President John MacArthur stepped up to the table. Pulling out a ballpoint pen, he paused. Britain had tricked them several times. It had abandoned them in Argentina, not to mention the numerous conflicts with them before. And they could very easily do it again.

The Prime Minister glanced at his watch, as if telling him to hurry up. But still, John hesitated. All eyes in the room were fixed on him. This was a terrible decision, and the citizens back in the States would think the same.

Still, in clear black ink, he signed.

After a few weeks of careful drafting by the finest artists in the Ottoman court: carefully mixed with a few representatives from British and French merchant consultants requested from the harbor districts, the small Committee for the Advancement of Ottoman Industry was finally able to set down their pens and colored inks, fingers cramped for days upon day of drafting and redrafting. It had been a rough project, but the works of art prepared before them: carefully drafted to appeal to Western European sensibilities and desires, were finally complete: and with them, perhaps, the money the Empire would need in order to facilitate her move to emulate Western European successes. Now, all that was left was the approval by the supervisor of their project (as well as the man who authorized their wages): Mehmed Sadık Pasha, the Minister of Finance.

Everything had been carefully laid out for him: the draft well-kept and displayed on their easels, the room warm and well-lit, and his personally chair pointing the face the door, to make it very clear he was sitting at the head of the table. A few of the presenters were sweating slightly, as he sat down, waving his hand for them to get along. They glanced at one another, unsure of who was going to speak first, before one of them raised his arm, drawing attention to the draft on the far left.

Anyways..." He continued... feeling a little pressed for time and wanting to keep him in a good mood, he moved to the next work of art."

"Ah yes... and how much longer until the model for the French is completed?"

"We should be able to decide on a final design in 2 days time... we'll be going with a much more artistic design, so it will take slightly longer."

So, this is our request: Reconvene the Congress at Vienna, which was put together in 1814 to save Europe from ever again falling prey to unwarranted conflict, and to insure the conditions for a single European power to dominate all others should never exist. Say what you will, but it has given us fifty-five years of relative peace, and insured the just allotment of territory to all worthy nations. Let us establish fair rules over the burden of civilizing Africa, and to the conduct of war upon the Continent, so we might premept the terrors of another total war.

The Royal Kingdom of Madagascar



As the British steamship approached Toamasina, the city was instantaneously set ablaze with excitement. The plume of smoke was visible even though the ship was miles from the coast. At first the general populace was frightened, but upon seeing the British standard, cries of "jereo anie e!", "inona?", and "zareo!, zareo!" echoed through the city streets.


As the Ship began to dock, Queen Ranavalona II walked up to welcome it's crew with her caravan of soldiers and advisers. She knew that this would Usher in a new era for her people, and eagerly awaited the British economists and diplomats to moor in Madagascan docks.

Von Pranckh, of course, had no idea of the Prussian's intentions. None whatsoever. But he had planned to ask the Prussians to make the first strike to see if they were truly interested. He assumed that, after hearing Moltke's response, the Prussians really had no reason to attack Austria. This simply wouldn't do. Pranckh wanted so desperately to strangle the old Prussian genius then and there, but...that would be bad politics.

So, his shook his head and heaved a great sigh, realizing that he couldn't go ahead with the invasion of Tirol. Pranckh looked up and said, "Comrade Moltke, you are one of the smartest military men of our times. Surely, thus, you know that we cannot hope to emerge victorious in this invasion without your assistance. The Austrians would crush us. We need your troops to be on their flanks before we can attack, again, you know this better than I. So I can only assume that you and your leaders no longer want to engage in the annexation of Tirol. I'm not going to take the chance that you sit back and let us be your cannon fodder. I'll telegram King Ludwig II to let him know that the invasion is off."

"Instead," interjected another Bavarian officer, "we should discuss plans for attacking France. Undoubtedly, you are highly aggravated by the ruthless attack on your innocent ambassador, and wish to take action. We, as your allies, are happy to assist in any way we can. We can launch our soldiers into Alsace-Lorraine; considering that our soldiers are on par with the French in terms of weaponry, we would be willing to take this territory, which we have reason to suspect will be the hardest to take and hold. Aside from Paris, of course. Your thoughts?"

Ludwig was sitting in his office when he received the following telegram:

To His Royal Highness, Ludwig II, King of Bavaria and the Kingdom of Southern Germany STOP

The Prussians are no longer willing to assist us in our attack on Tirol STOP Do not give the mobilization order STOP


He sighed deeply, partly out of contempt for the ever-changing Prussians, partly out of relief. He greatly feared war with Austria. To be honest, he didn't want war with anyone; he envisioned a world in which Bavaria had friendly relation with France, Britain, Austria, Russia, Italy, and Prussia. But this could not come to pass, as it appeared that all these nations sought to benefit from Bavaria's destruction.

The king's thoughts trailed off, and he stared out the window, thinking about Karl...Ludwig considered dropping the order to shoot the man if he ever returned to Bavaria, but...he couldn't. He was too angry. He didn't care anymore if Karl lived or died.






Wien, Österreich, 30. Maerz 1870


Karl emerged from the train station late at night, as a torrential rain drenched the city of Vienna. His life had collapsed before him; he no longer had a job, a friend, or a home. But none of that mattered; Bavaria came first, before everything else. He didn't know that his countrymen had dropped plans for invasion, and this would prove quite problematic in the future.

No taxis stopped to pick him up. He walked slowly through the storied city as rain sloshed down his face and soaked through his clothes. The lights of the Kaiser's palace glowed in the night, and he made his way towards them with the greatest reservation.

Approaching the grand structure, he came up to the main door and knocked on it, slowly and loudly. A servant came to the door and opened it, surprised to see the drenched Karl.

Through choked tears, Karl said, "Good evening, sir. May you let me in? I need to speak with the Kaiser."

"How long will it take before the factories are built?" King Charles asked Karl. "I want our nation to be self-sustaining as soon as possible."
"I believe they will be completed in October sir." Karl replied.
"Good, good. Now, how is the army coming along? Have we reached the target of 50 and 70 thousand yet?" The king asked his friend and advisor.
"Yes sir. We have manage to reach 50,000 men in the standing army, and the target of 70,000 was smashed - over 100,000 men have volunteered to join the reserves sir. It must be due to a patriotic buzz across the country. Probably due to our conquest of Norway." Karl replied, grinning.
"Impressive." The king admitted. "Now we must find a just reason to annex Denmark. I will think about it over the next few days. For now, I have heard enough." The king stood and walked out of the room, Karl following him.

"Welcome to Madagascar, noble sir Francis of York," Queen Ranavalona II said in a soft and inviting voice. She had learned English from her mothers translators when she was a child, but her accent was still very thick and hard to understand to people not accustomed to the Malagasy language, and she often went back and forth between Malagasy and English while she spoke. "It truly is a pleasure to have you here," she continued "Before we go about business matters I would like to introduce you to my husband, and prime minister of Madagascar, Rainilaiarivony."

Rainilaiarivony stepped forward and bowed.

"Now, I am sure you are tired from your journey," the queen continued, "would you like me to show you to where you will be staying? We will only remain in Toamasina for a few days before we depart for the capital, but while we are here, mirary anao ho tonga soa aman-tsara any an-trano."

One of Ranavalona's entourage muttered something to her in Malagasy to which the Queen replied "Oh, of course, I apologize. I meant to say 'Make yourself at home', sir Francis of York."




Eight miles outside the city of Toamasina

"No, No, No! you imbecile!" A voice spoken in Malagasy boomed through the Madagascan jungle, over the steady drum of laborers laying rail "How many times must I tell you? THIS is how you do it! Do you want a train to hit this curve and go flying into a mangrove?"


For the life of me, it will be a miracle if we are done by september, much less august The overseer thought to himself. We come to one turn in the rail and everyone forgets how to swing a hammer

Vienna State Prison, Austria-Hungary

"Boys, this is your lucky day." The guard stood before five convicts, who were all imprisoned for crimes of armed robbery. "You're a getting out of this shit hole. Three of you will be dressed in uniform, and will be assigned to attack Austro-Hungarian barracks in Tirol. Two of you will sabotage train tracks in Bohemia. When you are done, you are to run over the border, into Bavaria. Due to your hatred of Austria, I expect this task to be easy for you five. Now, remember: if you fail, we will catch you, and when we do, there will be no more second chances for you. Understood? Good." The Austrians needed a reason to invade Bavaria, as the Bavarian invasion was in no sight of coming. The troops were beginning to get restless, desiring battle and honor. The Prussians didn't know of this diversion, but, hopefully, they would get the hint.

Vienna, Austria-Hungary

The lackey looked down at Karl, having doubts about letting the man in. With a sigh, the man pushed Karl inside, into the warmth. He lead Karl into a living room, and took his wet coat. The lackey went away, leaving Karl alone. Karl, taking advantage of the situation, took a shower in the neighboring bathroom, relaxing after the long night.

After a half an hour, the lackey called Karl into a dining room, which had a gigantic window, showing the city of Vienna. Before Karl was a table for two, which had four bottle of beer and ribs on several plates, along with salad and sausages. Karl sat down at the table, waiting. After a while, Kaiser Francis Joseph walked into the room, and sat down at the opposite seat. He looked out onto the city, setting his gaze on it's bridges, churches, and statues. "Beautiful, is it not? One of the four great cities of the German people: Frankfurt, Berlin, Munich, and finally, Vienna." Francis looked out the window some more, then turned his eyes towards Karl. "Now, tell me who you are, and why you are here. And I warn you, I don't like it when people lie to me after waking me up." Francis began to eat the food on his plate, waiting for Karl to respond.

"We shall make our presence known in Europe. We shall make our presence known in the world!" the speech held by the King in Florence rallied the people.
Newspapers made thrilling articles about the speech, people were patriotic. But the thing missing were colonies.
Italy did not have any colonies. Almost all the powers in Europe had colonies somewhere. The best example is the British Empire.
Italy did not have any allies. or enemies. Some people wanted it to stay that way. But some people wanted to open Italy up to the world.

The Minister motioned to the servants to give the experts some hot coco. They quickly returned and set the cups and coco on the table. "I hope you enjoy your stay, until tomorrow we shall meet again, your quarters are the doors on the left of the fireplace, should you require anything feel free to ask the servants in the hall. We will also have a couple of guards stationed right outside your door for protection. I am sure you are tired so I shall leave you in peace. The Minister walked to the back of the room and opened the experts quarters, the chamber included 2 large canopy beds fitted with quality sheets. The window at the far end of the room had curtains, the Minister opened them. A large garden was visible, 2 large separate bathrooms were connected to there suit, toilets and bathtubs as well as golden sinks were at the use of the experts. The Minister left the chambers "Should you need me, I'll be right down the hall on the 3rd door to the right." He said as he closed the door, two guards moved into position on either side of the chamber doors.

Meanwhile on the top floor of the central wing of the palace, the Czar looked at a map of South America, he was growing ever so anxious for the Argentinians to annex most of Uruguay to the Russians. The Czar and his advisors knew that he needed more farmland, Russian needed food to feed the many mouths. However the situation was not to the point of disaster, Russia still had many large faming sections, in Ukraine most of the population were farmers. However the Czar wanted even more food to give to the soldiers, miners and builders in Siberia.

The Czar sent a telegram to Argentina on the one of the few long range telegraph that Russia had.

My fellow member of the YSGAP, I do not need to inform you again how important the annexation of Uruguay is to our people. The eastern half of Russia (Siberia) is to cold to farm and the troops, miners, builders and civilians there are running desperately short on food. Sending over food from the other side of Russia would be a short term solution, that is because most of that food is already distributed and sold to the people in western Russia. And since that is where most of our people reside it is expected that most of the food is already gone before we can send the small remaining amount to Siberia. To find a permanent solution we need you to give us most of Uruguay as we agreed to in the deal. Furthermore I also request that you send us some of your Gatling guns. We have heard reports of you using them in your war against the U.S. needless to say they would be a great addition to the Imperial Army. We will trade you rare ore such as iron, copper, silver, marble, we also can give you some steel we have produced as well as lead. Not only will we give you those but the amount we will give you is massive, we have tons of this stuff and we get more everyday. However food is something we don't get everyday so we need that, along with some of your Gatling guns.

Construction of the YSGAP headquarters was underway, the building was to be massive the land it self was 1/3 of the city, most if the people resided in the outskirts so the remaining land was to be used for the headquarters. The building was to be a 8th wonder of the world, the blueprints were being perfected each day, however it only took weeks for them to be sketched. The floodplain was basic making it easy to the foundation, however once the walls came more math had to be used to specify certain square feet, the amount of concrete, the needed stone and bricks ETC. Nevertheless it was not to be completed in at least 8 years with the possibility of setbacks always lurking.

In other news the Czars General and his guards and messengers with the Czars troop orders that were sent to Siberia were still on the way to the designated location.

Tirol, Austria-Hungary, near the border with Bavaria

The five men crept in the grass, their bodies nearly invisible in the grass. Thirty feet away from them was an Austrian barrack, it's occupants enjoying their hour of rest. The criminals crept further and further, until they reached the guards at the gate. With a deafening roar, three of the convicts jumped out of the grass, and fired their rifles on the unsuspecting troops. The shots rang out over the barracks, waking up the Austrians. Confused, they ran out of their barrack, half-dressed and barely armed. The two other convicts, meanwhile, had caused an explosion in the kitchen, making the majority of the food go up in flames. The Austrians, now completely woken and angry, attempted to regroup and fire at the convicts. The criminals rang towards Bavaria, the sound of running soldiers behind them. Shots were fired. Two of the criminals fell into the grass, with gaping holes in their heads. The other three ran off into the night, towards Bavaria, the light blue of Bavarian military uniforms clearly seen on their backs.

OFFICIAL COMMUNIQUE TO THE BAVARIAN GOVERNMENT

On this day, five Bavarian soldiers had entered Austrian borders, and made an attack on a military camp in the Austro-Hungarian province of Tirol. Two were killed, but the other three fled back to Bavaria. We do not know why they had chosen to violate the respect that was shared between Austria and Bavaria, or why they had chosen to undermine our friendly relations. What we know is this: Bavaria must pay a price for their actions. Until the three men, guilty of attacking an Austro-Hungarian military barrack, are found, sent to Austria, and trialed for their crimes, Austro-Hungary will use military action against the Kingdom of Bavaria. Therefore, by orders of Minister-President Baron Ignaz von Plener, the Austro-Hungarian Empire is now officially at war with the Kingdom of Bavaria.


The Austro-Hungarian Army, numbering 578,500 troops, had invaded Bavaria. It had split into two even sections, with one attacking from the east, going towards the city of Passau, while the other one attacked from the south, out of Tirol. The two groups were to meet at Munich, where they would lay siege to the city, waiting for Prussian troops, which were supposed to come from the north. Together, the two armies would kill Ludwig II, thus ending his reign, and the existence of Bavaria.

A servant came to Francis, and showed him the official declaration of war to Bavaria. Francis intently read it, glanced at Karl, and then ordered the servant to exit the room. Francis pocketed the piece of paper, making it impossible for Karl to read it's contents. Francis turned his attention back to his food, waiting for Karl to answer his questions.

Bismarck looked at the telegram before him. It was a copy of the Austrian declaration of war. It seems that Austria has decided to make the first move, by faking a diplomatic incident. This was not the plan, but it would do. The original plan would never work, due to Bavarian timidity and unwillingness to invade. If their purpose was to make my life harder, Bismarck thought, they were succeeding. Prussia would have to move quickly to capitalize on this opportunity, though.

Partial mobilization had been ordered, for reserves. Three armies were already ready for action, the active force. The 1st Army, headed by von Moltke, would march towards Bayreuth in the northeast. On his western flank would be the 2nd Army, marching on Wurzburg. Finally, the 3rd Army is advancing on the eastern front, to Regensburg. This way, the army could cooperate with the Austrians to ensure no holes in the lines. This would work well, Bismarck thought. Even though the Bavarian rifle was supposed to be superior to the Prussian, he hoped that this effect will not be enough to stop the fledgling invasion.

Of course, a declaration of war would be necessary, even though the armies were already marching. Relations had been tense for a while, and the Austrian invasion plans were readied. When they received the Austrian document, the order had been made. Now, it was time to send off their own dispatches.

OFFICIAL COMMUNIQUE OF THE GOVERNMENT OF THE NORTH GERMAN CONFEDERATION

It has come to our attention that, today, Bavarian soldiers crossed the Austrian border and assaulted Austrian men in their barracks. We do not know the motive for this aggression, but we do know that it is inexcusable for this to happen. Either the Bavarians wish to do harm unto our allies, or they cannot control their military. In any case, it is an affront to Germanic honor and peace. Therefore, we deem it necessary to declare war on Bavaria, and our armies will be using force on their nation until otherwise stated.


There. That will work. The world has no way of knowing that the Austrians staged the assault, and it will stay that way. It might be prudent to inform the members of Yellow Star of the situation.

Greetings, allies. As you might know, Austria and my nation have both declared war on Bavaria. For this reason, I request financial and perhaps minor military assistance. From Russia, I request diplomatic support and a promise of a modest number of soldiers to defend my lands, if it comes to that. We hope I does not, but we would like support if it does. Napoleon III sat at his table deep in his thoughts, the Marshal had been droning on for close to an hour now. Though Napoleon found the subject of the armed forces entertaining, he found the subject of feeding them severely underwhelming. Not too long ago he ordered the French military to mobilize and stack up on the border of Belgium and in Alsace-Lorraine. A knock at the door broke Napoleon from his trance, the Marshal stopped mid sentence and turned his attention to the door. A Commandant entered the room and handed the note to the Marshal. "Thank you my good man." stated the Marshal in his gruff voice. Marshal Bazaine ripped open the note with little care and then scanned it with his eyes. The Marshal then stood tall AND slid the note to Napoleon. "The Austro-Hungarians have declared war on Barvaria, I expect the Germans to follow suit. Both German and Austro-Hungarian troops have crossed into Bavaria. They are just going through their enemies one by one" said Bazaine. "You think we are next?" queried Napoleon. "I should think and hope so, those Germans need to be taught a lesson. Beyond that the people will not wait for much longer for war" answered the Bazaine. "The people cannot wait or you cannot?" retorted Napoleon. Marshal Bazaine just scoffed, Napoleon waived the remark away "Move the Home fleet into the North Sea and mobilize the reserves. Thank you for the briefing Marshal. Good-day" Napoleon motioned him to the door. Marshal Bazaine bowed and exited.

Many events were playing out as March came to a close. Japan had invaded Manchuria. Paraguay was being split, and occupied by America or Argentina. Prussia and Austria had declared war on Bavaria. All of these were pressing concerns for Emperor Pedro. As a member of the YSGAP, Brazil would help defend the other members.

We rejoice over the fact that peace has been settled. A force of 20,000 Brazilian soldiers are stationed in South Paraguay. Most of them will remain there until the situation is more stable. They will help rebuild South Paraguay.

The soldiers that were in South Paraguay would help to protect Brazil's interests in that region. The emperor also sent a telegram to the YSGAP members in Europe.

Besides diplomatic ones, there were still problems facing Brazil. One of these was the issue of slavery. Emperor Pedro feared that continuing slavery would lead to a civil war like the one in America. Also, keeping slavery was bad for the economy because slaves did not purchase anything. He decided to bring up the issue with his ministers, knowing they would agree with him.

Prime Minister Gladstone spat out his tea in surprise. This came as a complete surprise, and panic was running through him. As he shifted through the declarations of war, both nations claimed Southern Germany had trespassed with armed soldiers into Austro-Hungarian territory. It was a legitimate casus belli, but Gladstone knew a ruse when he saw one. It was more than likely Austria-Hungary flat out faked the incident, and since no one powerful would question them, they would think they could get away with it.

Gladstone decided he would refuse to take sides in a military sense, ruining relations with the North German Confederation and Austria-Hungary would destroy Britain's influence on the Continent. At the same time, this new "Yellow Star" alliance was asserting far too much dominance. War would have to wait for another time, but at this point Gladstone knew the states of Northern Germany, Austria-Hungary and Russia were not to be trusted.

If the YSA wants to carve up Europe into factions, he would oblige.

King Amadeo grinned at the Generals in the High Command congratulating him on his stunning victory. Rabat fell 2 weeks ago and the Rif formerly surrendered but at the cost of 7,000 men. 180,000 troops were returning home and the military reforms were almost past the 60% mark with a total of 750,000 troops active at the homeland and 500,000 in the colonial force, the Retaliatory Reserve alone held 600,000 men of which 100,000 were sent to Morocco. He was a bit estatic at the news of the Austro- Bavarian war erupting. He was concerned of France mobilizing their forces. He reacted by sending 350,000 soldiers at the Franco- Spanish border. The Navy was put on high alert and an extra 140,000 soldiers were placed on the French North African Border from Morocco. War was brewing of a much more cataclysmic size. He had a descision to make; join this Emergency coalition or join the Yellow- Star alliance. He hadnt been formally invited but he had good relation with the Austro- Hungarians and Prussians. He thought for the rest of the night. He assembled his personal writer and though of giving a speech to the people telling them of their successes and the upcoming challenges and their long range goals.

Napoleon III opened the secret door located behind his armoire. Stepping down into stone spiral staircase, the clicking of the telegraph room could be heard as he descended. When he arrived in the room almost no one took notice, all the operators were hunched over their desks. Napoleon walked to his personal telegraph operator, the man stood and saluted while Napoleon reached into his robe pocket and handed the operator a piece of paper. "London, Prime Minister's Residence, utmost urgency. Use my private line." ordered Napoleon. The man saluted once more and then began his tapping. Napoleon returned to the staircase to begin his ascent back to his bedroom before anyone knew of absence.

He'd have to pay the hotel again, and map out his whole stay again. But then his mind cleared. This seemed important. No matter, he said. I'll just have to stay anyway.

He looked at the address of the conference. Same place as last time, he thought. Good. Better be there early. He tossed his suitcase to an aide, and then stepped out the door towards the conference. Within a half hour, he was there.

My cabinet and I will be staying in the hotel just beyond the docks, rooms have been reserved for you and your people as well if you choose to stay there. However, I do insist that you make use of the many mosquito nets we have brought for you. I don't want any of you to contract some sort of illness while you are here. Also we will be holding tomorrow night in the mayors palace a feast to celebrate your arrival, so I hope you will be rested enough by then so that you may attend."

She greeted the party Francis had brought with him, and never said a name without adding the title of where they are from behind it, but whether that was out of respect or cultural ignorance was only known in her own mind.


She was obviously at ease with the Englishmen being in Madagascar, though she did fear for their safety and health. You were better off trying to ride-out an illness than seeking treatment at the hospital in Toamasina. It was absolutely filthy, and usually reserved for those who were certain to die. However, the queen had taken precautions to protect her foreign guests from Malaria, as the route to Antananarivo was planned to avoid the swamps and marshes, and multiple royal porters carried mosquito nets and small amounts of Quinine to treat the "Marsh fever" that ravages the countryside during the summer months.




At a military encampment outside of Antananarivo

"Ready... Aim... Fire!" A large boom echoed through the forest as a cannon ball whizzed over a small brick structure and crashed into a Baobab.

"You can't even hit the side of the wall? Why did we build it if you are just going to cut down trees!?" General Zhanavero yelled

"I am sorry sir, the barrel was misaligned again." A soldier sheepishly replied

"Well align it! what if that wall was a battalion of infantrymen coming to burn down your home and enslave your family? Would you still make excuses about the barrel? Sometimes your best isn't going to be good enough, soldier. Now reload!"
