated North Korea on taking moves to move away from its current state, and welcomes its UN involvement and normalization of relations with the rest of the world. It ask all the nations to be receptive and encouraging of North Korea in its political movements here.

Thailand, Cambodia and Laos dismiss these false claims. ASEAN has offered negotiations in nations such as Malaysia, Singapore and Myanmar prior to their direct involvement multiple times. We have never received a response from the Communist Party of Vietnam, however we have received responses from various other groups in Vietnam.

Additionally, following the surrender of the Communist Party of Laos in Vientiane the Royal Laotian Government was voted to become the Government of Laos, the Royal Family in Laos has had a legitimate claim since the Vietnamese-backed military coup that illegally assassinated multiple government figured during the Cold War.

The people of Laos have spoken and ask merely for the United Nations to hear their plea.

The delegation from the Democratic Republic of Congo stood up, after reading over resolution 045454545, he had some problems with it.

"In regards to resolution number 045454545, specifically parts "I, II, III" under section "1a". How will we know the proposed "UNSEARC" will be efficiently and willingly protected by the host nation? If they don't protect us, there really is no secure zone as stated in "III". Even if there was, the zone could still be attacked by radical nationals who were fighting in the war. It seems to me, that if we were to select a host country, it would have to be in a bordering country.

In part "II", this resolution is forcing Southeast nations to take out of their own budget, to give to the U.N to fund what could be an unwanted programs. Those funds could be used to be placed into more proactive things such as education, social programs, and healthcare." The Congolese delegate stated, his skepticism on this section was evident as it didn't make much of any sense to him why the U.N would force a country to host them, fund them, and then secure them all at the same time when the U.N could do this for itself.

"With that said however, I applaud the efforts made by this resolution to help find peace in Southeast Asia" The delegate finished before taking his seat.

The Delegate from Thailand stood, addressing the Congolese.

"Thank you for your concern, delegate, the Kingdom of Thailand greatly appreciates your recognition of our efforts. In deference to the UNSEARC, as a UN mandated organization, the UN Recognized government would be obliged to accommodate the humanitarian force. Should they request the UN Peacekeepers be used instead, they may. As for secure zones, the United Nations would measure the tactical risk of hosting humanitarian programmes in the aforementioned area, on a case-by-case measure.

As for part II, I personally believe that using the funds to save what may soon be millions of lives and would only be marginal in terms of GDP Percentage is far more proactive than social programs, atleast until the minimum standard of aid is achieved.

The evidence was found in legitimate military communication channels during the ASEAN liberation of Vientiane. Some evidence includes the testimonies of various high ranking officials to the intents of the Communist Parties against a plethora of other states, along with records of the Hmong Genocide.

The Laos delegation may get what they wish, but the UN will find nothing of Vietnamese cooperation in any sort of genocide, nor will they find any correspondence regarding troop movements that are reliable and not from war exercises.

Preamble


North Korea is wanting to encourage economic development inside the country, by complying with some of the previous U.N. resolutions made against it.

What you propose?


Section I (Goals)

1.The North Korean government shall allow U.N. inspectors into the country, to verify the existence
of our Nuclear Aresonal and all other weapons that they may want to inspect.

2. The North Korean Government will stop all further Nuclear Testing, and give itself to the Non-Proliferation Treaty.

Section 2 (Expected Actions)
1. In regards for stopping of our Nuclear Program, we wish for Resolutions 1695,1718,1874,1928,1985 to be declared null as we would be complying with the acts stated for the removal of the blockades.

2. Wish for the world to open trade negotiations with North Korea, and help it modernize to South Korean levels.


What should we expect if this is enacted?


If this is enacted, the North Korean government will be opening up a little to the International Community, as we have ignored our economy for far to long, and if our economy stops working one day due to little output, we will have most of our country dieing of Sickness which is something our government will not have the resources to address. We hope the United Nations will accept this, and further economic cooperation with us can happen.
