Considering what has been going through my mind lately, I have come-up with some conclusions about the Tokyo incident. In no particular order, some post-event research that could be used for future reference regarding the Tokyo incidents and cleaning-up some errors.

Since I have discovered that the G8 summit is not an organization but actually an economic forum with a set of guaranteed attendees (one which is done during the northern hemisphere's summer), it seems the G8 summit would not be a good explanation. Having looked into Japan's international memberships, I do not think that there were any real organizations that could possibly have done anything that would primarily be focused on human rights and meet in Tokyo. Given that, I think that it would make more sense to suggest a fictional international organisation, and hence some ability to summon unscheduled meetings, as being responsible for the summit (in this case, I would suggest something where the targeted attitudes would be known and present well ahead of time, so I would suggest an international legal forum that would attract leading judges and law enforcement officials from legal systems around the world, with the particular target back being that the agenda included "discussion regarding the legal outcomes of abnormally-abled individuals". With the controversy of the vagueness, it attracts the protests as a potent symbol of the debate; if not that, hey, a different one could be made-up).

Now then, onto the actual nuclear explosion, I shall be operating per the statement by MA that they did not make the device. Knowing that they had to acquire an existing device, I settled for the only known nuclear device that could be described as a "suitcase nuke", that being the W54. In order to help explain how it went missing, I think it would be best explained as a relatively lower priority for protection device due to being an early model W54 meant for use as a M-388 projectile for the Davy Crockett nuclear device (the reason being that these did not have "dial-a-yield" options, and so remained fixed at being about as explosive as 10-20 tons of TNT, whereas later models did have it and could thus achieve far larger explosions). With a lower expectation of a security and the general problems of nuclear disposal, an approximately 0.01 kiloton explosive is what gets used.

Given this, here are the effects of the blast (thermal effects will not be featured, though, if I am understanding this correctly, the elevation is too low to consider the possibility of an electromagnetic pulse)

As a note, here are a few basic ideas of what happens around certain pressures:

15 psi/103.4 kPa: Complete destruction of reinforced concrete structures, such as skyscrapers. Between 7 psi and 15 psi, there will be severe to total damage to these types of structures.
7 psi/48.3 kPa: Severe damage to complete destruction of reinforced concrete structures, such as skyscrapers.
5 psi/34.5 kPa: Complete destruction of ordinary houses and moderate to severe damage to reinforced concrete structures.
2 psi/13.8 kPa: Severe damage to ordinary houses and light to moderate damage to reinforced concrete structures.
1 psi/6.9 kPa: Light damage to all structures and light to moderate damage to ordinary houses.
0.25 psi/1.7 kPa: Most glass surfaces, such as windows, will shatter, some with enough force to cause injury.

What makes the Davy Crockett unique here is that this will be quite different from other nuclear weapons in that it will be the radiation that will be the biggest threat rather than the blast. Anything within five-hundred feet/one-hundred-and-fifty meters will deliver enough radiation to near instantly kill anybody with a whopping ten-thousand rem, and the range at which one's fate is sealed is actually even larger since any people within a quarter-mile/four-hundred meters will have six-hundred rems. This would be odd to comprehend, since the area of visible damage would be much smaller than the total area where people were heavily endangered (the most mind-boggling thing would be that the targeted structure would look as though it suffered only some minor damage). (I shall assume the detonation occurred in the green-space east of Kasukini Shrine near the intersection). Under normal circumstances, that would mean that about 2,500 people would be threatened, but the thousands of protestors would have made things even more complicated Among these casualties would be thousands of protestors, the attendees who did not have any problems arriving, a fire station, a hospital, a university, a high school, and elementary school (though class would have been-out).

Time shall be running-off an assumption that allows people to have actually managed to do things at 09:14:27 a.m., Wednesday, March 18, 2015 in Greenwich mean-time and 06:14:27 p.m., Wednesday, March 18, 2015 in Tokyo. Things get interesting since, at the approximate time at which the nuclear device would have been detonated, there would have been a 10.4 mph wind going ESE. Night would be near the point of or have fallen by the time of detonation, meaning that the mushroom could would not have been visible only for inflamed materials inside (it would not have been tall enough for most people in Tokyo to see, though), but the flash would have temporarily turned nightfall into day for a few seconds. With the general vicinity of just the bomb's output, I'd guess that over twenty-five thousand people would have needed to evacuate (in addition to five hospitals and the Imperial Family), but the fallout of radioactive materials and gamma radiation from the bomb would have necessitated the evacuation of more (how much is uncertain since I do not know how to ascertain the height of the bomb's mushroom cloud or how fast the material would have traveled given the wind), but a safe estimate would be that over 40,000 more people would have to be evacuated (including 4 hospitals and the National Diet).

Noticeably, this would be a huge shock to emergency services. Though the command center of the Tokyo Fire Department lucks out in this scenario, there would still be thousands of casualties that could, given bad management, become tens of thousands in about 20 minutes. Realistically, the biggest strain would be on the hospitals, considering that potentially thousands of patients would have to be moved and thousands more would be in-need of treatment. Luckily, most of the Tokyo Fire Departments CBRN-capable responders should be unharmed and thus able to handle urban S&R and firefighting in the hazardous areas, so I suspect that the Tokyo Fire Department would be able to handle it with some supplemental assistance from the nearby JSDF and USAF bases and Japanese Red Cross Society.

There was a meeting of governments in Tokyo that came under attack with a nuclear weapon, setting off a second worldwide war against terror focused on militant anti-superhuman groups. The Academy along with several space agencies and the Prometheus Foundation have planned a mission to create the first permanent human settlement on the moon, some of the students have been selected to go on the first trip which will take place rather soon in game. And a small group of students have banded together to fight for justice by sneaking down to the planet, led by Tyler. Also, it is currently Christmas and the Academy is doing its best to be festive despite being forced by its own rules to be strictly secular.


Also, apologies for my lack of activity lately, I am a bit busy with real life things currently.

Both are tough, but the small drone is very quiet and can handle some small interactions, from lighting a match to interfacing with a USB port to communication and even detection of empowered individuals, while the large one is loud but includes an active disguise which allows for less surprising interaction with humans in addition to some ability as an ultimate protection for the Rossbot in emergencies.

"Power to the Protist" - Lucas has bio-modification powers expressed via a heavily-modified alien protist which can modify people in such a manner as to grant power. Due to the results of the first person he modified, he has trust issues which have manifested in reluctance to reveal this power, and thus will not be giving powers wantonly and has been working on modifying a protist which could act to remove powers granted by the other protist and has been working on a hunter-killer virus that could be activated remotely to start and stop destroying the responsible protists. (Yeah, there needs to be something to prevent Rossi from getting ridiculous

He showed an interest in robotics early on, showing aptitude in mechanical engineering and secretly practiced his powers on insects, particularly ant colonies contesting each other since he could see little struggles between empowered ants. One day, he met Christos Xarhakos. Christos was a fellow activist also interested in robotics he met while studying abroad. One day, the Grecian was targeted by a far-right group to be killed, and protect himself. With an idea, Lucas empowered Christos so as to prevent it from being a problem. However, Christos changed over the years, and the two are no longer on speaking terms, and Lucas has become paranoid enough to modify himself into a robot and moving to America so as to avoid getting being found by Christos. So far, his initial attempts at movement have been subject to moments where his powered exoskeleton has run-out of power and thus resorted to searching desperately at times for empowered people, his encounters having the nice side effect of ideas for how to copy abilities. One time, it was not enough, and he was desperate enough due to how little energy he had left that he copied the abilities of the last empowered he met into a teenager who was not empowered in a bid at convincing them to help, which succeeded. The incident served to change Lucas's mind, and convinced him to get a job at the Academy for the Empowered, at least until he can get the suit more efficient in electrical needs, and to keep an eye on the person he granted power to so as to prevent a repeat of his relationship with Christos.

His senses and perception are attuned in a manner to make this agility more efficient and non-cognizant, effectively making Nouredine far better at movement, enhancing his balance and giving his movements more deliberation than otherwise normal. Basically, he is a bit better in regards to mobility and has some increased situational awareness.

"Doesn't Know When to Quit" - As with Sierra, Noureddine has some amount of abnormal resilience. While getting injured is one matter, dying is another matter entirely. Basically, this power grants two changes to questions of constitution. The first is that, while an execution is still a reliable way of killing him, killing him as a result of injuries sustained in a fight is not reliable. The second is that this resilience is that, given the right state of mind, Noureddine can achieve physical feats that a person of his injuries should not be able to pull, or potentially go without pain, thus gaining greater capabilities at the costs that the limits are there to prevent in the first place. To prevent abuse of this power, Noureddine is not aware of this power.

Brief Bio: Benjamin is generally not in the best of circumstances. Generally distanced from the rest, multiple issues have prevented him from pulling ahead, both in socialization and classwork. His parents and his new congregation were helpful, but the geek still had issues that were not easy to resolve, particularly bullying. He was rather quiet fellow, generally holding back plenty. Even so, his family and the support they have provided him have let him develop a sense of psychological resilience.

Things got weird when a little tri-rotor robot flew to him in Queens, insisting that he trusted him as an empowered, much to Benjamin's confusion. The robot insisted that he move a robotic hull on his behalf, which Noureddine did with some hesitation, surprised by how relatively easy that it was. Things took a turn for the surreal when the robot, named Lucas Rossi, returned an hour later and insisted that he needed to go to the Academy for the Empowered. After pestering Noureddine's parents and making a case that he was empowered and that he needed to go to the academy. It was accepted, though they are still suspicious of the individual. With accommodations made to explain his absence, he is now attending the academy, much to his protestations. Due to privacy concerns, he is cut-off from his support network, but is hoping that a tabula rasa will make things better.
