Reclamation: From Suvivors to Citizens (OOC PT; Dead)

Postby Erucia » Wed Jun 19, 2013 2:48 pm

The memories are just glimpses into the world of yesterday. Dreams of glistening steel birds, of towering steel and glass giants, of millions of human hives. All of it was gone in the blink of an eye, on a cold Fall morning. There were many conflicting reports about the final stage of the war, and how it came to an end. All we remember was that the Koreans were fighting, that the Chinese and the Russians were fighting: somehow, it involved us all.

The missiles came down on the bases, and they came down on the capitols. The hellfire seemed to spare everyone else, until everyone else panicked. Some turned into city-states, others resorted to tribal-groups. It all ended in fighting, anyway. Old rivalries, new fears, whatever made them angry.

That was a dozen years ago: It's a bright future in a dark tunnel. A group, a remaining pocket of civilization, has decided to band together under a banner. They've been in interaction for a while, but now they've decided to join together into a single nation. With their hearts set in stone and their minds prepared, they wish to turn their little corner of the wild into a beautiful haven. But they're not the only ones...

Welcome to Earth, or what's left of it. The landscape's covered in ruined cities, tribal states and beautiful wildlife! Some corners of this world are inhabitable messes, but for those that still exist, they're an opportunity ripe for the taking. As long as you can blast your way through those who stand against you, you might make it big until someone else comes along to de-throne you.
'Course, this ain't about you: this is about an entire country of survivors. They don't all quite remember the old world, so it's up to them to come up with what they can.

IC Thread

Rules:
1.) Absolutely no God-Modding. You cannot suddenly make a player lose a battle without their consent, you can't suddenly have 500 jets blasting away.
2.) No one-liners. I expect you to have at least 1-2 paragraphs per post, and I will not accept poor RPing. I can accept you using this as a chance to improve, but you need to put your all into this.
3.) Please read up on the spoilers before making an application.
4.) No extremely graphic descriptions of gore, nor sex. You can mention sex, but it has to be a "lights-off" moment.
5.) No Mary-Sue characters. If you don't know what that means, look it up; this isn't a big rule, but it promotes a varied experience.
6.) No massive land-grabs; please be realistic with your military.
7.) Have fun!

NOTE: Until further notice, this RP is officially dead. Plans have been made to restart it on a far smaller scale later in July.

The first step to making your country is to imagine the background. Where did the people come from? What are they used to? Did they immigrate as refugees, eventually turning into a rag-tag country? Were they a tight-knit clan of city-state members who overthrew their rulers? The background is essential because it shows how your country got together, and what drives them.

After this, you go into the more trivial things. Depending on your background, you'll want to make things fit well. For example, the Republic of Refugees are going to have a large population and a big pool of manpower for industry and agriculture, but they're going to lack a coordination and community-sense due to their size and varying backgrounds. On the other hand, the Coalition of City-States is going to be much more patriotic and well-coordinated thanks to a community sense, but their feeling of community means they might shun away outsiders and fear that which is outside their walls.

Remember to keep things proportionate to your details. Your population will be a big impact on your military and industry capabilities, and varying elements such as tech sense and cultural needs will be impacting effects.

The countries will not know any other ones exist, period. Over time, countries are expected to find each other through exploring. It will be very difficult to find a country on a separate continent, and communicating through that will be difficult.

The method of interacting (if the two countries are nearby) can include messengers and even phone lines, once set up. But one cannot use phone lines to communicate between oceans or mountains.

Alright, we finally get to tech! Tech level is starting at 1947-1952, but it depends on a nation's tech level. A country's tech level is dependent on the level of education a country actually holds; in essence, how smart your people are. Your people will be smarter depending on their background, obviously, but also on their organization and size. A country that is large will have an issue with needing more smart people to teach the young, but that can be taken care of if the country has a strong government.

The current tech level means that you'll be using tech related to that era: tanks are allowed (we're talking M24 Chaffee's in terms of tech, not M1A2 Abrams!), planes are allowed (you should be starting on rotor planes or first-gen jets), steel ships are allowed. You cannot use battleships or make giant, crazy war-machines due to the resources they cost, but eventually you might be able to make even an aircraft carrier. Do remember that your people know about and remember things like missiles, helicopters and nuclear reactors; they just don't know how to build them.

Also, remember that most tech from before the war has been destroyed or tampered with. You can't actively use a Main Battle Tank from before the war, but you can always use some bits of it for engineering and research purposes.

Alright, the military is arguably the most important part of your country. But, it will all depend on your country. First off, the size of your armed forces cannot be higher than 4% of your country; the higher the size of your armed forces, the less trained and more poorly-armed your soldiers will be. Will you use volunteers or conscripts? Remember that not everyone's a patriot.

Second, your military depends on its goals. What is it meant to do? Is it essentially a homeland policing force, or is a large-scale conquering force? Remember that you might have several parts of your military. You might just have an Army, or you might also invest in a Navy or Air Force. But do remember that these parts will fight for budget and resources.

Always remember your tech level and your population's feelings when deciding your armed forces. Tech level allows for differing weapons, the country's population may decide to have a larger or smaller military, and your military will have focus on certain traits. Alongside its goals, what types of units will it invest in? Just plain infantry with rifles supported by artillery and heavy armored units? Well-off infantry using the best in terms of "modern" automatic rifles?

PACT stands for Post-Apocalyptic Country Traits. This is all about how your country is going to be; what kind of traits the country will have. It helps with determining the base traits about your country, all of which come in a numerical form.

1.) Piss-poor; non-existent
2.) Barely alive
3.) Struggling under the rule of a third grader
4.) Dealing with government incompetence
5.) Reasonably off
6.) Doing better than average; well-off
7.) On the verge of excellence
8.) Harvard graduates at age 16
9.) Gods of the trait
10.) Nearly as godly as Max Barry

-Economy (the higher this is, the more funding your country can realistically have for the different parts of government)
-Science (the higher this is, the better your country will do in researching)
-Engineering Competence (the higher this is, the more of an industrial powerhouse your country will be)
-Patriotism (the higher this is, the better off your citizens will be at listening to the government)
-Militarism (the higher this is, the better the armed forces will be)

Research Focus (what project does your country want to start on?): Solar power/wind power, then moving to land vehicle research.
Background of Nation:
When the war started, New York City was the first to be hit, but do to its strategic importance, it was never nuked, unlike other parts of the country. The other countries who were at war with the USA launched missles at the city, but the United States Defense grid stopped most of the nukes. Any that made it through landed in the Capital of New York, Buffalo.

What did make it through, however, were many orbital strikes on the city, and a failed air assault by Russian forces. By the end, it nearly took down half of the buildings taller then 5 levels high. Many the others were simply crushed. After it was over, a small amount of American forces/Police remained in the city, with the civilians evacuated. Slowly but surely, the civilians re-entered the city, and a massive panic arose over whoever was left when they realized the same thing happened everywhere, or perhaps worse. Whatever was left in the city, was torn apart or broken into from riots. After a few years of fighting throughout the city, it was finally secure. Any tall buildings that remained were patched up with scrap metal. (Which has finally been fixed, although some buildings still have them) Rubble in the streets took 5 years to fully clean up, along with fixing any roads and other damage.

Eventually, the military was comprised of volunteers, who were trained by any soldiers that survived. Some soldiers still serve today, but as more passive, military generals, or just among the ranks. The city decided that a dwindling food supply would soon mean utter chaos, so they were forced on the offensive. They went east, until they took the whole Island. They now had room to expand for the far future, and more importantly- food.

10 years prior to present day, "tribal" hordes attacked the city, all failed to defeat the troops until a more organized foe assaulted the republic- A large government who is now at peace with the current government (Although on shaky ground) assaulted with a small fleet. They attacked from behind, rather then from the west of the city where the majority of the garrison was holding. They managed to take the eastern half of the island until reinforcements from the city arrived and pushed them back. Lacking a navy, the government began making a basic coast guard, mainly to alert of oncoming attacks, but also many steam troop transports. After holding the city for 4 years with the Government in New Jersey refusing to make peace, the Republic launched a quick sea invasion into Jersey, because a land invasion would make the city vulnerable from the sea. After an additional 6 months of fighting in new Jersey, the government agreed to make peace, and the forces withdrew. Now a shaky peace remains to this day.

OTHER- Intelligence makes up a small part of the republic, and is a fairly new branch of government. The "Intelligence agency" is really just a complicated network of scouts throughout New York, New Jersey, and Norther PA to warn of an oncoming attack

Armed Forces Focus: The D.U. Armed Forces focuses primarily on a ground-based local peacekeeping role, but uses an Air Force and Navy in exploration roles
Cultural Focus: The Culture of the Democratic Union is primarily aimed at the concept of equal opportunity. Success in business is often seen as a way to make it big, and explorers often also double as scavengers.
Capital Name/Location: Talwall (located on the ruins of Salem, Oregon)
Energy Source: Most electric power comes from a combination between a handful of coal power plants and the half-restored Bonneville Dam. The current aim of the country's research has been to restore the Bonneville Dam to full potential, and to attempt to build wind power plants.
Population Urbanization (where most of your pop. is located/ how they're dispersed): Most of the population is centered in the cities of Talwall, Portland and Gresham, with the country making efforts to restore urban environments to a usable state. The better off people usually live in reclaimed suburbs and apartment complexes, with the poor tending to prefer shantytowns set up in ruins.
Research Focus (what project does your country want to start on?): The restoration of the Bonneville Dam/ improving electricity sources.
Background of Nation:
Perhaps the Pacific Northwest was glad to be spared the hellfire of nuclear war, or at least, mostly spared. The city of Seattle was near-annihilated by a nearby nuclear warhead, spreading the dead-zone across northern Washington. Yet with surviving the war came the panic of those who survived, who bickered and fought with one another. The Oregon Senate fell apart, the elected officials fleeing the United States to attempt to create a country out of Oregon. But disagreements on how to set it up, as well as the greed of the common-man, lead to the emergence of city-states across the land.

Roving bands of fighters blasted away at one another as the city governments slowly fell, lacking either coordination or the will of the people. Divided alone for a dozen years, the emerging of a faction calling themselves "The New Union" caused some talk within the survivors of the Pacific Northwest. While the people were wary of another government, the fears of the Portland City-State brought a vast pocket of land under the control of the Union, with the promise of a democratic society. No longer would people have to choose between fending for themselves and being ruled under an iron fist: some semblance of the old world had returned, bringing with it bright young minds.

Forming the Democratic Union, this band of misfits formed a new order within the chaos. Banishing or re-integrating the raiders, improving the lives of the impoverished, saving the decaying streets: each goal that they came up with, they somehow emerged victorious. Yet the so-called "functioning society" is not as safe as one could imagine; despite a covering of safety and happiness, the re-emergence of anarchist movements and the fear of what could be beyond the border strikes fear into the new government...

Background of Nation: Roma and Latinum was possibly one of the worst places in the world to be. The city was almost entirely leveled by the wars and chaos at the end, both due to its political, and religious importance. All the great monuments of the Old world were blasted away, leaving barely a foundation left to rebuild the Eternal City upon. But some did survive the fate of millions who lived in Rome. They at first organized into small groups focused on survival, then into thriving in the new world. A version of gang-wars began in the remnants of the city, as now tribal groups fought for dominance in the place once known as the Eternal City.

Following the collapse of civilization in Italy, a group of remnants turned back to Roman Culture and religion to make sense of the new world. They banded together in the ruins of Rome, and eventually began expanding to take control of the city as their numbers expanded. The efficiency and order that came with the new civilization attracted more and more people, and soon they controlled the entire city of Rome solidly. They began to make contact, subjugate, ally, or annex any state or tribe that formed in the former Italian Regions of Latinum and Umbria.

The new civilization based their organization on books they found detailing one of the most successful people of the Old World. Everything from culture, to religion, to government and military organization. The order and power this game the new Romans inspired them to expand like Rome, using a combination of intrigue, conquest, and alliances to bring other groups into the Roman fold and assimilate them into Roman Culture. They are keen to explore for new lands to conquer, or trade with.

-The Equipment detail categories are for what equipment your armed forces will be using. This is a generalization (as listing every single piece of equipment would take far too long), so use it as an opportunity to list things like weaponry, vehicles, aircraft, ships, etc. The Misc. Branch is for those who have an additional branch that wouldn't fit any of the other categories.
-Are all of your men conscripts? Officers and elites would best be volunteers, as they should have higher motivation than the regular troops. Do also keep in mind that conscript will do worse in battle than volunteers, so make sure to make good use of tactics, equipment and numbers.

They are conscripts in the sense my nation requires all men(unless too sick, young, old, or infirm to serve) to either serve a certain number of years, or pay the state to avoid conscription. In return they are given land, or money at the end of their service. there are volunteers, especially officers and etc, but it conscription doesn't go above the number I have currently, or if it expands, it won't go above that number.

What kind of weapons would be necessary to post?

I was going to abstract many parts of fights against NPCs, anyway....

I also don't know naval or airforce organization very much...

-Necessary weapons to post can include the standard rifle, sidearm, machineguns, SMG's, shotguns, sniper rifles/Designated Marksman's Rifles...Although it's not just about weapons. Vehicles, too (you can always look them up).
-Organizing is just about scale ratios. You can look up military organization on wikipedia if you need: http://en.wikipedia.org/wiki/Military_o ... _hierarchy

Background of Nation:After the Nuclear war chaos followed in the ROC the Kuomintang Collapsed along g with the government and Industry a civil war the followed over the two cities that were still liveable Taipei and New Taipei. The result was Nationalist's lead by Ba Schiek-Tsoa controlling Taipei and 3/4 of the Island and Communists lead by Chu Ri controlling New Taipei and 1/4 of the Island. The Nationalist Government proclaimed the Republic of Formosa while the communists proclaimed The Kingdom of New Taipei. Formosa quickly attempted Industrialization but its barter policy failed. And without sufficient land to grow food with the Government was in pieces. New Taipei however was flourishing and held all the fertile land. The Nationalist Government then stirred a whole lot of Patriotism and with a Extremely Patriotic Nationalist Army invaded and overthrew Chu Ri's Communist Kingdom.

First off, I would have rather you would have given me a specific post example; you've also got a single post in the one thread I had to search up.

Before I decide, do you have any other RPing experience you can give me? If not, can I get an example of what you can write?

Research Focus: Anti-Aircraft weaponry (besides pre-apoc FIM-92 Stingers and MGs)
Background of Nation: The Holy Imperium got its start as a few clusters of survivors throughout Tennessee and Georgia. The groups in Tennessee were formed into a Tribe early on the apocalypse by their charismatic (and somewhat megalomaniacal) leader, an ex-Army special forces officer known only as Seth. Over the years following the end of the world, his Tribe grew steadily, migrating across Tennessee's lush forests until finally crossing into Georgia. Amidst the rich farmlands of Georgia, Seth's Tribe encountered numerous smaller groups, communities and tribes that were almost universally unfriendly toward them. Growing desperate as their food supplies ran low (their nomadic lifestyle finally catching up to them) Seth's Tribe eventually set forth on a path of conquest, cutting a swath through Georgia and overtaking smaller groups one at a time, slowly expanding with the added resources and people. The Tribe began to settle eventually, living in prosperity with their newly conquered farmlands and hunting grounds. Other tribes slowly began to join Seth's group as the winter months dragged on and by spring of the following year, Seth's Tribe outnumbered any other in the state. Their expansion continued over the following months, eventually eliminating all resistance in Northern Georgia and Southern Tennessee. For years, Seth and his legions slowly overtook more and more of the two states, restoring a semblance of order to the region as they exterminated the various bandit and raider groups that opposed them. By the time they reached Nashville, nearly all of the original Tribe had died off, replaced entirely by new faces. All except for Seth and a little girl named Allison, whom he adopted as his own. As the Tribe's various wars raged on, Seth watched his empire start to falter. They had no cause, no reason to fight other than to sustain themselves for a little while longer. So, Seth gave them one. As his daughter slowly blossomed into a beautiful, intelligent and graceful young woman, Seth was granted a vision. He addressed his followers (now in the thousands) one sunny morning from the stage of the Grand Ole Opry (in Nashville) and explained that God had spoken to him directly and given him a message to hand down to the rest of humanity. Allison was (supposedly) the angelic daughter of God himself, sent to Earth and blessed above all others to bring about a new dawn in human history. A new era of peace and prosperity. Allison was to be a Holy Princess, worthy of the utmost worship and devotion, both to her and her cause. The Holy Imperium was slowly formed around this new religion, and its followers (emboldened with religious fervor) set forth on a path of conquest that eventually brought the entirety of Tennessee and most of Georgia under their control. For the next few years, Seth stepped back from the spotlight and allowed "The Holy Princess" to assume near total control of the Imperium. Under her direction and leadership, the post-apocalyptic Empire thrived like no other, as did the religion it was based around.

Now, the Holy Imperium is gearing up for another expansion (either by force or religious conversion) and its once small, cult-like founding religion is now a major presence in the South East United States.

Good to have you in, Phonz! However, I will accept your app on some conditions:
1.) That economy rating seems to be slightly high; would you mind lowering it a few?
2.) While this is set around 12-20 years after The War, I feel that your weapon selection is a bit too crazy for 50's era tech. Replace two of the following with something from 1945-1952 (although my primary concern is for the M4):
-M16A2
-M14
-M4
-Glock 17
3.) Also, after taking a look again at your app, I would appreciate a small territory lowering. It's a bit large, and I'd rather you didn't start off with so much land. You can work in capturing the full territory in once the IC opens.

Well Georgia and Tennessee are both VERY rich in natural resources so a high economic rating isn't really that far fetched. Both have access to a ton of fish, game, coal, timber, clean water, salt and (most importantly) guns/ammo.

The weapons, I shall fix. The land as well shall be lowered (parts of TN and GA)

Now then...prepare for violence :ugeek:

(This is westerfield, a small military base/research center in a post-apocalyptic world going through a nearly routine-day)
Westerfield
January 5th, 2045
7AM
As the morning sun began to shine on the base, security began to let the visitors who stayed the night leave. Joe was overseeing the loading of the medical supplies onto the mules that were going to be sent to the folks down by Lakeview. Lakeview is one of a string of forts commonly viewed as the "forefront" of the nation. Ten months ago, Westerfield was 50 miles from the front, but now it is now even a mile. Constant attacks from the tribes have pushed us back to where we are now, nearly 20 miles away from the capital. The string of forts sit across the river, defending against hordes of tribes, and more importantly, the only river that leads to the sea. All important naval shipping goes through that river, and if it lost, so is our main supply line to the outside world. In the last month, they have had three attacks, and are now running low on medical supplies. The governor of the area requested that we send medical supplies ASAP, as they fear another attack will be launched soon. With the supplies out and en route with 15 guards, the gates to Westerfield closed

8:15 AM
The generator was getting its "tune up" today, and all research that included electricity came to a halt. Other equipment such as the automatic gates, alarm system, and the kitchen were also de-activated. Now, after the tune up, it was time to do the weekly test of the alarm system which was rigged up to an old fire suppression system. After the generators powered back up, the guard on the roof went inside the stairwell, as the roof of a hospital typically did not have an alarm, pulled a red handle that said "FIRE" on it. Bells began to ring throughout the base, and civilians ran from the work positions up to the Emergency Zone, while all security personnel went to the storeroom to grab weapons and got setup in a defensive position in the parking lot outside the base.

After the drill was done, civilians left the Emergency Zone and went back to their jobs, and all off-duty security personnel went back to the civilian jobs. The gardeners were set to harvest the fruits and vegetables today, which means a desperately needed relief. All food for the last ten years has been coming from a large town 30 miles off in the front, but when that was taken all bases were forced to do their own small-style gardens. When Westerfield ran out of food, a surplus from the capital- but since EVERY town needed food, we were forced to ration out supplies to the sick, elderly, and children.
-----
12:00 PM
As security shifts were changing, helicopters began buzzing by the base. The military only used pre-war vehicles in an emergency, which means something bad was going on at the front. Shortly after, the radio operator received word that Westerfield was to prepare for retreating forces and a quick defense followed by a quick offense to re-take Lakeview. Not a moment after that, the alarm system went off, as just as this morning, everyone evacuated to the Emergency Zone. Black helicopters began to land in the base, and soldiers with pre-war gear came racing out the the defensive position. Now coming over the old bridge, a few hundred retreating forces forces on pickup trucks and on foot, all racing to the main gates. Not even after a minute from the times the gates closed with all the soldiers in a defensive position, about 1000 "tribals" began coming over the bridge. Snipers in the sniper towers just inside the base began firing shots. Once within firing range, one of the senior commanders ordered everyone to "Fire!" Heavy Machine guns, assault rifles, and rifles began firing on the enemies who just crossed the bridge. Shortly after, the horde began firing on the bases position, with one of the first bullets whizzing by two officers heads, and hitting the commander who just yelled "Fire!" in the chest. He was immediately dragged away by a combat medic, who attempted to revive him. After another two minutes, he stopped trying. After 10 minutes of bloody fighting the enemy was now just 30 yards away from the base. Officers were being picked off left and right, and eventually the second-in-command who just received a promotion ten minutes prior ordered everyone to fall back to the walls. During the retreat, an additional 100 troops were lost.

With the battle looking like it was over, the enemy continued to assault the walls of the base, and more of them were arriving over the bridge. Half of the defending force was gone, and the command now realized that the battle cannot be won. Any civilians alive in the "Emergency Zone" were ushered onto the helicopters along with key military leaders, and evacuated the base, abandoning the garrison. A large explosion on the eastern wall killed 50 defenders, and 200 tribals ran through it immediately, nearly a quarter of them being mowed down, but they continued to pour in. Shorty after that, an explosion of the west wall followed by more tribals pouring in had the defenders retreating, but it was too late. As they were retreating through the field to the hospital, they were being cut down one by one. Explosions ripped some men's limbs off like they were made of butter. When the smoke and enemy fire subsided, nothing was left except men with no limbs crawling and screaming out in pain, men writhing in pain, and men being dragged off by the tribals, where they were promptly executed with shot in the head.

We should have a map.... or we could have people make maps of their region, with NPC nations, to give more of a challenge....

edit: I have my navy and army finished, but might need some more help on Airforce....
