Government/Culture: Ruled by a Dread Lord, and administered by jarls, it is a tough, violent society based on clan violence, pillage, and possible conquest. The Dread Lord has the power of life and death (an interesting concept, since technically, everyone is undead), and technically has full command of the military, but the real power is often held by local jarls who jockey for power. The power of the jarls and the Dread Lord are both somewhat restrained by the things, or local councils, Thing gatherings are often rowdy affairs, though physical violence in the presence of the Dread Lord is banned (unless, he of course orders it). Draugrs usually see those not of their kind as prey, though political realities have forced them to be more diplomatic with some of their neighbors. They prowl the seas in longboats, looking for booty and battle.
Iceland is the homeland of the draugrs, and is the personal property of the Dread Lord, but the bulk of the fighting force of the empire comes from Scotland and Northumbria, forcing the Dread Lord to have to cede more authority to those regions than he would prefer.
Though they fight with swords and shields, like all zombies, they use their teeth as well, and frequently devour their enemies. Draugr mead hall feasts often serve humans and other sentient creatures and part of the meal. It is not uncommon for their leaders of a defeated army to be served up at a victory celebration.
Though their language and much of their culture is taken from human Norse culture, they do not worship the Norse gods, but instead, their own pantheon of undead deities.

Legally-wise, service is voluntary; in practice, however, standard education includes "Group-discipline practice" as it's called by future soft-balls, "drill practice" as it's called by everyone else, or "teaching the little shits some manners for our soldiers" as the Oni call it. While weapons-training is not part of the standard regimen, the Oni's brute strength and tenacity is enough in a pitched battle.
The goblins are there to do what the Oni do not. Farm, mine, dig trenches, storm buildings, that kind of stuff(The poorer Oni do that too sometimes). Goblins are obviously stupid in comparison to the Oni, but they have the loyalty of a dog.
History: So it all began in the far east some one or two millennia ago, from which the Oni and their goblin slaves migrated to the west because reasons. Here they zzzzzzzzzzzzzzzzzzz. Oh sorry, it's just there's not much to it.

The Oni are eight feet tall(On average), muscly(Mark Strong strong), red, rough bare skin, neutral-colored hair, tropical-colored eyes, menacingly huge teeth like a cross between a shark and a bear. They're also damn aggressive.
The goblins aren't like the traditional warhammer or warcraft ones; more like the ones on Dragon's Dogma, if you know what I mean.

Now, if I may introduce to you the scythids, an arthropodal bipedal species of hybrids in the Order Inanis(Gaping in latin). Members of the order are noticeable for their respiratory system, which uses lungs instead of... What arthropods use. Meaning, again, that they aren't restricted by oxygen levels as their smaller brethren are.
The scythids are distinguished visibly by their anatomy; two long legs, two arms tucked under the body in a pose similar to a praying mantis, and the torso and head, all in an upright anatomy(Imagine those walkers from 9). The older ones get to be thirty feet tall, and are used as siege towers by goblins. The younger are used as mounts by richer goblins, while less wealthy use pigs, mutts, and badgers(JK).
The Oni, however, use larger mounts such as elephants and drakes. What's a drake? The dragon's retarded, flightless cousin, about twelve meters long.
The Oni, and to a lesser extent goblins, use game birds, such as hawks and wyrms. Wyrms are, you guessed it, the dragon's stunted and retarded cousin, about four feet long.
The Oni sword is less of a blade and more of an eight-foot slab of sharpened metal that uses weight to cut its target. As it's expensive the spiked club is a more common weapon. They don't use bows, as they've never heard of a bow that matched their strength; they use slings, which given their strength are able to propel a stone the size of your fist into your face with the force of a catapult(Metaphorically). They also use throwing spears, axes, hand-mangonels, full mangonels, firepots, etc.
