As part of the agreement to withdraw missiles from Cuba and end the Cuban Missile Crisis, The United States cannot attack Cuba without direct provocation. I know where I stand diplomatically, and I stand in a very nice position. If I keep away from The Soviets, the United States will most likely remove the trade embargo, and if I go back with the Soviets, they'll try to treat me better so I don't withdraw again, and if I choose to stand alone, I can always betray my African allies and put Benin, Congo, and Angola under Cuban-Nicaraguan rule easily, since they have no military supplies from the Soviets, while Cuba has a decent military and would be their only supplier. Either way, I win.
