It was a gloomy day in Wolfs Haven, storm clouds hanging above the city, casting out the sun. The ground was wet from the last rain fall, but there was a breif pause in the rain. In the office of Prime Minister John Lloyd there was a meeting of some of the most important people in the Commonwealth. From left to right sat the General of the Army, Grand Admiral, Commandant of the Marines, Chief of the Air Force, and two well dressed gentlemen. Every month there was a meeting like this to discuss the military standing of the NAC, its allies, and the expected military standing of other nations. France was the big issue at the moment.

"RIght, lets say Clemenceau is actually stupid enough to go to war with England, and thus the rest of the Western Federation, the war will come down to a simple matter of who can produce the most, and I don't think anyone can argue that we are the leading industrial power of the world. So long as we can continue to produce what ever we and oue allies need, we should be fine. Its not like the French have a very good industrial base." Said one of the well dressed gentlemen, Mike Altos, the owner of Altos Industrial, the primary NAC industrial company producing equipment for the Pacific Coalition.

"And he would probably have the Germans breathing down his neck, and thats not something to just dismiss." General of the Army Thomas Wilkson added. Everyone seemed to be in agreement over the situation.

"Very well then getlemen. I don't see the French backing down from this, so let us prepare for war. Increase the amount of escorts for our convoys to our allies, being our military to a higher readiness, as well as increase our industrial output for ourselves and our allies." Prime Minister Lloyd dismissed the assembled individuals. The North American Commonwealth would prepare for war.
"We've lost control! Now for the love of Earth...and the Sovereign Colonies, we've got to do what's right."

"Really, Christian? Must you go on like this? I shall find a bride when I am ready. I am not yet ready. When I am, I shall tell you."

"Well, you'd better be ready by Sunday. I've invited all the foreign nations to send their most beautiful noble ladies."

The King stood up. "Oh." he said. "I appear to have misplaced my utter hatred..."
Christian looked at him disapprovingly. "My utter dislike of both your schemes and marriage. I ennoy being a bachelor, going to parties, shooting with the Dukes, being free."

"You were never really free, Achille. Your surname, Oldenburg. What does it really stand for? Think."

"Christian! I will not allow you to talk to me like this. I am your King. You shall listen to me!"

"By what right?"

"By divine right, if you must - I am your King!" Achille screamed down Christians ear.

"Very well, my King. I shall go to my quarters at once, and I shall try to practice being a better subject of Your Majesty."

"Supreme Leader!" a hurried young messenger said as he rushed into Mancini's office.

"Yes" he replied.

"We have begun construction in the Alps. The fortresses will be completed by April."

"I want anti aircraft batteries brought along with the mobile artillery." Mancini paused a moment. "That is all"

"Yes my leader" the messenger said as he saluted Mancini and left the room.

Mancini looked at his watch, it was nearly time for his meeting with Grand Admiral Mario Colombo. They were to discuss the state of the Imperial Navy. He rose from his desk and left the room. Outside the building, a car was waiting. He hopped in and they were off for the Imperial Military Headquaters. The building itself was only a few blocks away but the Imperial Guard insisted he drive there for safety measures.

"Ah Colombo" Mancini said to the middle aged man in the room. He shook his hand and got down to business. "What is it you wanted to talk to me about?'

"We need to discuss the state of our vessels. We have one of the largest navies in the world but some of our ships are out dated. Mainly our battleships. I suggest we begin the construction of 4 new battleships, each will serve as the flag ship of their Fleet. They will be bigger, faster, and heavily armed. It will take a year for each to be completed so in the meantime, we should begin to update the existing battleships."

Mancini adjusted his cap. "That sounds reasonable, begin immediately."

Wilhelm II sat idly in his wheelchair while being pushed through the halls of the Reichstag. It was his first day back in the building after his incident a month ago and he was determined to get as much work done as possible before his time came. The last year of his life on Earth and it was the most hectic and eventful one yet. An aid wheeled him into a room with a long desk and stopped him in front of the window. He then motioned for the aid to fetch his advisors. Five minutes later, a handful of advisors entered the room and came to the Kaisers sides.

"You sent for us Kaiser." said one of the advisors softly.

The aid put a pen in the Kaisers hand and he began to write on a piece of paper which sat on a table attached to his chair. After a few minutes of silence, the Kaiser motioned the aid who read off the paper.

"Men, I have but a year to live." the aid began. "In this year, I am determined to get as much accomplished as possible. Alot has happened in Europe since my hospitalization, namely, the collaps of the Austro-Hungarian government."

The advisors looked around at eachother before the aid continued.

"If we are going to succeed as an empire, we will have to take advantage of this. We will arrange a meeting with all of the major powers that border Austria. In this meeting, we will discuss where to draw new borders and other pressing matters."

An advisor stepped up and placed his hand on the Kaisers shoulder. "It will be done, my Kaiser." he said and turned to the aid. You, boy. I want a telegram sent to both the Italian and Ottoman departments of foreign affairs immediately.

"Yes, sir." replied the aid, who left to for the department of foreign affairs.

Marshall Xing Sa of the Imperial Chinese Military stood watch as the men mobilized their offenses, cleaned their weaponry, checked and re-checked their vehicles, tanks, and artillery. The border was less than a mile from this point, and all that stood between the Caspian Sea and China were tribes of Turkish peoples, fit for conquest.

Xing Sa was chosen specifically for this role – he was one of the “New Age” Generals, young and reckless, but strategic and cunning as well. He followed very irregular tactics, making use of soldier groups when most other Chinese Generals liked to follow mass-wave tactics. The Government didn’t quite like Xing Sa, so they sent him to the Western edge of the Empire, but they wished to test his ability. In the Military Games of 1939, he managed to hold his own against many well-respected and aged Chinese Generals, much to their dismay and anger. His tactics were revolutionary, and the Government wished to see these in action, granting him liability for Case Violet.

5 hours later

The rumble of engines drowned the calm serenity of the plains. Local nomads looked east in horror – Armored Columns of Chinese tanks began to flood their grazing pastures, soldiers situated on the Tanks themselves for makeshift transports. Nearly all of these men were modernly equipped, as per Xing Sa’s orders to the Imperial Arsenals. There was little if any resistance for the first few miles of official engagement, but slowly, groups of soldiers began to appear in increasing numbers as Almaty grew closer. These enemy combatants were guerilla fighters on a budget, and that’s saying something. Their weapons were far from modern, outdated would even be a step up for these. Some even carried muskets and swords. It was a pity to fire on them, but it was done mercilessly to continue the advance forward.

This was the Central Advance Division, their mission was to take Almaty and hopefully enact a sort of peaceful take-over if possible, but orders were to level the city if such could not be confirmed. 2 Northern Divisions were advancing one to Lake Balkhash and one to secure the Russian border. Communication was well enough to know they too were not experiencing any major engagements yet. A Southern Advance Division was making its way through along the Kashmir and Hindu Kush, capturing the heads of strategic mountain passes for later use as well as to secure the southern flank from Tajik and Kyrgyz forces if they decide to join the conflict.

The first Aircraft Squadrons passed overhead, mainly a few fighters escorting bomber craft. Their stated goal was recon ahead of the main force, but Xing Sa ordered the Squadrons to engage assembled enemy armies as well as destroy Militarily significant areas along the way, such bases, runways, and headquarters. Messaging is not very well in this “wilderness”, so the Advancing forces carry the messages to the heads of Turkish tribes with them.

Almaty was in the distance, only a few more hours away. Infantrymen were securing their rears and establishing makeshift bases in case the advance stopped. It is the first de-facto occupation force as well. Xing Sa was towards the front of the advancing column, and for some reason, he could feel the eve of a battle for Almaty coming; the Turkish Muslims do not just lay down before others, they must be forced, and Xing Sa was well prepared for that. Scouts ahead reported defenses, but nothing that would be a major obstacle to the Tank divisions. Xing Sa began preparing the Army Units into their respective grouping and job. A force of 400,000 men, all to establish a Chinese influence in Turkestan. All under Xing Sa.

It has come to our attention that Sino-Russian relations have not moved for quite sometime, and as part of the Open Diplomacy wing of the 5 Year Plan, we are obligated by the God-Emperor to establish increased relations abroad. We mainly seek to increase dialogue between our two nations as it will serve both of our respective countries better in the future. It has come to our attention as well that we are increasing border defenses against one another in the Mongol-Siberian borders, and we wish to avoid a possible confrontation or a border skirmish.

The second part of this message has to deal with Economics. We, as you most likely well know, are beginning to heavily invest in our economy to modernize it further. For such a feat, we require resources. China proper has vast reserves of the resources in question, but the 5 Year Plan does is not advancing fast enough for China to supply it;s own demand for raw materials. As such, we wish to open economic dialogue with Russia, as we are very interested in becoming a resource importer of Russian goods from the Far East as well as Siberia. If needed, we can aid in construction of transport areas to allow your raw materials to be purchased at an easier pace.

If that is not a viable option, we will seek to make payments for you to help in our resource extraction sector, as you seem to have a superb mastery of the art. We will pay for Engineers, mineral surveyors, and other raw resource-related personnel. They will be treated like gentlemen, paid like Lords, and live as such while they operate in our area before returning. They will be expected to train our own personnel as well as aid in development, with payment onto your nation as well.

Chuan gathered himself and his thoughts after yet another potentially life threatening accident. This is the third time tonight, he figured. Or is it still night? It wasn't easy to tell at the work site just outside Lampang, a surprisingly bustling city for its location. Bright lights seemingly illuminated as far as the eye can see under the dense jungle flora. Ever since Thai Rak Thai, or TRT, took over, the forest hasn't slept. Work crews were expected to be out on the job twenty four hours a day, seven days a week. And one would be considered lucky if he was relieved from his duties before his twelve hour shift was up.

Chuan looked back on the good times. He was sure he spent more time remembering the past than living in the present as of late. Just three short years ago he lived happily in his village, away from the political turmoil of Bangkok. He woke up early every morning refreshed and ready to start the day. He and his family didn't have much; a house, though more like a hut when compared to the city homes, a small parcel of land for growing food, and a well. Sure, he worked hard, but it was a different kind of hard labor than now. Although there was little order, there was peace. Now it seems he lives in controlled chaos.

It was that infamous day in July that everything changed. The red hats, as they were called, marched right into the village and took everyone right back out. They deemed it a "rebel outpost," but everyone knew it was simply an excuse to practically enslave every man, woman, and child living there for cheap labor. Chuan and his neighbors were taken by bus to Bangkok, the political, economic, cultural, and population center of the country. None of them had ever been to Bangkok, or anything like it for that matter. They were sent to a relocation camp, where they were assigned a job anywhere in Greater Bangkok. The family unit meant nothing, and Chuan was separated from his wife and two children. Now he shares a tent at the job site with several other laborers.

But that day the red hats came wasn't the real beginning to the madness. Everything truly began when the new TRT regime nationalized the lumber industry. There was little international outcry, as most of the businesses were domestic, but internally there was confusion. The rich capitalists that owned the businesses were reimbursed with money, women, government positions, and power. The peasants that worked for the businesses were given lower wages, yet lower taxes.

Kaoh Preah Outpost, Greater Bangkok

There was activity in the jungle outside lumber mills that night as well. The activity was more sinister than killing trees; they were in the business of killing people. The military was at a relatively high level of mobilization that night. The purpose, no doubt, was to repel a potential Chinese invasion. The civilians welcomed the Isuzi-AC armored cars (Humber Scout Car), Naza Cargo Trucks (ZIS-5). And why wouldn't they? They knew about the atrocities in Vietnam, and about the worship of their so-called "God-Emporer." And while the cultures of Bangkok and the countryside contrasted like night and day, the cultures of Greater Bangkok as a whole and the Chinese contrasted like two different planets.

Military commanders were kicking themselves now over not demanding the updating of the military wilderness trails that at one time appeared to entangle the jungle if viewed from a map, but now is merely a shadow of its former self. Among a myriad of other problems was the flooding in many areas. The increased fortifications at Kaoh Preah, which sat on an island directly inside the Mekong River (Google Map dat shit to get a better idea), would be at least two days behind schedule, which was unacceptable during the crucial times before a possible war.

The three consuls knew that Bangkok's military couldn't hold water if the Chinese invaded whether its tasks were being completed on time or not. There were only two options available for them: Preserve peace with the Chinese, or forge alliances with nations that could protect against what would be a brutal onslaught from China's massive army. First Consul H'ya decided to make both happen.

TO WHOM IT MAY CONCERN

In the past weeks, a troublesome situation has developed along the Mekong River over its ownership between Greater Bangkok and China. While diplomatically things have been heated, localized skirmishes have also occurred.

With the threat of war looming, it seems imperative that Bangkok finds an ally who could turn the tide in its favor. It has been determined that the assistance of (The United Federation of Russia/The Pacific Coalition) would be of great use to Bangkok.

To ensure that this is not simply a ploy to drag your nation into war, some terms of the pact have been written and attached to this document. Please keep in mind that these terms are negotiable.

Clause 1: Both nations will come to to the aid of each other militarily in a defensive conflict. The nation being attacked will be referred to as the "defender" and the nation coming to the defender's aid will be referred to as the "auxiliary."

Clause 2: A nation, which will be referred to as the "belligerent," may call upon the assistance of the auxiliary in an offensive conflict. However, the auxiliary has the right to decline assistance, in which case the pact is still in effect and no terms of the pact are broken

Clause 3: If Clause 1 is invoked, the auxiliary must remain in the conflict militarily until the conflict is resolved, unless a settlement is agreed upon with the defender. If Clause 2 is invoked, the auxiliary may cease military action at any time for any reason.

Clause 4: When Clause 1 or Clause 2 are invoked, both the auxiliary and the defender/belligerent will be represented at postwar negotiations, except during instances when the auxiliary exits a Clause 2 conflict prior to the end of the conflict.

Clause 5: Neither nation shall declare war upon the other or upon a nation in which one of the parties has an official alliance with.

Clause 6: If any of the previous clauses agreed upon are broken, both parties shall meet in an international court and present their cases to an independent judge who will determine who is at fault and what the retributions for breaking the agreements of the pact shall be. After the hearing, the pact shall become void regardless of the ruling.

Clause 7: This pact will remain in effect until the year 1950


It the hope of The Consulate of Greater Bangkok that she and (The Unified Federation of Russia/The Pacific Coalition) can be brought closer together by this pact.

Mexico City, Democratic Federation of Mexico

In a darkened boardroom, ten men and women sat around a polished mahogany table covered in papers, maps, and countless graphs. Outside the boardroom, the streets echoed to the sound of fireworks and festivals, as the people of Mexico City celebrated the election of the first Progressive Party President in decades. President Eleazar Meza, the champion of the people, and the man standing at the front of the room, however, was not so happy. He had fought for Mexico for the past two decades, and now that he was so close to his goal, he wouldn’t let anyone, not even these pencil-pushers, stop him. Raising a hand, he cut off the incessant flow of nonsense coming from the Secretary of State’s mouth.

“No,” he said, “we are not going to do that. I realize my predecessors have given your office fairly free rein, but those days are over. From now on, we’re going to do things my way.”

“Mr. President,” began the Secretary, “I don’t think you fully understand the situat---“

Without changing his expression, President Meza slammed his hand on the table, cutting off the Secretary again and sending papers sliding to the floor.

“No,” he repeated, “I understand the situation perfectly, thank you very much. I understand that you’ve been playing both sides, looking for better positions for yourself. I understand that you’ve been accepting “gifts” from foreign ambassadors, in return for trade benefits. I understand that you’ve run Mexico’s reputation into the ground, to the point where nations laugh openly at us----not even behind our backs. Tell me again, Mr. Secretary, what I don’t understand, and you and your family will find yourselves in the streets.”

Getting up from his seat, he began to pace around the room, ignoring the Secretary’s sputtering.

“I let you keep the position of Secretary of State simply because you could deliver the Oaxacan vote. Let me be perfectly clear, though, Mr. Secretary” he said in a venomous voice, “I despise you, and what you stand for. If it were up to me, you and your ‘friends’ would be lined up against a wall for what you have done to the Mexican people. As it is, it’s not up to me, but by God, I’m not going to stand by and let you run Mexico into the ground anymore.”

He stopped in front of the large windows, and stared contemplatively at the fireworks as the people behind him exchanged looks of glee at the President’s contemptuous dismissal of the Secretary of State. However, their glee faded into confusion as the President began speaking again.

“The Democratic Federation of Mexico. Sounds impressive, doesn’t it? Sounds….powerful. A major country, a player on the world stage.” Turning to the assembled bureaucrats and officers, he continued, “We sound impressive, but in all reality, we’re not. We have one colony, one fleet, one army. We have the same trading partners we did forty years ago. We have, in short, become idle, and with our idleness, we have become complacent. Our nation, our glorious nation, is constrained----and by what? A pack of Indian tribes to the North?” he snorted in disbelief, “Tiny nations on the Southern border? It’s time for Mexico to emerge from its shell, my friends. We can no longer hide away, occupied by internal affairs. We must burst upon the world stage, and take the world by storm! Mexican scientists should be in the lead! Mexican products should be the finest in the world! Mexican culture should be emulated everywhere! We cannot wait for someone to offer us the crown---we must reach out and take it! Not for us, but for the glory of the Mexican people, and our children after us! We must make people swell with pride when they hear the words ‘Viva la Mexico’!”
Turning back to the window, President Meza considered his next comment. Seizing the opportunity, a large man in a light grey outfit adorned with medals and awards spoke up.

“Mr. President, I must heartily agree with you. For too long, the Mexican military has been the unwanted step-child, forced to scrounge for sufficient funds, mocked at every opportunity. Just say the word, sir, and we can begin to boost our forces to achieve the goals you’ve outlined. Why, with but a two-fold increase in the budget, we can—“

“You misunderstand me, Admiral Lopez,” the President interrupted, “We must expand the military, yes, but we are not going to achieve our goals through force alone. Why, the mere second we make a move in any direction, other nations will trip over themselves to condemn us. Our goals can be achieved, but we must be careful how we go about it. Diplomacy, although I despise it, will be our friend in this case. Our nation’s economy can encourage….lesser nations…to join our fold, and when all else fails, well, then we can use force. I believe a famous North American Commonwealth leader once said ‘Speak softly, but carry a big stick’. That must become our motto, our guiding principle. We shall, in the fullness of time, accomplish our goals, but we must be careful to not, ah, ‘bite off more than we can chew’.”

Having made up his mind, the President turned abruptly to Admiral Lopez. “However, with all that said, you have my authorization to begin a build-up of the Mexican navy. I want to see a second carrier group sailing the Caribbean before the year is out. Once our position in the Caribbean has been stabilized, then we can look to the North, and our long-lost provinces. Good-night, ladies and gentlemen. I’m going back to the party. I suggest you do the same.”

And with that, President Meza opened a door and was gone, leaving ten men and women sitting around a table in stunned silence.

The silence stretched on, until Admiral Lopez, with an expanding smile on his face, voiced what they were all thinking: “Well, we got what we wanted. A President worthy of Mexico.”

“It’s going to be a wild ride,” said the man sitting across from him, matching his smile tooth for tooth.

“Militarily, we would be able to soundly defeat them. Our militant policy in Viet - I mean Yuènán – has paid off in the long run. Our positions along the Mekong could easily swipe aside the Siamese positions, even in Southern Yuènán and Cambodia.” Br. General Kang Zao Tai said, presenting some sheets with localized maps, numbers, and arrows pointing to potential areas of advancement.

“Yet…?” The Commissar replied.

The Br. General swallowed, as if caught red handed doing something. “…We would not be able to occupy Siam entirely. We could take areas under their control and make them ours, such as Burma, but Greater Bangkok proper would be a logistical nightmare. Plus, it would most likely invoke the ill-will of other regional powers, such as Italy or the Pacific. We have reason to suspect that Siam is trying to assemble others to back its own position. What mongrels.”

“It is better to go into a fight with a friend, Brigadier General. “ The Commissar said calmly. “And what at sea?”

A man decorated in medals and the like stood, removing his Captain’s hat respectfully. “We could crush them at sea. Their Navy would only defend their major areas like Bangkok and Rangoon. Ship per ship and pound for pound, our South Seas Fleet would deal a devastating first blow should you authorize the attack in place of the Emperor. Give me a month and Bangkok will be leveled to dust!” Admiral Zhuge Bao said, pounding his fist on the desk.

The Commissar nodded, in agreement. “Hmm.” He said. “And diplomatically?”

A thin man with glasses stood, pressing his glasses back on the ridge of his nose. “China has more diplomatic power than Siam, but, considering the strategic position of Siam, a threatening move by China would be responded to with hostility abroad. In every category we outclass them and would end their pathetic nation should they encroach upon us, but it may draw the attention of the Pacific Coalition, it would give them an excuse to hinder Chinese development. However, it is interesting to note that the Emperor is still in Crossroads discussing diplomacy with the PC. We should be careful to get on their bad side until we can ensure the safety of our God.” Nong Ga, Supreme Officer of Diplomacy said, matter-of-factly.

The Commissar leaned back in his chair, considering the route of action. The Emperor has left him in command of the nation in his absence, so he must ensure the Emperor’s wishes are kept even when he is not here. No, they must be kept especially when he is not present. “All but Nong Ga may leave.”

The room cleared out, and only Nong Ga remained, standing firm an emotionless. The Commissar began to write on an official sheet of paper, of his own personal desk. “Read this and sign.” He said, turning the document over to Nong Ga with a pen. A few moments went by, and Ga nodded in agreement, signing the paper below the Commissar’s name. “Very good, ensure the letter is sent.” Si You said, turning his attention to other paper work. “Dismissed.”

The Mekong River serves a proper boundary, but it’s ever changing nature results in frequent border disputes between our province of Yuènán and the majority if Greater Bangkok. It is within my interest to settle this quickly and without further bloodshed. From Saigon, Viceroy Gongye Fa Mian shall arrive in Bangkok in less than a few days’ time. He shall represent the interest of the Chinese Empire and speak on my behalf, as well the God-Emperor of China’s. We shall outline the following simplistic terms of a peace treaty:

1. Non-Aggression Pact between Greater Bangkok and China is a first priority. It is imperative that further acts of violence along the border are ended.
2. The border along the Mekong shall serve as the official border regardless of natural river shift. To amend the Border, both parties will have to meet to re-affirm the position in question. A map is included for consideration:

As shown, we shall be giving up tracts of land in Laos while you shall give up land in Cambodia. These are the main areas of dispute and should solve the crisis entirely.
3. Greater Bangkok and China shall begin to relax border defenses to promote peace.
4. We shall give small reparations to the Siamese soldiers killed or injured in the border clash of 1940.
5. China and Greater Bangkok will normalize relations and begin to allow trade between the two nations to take place

We believe that these points are fair to all parties involved and prevent other nations from becoming involved in our personal affairs as Asian nations. We will also like to open dialogue regarding a few economic projects we are interested in within Greater Bangkok in TG.

The Emperors' Grand Squadron arrived a day ago, ahead of schedule. The Emperor was tired from the trip and decided to wait a single day before beginning talks and setting foot on Pacifier soil. However, he awoke early and began preparation to disembark.

To his surprise, a large deal of news men and women were assembled on his dock, eager to ask questions and take pictures of the God-Emperor. Not as some religious ploy, but more of a "Foreign Head of State arriving in Crossroads", like a normal leader. No matter, the Emperor began a steady descent down the stairs of his ship, the stairs were connected to the docks to provide a quick method to leave the ship. He and a few diplomats, as well as a few disguised Imperial Guardians, steadily made their way down.

He gave a quick hand-raise to the people assembled, a greeting gesture. He did not speak, but allowed photographs, from a respectful distance. He and his party awaited the arrival of the Pacific Coalition to escort them to the place where diplomatic talks will take place. The Emperor was quite pleased to be in Crossroads, but did not let his emotions get the better of him.

"No, no, no and no. This will simply not do. We're trying to send a very clear message, diplomatically. If we sent what you wrote, we'd find ourselves in the middle of war!" President Meza shouted. "We must be clear and to the point, but in a respectful manner. We cannot, at this vital stage of development, act as if we were demanding such things!"

The assistant Secretary of State, acting as the de-facto Secretary had clearly been caught unprepared for the President's sudden demands. For decades, the Secretaries had simply renegotiated continuances of previous trade agreements, with the occasional condolences or congratulations sent out. What the President was proposing was unimaginable---if not unthinkable in the world of diplomacy. It was simply not done.

"Look, my secretaries typed this up during the meeting." The President said, as he tossed the assistant Secretary's papers in the trash. "It details pretty much everything you want to include. In fact, most of it can be taken word for word. Just have your assistant----speaking of which, where are your assistants? This is a crisis!"

The assistant Secretary stuttered nervously, appearing on the edge of hysteria."Ah....on that note, I was going to ask for an aide or a secretary. The state department consists of mainly me, and a few lower-level bureaucrats. We've been working for the past twenty-six hours, but we've only gotten half of the messages done! They haven't even been approved yet!"

President Meza paused in the middle of pouring a second cup of coffee, a stack of papers tucked under his arm. "You mean that the only high-ranking State department official left is......you? Good God, man, why didn't you tell me earlier? Take a few of my aides, God knows I have too many of them. Alarez, Benito, I'm tasking you two to the State department on a temporary basis."

He sat down in the acting Secretary's chair with a heavy sigh, and dumped the pile of papers on the desk. "Pull up a chair, and let's get started with these. The most important is the international announcement, which must be phrased very carefully and diplomatically. One wrong word, and the consequences could be terrible for Mexico. No pressure, of course."

Rifling through the folders, he found the dossier on the Chinese Empire. "Next in importance is finding new long-term trading partners. With the recent events in Europe, we can no longer rely on our old providers. The Chinese Empire," he said, tapping the folder with a finger, "represents our best hope for a profitable trade agreement."

Shifting backwards in his chair, President Meza raised an eyebrow. "Of course, you can't simply write a message saying 'Let's trade now'. That would be silly, and downright insulting to them. We must provide incentives for them to form a lasting relationship with us. A tax break, or favorable trading status should do the trick, I'd think." Looking up at the acting Secretary, he added "And that's where you come in. You must find, locate, and incite other nations to trade with us."

"But sir, what would they want with Mexico? I mean, we've never really been major producers or anything! I mean, we have oil, but---"

"Exactly!" President Meza interrupted. "We have oil. Not much, not on the scale of the Ottoman Empire, but we have enough to export it, and maintain a strategic reserve. That puts us ahead of quite a few other nations, and with war looming in Europe, those nations will be desperate for oil! As long as we maintain our strategic neutrality, demand should be sky-high!"

Getting up with an ominous creaking of bones, President Meza stretched and said "That should be enough for you send out the first two messages. We can meet later to discuss the rest, once you get your department set up and running. For now, get those messages out! Send them to everyone!"

As the acting Secretary hurried to send out the messages, the President stared out the window. And with that, Mexico makes a grand debut on the world stage....Perhaps we should have gone with a less controversial messa---No. It's too late for doubts and second-guessing. What's done is done. He glanced up at the ceiling and closed his eyes. May God have mercy.

They house over 100,000 soldiers all across the western border and pack heavy and mobile artillery as well as anti aircraft batteries. Several miles behind these forts are several Italian Air bases. They have received numerous Hellcats, KI-51s and CASA bombers, ready to spring into action if needed

French Fourth Republic to Annex Switzerland, to be re-declared as Swiss Protectorate

In light of uncertain actions taken by our neighbors and the continued occupation of the rightful French territories of Alsace-Lorraine and "English" France, and increased militarism both in Europe and abroad, the French Fourth Republic has declared the current state of Switzerland to be un-fit to protect itself against foreign aggression. In order to further protect the Swiss people and France's threatened borders, the current government is hereby displaced and ordered to halt any military operation against French troops. in both the present and in the future.

The occupation of Switzerland shall be peaceful, and brief. All foreign intervention is hereby declared as an act of aggression against both the French people and the governments of both France and Switzerland. The Swiss army is ordered to lay down all weapons in the event of a confrontation between Swiss and French troops. The occupation will follow the repatriation of Switzerland into a sovereign state as the Swiss Protectorate, under the sworn defense of France and her soldiers. A permanent garrison of French forces will remain to defend the Protectorate against all foreign aggression.

Following repatriation, all citizens of Switzerland will be granted limited citizenship to France, as well as retaining their current citizenship to Switzerland. Current Swiss military personnel will be stripped of all ranks, titles, and occupations until further notice and pending the reinstatement of the Swiss Armed Forces. All military hardware is to be immediately surrendered to the French military. Any attempt to hide and/or smuggle out military hardware will be regarded as treason. Any attempt to resist the occupation will be regarded as treason. Any armed aggression against the French military will be regarded as treason. Refusing orders delegated by French forces will be regarded as treason. In all instances unless otherwise specified, treason will be penalized by death.

The diplomacy docks of Crossroads were rarely used; Occasionally representatives of the Dependencies and Communities used the docks when they visited, but this was hardly a spectacular affair as it was today. It wasn't every day that a God-Emperor visited Crossroads.

Usually, the docks of Crossroads had a number of naval vessels, as to ensure the military was properly represented. Normally, it was a battleship and a few cruisers and destroyers. Today, it was a carrier group, headed by the PCV Micronesia, and a battleship unit headed by the PCV Chief of Oahu. The presence of the Chinese God-Emperor and his 'Grand Squadron' demanded a stronger presence, not so much as a threat to the Chinese and their delegation, but more as a show of power to ensure that the foreign head of state understood that this was, indeed, the Pacific Coalition, and that they still ruled the waters from Taipei to the Golden Bay.

On the docks, reporters from such reputable organizations as the Crossroads Horn and the Capital District Wave were asking wholesome questions, either shouted to the Emperor or to the viewers; Will this meeting mean new Chinese products in the Coalition, or will the inverse be true? What does this mean for the economy? Will the Chinese join the Western Federation? Meanwhile, tabloids were playing up the conspiracy theories. One paper, the Hawaiian Reader, was claiming that the Chief Executive had converted to the Cult of the God-Emperor and was inviting him here to swear fealty. Few listened to such papers.

Now, the Guard of the Coalition was gathering on the scene. The Guard was an old organization, dating back to the old Kingdom, when they served as bodyguards to the King and his family. Presently they were the secret service and major law organization in the nation, policing the Coalition in matters beyond the scope of normal crimes. Dozens were surrounding the area, cordoning off a path for the God-Emperor to follow. Dressed in blue suits in a color similar to that of the flag, they maintained a clear posture of confidence and ability as they pushed the crowd back to a safe distance.

When the area was secure, Ekewaka Morey, Secretary of Relations, entered the area, flanked by two Guards of the Coalition. She was a somewhat husky woman, but pleasant looking nonetheless, almost grandmotherly. She had graying hair and a dark olive complexion, and though her many freckles would be deemed ugly on younger people, it was flattering on the older woman. She approached the God-Emperor with some amount of swag in her walk, still dignified if confident. When she was near enough that she deemed it appropriate, she paused, and knowing enough of Asian customs, offered a short greeting, "Your Imperial Majesty, Emperor Tso Tung, welcome to Crossroads, jewel of the Pacific Coalition."

After a short second, she continued, bowing slightly in respect before rising to talk. For the purpose of this conversation, she spoke English; Hawaiian Spanish was a confusing language even for native speakers, and as such wouldn't damn a foreigner to learning it, and since she did not speak Chinese she assumed that English, the language of business, would be appropriate. "I am Ekewaka Morey, Secretary of Relations to the Chief Executive. I am tasked with bringing you to the Aliiolani Hale, the capital building. If you would follow me, we have a motorcade waiting. Your ships may remain in port and your staff may pick up diplomatic visas at the port authority, and any guards you may wish to bring may join the Guards of the Coalition in following us to the capital palace."

As Ekewaka Morey led the Chinese delegation into the meeting room, it quickly became apparent how important the meeting was to the government of the Pacific Coalition.

Stationed around the room were Guards of the Coalition, in full dress regalia most, but all armed with peacekeeping weapons, namely batons and, unknown even to the Pacific delegation as to which, one out of three had a concealed pistol. These were not the only guards, of course; More waited a mere room away, monitoring for signs of trouble carefully. Chief Executive Joshua Liliuokalani sat at the far end of the room, a table and chairs between him and the God-Emperor, flanked by two of his advisers; Ekewaka, who had just approached his side, and Hana Mani, Speaker of the Coalition Assembly.

As the God-Emperor entered, Liliuokalani stood, bowing shortly to the Emperor as a sign of respect. "Greetings, Emperor Tso Tung, and welcome to the Pacific Coalition. I am Joshua Liliuokalani, Chief Executive of the Coalition. This," he indicated Hana, "Is Hana Mani, Speaker of our Assembly. And you have already met Ms. Morey." Shifting to a shabby but passable Chinese, he asked politely, "What language would you prefer to speak in? I know Hawaiian Spanish and English fluently, and enough Chinese to make it through these talks."

Meanwhile, elsewhere in the Square, the Department of Relations was busy typing away responses to various world events. Much had happened in the days leading up to the Emperors arrival, things that required urgent attention. And though the Emperor couldn't be ignored, they required equal attention, and thus the Executive was signing off on responses minutes before the Emperor arrived in the Square. The products were hastily made and forwarded to their proper recipients, but even then, it was enough for the moment.

The overarching idea of an alliance between the Coalition and Greater Bangkok is a favorable one, as it would increase the stability of Southeast Asian politics. The Pacifier government would like to, however, review, criticize and offer a rebuttal to various points of this potential treaty before continuing.

The first clause, hereon referred to as the defense clause, is reasonable in intent and means, but requires exemptions, including but not limited to exigent circumstances of national welfare that would mandate a refusal of aid for either party, items of which to be agreed upon before finalization of the compact.

The second clause, hereon referred to as the belligerency clause, is also reasonable in most fashions, but also requires an addendum stating the terms of how to define a belligerent attack rather than a defense measure, and also a note to mandate assistance if the sovereignty or continued existence of the party nation, even if belligerent, is at stake. The second part of the third clause should also be subject to this mandate.

Clause six, hereon referred to as the justice clause, should be revised to declare the pact void after one year following the ruling to ensure stability and ease of transfer of assets.

These counter terms, as the original ones were, are negotiable in most manners. The entirety of the government of the Pacific Coalition looks forward towards creating stable and healthy relations between our two states.

We applaud the intent of the Democratic Federation of Mexico to establish sovereignty and safety for the people of Central America and the Caribbean, and hereby pledge the Western Federation's assistance in such a matter as far as is reasonably requested from the member states. Due to recent belligerence on the part of France, it is imperative that the bonds between the member states of the Western Federation be upheld at all costs, including but not limited to signed and ratified treaties regarding defense and protection. As the effective head of the Western Federation as befitting my status as head of state of the Pacific Federation, I hereby declare a state of emergency according to Western Federation guidelines, and centralize war planning authority under my office.

As per guidelines, this does not hinder any private or public preparations for war within member nations. Merely it focuses our collective knowledge beneath my office to ensure common defense. Orders passed down from my office bear no force beyond the force of intelligence and knowledge, and need not be hindered if your respective nations do not will it until a state of open war exists between a member state of the Western Federation and any other state.

In the meantime, it is imperative that the Kingdom of England be defended from French aggression, as has been shown in their wanton invasion of the independent and democratic nation of Switzerland. As such, it is my plan to focus military resources in the straits between England and English France. The North American Commonwealth should donate naval and air forces as well, in conjunction with the Coalition's own planned force of carriers, battleships and support craft, pending English confirmation of allowance.

On behalf of the Assembly of the Pacific Coalition and her Dependent Territories, I, Joshua Liliuokalani, as the Chief Executive of the Pacific Coalition, do here pen my response to the news of the French invasion and planned annexation of Switzerland, a free and independent nation in central Europe.

For the entire existence of the Coalition as a sovereign and independent nation, independence and self determination have been forefront in our minds as values held to be self evident rights of all men. Whether it be the right to determine ones profession or ones meal, or the right to determine ones government and leader, it is an inherent right of man to decide for ones self ones future.

As such, it was appalling to me, as a free thinker and man of civilization, to hear of the unprecedented and unnecessary French invasion of the democratic and independent nation of Switzerland. To hear the French Fourth Republic tell it, Switzerland was and I quote "un-fit to protect itself against foreign aggression." I find this statement to be most ironic, as the only way the French can annex and restructure Switzerland is through aggression of the foreign variety. In short, France claims is reason for war to be itself; Switzerland cannot protect itself against foreign aggression, and thus it must be destroyed.

The truth of the matter is that Switzerland was not under the threat of war before now, as the French move to incorporate it into their empire. As anyone with a map can learn, Switzerland is without a sea border, thus negating any possibility of a seaborne invasion, and is bordered on land by three nations; The first is Germany, a nation that feels camaraderie with the small nation as a fellow Germanic one, and as of yet the Germans have yet to make a modern attempt to claim the small nation under pan-German feelings. The second is the Imperial Republic of Italy. Though belligerent in is search for power in the past, it is highly unlikely that Italy, as a nation seeking power not inland by by the sea, would waste its time on the small, German-protected Switzerland.

And finally, we have France. The true aggressor in Europe. France does not seek to ensure the safety of Switzerland, as it so fallaciously claims; If that were their intent, they would not have made war against the Swiss in the first place. No, the plan is far more sinister; The French seek to expand their hegemony over western Europe by conquering the smallest, easiest target it could find. It just so happens that they believed Switzerland to be that target.

France seeks to take what is not theirs and make it theirs, by a supposed right of conquest not in existence since the Mongols conquered Asia or the Spanish defeated the Aztecs. This is clear in their plans for the conquered Switzerland; The forced disarmament and surrender of all military hardware to the French military, the executions for any crime remotely related to resistance to this illegal occupation, the institution of a permanent garrison of French troops in Swiss territory. All is indicative not of a liberation or defense, but rather of a colonization and conquest.

The only consolation I have is that the Swiss, I hope, will not fall lightly. Hopefully, they will bleed the French to show that their imperialism will not be tolerated, not in a free nation.

With this document, I hereby condemn the actions of the French Fourth Republic. Though war will not be declared, they are hereby considered unfriendly to the Coalition, the government of which shall be considering sanctions and reprimands.

Gregor Alexandr Rostropovich Starkey, Secretary of War in the Pacific Coalition, stepped off his third train on the trip to his current location, Moscow.

It had been a long ride; Trans Siberia, taking several days to cross the frozen lands from Kamchatka to the western, more green lands of the Russians. Now, he was here, admiring the grandness of the technologically advanced Moscow Train Station. Starkey was not a man of the home country; He was born and raised in Kamchatka, a long time Dependency of the Coalition, and as such grew up with muddled knowledge of what it was to be Russian, and by now, he was fully integrated into the Coalition's dominant, all-unifying culture. A victim or rescued, depending on who one asked.

But for now, he waited, looking about him with his three Guardsmen and aide, awaiting some sign of the Executive Council who they were to meet here in Moscow, as per his orders.

It was late in the day, and the Kaiser sat, awkwardly in his wheelchair, waiting for the Italian and Ottoman leaders to arrive. The Italian leader had already replied and would arrive soon, while the Ottomans hadn't even tesponded to his telegram yet. This displeased him greatly, but in his current state, he couldn't do much about it. While he waited, an advisor, Heinrich Zoller, came into the room, out of breath and somewhat panicked. It was obvious he bared bad news.

"Most likely a letter from Italy or the Ottomans, saying they can't attend." the Kaiser thought to himself as the advisor came hesitantly closer, obviously not wanting to face the Kaisers rath.

"D- dear, Kaiser." he began nervously. "We have j- just received word that the French Fourth Republic is planning to annex Switzerland." he cringed a bit, bracing himself for whatever was to come next. He was smart to do so.

Almost immediately, the Kaisers face went red and veiny. This was the final straw. Wilhelm could handle Frances agfreddion toward England. He was willing to ignore their expance into Africa, and could even tolerate their threats against England, but this time, they had gone too far. How dare those French swine lay their dirty claws on a germanic land. He began to breath heavily and grunted a few times, trying to make a sentence. He then wrote something down slopely on a piece of paper and the aid began to read off of it.

"Send France telegram saying exactly what I'm about to tell you...

The telegram was sent half an hour later.

Annexation of Switzerland by France, to be treated as an open act of aggression toward The German Empire

In response to the unjust and aggressive actions taken by France, The Grand German Empire demands that the French Fourth Republic cease and desist, or else swift action will be taken against you.

Switzerland is a germanic land, with hermanic people, and germanic culturr, and therefore does not belong under French rule. So, to protect the Swiss people, we demand that you, France, cease your occupation of Switzerland immediately. If you do not do so, it will be treated as an open act of aggression toward the German Empire, and you will be subject to German retaliation.

If you continue with your plans of annexation, it will be them considered as an act of war against The Fatherland, and hostile force will be used against you.

You have been officially warned.




Back in the Reichstag, the Italian leader had just arrived in front of the building, where he was met by an aid who led him to the conference hall, where he was met with Wilhelm himself. The aid pushed Wilhelm closer to the Italian leader, where the Kaiser began ti write a message. The aid then began to read.

"Hello, Senior Mancini. I, Kaiser Wilhelm II, am happy to welcom you to Berlin. As you've heard, no doubt. The Austrian government has, once again, collapsed. It is apparent to me that they will not be able to recover as they did the first time, and so, to protect the weakened Austro-Hungarian territory, I have called you here to discuss what will be done. Seeing as the Sultan of the Ottomans is late, we will begin without him."

He stopped and awaited Mancinis reply.

God-Emperor Tso Tung was quite impressed with the Pacific Coalition’s grand city. Technologically, it did indeed dwarf the major Chinese cities of Beijing, Nanjing, Shanghai, even Edo and Seoul. The Emperor made a discrete note to his advisor to remind him to issue and update a clause to the 5 Year Plan to enhance some cities within China.

The Emperor greeted the kind woman with a nod. He himself was a man of few words, returning her bow respectfully. These people were not his subjects nor his devote followers, so he had to return their polite gestures. He is actually used to people bowing till their faces touch the ground, in China at least. Here, he must act as a civil man, not as a God.

“English,” He said with a pause, “Is a fine lingua franca. I shall bring my personal Guardsmen.” He nodded to a few other men, a silent order. Some men returned to the ship to inform the vessels to find port, while others still departed the boat, most seemed to be Advisors and diplomats not willing to miss the chance to come to the Capital of the Pacific, Crossroads. As far as questions went, the Emperor answered none, allowing his others to say a very dry and seemingly well-practiced line of “The Emperor of China has come to discuss diplomacy with the Pacific Coalition in person, as he felt it would be appropriate to honor a potential ally. Trade and power in Asia are the main topics at hand. Thank you.”

The Emperor and his entourage consisted on himself and 5 men, dressed in slightly modernized Imperial Guardian Armor, traditional weapons to their side and modern weapons hidden within arm’s reach. They all entered the motorcade and began their trip to the Aliiolani Hale, Capital of the Pacific Coalition. They watched as the buildings went by, as well as the bustling streets, fairly impressed at the Hawaiian-Spanish architecture.

They arrived with a distinct, emotionless look. They needed to show no positive or negative to their situation, neutrality must be upheld at all times. The guardsmen of the Emperor exchanged eye contact with the guards of the Pacific Coalition. It was tense, but each had a mutual, unspoken understanding: They were here to protect their leaders and uphold the peace.

The Emperor returned the bows of the delegation, nodded to each one as they were introduced. He spoke, slightly quiet yet firm, first in Chinese. “I would prefer English, as I too am fluent in its grasp. Hawaiian Spanish is rather uneasy to speak with its various word clusters and grammar.” He switched to English at this point. “As I am a guest of your honor, I propose that you begin with the agenda. How shall we begin?”

“What do you mean Case Violet has been altered?” Xing Sa barked into the radio device. Fuzzed words came back, a little rushed but well-understood.

“The plan was to keep the advance until we reached the Caspian. Do I have to turn back to the Border now, after we’ve come this far?” Xing Sa said, anger apparent in his voice. The radio hissed back more words, the voice obviously being commanding rather reasoning.

“To Balkash? Radio me the map of the borders, now.” He ordered back, taking out a pencil, compass, and map of Central Asia. The radio began to steadily read off the border alignments of the Chinese Empire and Persia, signaling an “Empty Quarter” between the two nations after Xing Sa was finished.

“So this land is what I’ve sent to occupy?” Xing Sa said, twirling his pencil. The radio was a short response.

“Fine. I’ll be done at the end of the week at this pace.” He said, rubbing his eyes, tired from the rough day. The radio reported back, then clicked off.

“Thank you, sir.” Xing Sa said, knowing full well that the radio transmission was ended by 2nd Imperial Marshall Ge Jing, so he would not receive it. Xing Sa sighed, laying his head on his new make-shift map.

This so that Persia and China do not come into direct conflict over Central Asia. In the past twenty-four hours, the sleepy office that had drafted the Meza Doctrine disappeared. Now, dozens of bureaucrats met and argued in temporary boardrooms as hurriedly-drafted secretaries frantically copy down every word. Hundreds of aides hurried throughout the building, bringing documents to meetings, sending out drafts for approval, and requesting dossiers on the current international situation. Overnight, the State Department had blossomed, as the frantic diplomats rushed to carry out President Meza's requests.

The news that the Chinese Empire wished to open an embassy and discuss trade was met with jubilation, which faded into despair. The last time anyone had met a new ambassador was before the turn of the century! There was no protocol, no precedent to fall back on. The State Department was flying blind, a situation no self-respecting bureaucrat wanted. Hurriedly, new protocols were drafted, rejected, and redrafted. A team of laborers were hired to destroy the old Mexican Empire embassy and rebuild it, with modern luxuries and necessities. Trade negotiations were practiced, reviewed, and practiced again, as the diplomats brushed up on long-lost skills. Eventually, after days of preparation, the State Department felt confident that it could successfully negotiate a new trade agreement---or at least, not botch it beyond all recovery.

In all the frantic rush and bustle, no one noticed a uniformed aide rushing through the crowded office. With a polite, but authoritative, cough, the aide delivered the note to the acting Secretary.

"What is this? Another message President Meza wants us to deliver?" the acting Secretary said, as he opened the note. "We already sent out the response to the Chinese dele---"

He fell silent as he read the note, and the aide noticed the acting Secretary's face was growing dangerously pale. "Sir, are you quite alright? Do you want me to call a doctor? Sir?"

Waving off the aide's anxious questions, he mumbled, "Yes, yes, I'm fine, just fine. Tell President Meza we will do as he asks."

As the aide departed back to the Executive Office, the acting Secretary walked across the hall to a boardroom, where his second-in-command was discussing the upcoming Chinese trade agreement. "Look at this. Look at this!" he said, brandishing the note at the room of surprised diplomats. "Is the President crazy? There's no way we can pull this off on such short notice!"

The deputy assistant Secretary, having read the note, looked up and said, "Well, it's not like we have much of a choice. I'll draft the announcement and send it out, boss. As for the preparations.....well, once the Chinese trade talks are over, we can use the Federation Conference Center----and it's not like we haven't had contact with these countries, sir. There is a precedent."

"Yes," the acting Secretary interrupted. "A precedent. For CONTACT! What the President is proposing is.....I don't think anyone's done this, at least not in this part of the world. It's the Meza Doctrine all over again!"

Leaning against the door frame with a sigh, he closed his eyes. "Well, it's not ours to question why. It is ours to do and....diplomatize. Anyways, send out those messages before the day's out. And no billing overtime!"

We welcome the vested interests of the Pacific Coalition in the sovereignty of the Central and Caribbean American regions, and view with praise your declared support for the Declaration of Sovereignty. As a local power with citizens and dependencies in the form of the Panamanian Dependency, it was not the intention of the Democratic Federation of Mexico to include you in the Meza Doctrine, and we are pleased that you have not viewed the Declaration in that manner. Such an interpretation might have led to a less-beneficial relationship between the Democratic Federation of Mexico and the Pacific Coalition, which would have defeated the entire purpose of the Meza Doctrine.

However, it is with the greatest regret that we must disagree with the Pacific Coalition's second point outlined in your communique. The Meza Doctrine is meant to ensure the safety and sovereignty of the Central and Caribbean American regions, exempt from colonization efforts of all foreign powers. Under the Meza Doctrine, any expansion of the Panamanian Dependency would be acceptable. Under the guiding principles of the Democratic Federation of Mexico, however, such expansion would be viewed as an attempt of one nation to exert an unhealthy influence upon other, localized nations.

In addition, we must note that the Pacific Coalition seems to be advocating the same behavior for which it has just condemned the Fourth Republic of France-----the expansion of a country at the expense of neighboring countries. We are sure this was not the intention of the Pacific Coalition, and therefore invite them to join in a Conference, held in Mexico City, to best decide the most beneficial way forward for the Central and Caribbean American areas. You may send a representative at your leisure.

On an unrelated topic, the Democratic Federation of Mexico feels that it would be in the best interests of both of our nations to ensure that our relationship remains cordial. We would like to invite the Pacific Coalition to establish an embassy in Mexico City, and initiate talks with an eye to improving long-term relationships.

In addition to exporting crops and other assorted foodstuffs to the Chinese Empire, our agricultural engineers would, if you are so inclined, aid your valiant farmers in increasing the amount of crops they can produce, hopefully ending the threat of famine for once and for all. No nation should have to suffer such disasters.

11th French Mountain Division, 33rd Alpine Guards Brigade


The air felt cool on David's skin. He had been given a moment's respite (finally) from the constant drilling, and peeled off the heavy gear given to the Alpine Guards Brigades for operations in mountainous conditions. In addition to their normal military outfit, they were also distributed heavy white coats and snow pants, meant to camouflage them in the snow. However, the coats had a distinct blue belt with a metallic clasp that helped identify fellow French soldiers.

Four divisions had been mustered for the invasion of Switzerland. Two on the southern border, and two on the northern. David Baptist was to take part in the southern assault. The plan was to storm the border and take the military outposts, supply depots, and key infrastructural points before the Swiss could react. Their commanders had said this was to keep them from retaliating, and shedding unnecessary blood. Following the initial invasion would be four additional Infantry divisions that would push up through the central Plateau, and take Bern. They were to be supported by elements of the 1st Armored Division. The plan was flawless, in the words of his Lieutenant.

He was surprisingly relaxed, even though they were about to be thrown into the breech that was to become Switzerland. Somewhere in his gut, he knew that this wasn't going to be as easy as the commanders made it sound. The troops had all heard one way or another of Germany's intent to defend Switzerland's independence, and the backlash by the Pacific Coalition. The Swiss had probably heard as well. If they can't push into Bern before Germany makes up its mind, then the Swiss Plateau would turn into the killing fields, the stage for a war that will ravage most (if not all) of western Europe.

A harsh, metallic voice broke his thoughts, as the loudspeakers hastily erected in the forward camp flickered to life. "All units are to report to their commanders immediately. All units, report to their commanders immediately." David took a deep breath. This was it. The Tanks had rolled into the camp yesterday, and once the armored support was there, there was nothing to stop them now. "David! Got a light?" He turned his head, to see the grinning face of Specialist Bill Desjarlais. He carried with him his rifle, as he always did. "Bill, you damn fool, you know I don't smoke," he replied, getting to his feet. "And wipe that smile off your face, you look almost happy that we're about to go to war." Bill fell in step with David, as they marched to find their command post. "Oh, come on. The Swiss won't put up a fight. It's barely a war!" David grinned, and shook his head. Bill was always an idiot. "Whatever, we best get to H.Q, we wouldn't want to miss the briefing. You think the Germans are going to get involved?" Bill shook his head. "They'd be stupid to do so. Not when we've been ready to fight for years, and have the bombers fueled up and sitting on the runways, just dying to knock old Kaiser's door and say hello!" They both shared a quick laugh, and set off for H.Q. It could quite possibly be the last laugh they share together for a while.

Supreme Leader Mancini had finally arrived to meet the Kaiser. He was escorted into a large room inside the Reichstag where the Kaiser sat in his wheel chair. Mancini walked over and picked up the Kaiser's right hand and shook it warmly. The Kaiser smiled and began writing a message on his pad.

"Yes dear Kaiser" Mancini said softly. "The situation in Austria is beyond repair. I suggest that Germany completely annex the territory to save it from anarchy. I am sure the Austrians will be overjoyed that their German brothers have come to help." Mancini walked over to a window overlooking a beautiful courtyard. "The main purpose for my being here is to forge an alliance between out two nations as well as discuss the Bosnian Issue with the Ottomans. Seeing as the Sultan has not arrived yet, what do you say about about our potential partnership?"

Just as Mancini finished speaking, an advisor burst into the room. "D- dear, Kaiser." he began nervously. "We have j- just received word that the French Fourth Republic is planning to annex Switzerland."

Mancini was completey shocked at the news. France has no claim there and has no just cause to invade such a peaceful nation. He excused himself from the meeting and began to write a quick communique to Commander Anthony Marino.

Telegrams had been flying in and out of the Executive Council chambers like a storm of bullets. It had been a full day since the arrival of the first telegram, and the Executive Council had not caught a wink of rest. They now sat, bleary-eyed and disheveled, at their long table, a stack of letters poised before Speaker of the Council Johann Steele. Within the past 24 hours, a number of Tribunal Councils had sat in conference with the Executive Council in regards to several key international issues that had been brought to light by either the Council's own discretion or foreign telegrams. They had all been addressed in like fashion: the pertaining Tribunal Councils had been called in, conference was held, and response letters crafted. These letters were then to be sent to the Moscow Telegram Station.

Speaker of the Council Johann Steele handed the stack of folded letters to an incoming courier, who saluted smartly and then rushed off to deliver the telegrams. The Executive Council then adjourned for the day. They would catch a few hours of sleep and then they would reconvene at the Kremlin, commonly used by the Executive Council and the Russian government at large to host foreign dignitaries and diplomats.

Indeed, Sino-Russian relations have been stagnant for some time. The state of affairs in Europe and eastward have required great patience as well as great temerity on the part of all nations, and as such tact must be displayed in order to ensure survival. The Executive Council would assure the Chinese Empire that no military actions are represented by the influx of Russian military personnel on the Sino-Russian border, as all border numbers have been upgraded in the light of the current times.

In regards to your economic proposal, your concerns are duly noted. Trade lanes from Russian lands could be constructed into Chinese territory for the export of Russian goods & materials. A growing nation such as China does require a great wealth of resources, a fact that Russia embraces and wishes to aid with. Further dialogue could be pursued if China were to send a representative -- preferably of economic stature -- to Moscow in order to meet with our Tribunal Council for Foreign Relations and our Tribunal Council for Resources. The second plan of action would not be required.

In closing, the Executive Council applauds your current initiative to forge a better China, and looks forward to opening trade relations.

Consider economic dialogue commenced and trade routes open where they may for Mexican cargo vessels, as long as similar routes are provided for Russian traffic. We will hold your inquiry into the purchasing of a Commencement Bay-class aircraft carrier in mind, but as of now we have not formalized a response to that issue.

This open message is in regards to the invasion and annexation of Switzerland by the French Fourth Republic. Such an act is met with the abject condemnation of the French Fourth Republic by the United Federation of Russia. Switzerland is a free, independent democracy that does not need nor want French control. The truth of the matter is that the French Fourth Republic wishes only to disguise its invasion of the Swiss as an "annexation", a move which the UFR finds detestable. In regards to the French, the United Federation of Russia will cease all trade with the French Fourth Republic and would call for all other European nations to do the same. The United Federation of Russia will also support the German Empire should it be assaulted by French forces.

A Rolls Royce Wraith, jet black with shining chrome trim, pulled up to the front entrance of the Moscow Train Station. A man emerged from the passenger seat as the car idled -- its tail pipe releasing a steady stream of foggy exhaust into the frigid Russian winter air -- and walked over to the back door, opening it. Speaker of the Council Johann Steele emerged with a nod to the suited man who had opened his door, and the two of them began to walk towards the train station. Johann was dressed in a prim black suit and a dark gray Russian greatcoat, his hair slicked back as was the fashion of the time, his sharp eyes fixated on the station's ornamented doors. The suited man opened the door for the Speaker, who brushed through them and into the warm interior of the Moscow Train Station. Looking around, he spotted the Pacific Coalition's representative, flanked by three guardsmen. Johann and the suited man -- who was a member of the High Guard, the elite sect of Spetsnaz who were assigned to guard the members of the Executive Council, not unlike the American Secret Service -- approached the PC diplomat and Johann embraced the man in a friendly handshake. The two of them chatted idly as they walked back to the Rolls Royce, where Johann, Starkey, and the High Guard agent entered into the vehicle and the three guardsmen were directed to a trailing Rolls Royce. The two vehicles then progressed into the Russian traffic and were joined by a squadron of Politsiya (Russian police) who headed up the convoy by splitting traffic with their wailing sirens. Within 10 minutes they had entered into the heart of Old Moscow, and the convoy pulled into the main courtyard of the Kremlin. The Politsiya left and the cars opened up, at which point the three PC guardsmen, the High Guard agent, Johann, and Starkey made their way out of the Russian winter and into the Kremlin. Their final destination was a large, gilded conference room where the other four members of the United Federation of Russia's Executive Council were already seated. Johann introduced Starkey and the Executive Council members, and then seated himself alongside the other Councilmen.

"So, Mr. Starkey," said Johann with a smile as their conference began, "I trust that your journey here was acceptable?"

"In addition, we have the added advantage that most of the world is focused on Europe, and France's ill-advised decision to annex Switzerland."

"About that, sir, are we going to take a more active role in Europe? I mean, the Democratic Federation of Mexico is, in principle, dedicated to preserve democracy and all that." Admiral Lopez commented, flipping open a folder labeled 'Operation Santiago'. "We probably couldn't make a major difference in the war, but we could make our presence known on a larger scale."

The President paused, contemplating this new course of action. "No," he finally responded. "We can't risk valuable resources fighting a war that isn't even our business. Let the Europeans fight this out between themselves. We have enough on our plate with the ACCAN conference and the stabilization of the region. Besides, we still need the Mexican navy to enforce the Meza Doctrine, should a nation choose to disregard our warning. Speaking of which, what is the latest progress on the Mexican Second Fleet?"

Shuffling through several other folders, Admiral Lopez extracted one and handed it over to the President. "It's all in there, sir, but I'll summarize it. The latest updates from the shipyards have it at approximately four more months before we finish the last of the escort ships. We've been holding off construction of the carrier, sir, in case the Russian negotiations bore fruit, but State hasn't had anything yet."

At this, acting Secretary Rivadavia leaned forward and said, "Actually, we have gotten a response. I was simply waiting to bring it up."

"Yes, yes, get on with it." President Meza said, waving a hand irritably.

"Essentially, sir, it was what we expected. They're open to the possibility of selling us one of their old carriers, but they are reluctant to start selling them globally."

"Well, that makes sense," Admiral Lopez said. "They don't want to give away their naval advantage. Of course, it'd be one of their outdated carriers, but even that is years ahead of our current ships. Perhaps we could persuade them to view our case more favorably, sir? Just one of these carriers would boost our naval power in the Caribbean to unheard-of levels."

"I'm well aware of the benefits, Admiral Lopez." President Meza said with a sigh, closing his eyes. "However, the Executive Council will, no doubt, require a guarantee of our good faith before they'd even consider our case. Secretary Rivadavia, I want you to send a message to Moscow, chock-full of concessions. Hopefully that will be enough to tip the scales in our favor. However, the end result is out of our hands." He shuffled through some more papers, pausing on one labeled 'ACCAN Conference'. "Now, back to the main show. How are our preparations for the Conference, Rivadavia?"

"They're actually going quite well, Mr. President, considering we've never done anything like this before. Almost every nation in the region is sending a representative----even Bermuda. We're just waiting on the representative from the Pacific Coalition, should they send one."

"Good, good. And the security?"

"Interior Security Director Carlos is handling that, sir. From what I understand, each representative is bringing a maximum of two aides and one bodyguard. Mexican security forces are handling the representative's security throughout the Conference, and will escort them back to Veracruz. The bodyguards are simply there as a show of Mexico's respect for the nations----we can hardly demand they send high-ranking diplomats without a bodyguard or an escort!"

"Sounds like things are going well on that front. The Conference is due to occur in a week, so all preparations must be completed by then." President Meza began to stack his papers in preparation for departure. "Is that all, gentlemen?"

"One last thing, Mr. President," Secretary Rivadavia said. "Are you going to be making a speech at the Conference?"

President Meza paused, and then gave a self-deprecating chuckle. "Well, if they can stand to listen to a pompous windbag like me, I think they'll find that I'm proposing far more than they expected, far sooner than they would think. The short answer is yes. Now, if that's all, please send our response to the Russians. I shall see you gentlemen next week."

Rather than bidding to purchase both the vessel and technology in question, we would like to bid for just the vessel, with an option to reconsider the issue in due time, should the relationship between our nations improve to that point.

In addition, I am authorized by President Meza to offer various economic concessions to the valiant merchants of the United Federation of Russia, namely in the form of tax exemptions, preferential treatment, the lifting of various tolls upon Russian cargo, and expedited docking times in Mexican ports. They came from everywhere. Every nation in the Caribbean and the Central American regions had sent at least one representative to this unprecedented conference that the Democratic Federation of Mexico had proposed. As their ships entered Mexican territorial waters, they were escorted by the Mexican Second Fleet past rows of gleaming battleships and newly constructed cruisers. For the delegates that arrived by plane, the Mexican Air Force provided no less than four planes as an escort, ushering the diplomat through Mexican airspace that had been cleared for the Conference.

As diplomat after diplomat stepped off their ships or planes, they were whisked to a waiting fleet of vehicles, each waving the flag of a country from their aerials, and driven to the Ricando military base, immediately outside of Mexico City. As soon as the last representative, the ambassador of Jamaica, arrived, they formed into a convoy and began the drive into Mexico City.

President Meza had spared no expense, and had pulled out all the stops. The homeless, what few remained, were herded into shelters, while poorer neighborhoods on the route of the convoy underwent a subtle ‘beautification’ campaign. Massive banners and billboards displayed scenes of Mexico---tireless workers working in rich fields, workers bent over industrial equipment, the Mexican navy maneuvering in rough waters, Mexican scientists working on complicated laboratory equipment. Crowds of intensely patriotic citizens were placed at strategic locations, waving flags, and the course of the convoy was altered to pass by local schools, where schoolchildren cheered and waved. Radio stations were temporarily interrupted by constant broadcasts of the national anthems of every nation attending, while the state-run radio kept a running commentary on the procession.

“—and it appears that the Twelfth Cruzob Infantry is leading the procession. The Cruzob battalion, if you don’t know, was instrumental in winning the Civil War, as a brilliant flanking maneuver led to the defeat of the last major Mexican Empire army, and they’ve recently been engaged in occasional skirmishes on our Northern border. After the Twelfth Cruzob Infantry, it appears as though the Fourth----no, Fifth Heavy Armor is making an appearance. The Fifth Heavy Armor was completely destroyed during the Civil War, but President Meza pushed a bill through the Chambers, getting representatives to modernize and rebuild, as a shining example of Mexican determination.

And now we have the real show! The diplomatic convoy is pulling into the traffic circle in front of the Federation Conference Center, which has incidentally been decorated with massive flags from every country. They’ve even rolled out a literal red carpet, folks! President Meza is determined to get things done the right way, after decades of isolationism. But back to the show. As the diplomats exit their cars one by one, the waiting crowd roars jubilantly, and the veritable army of photographers lurches forward, snapping picture after picture. At the top of the steps to the Conference Center is President Meza, who appears to be shaking hands and exchanging a few words with every representative before they enter.

And now for the real question on everyone’s mind: what’s going to happen. An event on this size and scale is unprecedented, as far as we can tell, so there’s no way of knowing the outcome, although political analysts have put it at a 50/50 chance. Hopefully President Meza’s speech tonight will tip some of the neutral delegations in favor of the ACCAN, and the PRR is lucky to be the only radio station invited to broadcast the President’s speech. Almost every Mexican with access to a radio is expected to be listening, even our brave sailors and soldiers in the field. Well, as the last delegate has just entered the Conference Center, that’s all for now. This is PRR, the Public Reporting Radio service, signing off until tonight!”

As the delegates entered the Federation Conference Center, they were ushered into a central reception area, which looked like a cross between a banquet and an auditorium. A massive stage had been set up along one wall, and smaller tables were scattered throughout the middle of the room for each delegation. Along the back of the room, table after table was groaning under the weight of food. Every nation was represented in the form of their national dish, and an army of waiters weaved throughout the room, bearing platters laden with more food and drinks. After hours of socializing, tacit negotiations and information exchanges, the diplomats gradually began to drift to their seats as President Meza walked onto the stage. A lectern had been set up in the middle, and the team from the PRR had just finished setting up the microphone equipment to broadcast the speech all over the nation.

Walking casually up to the lectern, President Meza shuffled through a few papers, coughed, and then launched into his speech.

“Ladies and gentlemen, my countrymen, we face a grave threat. The world as we know it has changed, and changed immensely these past few months. War looms in Europe as France attempts to annex Switzerland, and countries as far away as Russia and the North American Commonwealth are mobilizing their soldiers, marshaling their fleets to answer the drumbeat of war. The political, social, economic and diplomatic situation we have all lived peacefully with these past decades has been destroyed, and through no fault of our own. It is not our fault that war is beginning, nor our fault that other nations choose to respond to it. But it is our fault if we let the disease---no, the plague---of war spread. We have a God-given right, as the sovereign people of an independent nation to take whatever action we deem necessary to preserve peace.”

The radio fell silent as anxious bar-goers gathered around it, murmuring to each other. For a minute, only static crackled across the broadcast, until it burst into speech once more.

“But we cannot do this alone. We do not have the soldiers to defend every innocent, the policemen to hunt every criminal, or the money to finance every reconstruction. Should we then toss up our hands in despair, crying for relief? NO! For we are Mexicans, and we do not give in so easily!”

On the quiet seas of the Caribbean, sailors were crammed by the dozen into a crowded wardroom, spilling into the corridor, to hear the President’s speech. At these last words, they gave an encouraging murmur, before falling silent to listen again.

“For the past year, Mexico has instead concentrated. We issued the Meza Doctrine, protecting our glorious region from invasion by foreign oppressors. We have built up our military to protect the people, not just of Mexico, but of the entire Central American region! We have sent aid, advisors, skilled craftsmen. We have invested in your industries, trained your policemen, established consulates in every capital. And you have done the same for us, throughout the Civil War and the aftermath. We are inextricably linked, our nations, bound together by a common fate, a common desire, a common heritage. It is with that in mind that I speak to you, and through you, the people you represent, tonight. We, Mexico, cannot stand alone, nor can any one nation amongst us. But why should we have to? We are united already, by so many things, that it makes little sense to remain divided. United, our nations could stand against any foreign oppressors, any invasions, any war-mongering. Our combined scientists would be the envy of the world, and our economy would become the standard of the Americas! “

President Meza paused, looking out at his audience. He shuffled a few papers quietly for a second or two before resuming.

“Your nations are reluctant, of course. Despite our shared commonality, everyone yearns for a sense of independence, of sovereignty. We do not expect, nor desire, the region to fall under the sway of Mexico----that would go against everything our people stand for! Instead, I propose the formation of united governing body, with each nation retaining sovereignty and self-governance within their own borders, forming a loose coalition of states united in a common goal, striving for strength through unity. With that said, you may be talking to yourself, ‘but what of Haiti? What of the Dominican Republic? Why does Mexico get to have colonies?’ and I agree with you. And so it is my pleasure to announce that the Chamber of States and the Chamber of Commons have voted this very day, to extend the privileges and rights of complete and total statehood to our former colonies of Haiti and the Dominican Republic. The history of Mexico is a warning against disunity, against conflict, but we today are a shining example of what can happen when a people stand united. United, we have built all this,” he said, gesturing to the Conference Center and the city beyond. “Mexico has accomplished great things. But united, our nations can accomplish even greater and more glorious things. For, you see, we are alone. Who else can help us? The Commonwealth? They are occupied with a senseless war in Europe. The Ottoman Empire? They care nothing for us---just for our oil. We can trust no other nation but ourselves, and our people. I place my trust in you, as the representatives of the people, to do the right thing for our nations, and lead our region into a glorious golden age! Thank you, and good night.”

As the delegates’ applause resonated over the radio, the people of Mexico City were going crazy with nationalistic frenzy. Long into the night, fireworks soared over the city, and the streets echoed to chants of ‘Viva la Mexico’ as citizens celebrated the possible union of the Central American and Caribbean regions.

The Conference would take a week, to allow nations to decide how they felt on the issue, and to debate their concerns in a public forum. At the end of the week, the delegations would cast their votes for or against the formation of the Association of Caribbean and Central American Nations, and the world would not be the same. Analysts across the country dissected every news report, every statement, every action of the delegates, but the result was always the same: no one knew what was going to happen.

We would ask that the Chinese Empire demonstrate the generosity for which they are so famed, and send a representative to aid the Mexican people in their quest for national improvement.

January 14th, 1940
The People's Ministry Building, Ottawa


Ottawa, recognized by the state as the People's Capital, was a city usually buzzing with activity, however today as the residents sought refuge in their cozy, heated state-given homes for the incoming blizzard, it was eerily quiet. As 40 mph winds ravaged the city it had left most packing to their homes, leaving the city desolate. Even now as the snow started to fall, the small clothing ration clad residents, that dared to go out, was thinning as they found most stores had closed due to the blizzard. Disappointed most had no other choice but to take on the dangerous task of returning home.

In the midst of this one individual lay untouched by the merciless snowstorm. It was a female, she looked to be in her late 20s to early 30s, of fair complexion, and lean build. Her face, while small, seemed to put emphasis on her more attractive features; Her large eyes contained her vibrant green pupils, her small nose seemed to be bent at an unnatural angle, thin lips, and a small yet visible beauty mark on the lower right quadrant of her face. Her blonde hair was neatly pulled back in a bun, with what looked like a series of complex braids. She was dress peculiarly in business attire, a short grey wool skirt with a matching long-sleeved grey shirt, with a pair of pointed black stilettos, as well as a grey wool hat.

The woman was Adaline Hill, Minister of International Affairs for the People’s Federation of Canada. Years of being in the People's Revolutionary Front (PRF) Elite Corps had tempered her, to be nothing less than a super soldier. As she looked out to the People's Future Square, she thought to herself about how she had gotten here. She had to admit even she didn't know, just 2 years ago she was going to be award the Cross of Valour, now she was a Minister. As she was thinking someone behind her commented,

"Worthless, pathetic, piles of shit, the lot of them,"

Shocked, she turned around to face a looming figure. It was a man, in his mid to early 40s, of sturdy build, with a dark complexion, and an immense height. Similar to her he was wearing business attire, a black wool trousers with a matching black suit jacket over a white shirt, as well as a black tie. Simon Campbell, the enigmatic Minister of National Security.

"Yet you, Adaline, manage to truly show them their worth."

"Mr. Campbell, I do believe that we should maintain a professional composure when in public," Adaline replied, appalled and mystified.

"You politician types are too uptight for your own good," Simon snorted.

Suddenly it struck her, could he be flirting with her? It could very well be, Simon had a way be being, subtle so to speak. Years of PRF training had led her to be analytical, yet Simon was always unpredictable, always right, but unpredictable nonetheless. Now she felt embarrassed for her crooked nose, which she had hit on a cabinet this morning, and now she was conscious of how your dress was a bit loose. Get it together, she thought, he's just toying with you, this is exactly what he wants. Before she could reply someone behind Simon added,

"I agree with Miss Hill here, now before this discussion can continue any further I do believe we have a meeting that was supposed to take place right about now." It was the General Secretary, no doubt.

"Yes, we'd better get going then," She meekly managed to get out.

She could hear an agitated fine from Simon and she began to make her way to the door. Once inside she was thankful for the heat, the cold was tolerable for her, in the past she had worked with worse temperatures, but that didn't mean she had to like it. As she made her way to the War Room she couldn't help but admire the main room. The multimillion-dollar affair was to eloquently put it, an excessive flamboyant display of power. The room was two floors high with only three entrances to it. The intricate plaster ceiling was the highlight of the room, though the composite pillars come as a close second. Though in furniture the room seemed to be empty, only holding the occasional seating area, nevertheless the furniture was expensive.

The War Room, by contrast, was far less extravagant. While still maintaining the same architecture as in the Main Room, the plaster ceiling was less intricate then before, there was no composite pillars, and rather than the granite for the flooring blue carpet was cleanly laid out. The expensive furniture was replaced with more homely common furniture. A U-shaped dark oak table seemed to take up the elevated back area with a large flag of the People's Federation hung at the back wall. At the front of the room a large table was being used to hold an enormous map of Canada and her neighbors, the map had toy-like figurines, no doubt actual troop placements, two military men seemed to be playing a game. When one would push a figure forward, they would both then pushing numbers into their adding machines write long complicated formulas, and then the other would point to what could be an enemy troop and they would have to start again. Oh god, she thought to herself, what was this meeting about?

Eventually the soldiers saw the small group watching and looked up at the General-Secretary, who now was staring in deep concentration at the map, she cleared her throat, "General-Secretary, sir?"

Dazed he looked up, "Oh, right." With a slight nod of his head, the military men quickly made their way to the first empty seats on the u-shaped table. She also saw the General-Secretary do the same for the two sentinels behind them, who promptly manually closed the secret panel in front of the door, which by the way the quietly grunted most have been fairly heavy she thought. The same was done with the windows and she swore she could here the two sentinels outside of the room rearranging the furniture; at this point the room was completely invisible. She remembered being briefed on the room; suffice to say the room could have withstood any bombing had it been in a more strategic location of the building.

As the group made it to their respective seats all those present stood in accordance to the Code of Conduct, the rulebook that made this meeting a requirement for high-ranking officials every month. Soon the national anthem was played and afterwards the General-Secretary reminded everyone the purpose of this meeting by the Code of Conduct and that this meeting was to help the advancement of the Canadian people, finally at this point the true meeting began. In her view these meetings were pointless, too much talking not enough action, however if it was about what she thought she saw back there this could be interesting.

The meeting started more or less the same, however she did detect hint of an edge to the General-Secretary's words as if he was anxious for this to end. After awhile the meeting went in the typical direction that most of them went; the boring petty political way, she didn't even bother to take notes or pay attention for that matter, only giving a nod when spoken too seemed to be suffice. As the meeting continued around her, she did notice the military men retreating to play their little game, the only others that took an interest in the meeting was the General Secretary; for obvious reasons, the Minister of the Central Commune; Jacob Thompson, perhaps since his Ministry was more involved in the aftermath of the meeting, and finally the President; Sam Heart, most likely due to the fact that he would give speech on the progress met in the meeting.

Finally the General-Secretary spoke the final words,

"As I believe every committee has reported its progress, I can officially call this meeting adjourned."

Odd, she thought, what about the Ministries meeting? Nevertheless she, and the other Ministers, began to pick up their things, until the General-Secretary add,

"Except for Miss Hill, Mr. Campbell, Mr. Thompson, the Colonel, and his assistant."

Shocked she sat down, there was a nagging urge that she knew exactly what was going to happen. As the rest of the Minister's sat down, her excitement and worry grew. Once everyone called had sat down, the General-Secretary began,

"Now first for a bit of a history lesson. First, I do believe that you know of the Treaty of Anchorage, well at least the propaganda coated one. Now, putting biased aside, the treaty was signed to protect the young nation of the People’s Federation of Canada, and in the treaty we gave some of our land and money for protection so to speak. The terms were simple, it granted the Pacific Empire the last Canadian King’s coffers and all pacific land, and in return we would be protected until we could stand on our own. The terms specifically gave us 50 years of peace, and in those 50 we developed and expanded. It is regrettable that our forefathers failed to keep in check this fledgling empire. Now its grow to be a rather large problem, now it calls itself by a new name; this ‘Western Federation’. This so called ‘Federation’ contains everything we despised, and…”

Simon interrupted him, “So are you going to give us a full history lesson or actual politics?”

“I was getting to that Mr. Campbell,” the General-Secretary, said annoyed, “Now I’ll make this quick, in the Treaty of Anchorage, their was one equivocal term; in 50 years time the treaty would no longer offer any protection to the Pacifiers, however this had to be after the first snow. Now, correct me if I’m wrong, but I do believe that this counts as the first snow.”

The realization struck her, no wonder the military where here, but their were still some very big questions she still had,

"Wait, so you plan to go to war with the Pacifiers?"

"Ah, excellent question. You must have seen the military here, yes? However they are for uh, future use; You see my top military advisors and Mr. Thompson have helped me formulate a brilliant plan, if I may say so myself."

"So out with it. We don't have all day you know," replied an obviously hurt Simon.

"Very well Mr. Campbell; this plan is simplicity itself, though I won't tell you all of it, for security interest. I will tell you though that in order to act were going to need allies," the General-Secretary looking around to see how it had registered with the ministers and to his satisfaction they were all nodding in agreement, "now we've hand picked these allies with everything considered; time, money, and troops. To go with a plan we're going to need these allies in our back pocket, they must be devout to us and only us. So by this time the choices are obvious; China or Russia, and Mexico."

"Why aren't you telling us the whole thing, Philippe?" She asked bewildered by the fact of the secrecy.

"Yes, well...It is none of your concern," He replied uneasily.


Still she couldn't believe the audacity of the General-Secretary, take on the Western Federation? That couldn't be done! Nobody but the League of Paris would even think of doing it! Still their could be a small percentage of a success rate, perhaps if everything fell into place it could be done. She couldn't help but admire the General-Secretary it was bold and daring, and just might be doable. Even though the riskier side of her loved it, she knew that a great deal of paperwork, her least favorite thing to do, would be required.

"Then, how do you plan to approach them?" She inquired.

"Rather simple actually, trade concessions. I would like you to send each of them a communiqué inquiring about Canadian economic revitalization and ask them if they would like to help with the bonus trade concessions. I mean lets face it; our dependency on oil exports has gotten out of hand recently. I would also like you to do the same with the Pacific Coalition and North American Commonwealth," pleased with the confused reaction from the newly notified ministers he continued, "it's time to normalize relationships with them and put historical grievances behinds us, or at least that's what will make the public think. No, in secrecy we'll be trying to develop an economic dependency on them, but more importantly an foreign oil dependency for them, think about it; oil is what fuels navies, armies, and air forces, it drives economic development and without, you'll face serious economic repercussions. In our plan we'll sell this oil so cheap, they'll have to take it, brand the whole thing as rehabilitation for our oil dealership and they more than gladly take it off our hands."

"But, what? How? I don't understand!" stammered Simon.

"What isn't their to understand Simon? Now I'd like all of you to go home and sleep it over, your welcomed to stay here until it clears up outside, however I officially call this meeting adjourned," he added hastily.

She looked over to see how the other Ministers were taking it, Simon was speechless, and Jacob having known about the whole thing was calmly gathering his things, and the Colonel as well. She began to gather her things until the General-Secretary tapped her on the shoulder,

"Miss Hill, I would like you to write two separate communiqués to China, Russia and Mexico respectively, by the end of the week so I can review them before submitting them."

"Very well sir, expect them to be on your desk by Wednesday," she replied.

"Excellent."

Mexico City, Democratic Federation of Mexico

With State Department fully occupied by the ACCAN conference and trade negotiations with the Chinese Empire, no one noticed as the acting-Secretary took one look at the message handed to him and blanched. Slamming his door shut abruptly, he picked up the phone and called President Meza, catching him as he was leaving the Federation Conference Center.

Only an hour after the telegram had been received, a response was wired to the People's Federation of Canada.

To: Ministry of International Affairs, People's Federation of Canada
From: Democratic Federation of Mexico

We have received your communique. The Democratic Federation of Mexico is always willing to enter into trade negotiations with foreign nations in the interest of fostering international cooperation and goodwill. As a sign of good faith, we are sending an ambassador to Ottawa to participate in the diplomatic summit you have offered.
