Minister of Foreign Affairs Jose Mateo entered the Kings office, offered a salute, and told him the message;
" My lord, the Japanese could not meet us in Spain, I highly recommend we send General Marisco from the Phillipine army as ambassador to Japan. He has a way with words and is very charismatic. The trip would only be one day as well."

King Amadeo responded," Hmm, excellent idea send him and send a telegram to Emperor Meiji notifying him of our Generals impending arrival."

" Si señor, anything else my lord?"

" No, that will be all. But, do prepare a telegram for the North German Confederation. I want to review prior to approval to make any necessary revisions."

King Amadeo looked out his office window, gazing at the stars. He knew Japan would be an important economic center, also perfect to deter US influence in the region. As soon as the military reforms were finished he had 3 goals; booster Spain's colonial defense force, conquer the rest of Morrocco, and recon Hawaii to have a staging point for a preemptive strike on the US. He figured war was inevitable between the two as he knew manifest destiny was far from over, he might as well have the first strike. However, he seeked international support first, should any premature war break out.

North-East Gansu Province, Empire of the Great Qing
February, 1870


General Liu Songshan had led his small army all the way from the ruins of Nanjing in the aftermath of the Taiping Rebellion out to this godforsaken corner of Gansu province, near the edge of civilization, or at least what a Han would call the edge. The Hui people, Muslims living under Qing rule, had long been in tension with the Han, especially as the latter's population was exploding, causing more and more of them to settle farther out west, encroaching on what the Hui saw as traditionally their territory. Tensions had reached a breaking point in Shaanxi province, during the latter parts of the Taiping Rebellion, when the formation of a local Han militia among other things caused fights to break out and spawned a full – scale rebellion. The rebels had quickly grown very powerful even besieging Xi'an, before being driven out of Shaanxi province in 1864 by the Manchu bannermen Dolonga.

Dolonga had died soon afterwards however in a fight with some Sichuanese Taiping rebels, and the resulting lull in the Qing offensive on the Muslim rebels allowed many of them to escape west to Gansu, where they joined forces with the already numerous rebels. In the years since then, they had been busy amassing wealth by controlling the trading routes through the area and using this wealth to outfit their forces and build a host of forts, especially along the course of the Yellow River. In 1867, Zuo Zongtang was appointed Viceroy of Shaan-Gan (the two provinces in rebellion) and tasked with crushing the rebellion once and for all. He had been sent several regional armies to accomplish this task, including General Liu leading a force of 10,000 highly trained and experienced Hunanese men.

Everything in China however moved very slowly, as Liu had come to know very well himself, so Zuo still remained in Shaanxi with the bulk of his forces, gathering men and supplies. This region was not a fertile one in the best of times, consisting mostly of scrubland, hills and desert, and especially after several years of rebellion what supplies did exist out there were astonishingly expensive. Thus before a major offensive could be embarked upon, a huge store of supplies had to be gathered. Since this was done by a combination of draft animals and porters, it was taking a very long time to move it all out to Shaanxi. For this reason Zuo had dispatched Liu's force ahead to begin reducing some of the numerous forts (mostly fortified villages) along the Yellow River that guarded the northeastern approach into Gansu. If these were left untouched they could prove to be an annoying and possibly dangerous threat to the main army's supply chains as it approached Lanzhou, the main city of Gansu.

Ma Hualong, the main rebel leader in the area, had his stronghold, the fortress of Jinjibao, further south near Wuzhong and the plan was for Zuo to lead his main army there and link up with Liu's force after he had reduced some of the smaller forts. When Liu had left, he had been told to expect Zuo's army to be ready by late Summer, but though he didn't have high expectations for this, he was still pushing his army hard, hoping to arrive at Jinjibao before Zuo did. And that was how he had found himself here, on the banks of the Yellow River, looking at yet another fortified village wedged in between the river on the west and a series of hills to the east.

His men were well trained in modern, European manuevers and were all excellent marksmen, but he had found that in this kind of combat what mattered most was courage, concentration of force and well-placed artillery fire. He had only three small Krupp guns with his force, but these had proved enough to knock through most of the walls of the villages. However the earthen walls of these villages were great at absorbing cannon fire and while they could be reduced usually after several days of concentrated fire, he could not afford to consistently use up so much ammunition, for one could never be sure when the next mule train would arrive. Because of this Liu had decided upon a different, more risky strategy to assault this particular village.

When they had arrived in sight of the village yesterday, Liu had deployed his artillery and men in the normal siege pattern, even firing a few shots at the walls, but in the meantime had had men assembling ladders out of site – they were going to attempt an escalade. He spent the night talking to his officers, designating roles and going over the plan. He would personally lead a force of 5,000 directly at the center of the walls in the north, hoping to go over the walls in 5 places, though expecting that at least a few of the ladders would fall. While selected groups of men would scale the ladders, the bulk of the force would stay a little ways back from the wall to provide covering fire. Another 3,000 would be deployed around the walls to the east and south to prevent the defenders from concentrating their forces though they would simply skirmish rather than attempting to assault the walls themselves. The remaining 2,000 men would be held in reserve, in case any of the assaults at the wall lost steam.

The key to this type of assault was surprise and speed and for that reason they would go in at dawn, before the sun had risen, hoping to catch many of the defenders still asleep. Finally in the early hours of the morning, Liu was satisfied that he had made all the necessary arrangements and he tried unsuccessfully to get in an hour or two of sleep himself. It was bitterly cold out, which didn't help, but he couldn't shake a feeling of uneasiness like there was something he had forgotten to do. He knew this was not the case and dismissed his worries as simply natural battle jitters, and as he sat outside his tent huddling around a fire and drinking tea he hoped fervently that his intuition was wrong.

At four in the morning he had his adjutants wake the officers, with orders to began waking up the men, as silently as possible. They wouldn't be able to have a hot breakfast that morning, but at least they could huddle around their fires for warmth, since it must appear to the defenders that they were still in camp. At last the sky began to get imperceptibly lighter and Liu ordered his men on the move. They had camped about 1,500 meters out from the village, so it was too long a distance to have his men rush all the way to the wall, but luckily a slow rise would hide them from view until they were about 400 meters out. They marched in good order to that point, Liu proud of his men for keeping formation well and at least outwardly not showing any of the nervousness he felt. As they reached the top of the rise, the 5 ladder assault groups began to form up because they would run ahead trying to make it to the walls as quickly as possible. Before they set off, Liu checked in with his nephew Liu Jintang, a good officer and his second-in-command who would be leading the main, covering force of the assault body, while Liu himself led one of the ladder groups. He was a good man and knew exactly what he needed to do, and Liu silently chided himself for talking to him thinking that he did it more to gain assurance from his nephew's resoluteness than for the latter's benefit.

After checking with the men one last time that they all had their rifles loaded, and that the assault groups all had suitable melee weapons, he gave the order for the assault, the men at first setting off at a jog and steadily increasing pace as they got closer to the wall until they were nearly running full out. Liu kept his assault group going at a steady pace, not wanting to seem undisciplined or overeager to get to relative safety beneath the walls, all the while closely scanning the village for any signs that they had been spotted. It was not a long distance they had to cover, and he knew it was not taking them so long, but it seemed like an eternity as they crossed the open ground and got within rifle range of the walls. Soon they were within 100 meters of the wall, and with no cries of alarm yet raised, Liu began to let himself think that maybe they would carry this off with total surprise. 50 meters and the men carrying the ladder began to separate from the rest of the group, with still no sign of the defenders. The sun was just beginning to come up over the horizon now, illuminating the top of the wall, and as it did so Liu saw a flash of metal and realized too late that they were the ones about to be in for a surprise.

With the ladder beginning to be raised up to the wall, and the main force of the assault group assembling some 30 meters behind them, a cannon barrel poked out over the wall, seemingly aiming directly at Liu. Before he could raise the alarm, it blasted out a shrapnel charge at close range absolutely devastating the front ranks of his men. One piece tore through his shoulder, nearly taking off his left arm, and another lodged in his leg, but now his blood was up and he gave a fierce martial yell, knowing that his men would have to press on quickly and fiercely for the escalade to have any chance of working. It was the last sound he would ever make, as a massed volley of musket fire from the defenders closely following the cannon blast laid him low along with several dozen other men in the front ranks. Liu's confidence in his nephew was about to be tested.

Tianjin, Zhili Province, Empire of the Great Qing

Zeng Guofan had finally received word back from the Grand Council - a memorial signed by Cixi herself authorizing him to negotiate directly with the French or whichever foreign officials he deemed necessary to resolve the Catholic situation. He quickly drafted up a letter to send to the local French consul, requesting a presence with him.

To His Most Esteemed Representative of the French nation in China

I, Zeng Guofan, His Majesty the Tongzhi Emperor's must humble Viceroy of Zhili Province, requests an audience with a representative of your fine nation here in Tianjin, to discuss matters pertaining to foreign trade. Additionally, I had hoped to speak with you about matters regarding the Catholic church in this province and throughout China, as your nation has graciously accepted responsibility for the conduct of that church in this land since the unfortunate outbreak of war between our nations a decade ago.

The leaders of all the southern German states arrived at the Maximilianeum with great skepticism. They did not trust the Bavarians, fearing that they too would turn into imperial monsters. But over the course of the day, their opinions were changed.

A royal servant of King Ludwig II stepped out of the building at 10:00pm and delivered the following address to the people gathered outside:

On this day, the tenth of January, in the year of our Lord eighteen hundred and seventy, the sovereigns of the independent Germanic states have declared the foundation of the Kingdom of Southern Germany!


The sovereigns of the independent Germanic states have agreed to the following decrees:

That each state within the Kingdom shall be allowed to appoint its own rulers and make it's own laws independent of the jurisdiction of the United Government;

That each state within the Kingdom shall retain its culture and traditions;

That the militaries of the respective Germanic states shall be centralized and united in the name of order and efficiency;

That the economies of the respective Germanic states shall be centralized and presided over by the Unified Government;

That the collective Kingdom shall retain and promote its alliance with the Northern Germanic Confederation;

That the capital of the Kingdom of Southern Germany shall be the city of Munich;

That the overarching monarch and head of the Kingdom of Southern Germany shall be Bavaria's King Ludwig the Second;

That the Kingdom of Southern Germany will strive to be a nation of peace, prosperity, hospitality, culture, and tradition! Long live the Kingdom!

Ludwig sat in his study, looking over several forms. The unification of the southern states had several major ramifications; the population of the Kingdom now was 9,500,000; the standing military numbered 700,000; conscription could swell that number to nearly one million; economic output had doubled, and most importantly, none of the Kingdoms within the new union was upset or regretful.

He knew, of course, that there was one nation in particular which he should contact. Taking a deep breath, Ludwig put pen to paper and drafted the following letter:

To His Majesty, the King of Prussia, Wilhelm Friedrich Ludwig;

We live in a time of international strife, and woe be to us if we do not take the necessary action to preserve the independence of our people. On behalf of the Kingdom of Southern Germany, I wish to offer to strengthen the alliance that already exists between our two nations. This strengthening would entail an increasing of economic trade and military cooperation. It is my belief that you, as a reasonable and respectable gentleman, will understand our intentions and accept this offering of peace and unity. In the coming months, I expect that it will be ill for both of our nations if we are not on the same side of the battlefield. Indeed, it is my belief, as is of your President-Minister Otto von Bismarck, that in these trying times the German people should unite in cause and goal.

Assembly looked over the Iron Waves Act once again. Instead of meeting again on the 7th they had to come back after the 7th to re-vote. The President had just walked in and was sitting down shaking his head thinking one thing. "If politics in this country keep going so slow we will never get anywhere. Suddenly all the Assembly members raised there hands. Passing the Iron Waves Act.

1. All military fleets will be put under jurisdiction of the army.
2. 10 ports must be built along the coast.
3. The ports must be equally spaced and offer easy access.
4. The construction of military vessels at these posts.
5. Fishing boats and commercial craft may be considered federal property if needed.


Military Fortified outside Paraguay's Capital
The Military was stationed outside the Capital of Paraguay. The men were dug deep in trenches ready to attack at a moments notice. So far though the entire city seemed oblivious to the Argentinian Presences and no orders to attack were being given. The Lt. Esteban Sat down and wondered about that for a second before shrugging it off.

Prime Minister Gladstone received another letter from Emperor Meiji in Japan, which had finally arrived asking for a specific date of arrival. Gladstone prepared the reply, as her Majesty Queen Victoria was scheduled to arrive in Japan on January 30th.

From: Prime Minister William Ewart Gladstone of the United Kingdom of Great Britain and Ireland

Her Majesty Queen Victoria is scheduled to arrive in the Japanese port of Edo on January 30th, 1870. I hope this reply gets to you in time and that you may make the appropriate accommodations.

Gladstone set the letter off to be sent to Japan. Queen Victoria was already packing her things and preparing her bodyguard to visit Japan. Hopefully the trip would go well, Japan would be a powerful ally in the East.

There was now the matter of a cascading alliance system between the United Kingdom, America, and North Germany. South Germany had unified under one Kingdom, and while no alliance had yet been officially signed, they were getting very cozy with Northern Germany. Gladstone decided a formal alliance system would be beneficial for each nation, and would solidify the alliances rather than create a cascading system that was unreliable. Gladstone began writing a telegram to each nation.

Dear the leaders of The United States of America, The Kingdom of Portugal, The North German Confederation, and the Kingdom of Southern Germany

It has come to my attention the actions of our nations have created a sort of cascading alliance system where we all benefit each other. I invite you all to attend a Conference in London, either in person or through a representative, in order to negotiate terms and establish what I hope to call the Trans-Atlantic Alliance. South Germany has not yet entered an alliance with North Germany, but the historical and royal ties between the two nations are undeniable, so I invite the leader of Southern Germany to the Conference as well. Hopefully the Conference will go well, and our nations can move into the new future together.

Emperor Meiji sits in his palace, meditating as he usually is with his Katana stretched across his lap. He sits there in the sun light, thinking of the expansion of his Empire and slowly begins to rub his fingers up and down his Katana. Servant Eji then walks into the room, eyeing the empire with his Katana and begins to speak. "Emperor, are you thinking about your personal strength?". Emperor Meiji turned to Eji with a bit of a curious look and begins to say "No Eji, not my personal strength but, the strength of our Military. The state of it is not the best and most of the weapons are imported, we must set up new industries and institutes to combat this". Eji replies "Emperor, Home Lord Toshimichi should have arrived in Argentina so, he cannot place this order for you but, you have full right to this if you really want to pursue it."

Emperor Meiji begins to stand, holding his katana with his two hands on his side, stepping towards the window which overlooks Tokyo. "I do, I will be establishing a new company called, Eda Armory and a institute of science, I also wish to give the armory to the new Military Ministries so, it will be shared by both the Army and Navy to develop new designs for weapons. The other will be a research program by the name of Tokyo Institute of Science and Research". Servant Eji looks at the emperor with a pleasing look then adds "Who will be point in charge of the Institute?", Emperor Meiji responds "It shall be under the Jurisdiction of the Home Ministry, we will begin with sending out a call of 20 Scholars to begin. The construction of these two buildings shall commence immediately. I already drew up plans for the Armory and Institute".

Eji takes hold of the plans and tucks them under his arm, allowing the Emperor to return to his seated position. "Emperor, the Queen of England has arrived. I sent a patrol of guards to meet her at the docks and she is staying at a Hotel, shall I bring her up to the palace". Emperor Meiji gives a sign of approval and Eji moves to put the plans into action.

Home Lord Okubo, exits the ship Yagata with a regiment of Japanese Bodyguards. There are 20 of them in count and they enter off the ship with 10 of the guards infront of Okubo, and the rest in the back. This is a foreign land that is unknown to Japan so, they must be prepared for anything. They Approach the head of the Harbor and tell them what has arrived and that they are here to see the President. They then begin to unload their luggage and wait until further orders are given.

The head of the harbour walked back to his office. Outside were two pairs of armed guards. He nodded and the guards walked towards the Ambassador of Japan. The highest ranked guard began to speak.

"You must be the Japanese diplomat. We were sent to assist you in getting to the palace the president is there awaiting your arrival. Please follow us. Your armed guards may stay here or come with us. It is your choice. If you want them to come as well that is understandable. Please follow us when ready." He said. The guard then signaled the four other guards.

Okubo nods to the guard, signalling 15 guards to stay behind at the harbor and takes the remaining 5 with him, following the men with a smile.

General Marisco arrived at the bay of Tokyo, he disembarked with his royal guard.

" Hmm, the people here seem small. Beautiful place, the environment thrives. Tropas!, attencion! Regemiento, marche! Sargento, where is the Japanese escort?"

The guards walked up the steps of the Palace with the Japanese ambassador following behind with his armed guards. The sentry posted at the doors saw them coming and opened the doors. The guards marched through the doors as the Sentry saluted the ambassador. Once inside the guards walked to a door on the left. Outside four guards stood at attention. Upon seeing the ambassador they saluted him and opened the door. Inside the President stood up and walked over to the ambassador.

"Welcome to Argentina Mr. Okubo." He gestured to a chair. "Please sit down and make yourself comfortable. Your guards May stay here with us if you want them to. Would you like anything to drink before we begin? "

General Yamagata Aritomo approaches the Spanish General, accompanied by 4 armed guards following behind him as he makes his way out to the harbor. He stops infront of the general and gives him a formal Japanese welcome.

"Greetings from Emperor Meiji, I am General Yamagata Aritomo of the Japanese Empire, Commander of the Army of Japan. The emperor sent me here to formally intruduce you with a well respected man of Japan which, was me. Please follow behind, the emperor is waiting, I have already made arrangements for your bags to be delivered to the palace."

Home Lord Okubo heads for the chair gestured to him, having one of his guards pull it back and sits. Looking up at the President of Argentina with a smile.


"If you have some tea, that would be lovely. My guards shall not be a problem, they are just a precaution since this land is completly foreign to Japan and we wish to maintain just a little control. It is also a pleasure to meet you."

The president motioned to a guard as he sat down.

"Would you please bring us some tea? " The president relaxed and faced the ambassador from Japan as the guard walked out of the room to get tea for the two politicians.

"Well as you know we ,the people of Argentina, wish to open up an alliance with Japan. Currently we have poor relationships with two major powers I'm Europe and are at war with the country Paraguay. We need allies across the world. And we mean STRONG allies. Like Brazil, and like you. Being allied with the Dutch isn't going to help us much but being allies with Japan will make up for that."

The guard walked back in carrying a tray with a teapot , 2 cups, a bowl of sugar and bowl of Caramel.

"Well thank you." The president smiled. " Would you like caramel or sugar in your tea? " the president waited for the ambassador to answer.

"Oh no, that is quite alright. Plain tea will be fine as is tradition in my country."

Okubo opens his hands and allows the guard to place the tea in his hand, taking a sip and listens to the presidents words.

"Where was I? Ahhh yes. I believe an alliance between us would be great. For you we can assist in any Pacific conflicts that may occur in locations between Japan and the America's. Due to our new naval forces act our navy is beginning to show signs of being a major world player. Of course this alliance will also put Argentina on the map. This will allow us more recognition in world events. The next reason to have an alliance is trade. I am sure you want Japan's economy to grow as much as I want Argentina' s to grow. With an alliance we can open up trade routes with each other. "

The president took another sip of tea.

"Well Japan would certainly love to trade with you but, I do not believe Japan is in a position to provide any sort of Military aid to anyone at the time. We just got out of our revolt to put Emperor Meiji in power and we are still securing our rule against our old feudal system but, I do believe there is a certain type of alliance that I think you might be interested in."

Okubo chuckles at the thought and begins to elaborate.

"Well, I think our two nations are very valuable and rich in culture and customs so, I propose a deal. You mentioned you were in a war with some minor powers on this side of the world and from your posture I am assuming you are winning the war so, the deal I propose is this. Japan is going through a Rearmament program with its armed forces but, we lack some needed resources, in order for japanese industry to boom, we require shipments of wood, coal, and iron to well supply our industry for the program. Now how does this suit you you may be wondering well, with the program produces two new programs which is for weapons and the other is for research which we plan to keep a guarded secret but, we would be more then happy to share with you the new blueprints and technology that comes out of our studies to enhance your power and, we can become political allies."

The president say back in his chair thinking. This alliance would really help both countries economically and would seriously advance Argentina's technology. This alliance could make both countries magor players on the world scale. And with the new Iron Waves Act in place getting the shipments over to Japan would be easy to do. The president smiled. There was absolutely nothing bad that could come from this. Unless the Japanese were lying but hey. That is a risk I'm willing to take.

"Well that plan is a grand proposal. The República de Argentina graciously accepts your offer. We can begin sending shipments over next week."

Okubo picks up his tea and takes the last few sips of it, setting it down on the table and wipes around his mouth. He then summons one of his guards and whispers something in his ear and the guard soon leaves the room, Okubo turns back to the president and smiles.

"That is wonderful, this will encourage growth in both of our fine nations and allow us to become closer in the future. I hope this deal was to your satisfaction as we do not mean to come short handed"

Home Lord Okubo stands up from his seat and nods to the president holding out his hand.

"Not so fast Mr President, I came with a gift for you since I thought you may like this offer."

Okubo signals his guards inside and, 4 of them enter carrying in a Gatling Machine gun, rolling it inside along with a concealed document. One of the guards hands the document off to the president of Argentina, then Okubo begins to speak.

"This is our dear gatling gun, a machine gun developed by North America and given to us as a gift. It is very effective and can take out multiple enemies in rapid succession by just turning the crank. If it gets too overheated you can pour water on it and, it will cool down to make for firing again. I am sorry but, we only brought 5 canisters of the ammunition for it so, use it wisely"

Open opening the concealed document, you would find blueprints for the weapon and a diagram on how to use it.

Okubo turns to his men and gives the order to leave, with his men leaving the gun,ammunation, and blueprints in the palace as they make their way to the harbor without another word spoken. Leaving without another word and a smile on their face back to the ship for their long journey back to Japan.
