What I would recommend for the DPRK to do for economic well being:
1. Stop the nuclear program. It sucks up a lot of your GDP and you already have nukes that can reach South Korea, the US would deflect your nukes anyways.
2. With the money saved, renovate and upgrade your five hydroelectric dams along the Yalu River, so that your people may have a steady supply of electricity.
3. Start teaching your students about the real world, or at least some of it, build schools for doctors and the like.
4. Make trade agreements with the Soviet Union and China to have factories in your nation, in exchange they export you modern medical equipment, vaccines, and other stuff to help the public instead of weapons.
5. Invest heavily into the mining of Anthracite in North Korea, so that you may sell it to other nations.
6. Sit back and relax as your nation prospers.

Dang, I forgot that NK didn't get nukes till 2009! It is believed to have very simple nuclear weapons before then though. You should do anything to focus more money towards the public, because you definetely do not want North Korea going down the road it has gone down. But hey, shenanigans can be fun, so let us nuke the US imperialist pigs! I should be drafting an economic plan for Cuba, mainly persuading the US to lift part of the Trade Embargo.
