Die Wende: The Change (IC, MT, Closed)

Postby United Socialist Republics of Lupina » Tue Apr 09, 2013 4:18 pm

The year is 1989.

Ronald Reagan has finished his second and final term in the Oval Office of the President of the United States. George H. Bush has succeeded him in office; taking the reigns of the free world in these uncertain times. However, the future is looking brighter as the Cold War appears to be winding down.

Mikhail Gorbachev is the General Secretary of the Communist Party of the Soviet Union. He's been in office for four years and has been enacting liberal policies such as Glasnost and Perestroika to reform the Soviet Union to revive the Soviet economy after the stagnant Brehznev years and to bring the Communist Party into the twenty-first century. However, his policies are weakening the State's grip upon the country all the while giving more freedoms of expression to Soviet citizens; broadcasting the true living conditions of the 'worker's paradise' across the world.

Also, new Soviet foreign policy champions non-intervention into the internal affairs of its allies. The end of the Soviet intervention in Afghanistan as the last soviet troops pull out in 1989. The Brehznev Doctrine has been completely abandoned and repproachment with the West to improve relations by reducing nuclear weapons through the INF Treaty signed in 1987. These have the dual effect of pleasing Western leaders and undermining the Soviet's allied leaders in the East.

A wave of nationalism and calls for more liberalization; even calls of independance have spread throughout the Republics of the Soviet Union and its allies in Eastern Europe; they threaten to tear apart the Warsaw Pact and even the Soviet Union itself. Independance from Moscow and freedom have become the cries of the protesters throughout the communist world.

May: Hungary begins openning it's border with Austria. Thousands of citizens from Czechsolvakia and East Germany (DDR. Eng: GDR) flee through Hungary into Austria.

June 1-4 Tiananmen Square Massacre:
The Communist Chinese government in Bejing under General Secretary Zhao Ziyang with hardliner conservative supporters enacted martial law in the capitol and order the military to crush student-led popular demonstrations in Tiananmen Square. Estimates of the death toll are high, some go over 2500; whilst thousands or injured or arrested.

Oct. 7

Gorbachev and most Warsaw Pact leaders attend the 40th Anniversary of the German Democratic Republic alongside Erich Honecker. A massive demonstration is made near the parade grounds; the cries of the people being aimed at Gorbachev personally: "Gorby, Help us! Gorby, save us!"

Gorbachev and the Soviet delegation depart as night begins to fall. The pilot of their jet reports trouble as the aircraft suddenly goes off the Radar of air-traffic controllers and the radio turns to static. It will take two and a half hours to find the wreckage near Strausburg and is searched for survivors. There are none. Gorbachev is dead.

Massive demonstrations across the DDR occur in ignorane of this fact. Erich Honecker orders security forces into the streets and with the fate of Gorbachev still unknown to the German leader; he gives orders for a violent crackdown upon the demonstrators.

The West is shocked by the brutal crackdown the East German government brings down upon the protesters; a particularly brutal scene witnessed in Leipzig being dubbed the "European Tiananmen Square". It is an even greater shock when in two days the Soviet Union comes out from complete silence on the matter and formally announces the death of Mikhail Gorbachev in the plane crash; immediatley sparking rumors and speculation of an assassination and a hardline coup.

In the two day media blackout the Soviet leadership has been taken over by the State Committee on the State of Emergency; chaired by Gennady Yanayev and announced as the new General Secretary of the Communist Party of the Soviet Union. Almost immediately protests and strikes take place within the Soviet Union; however martial law is declared and a curfew enforced as thousands are rounded up in arrests. When the protests turn violent; a crackdown similar to that experienced in the DDR occurs within the Soviet Union.

October 1989, The German dubbed: "Die Wende"

Many Warsaw Pact leaders follow Moscow's example and begin to enforce violent crackdowns on opposition in the streets. Opponents within the government are either removed from positions of power or purged from their countries respective Communist parties; such as Yelstin or Gennady Gerasimov in the Soviet Union or Manfred Gerlach in the DDR.

Whilst resistance to the oppressive regimes is strong and widespread at first; the futility of fighting the State and the bloodshed force the people off the streets. Moscow now begins reverting most of its policies back to their post-Gorbachev state excempting those pertaining to combating alcoholism, corruption and incentives for quality control.

The West is shocked as it watches events unfold behind the Iron Curtain. The political climate has now turned ice cold as the Cold War has revamped itself and has reached new heights of audacity. The percieved falling of Communism in Eastern Europe has been dashed and the world watches and waits to see what will come out of the Iron Curtain in the coming days, months, perhaps even years...

The United States of America

October 1989

Domestic

Republican George H. W. Bush was sworn into office on January 20th earlier this year, there is a democratic majority in both chambers of congress. Many experts are already predicting that he will quickly go back on his campaign promise of "no new taxes" under growing pressure to increase defense spending.

October 9 – The Dow Jones Industrial Average closes at a record high of 2,791.41

The Oakland Athletics sweep the San Francisco Giants in the world series.

55,000 Boeing machinists have gone on strike demanding higher pay.

What is now being called "The Phillips Disaster" in Pasadena, Texas kills 23 and injures 314 others.

Foreign

President Bush does an interview with CBS' 60 minutes in which he publicly condemns the actions of General Secretary Gennady Yanayev's regime.

House republicans propose a North American Free Trade Agreement (NAFTA) which is promptly voted down by the democratic majority. Notably Arkansas democratic congressman Bill Clinton defies his party and votes in favor of it to no avail. Many believe this will be on the floor again at some point later this year.

Secretary of State James Baker plans to fly to the U.K to speak with Prime minister Margret Thatcher regarding the brutal communist repression going on in eastern Europe.

The German Democratic Republic

Domestic
General Secretary Honecker had taken emergency measures for the preservation of the republic, he re-instituted the death penalty which had been abolished in 1987 in the interest of hunting down enemies of the state. He also a called out the Felix Dzerzhinsky Guards brigade and put squads out at every major street and assigned what was left of the brigade to reinforce troops at checkpoint charlie. Soon East Germany's prisons would be overflowing with prisoners charged with subversion, espionage and treason for having had the gall to protest within the borders of the great workers paradise of the German Democratic Republic, a fact the Stasi would make them remember as they brought back heinous forms of torture, unseen since the days of the Third Reich. The GDR also proceeded to seal off its borders with Hungary and canceled all trips by East Germans to the west. The Iron Curtain it seemed, was as strong as ever.

Foreign
The national people's army was put on high alert, the GDR's high level of military readiness paid off, with the first motorized division and seventh panzer division immediately being immediately called up and ready for action, having been told of the state of emergency. The leadership of the socialist unity party called for a meeting between all nations in the Warsaw pact, knowing the gravity of the situation at hand. A plea of diplomatic unity between socialist nations was issued by General Secretary Honecker, calling for an end to the sino-soviet split in the interest of preserving "worldwide socialist brotherhood", He also called for the USSR to mobilize its troops as soon as possible.

Union of Soviet Socialist Republics

Domestic:

With Gorbachev dead and the Emergency Committee on the State Emergency in power, many reformists and nationalists within the state apparatus have been removed from their positions for support of the counter-revolutionaries demonstrating "democracy in the street", Boris Yelstin and Foreign Minister Eduard Shevardnadze being the most prominent to be removed and put under house arrest.

Security Forces and troops have been ordered into the streets to enforce order in the streets and apprehend all counter-revolutionaries and subersives. Labour camps and prisons are swelling with such citizens.

State-run television and radio channels have played state approved music but all other channels have been shut down and jammed. Foreign journalists have been amongst those arrested but as a whole have been forced to remain in their homes away from the violence.

Many reforms that were enacted by Mikhail Gorbachev have been recinded as they are put under review by the State Emergency Committee.

Foreign:

General Secretary Gennady Yanayev has heard the calls of Secretary Honecker and has agreed to a meeting of the leaders of the Warsaw Pact members in Warsaw. Though uneasy about the tensions that have occured with the capitalist imperialists in the West, the General Secretary gave the military permission to raise the alert level of the Soviet Forces in Germany, and given them authorization to support their East German comrades in quelling any counter-revolutionary movement. He will approach the Emergency Committee on the State Emergency on the issue of mobilizing further forces, but says that no Soviet soldier will let his brother communist fall into the abyss of bourgousie democracy and opportunistic capitalists under imperialist control.

The General Secretary denounced the West in its condemnation of the Soviet Union. He called the matter an internal affair and beyond the scrutiny of the West as according to the 1975 Helsinki Accords. He also condemned the West for it's exploitation and manipulation of the workers of the world in its attempt to dominate the economics of the world and its attempt to strangle the Soviet people to death by withholding grain imports in exchange for a rotten capitalist system and imperialist influence.

The General Secretary also called to all allies of the Soviet people that they shall support their allies by all means at their disposal to stabilize their internal affairs if asked to do so.

Congress has passed the "South African development act" which will supply President P.W Botha's regime with weaponry and industrial aid to "stop the spread of communist influence in the horn of Africa". The American public knows very little of the situation in South Africa, those who do and try to raise awareness about it are generally ignored and regarded as bleeding hearts, some are even labeled as communist sympathizers.

President George H.W Bush has personally authorized bumping up CIA activity in Egypt and Libya. 200 Military advisers are en route to Egypt from Greece and Cyprus however direct action by the United States is not on the table at the moment.

Following his meeting with Margret Thatcher in London, secretary of state James Baker will attend the NATO conference in Paris to further discuss the east's sudden resurgence.

Comrade President Wojciech Jaruleski, we are more than willing to extend the support of the KGB of your security forces in your internal affairs. Oct. 28, 1989
Warsaw, Poland

Gennady Yanayev stood alongside his comrades of the Warsaw Pact; every european leader of the alliance smiled for the cameras as every state's media took photographs of the group as a whole. Their first meeting in the aftermath of the events of the past two weeks was hardly going to be one to anyone's liking.

Todor Zhivkov from Bulgaria; a feeble old man who would bow to Moscow's wishes like wheat in the wind, Miloš Jakeš from Czechosolvakia; another Soviet yes man, Károly Grósz from Hungary; he and his liberalizing policies in recent years would be the center of the agenda, the host Wojciech Jaruzelski of Poland; the man who had priority after the Hungarian problem had been discussed due to his own domestic issues, then there was Nicolae Ceauşescu of Romania; the only man in all of them with the guile to oppose anything that came from the Kremlin that didn't fit his own personal agenda yet suffered the same issues as all the men here, and finally Erich Honecker of East Germany; the greatest benefactor of any member of the Warsaw Pact.

Once all the photographer's needs were satisfied; the Warsaw Pact leaders entered into the large meeting room. A room where Gennady would more or less dictate what the alliance was to do now and they would all voice their concerns to him and basically invite him into intervening in their domestic issues. Something Gorbachev had been trying to change...but that was over now.

The Soviet Union would bring order back to the chaos Mikhail had beckoned onto their doorsteps.

"Well comrades-" Gennady began, "much has happened over the past few weeks. I'm sure I speak for us all when I speak of the domestic issues of my nation. The demonstrators in the streets have been removed, the radicals and the misguided reformists within our ranks have been removed from thier posts and the Party has once again returned back to the helm of our nation. All the misguided policies enacted by my predecessor have been either restored to their previous state or have been removed entirely due to their anti-social affects upon society and our nation has been saved from falling into the abyss before us."

No one said anything but Gennady could see it in the eyes of all present that he spoke of a grim truth. They'd been so close, now things were going to be tough.

"Of course, now that we've returned this control back into our hands; we must ensure that it remains so and safeguard our future from any unforeseeable issues." Gennady fixed his gaze upon an apparently uneasy Károly Grósz, "Which brings this meeting to the first issue on the agenda; that being of how we are to safeguard our respective states." Gennady's gaze then moved over to Wojciech Jaruzelski.

Both men had pressing domestic issues. Károly Grósz was being ursurped by the radical democratic faction in Hungary whilst Wojciech Jaruzelski was ruling a nation teetering on civil war despite his best efforts at holding the radical street demonstrators at bay.

"Comrade Grósz; it has been brought to my attention that you sit here at this table but you do not possess the power of the state you represent. It has also been brought to my attention that while Hungary may have closed its borders to placate all of your allies that sit here with you; the more radical elements within the Hungarian Socialist Party will not make any moves to stifle the disorder in the streets." Grósz looked nervously around when Gennady made these remarks, "It is of course within the interests of all present that we do not wish to repeat the events of 1956 seeing as the political climate of today would lead to possibly undesireable effects both politically and economically. What is it you plan to do to alleviate this crisis?"

Secretary Honecker had come to the meeting in the hopes of ensuring communism would survive in the eastern bloc. The past few weeks had left him reeling, the stasi had been constantly on the move, rooting out all of the protestors that had sought refuge with friends and family & he had to deal with President Mitterrand's concerns regarding the partial mobilization of the national army.

Honecker sat immediately to the left of Premier Yanayev, he too gazed coolly upon Secretary Grosz, knowing full well that his moderate policies had only helped to advance the now raging discontent within his country. Speaking Decisively, Honecker questioned Grosz's integrity "Premier Yanayev is right, elements within your own party have proven their hostility to the well being of the proletariat through their indecisiveness. In these dark times, we must act quickly if we are to save all that we have worked so hard for. We can send elements of the first motorized division to help quell the uprising these malcontents have begun. Would that be sufficient, Comrade Grosz?". He looked around the room, awaiting the response of his peers and allies.

President Jaruleski sipped his glass of whiskey. He then gulped it down very loudly as he sat up in his chair "my comrades,I am in agreement with Secretary Honecker,we must crack down on these protests, that is why martial law has been declared all over Poland."
He then looked towards Grosz "why not try it comrade? as he looked towards him.

NATO, October 1989

October 31st
Paris, France

Representatives of western nations filed into the heavily guarded La Maison Champs-Elysées hotel one by one. American secretary of state James Baker gazed upon the near-by Eiffel tower as he exited his limo and entered the building with armed black suited men on both sides. Next came British Lord Brabazon and later Italian minister of foreign affairs Gianni De Michelis. Hours passed as government officials from Spain, Turkey, Australia, Canada, Greece, Norway, Portugal, Belgium, Denmark and west Germany all showed up and were directed to the meeting place.

All of the men met with the French Minister of foreign affairs Roland Dumas at the top floor of the building at precisely 3:00 P.M just as planned. Baker scanned the room only to be met with cold stares from his uneasy peers from across the Atlantic. He quickly took a sip of water before rising and kicking off the meeting.

"I think it goes without saying that communism is on it's last leg here, those forced to live behind the iron curtain will never stand for such atrocities in a modern and interconnected world." he declared before straitening his tie and scanning the room once more.

"As the defenders of peace and freedom I believe that we, the membership of NATO must organize ourselves and help the people of the east help themselves. I propose that we publicly endorse these international protests, perhaps even start supplying the more dedicated among them with weapons and supplies...

...My friends, today is the day we can finally put the last nail in the coffin and destroy the red menace once and for all." Baker finished hoping that his confidence would put the other representatives at ease.

Representatives of western nations filed into the heavily guarded La Maison Champs-Elysées hotel one by one. American secretary of state James Baker gazed upon the near-by Eiffel tower as he exited his limo and entered the building with armed black suited men on both sides. Next came British foreign secretary John Major and later Italian minister of foreign affairs Gianni De Michelis. Hours passed as government officials from Spain, Turkey, Australia, Canada, Greece, Norway, Portugal, Belgium, Denmark and west Germany all showed up and were directed to the meeting place.

The french minister stood up "We must help these cries of democracy.Communism is killing the people of poland 1 by 1 i propose we send supplies to the protesters."
True teaching is not an accumulation of knowledge; it is an awaking of consciousness which goes through successive stages.

Havana, Cuba
Castro walked up to the podium in front of El Capitolio in his iconic green military tracksuit and hat. The people waited anxiously for their leader, chanting "Fidel! Fidel! Fidel!". As he stepped up to the microphone, the crowd burst out in cheer, throwing roses to their Presidente. Fidel ordered the people to quiet down with a hand motion, and he began to speak. "Los ciudadanos de la Gran República! Today we come to gather to advance our nation, to move forward to a brighter future where all personas are equal, with no discrimination! To advance towards this goal of a prosperous future for all, we must educate our sons and daughters, so they shall be The World's greatest doctors and scientists, the most knowledgeable in the land. Despite the imperialist trade embargo from the Estados Unidos de Cochinos (crowd lets out a little laughter) we must still move forward, and reach out to our allies in Mexico, Angola, Nicaragua, Nambia, Serbia, and The USSR to find new opportunities that can be made for all of Cuba. First though, we have established a solid budget plan, and it shall be advertised through radio and TV outlets early this evening! Que la fortuna esté con todos vosotros!"

Domestic
•The Budget Plan is unveiled all through the nation. It makes Education, Modernization, and Healthcare all top priorities, unlike in previous years, Military and Law see a decline.
Education: 250,000,000 (10%)
Welfare: 250,000,000 (10%)
Modernization: 250,000,000 (10%)
Healthcare: 250,000,000 (10%)
Construction and Upkeep: 125,000,000 (5%)
Imports: 625,000,000 (25%)
Energy: 250,000,000 (10%)
Industry: 125,000,000 (5%)
Military: 62,750,000 (3.75%)
Law and Order: 125,000,000 (5%)
Public Works: 125,000,000 (5%)
Savings: 31,250,000 (1.25%)

•Due to increased Education and Healthcare funding issued, people are applying for funding to build many hospitals and schools, from the amount of applications, there is expected to be a huge increase in the amount of facilities for those areas, especially in the countryside, where finding a hospital or school is rare.
•Due to increased funding for Modernization, electrical and telecommunication lines start to steadily arise, along with the appearance of more radios and televisions due to the State's ability to lower the prices.
•Due to decreased Military and Law funding issued, older tanks and trucks in the military are forced to be dropped and sold for scrap. Hopefully the Soviets can help in this area.

Foreign
•The State establishes shops for Cigars in Angola, Mexico, Zimbabwe, Yugoslavia and Nambia this brings in great revenues due to the legendary taste and popularity of Cuban Cigars
To Our Allies, The Union of Soviet Social Republics
Friends in the USSR, I will ask to attend the Warsaw Pact meeting, so we may expand it to an international meeting of Communists worldwide. I do not want my countrymen to be felt left out of Communist meetings and rallies, as they are just as loyal to the cause as people in East Germany and Russia.

The Republic of Vietnam incorporates new policies due to rising tensions.

-marital law has been imposed. A 11 o clock curfew has been imposed also, anyone caught outside after the curfew will be taken to a labor camp.

-military spending has increased, with other sections taking budget cuts.

In an attempt to improve relations with the USSR Nguyen Van Linh sent a letter to them.

To: The current leadership of the United Soviet Socialist States
From: Nguyen van linh, Republic of Vietnam

Hello. As a fellow communist country, and as a wat to improve relations, the Republic of Vietnam will send your country a few hundred crates of iron so you may build tanks, jeeps, whatever you see fit.

Oct, 28, 1989
Warsaw, Poland

Grósz was noticeably uneasy about being centered out by his allies.

"Comrade Yanayev, I know that it is important for all present that I follow the precedent that was set over the past few weeks; however as you have said I no longer possess the powers of my office as General Secretary to bring about such policies in my nation. Nor do I believe it possible to regain said power through the means at my disposal." Grósz replied.

"What are you proposing we do about this situation?" Gennady asked.

Grósz gazed around the room, looking at every man who sat around him. "I'm proposing that the only way to keep my nation from falling out the Warsaw Pact is to remove the radicals from the parliament." he stated in a manner as if he'd had all the air sucked out of him.

"I will have no involvement in such an intervention in Hungary." Ceauşescu stated in a matter-of-factly tone, "I will not support such a motion to intervene within the internal affairs of a socialist nation." he fell back upon his love for Titoism and it's non-intervention rubbish. The only way socialism would take shape is with a guiding hand.

"That is duly noted comrade." Gennady replied, "The Soviet Union will give any and all support as the situation deems necassary to the restoration of power to the office of the General Secretary in the People's Republic of Hungary and the restoration of order on the streets to achieve political stability within the nation." Gennady spoke to the group as a whole. "The Soviet Union will also give its blessings to any and all Warsaw Pact members which wish to give their own support in this endeavour." Gennady knew the others on the Committee would agree to everything except a military intervention in the nation and likely would do little besides agree upon what to do. They might talk big, but no Warsaw Pact leader would dare remove troops from their own border, not with Poland so close to civil war and the West being so aggressive on Honecker's doorstep.

"President Jaruleski" Gennady turned and gazed over at the host of this conference, "You surprise me comrade, riots in the streets and you bully Grósz about foot-dragging." Then Gennady turned to Honecker, "And you comrade, are you so willing to part with a divison with NATO at your door and dissidents within your own home?"

"Comrades" Gennady folded his hands in front of him as he adressed the entire congregation of his undying followers, "The only solution to all our problems is simply a matter of time and fidelity. The people cannot whithstand any further bloodshed in resisting our efforts to reassurt our control. We have all the time to wait them out, they fear us in the out in the streets, fear our retribution against them for what they've done to us. The West will do nothing to stop us because they fear that we would use our nuclear capability to bring the world to an end. Therefore, we are free to do as we please, but unfortunately, should we enforce anything worse than we already have then the West will make it an obligation to intervene. So, we must weigh every action we take with great care and do not act in haste."

Gennady turned to Jaruleski, "Comrade, I believe that I'll be able to convince my colleagues in Moscow that it is necessary to intervene in the most troubled areas. If comrade Honecker wishes to get involved on your behalf, then you two can make arrangements with one another so long as you keep us informed on your activities." Gennady then turned to Grósz, "Your situation comrade is perhaps the most difficult situation of all. I cannot make any open comments about what can or should be done on my part to give you back the power of your post, but I am aware that our mutual friends in the KGB have a plan which might be to your liking. I'm sure they'll get in touch with you in no time."

"Now, if it doesn't cause too much trouble, I must return to Moscow to inform my colleagues on what needs to be done and whether they concure."

German Democratic Republic

Erich Honecker left the meeting with a sense of satisfaction, he knew the west wouldn't be able to stop a resurgent Warsaw pact, and in light of the USSR's rallying of other communist nations around the world. For the first time in a decade and despite the current instability, Honecker felt that in the long term, Communism's future survival was assured.

Domestic
The stasis frenzied pursuit of "enemies of the state" continued, with notable protestors like the dissident pastor christian fuhrer being captured, interrogated & tortured for any and all information leading to the capture of more enemies of the state. The socialist unity party redoubled its efforts to reinvigorate the populace, with massive parades held along Unter Der Linden, having the recently mobilized 7th panzer division take part . SAM batteries were beginning to be deployed near Tempelhof airfield, much to the dismay of NATO and West Germany.

Foreign
The intelligence ship jasmund continued towards international waters, seeking to gain information on NATO ship traffic in the north sea. The first motorized division was fully mobilized and ready for action, having heard that it may be deployed to Poland soon.

In order to further expand our air forces, we would seek to buy 40 SU-27's for 900,000,000 east German marks. We would also be interested in procuring 50 T-80 BV's in the interest of keeping our arsenal as up to date as possible for a further 100,000,000 marks. We hope that you will give this order due consideration.

Moscow, United Soviet Social Republics
Raul Castro along with a team of political advisers and security guards arrived at the Moscow International Airport. Raul felt the luxurious Boeing 307 he was flying in hit the ground, with minimal impact at that. It cruised towards the end of the runway where two Soviet Ambassadors greeted him and his staff, quite warmly for the cold Russian Climate. He and his staff were escorted to the Hotel Metropol in Moscow, and checked in to await the North Korean and Vietnamese representatives so the meeting could finally progress. Raul enjoyed the luxuries of the Grand Suite he was put in, and so did his advisers. He wondered how much tourists would come if his brother funded some hotels in Cuba. Nevertheless, his staff had already established a secure telephone line and he decided to make a call back to Cuba to inform his brother that he had arrived safely.

Havana, Cuba
Castro received the message from his brother, Raul, that he arrived safely in Moscow. Raul also recommended that a hotel should be built in Havana, as he was awed after seeing the great hotels of Moscow, and how much money they produced for The People. Fidel then asked his advisers to look in to such a plan, and try to find investors in Mexico and Panama, nearby countries who have flocks of the obscenely wealthy willing to spend time on the Island. Within a couples days, many investors had replied, and the project was set to begin next year after an architectual design had been presented.

Recently the Vietnamese govern EMT has been putting production emphasis on aircraft, mostly more advanced MiG models. Vietnam's iron and metal mines will contribute heavily to the creation of these MiGs.
