So in this RP, colonization will be done realistically and not in this hap-hazard way I've seen in many other RP's. As well, we will not be allowing every nation to go "hey look I colonized this" and as such, we have made a set a rules for how colonization will be done.
Essentially, every nation is given a number of provinces they are allowed to colonize on. These are determined by a mechanical process that allows for even colonization. When you make an IC post, you post in the OOC where you started a colony. A colony starts with one province. While it can expand with multiple at a time, its best to go one at a time. You can lay claim to areas you don't control and these will be contested in the RP. Areas you claimed will be designated on the map by stripes (oh lord I hate making these). The process goes as follows:
+X - Location. Western Europe receives +5, Other powerful nations in Europe get +2, Other nations in Europe get +1, Asian and African nations get +0.
+X - Population. For each 20 million people a nation has they get plus 1. If they have under, they get +0.
+X - Ports. For each major port a nation gets +1. A major port is determined by using the 200mi scale on google earth and if a coastal city is recognized it counts.
+X - Historical Size. Nations that had historical colonial empires but are smaller get a larger bonus. Nations that didn't have empires get from +0 to -2. Very objective.
+X - Naval Power. Ranging from +0 to +5, each nation will get a rating based on their oceanic naval power (so med sea naval power doesn't help).
Current numbers for nations I have calculated with Calt:
Scotland - 7
Aragon - 11
Burgundy -13
Denmark - 5
Sweden - 5
Naples - 4
Spain - 11
Angolis - 15
Note, the historical size keeps count of things like current colonies, but it's not perfect. It makes sense that the Angevin have the most opportunities due to their home nation, but historically they have missed out on colonizing. If you would like to see where these come from, just ask as I have all the calculations.
If you are expanding too fast colony wise, you will face IC events to stop this. No OOC harm will come, but the IC events should discourage you.
As for what you can colonize, the province map of EU4 will be a roughly guide. Essentially only naval territorty. Note, this does not apply anywhere but Africa and Indonesia.
