Except Oklahoma has a little loophole that lets them "steal" money from the US. Road work that never finishes.

Any specific goal(s): The goals of the UREC are to remain independent of the USA, conquer Hawaii, and (potentially) take Baja California. This shall go from civil war to WTF. :)
Brief Description of your nation's government:The government of the UREC consists of a central government which is comprised of 4 branches. The Executive branch has almost complete power and is led by the Imperial Governor. The Imperial Governor is elected by the populace, and serves in that capacity for life. He has the power to nullify laws that the Senate creates. The Imperial Governor is the Supreme Legionnaire, and is in command of all military decisions, and is able to declare war whenever he so desires. He or she can create laws, but these must be ratified by either the Senate or the Conglomerate of Commons. However, despite all the power that he or she holds, the Executive Branch is always subject to the findings of the Judicial Branch. The Judicial Branch is quite like the one that existed in the United States during 2014. However, the panel of judges contains 15 judges. The Legislative Branch only has one house in the central government, the Imperial Senate. The Senate makes laws, and can call for the removal by force of the Imperial Governor by the Senate Guard, the only military the Senate controls. The there is the policy committee, which governs all the other branches (except Judicial) and is second only to the Judicial. They are put in place by the Imperial Governor. Under all of them are the District commissions, which have two parts, the Judicial and the Executive. The amount of executives vary depending on the population. They decide local taxes and laws.
Brief Description of your military: The 3 million plus military members of the California National Guard are highly motivated. In 2036, the California legislature (pre-revolt) signed the Modernization Act of 2036, which (by pulling a lot of strings) enabled theses units to train with active-duty and reserve personnel on United States Military property. After success with the program over the next year, the 2037 Safe-Streets Counter-Domestic Terrorism Act provided the same training for various police agencies across southern California. Another Re-armament plan would get the Guard units "new" weapons. In reality, it allowed for the purchase of M14 DMRs and M16A2's as they tried to "phase-out" the M-4 carbine.

I'd aim for 5% or less.

Also, naval forces/ect seceding should be done in the RP itself.

Just because some people are being rediculous does not justify you being rediculous :p

And I think most, if not all, of the 17-26 range are for smaller populated states. We don't need a California with a military 15 times the size that of the actual current US armed services size.

Noted. By the way, you want to unite with Georgia to start the Neo-Confederacy? It's a win-win, you get nukes from the subs we have, and a stronger army, I get monetary support for my state and a strong navy. And we both get security from the US should we successfully rebel, and a better chance to get recognized by the international community.

Um, just glancing at a couple at random I got 4%, 3%, all small

I think 10% is a reasonable compromise, but most of your soldiers will be low trained conscripts

California National Guard, maybe some seceded federal units. I would not expect large amounts of stuff into you acquire it RPly.

Aye... I was thinking more of a full mobilization (once the revolution took full swing).
Came up with a modest 8% for mine... I like it.
