Way I figure it is, there are actual trained therapists and psychologists working on the medical staff. The position as counselor is more for any psychological issues that don't require therapy to solve, more everyday stuff.

Because Caitlin is from Canada, and Cassie is from Corrian (Which might explain why Cassie has no idea who Chuck Norris is, but she's on the internet a lot, so you think she would. It's a law passed by the government of the UK that let's them imprison any "dangerous" superhumans, dangerous being anyone who is powerful enough to be useful and refuses to work for them. There are similar laws in many other nations as well.
