Euxinograd Palace, Varna, Bulgarian Empire
29 June 1919, 1300 HRS

The Bulgarian Tsar was very much interested in the hostilities which were happening in Russia between the Reds and Whites. He had always supported the anti-Bolshevik Whites in their struggle, and while they had fought on opposite sides in the First World War, he now felt inclined to help them in the struggle against the Godless, Tsar-killing Reds of Moscow and Leningrad. His Foreign Secretary sat in the room with Tsar Ferdinand and talked about foreign affairs which needed discussing, mostly the Russian issue, as well as the deliberation of the German-Bulgarian alliance, the Dutch question and the restoration of Constantinople to Orthodox hands.

"Would the alliance survive if we were to provide them aid? What do you say, Petrov?"

"Well, Your Majesty, I would highly doubt the German foreign office would tolerate that. It would surely be putting a huge strain in our relations with the Kaiser and he might even be quick to end our alliance if you go ahead, Id' say. They are fighting the Ukrainians and they're also a German ally; we'd appear as the traitors helping the Russians."

The Tsar sighed, "What if they didn't find out?"

Zdravko Petrov, the Foreign Minister deliberated on this, "You'd have to talk to Admiral Danchev about smuggling arms, Sire. That is not in my field to discuss, Your Majesty."

"Right, right. Whatever. What of the Dutch, they've been an ambitious bunch recently, what is the most recent news?"

"Intelligence says that the Germans appear to be selling surplus of arms to them. Obviously they're wanting to create an Empire. Those poor souls, always being bullied by the English into ceding land since the seventeen-hundreds; New York, South Africa, Belgium."

"Diplomacy, Zdravko, not history."

"Right." He took a deep breath, "It has not been determined what exactly they're planning to do, but one can infer it has to do with Belgium."

Tsar Ferdinand nodded and let out a large sigh. "Well then that need not concern us. Now, the real question: the Ottomans. What do you suggest we take as our course of action into regaining Turkish Thrace?"

"They're not simply going to hand us Constantinople diplomatically, Your Majesty. War would be the only way in this case."

Mexico City

The Prime Minister got a smile on his face.

"We only have so many Mondragon rifles to spare... But the trade-off simply cannot be dismissed." He said, thoughtfully. "Well, seniors, I suppose I have no realistic choice but to accept." He said after reading over the contract.

He signed. Prime Minister Pedro Gonzales was the signature.

"I look forward to the modernization and profit, as does all of Mexico," He said, "I pray you'll keep your word."

Northern Mexico
July 1st, 1919

It was three days before the American holiday, called "Independence Day". The holiday made a good Mexican sick.

Lt. Dominic Morales was a good Mexican. He hated that the Americans, self-appointed men of justice, had deprived Mexico of the opportunity to expand their country.

As the Lieutenant was surveying the surrounding terrain, a tired-looking soldier ran up to him.

"Sir..." The man was panting, he had obviously been running. "Sir... I... I saw movement... across the border!" He said.

"You've come a bit of a way to get to me, soldier." Morales said.

"I spotted the movement yesterday, senior." The soldier said. "I traveled by wagon for a good distance, then proceeded on foot here. I was ordered to report to your command post, senior."

"I see." Morales said. "Can I assume the movement was the American army?"

"That's what we think, my patrol and I." The soldier said.

Morales let out a heavy sigh. He hadn't prepared for action, not on this tour. "I'll get the general."

"Prime Minister, should we send a diplomat to the United States?" asked the Minister of Defence Roh Myun Pok.

"Yes, send a diplomat, we want good establishment with the States. Make sure the diplomat has 8 guards with him. Also send the President of the United States a telegram," stated Prime Minister Kwan Chung So.

To the President of the United States of America
We are sending a diplomat with 8 armed escorts to discuss diplomacy in improving the relations between the great Pacific states.

In Manchuria

"Get your rifles ready. Flush out those commies!" Yelled Captain Lee Sung Ho as he lead 20 troops to the last communist holdout. As they get near a mansion containing 13 communists, Sung Ho ordered two soldiers to set up the Vickers machine gun as a soldier went near the door and turned on the speaker. He handed the speaker to Sung Ho and Sung Ho pressed the Speaker to his mouth and stated
"Alright. You're surrounded. Come out with your hands up and no one gets hurt."

The men waited for a few minutes then a window from the mansion opened and out comes a grenade.
"Grenade, look out!" A soldier yelled before ducking to the ground. The grenade explodes, killing a soldier and wounding another.

"Fire!" Sung Ho yelled. The soldiers fired their weapons at the window, keeping the enemies inside. Sung Ho along with 8 men got to the door and bashed it open. A communist fired his revolver at a soldier. The soldiers fired their rifles, killing the communist. Sung Ho motioned the troops to establish bayonets for their rifles or go with their sidearms as he took out his 1911. The soldiers got into each room, killing resistors and handcuffed unarmed people. The men finally got to the last room, bust it open and there were three men and a child. A man grabbed a child and stucked a gun into the child's ear while his friends were shot. Sung Ho stopped. He motioned his men to lay their arms but as he begin to lay, he quickly fired his pistol at the man's leg who in pain, dropped the gun. Two soldiers rushed up to the man and beat him while Sung Ho went to the child who was crying and said, "Sh, it will be okay."

The operation was a success. 7 communists were killed while 5 surrendured and were sent to jail term. The soldiers only suffered 1 death and two wounded and three civilians trapped in the house, possibly for ransom, were safe and free.

July 1919

Northern Mexico
The Continental Army and its US volunteer allies crossed the Rio Grande into Mexico via a remote border crossing on the 21st. At first, the army only moved at night, favoring stealth at the expense of speed, but as they got closer to Monterey and other regional population centers, Carranza became more and more emboldened. He began moving during daytime and sending troops ahead to towns and villages to gather support. The reaction from the locals was mixed. While many favored Carranza’s proposed land reforms and his endeavor to overthrow the corrupt government, not many were willing to participate or even be near another civil war. Recruitment was lackluster at best, so Carranza was sometimes forced to gang press militia into his army and loot supplies when the locals were not generous enough. Traveling in daytime also presented other issues. The US tanks did not function well in the brutal July heat and their engines were prone to overheating. The tanks were forced to travel behind the army in the rearguard and only be moved to the front via rail when resistance was met. The army will arrive in Monterey in less than a week.

Washington D.C. USA
With closer ties with the UK and continued tensions between Germany and the newly formed Anglo-American Axis, conflict seemed inevitable. The US congress has approved to accelerate the current arms buildup. Instead of four, six new battleships will be produced per year along with a foray of destroyers and cruisers. With the onset of more modern aviation technology, the US Navy has also begun research for effective ways to deploy planes over water.

Image
The USS Colorado, one of the most advance and powerful battleships currently being build. The US Navy has endeavored to achieve naval superiority over the combined Central Alliance Fleet in case the US have to act unilaterally.

Meanwhile, Congress has reached a deadlock in regards to the Russia civil war. While most of the US favors supporting the Whites, a large and vocal portion of the Socialist Party’s left wing calls for the support of the communist Bolsheviks. This puts the Hughes administration in a tough spot. If he reverses his support for the Whites in favor of the Bolsheviks, he will alienate many foreign allies as well as the majority of Congress. If he stays the course and fight against the communists, he will lose support within his own party as well as weaken the Socialist’s image as the defender of international socialism and the plight of the workers. Both parties want action, but either would mean political suicide. A conundrum.

Seoul, Korea
The US ambassador to Korea has agreed that closer ties between the two Pacific powers will prove beneficial for not only both their countries, but the region as a whole. He has offered to set a meeting between the Korean delegation to the USA and the President where they will talk about matters of trade and foreign policy.

He has also hinted on a joint effort in dislodging radical leftist forces in the Far East. The USA will be planning an expedition to Russia to intervene in the civil war. If the USA will indeed go through with military action, they will need to be resupplied. The ambassador has asked of Korea to help with this issue as both parties will benefit from a stable, non communist eastern Russia.

After a while, it was clear what the Americans were after. They were heading toward Carranza.

The forces of the 4th and 7th National Guard brigades were ordered to rendezvous in and around Carranza.

The American forces had already practically captured Monterrey, sacking the place and conscripting young men who wanted none of it. Mexico would not stand for this.

The Junta had anticipated a war with the Americans at some place, at some time. They had never thought it would come so soon, and it would be the Americans who were the aggressors. The Junta had their propaganda department go to work on this immediately, and began the painful process of mobilizing the military.

There was immediately a telegram sent to D.C. from Mexico City.

To: President Charles E. Hughes
From: Prime Minister Pedro Gonzales

What is the meaning of this? You will withdraw your troops at once, unless you seek war, which would be against your claims of a peace-loving nation. Your actions against Mexico and the Mexican people are a complete outrage, and will not be tolerated!

In this dire time for the Junta, they desperately began to seek allies. It was not clear at this time who they would attempt to befriend, but one thing was clear-

This was a crisis.

To: Prime Minister Pedro Gonzales
With all respect, we, the American government does not know what you are talking about. The USA has no troops within the Mexican border and has officially not taken any hostile acts against your government. However, we do not appreciate your threats and warn you against any rash actions.
- Secretary of State Philander C. Knox

Monterey, Northern Mexico, August 1919

By the time Carranza’s Constitutional Army reached the city, his ranks have swollen to nearly 10,000 men. Most of these were lightly armed, poorly trained militias composed of disgruntled laborers and farmers. The core of the force consists of the veterans Carranza brought with him from the previous civil war and the US “volunteers”. The garrison in Monterrey initially resisted, but morale broke when they found out no reinforcements were coming. After three days of intense shelling, the Constitutional Army advanced to the city center with the help of armored tanks. The Mexican forces retreated to the surrounding suburbs and hillside. Sporadic fighting continues in parts of the city, but the battle was effectively over in less than a week. Carranza has declared that this is the first victory in his revolution and made Monterrey the temporary capital of his “Free Mexico”. The capture of Monterrey boosted morale as well as recruitment rate.

In response to the renewed civil war in Mexico, the USA will impose an arms embargo upon the Mexican government, officially in protest to their occupation of Guatemala. The US warns against any nation that seeks to supply arms to the Mexican state and has mobilized two squadrons of destroyers to patrol the Gulf of Mexico to prevent smuggling. The US has not yet officially recognized Carranza’s administration in Monterrey, but has begun gathering support internationally for his rebellion, especially among other Latin American states.

Constantinople, Ottoman Empire, 3-7-19

The Grand Vizier was reading through the letters that had been sent to him from Germany and Britain. Both being large and powerful empires that the Ottomans needed to stay friendly with or destruction of the Empire could be possible. The letters where both about the Russian civil war which was not much of a surprise seeing Russia's size and possibility. he needed to answer the letters though and he needed to answer carefully.

As for letting you pass through the Marmara strait to assist this faction in Southern Russia is interesting. I will allow it though as a sign of good will. I will only ask you to not send to many ships if that is possible.

July 1919

Lukomsky's forces had advanced a sizeable distance, whereupon a messenger rode up, panting as if he had been riding through day and night, and handed over a single piece of paper, a letter from the General Command.

TO WHOMEVER IT MAY CONCERN

Stop! Bolsheviks have overrun Urals! White in Turkestan falling back! Astrakhan still stands. Will meet at Tsaritsyn. We march.

GENERAL COMMAND

Lukomsky growled in frustration. Kolchak was failing, and the Bolsheviks would soon overrun Siberia. Assuming they made it to Omsk, he might possibly fall back even further, either Amur or Irktusk. As for the Volunteer Army, it would have to strike quick at the advancing Red Army. Summer would not last long, and pretty soon, the Bolsheviks might return.

He rolled the piece of paper and lit it up as if it were a cigar, while grabbing a piece of paper from his pocket. Eloquently he retorted, "NOTED."

Official Communique of the General Command, Armed Forces of South Russia

The acting legitimate government extends its most cordial greetings,,

You are most certainly aware of the recent happenings and developments in the area around Petrograd, wherein a rebel force by which we endear with the term Bolshevik has illegally seized power through a coup d'etat and murdered the sovereign of the realm, whom by the Grace of God was ordained Emperor and Autocrat of All-Russia, and his most royal family, with several exceptions who escaped just in time.

It has been, of course, two years since this event, as you know, and the Bolshevik government has gained influence and land with each passing day. This tumour, this blight upon the land, must be put out of its misery before its vile tendrils spread westwards.

It is then, with high import and urgency, that we regret to inform you and yours that the Red Army of Moscow has penetrated the Ural Mountains, whereupon it shall sweep south into Turkestan as well as east into Siberia. Once this ravenous leviathan has satisfied its lust for blood in the east, it will not hesitate to look west at ripe, prosperous lands. Quick action must be taken before the worst possible outcome becomes a reality.

Therefore, the General Command of the Armed Forces of South Russia does not ask for a military intervention against the Jewish giant. Nay, we only humbly request two things from your most wise and generous heart:

1. Access through the Rostov-Moscow Railroad; the General Command commends and recognises the new nations birthed by the Treaty of Brest-Litovsk, including Ukraine, and understands Ukraine is a great ally and friend of Germany, and before any action can be taken with the Ukraine, we find it necessary to consult with you on such matters.

The purpose of this request is not to transport our forces to and fro, but as a necessity to maintain stable supply lines. You have our guarantee that these trains shall come in peace, and the token force accompanying the train is only there to make sure that our supplies arrive at our destination safely, wherever it may be.

2. The supply of arms and ammunitions to be utilised for the war effort. Although this request is self-explanatory, we assure you that these contributions will go a long way in the downfall of the Red Army, as well as the quick defeat of the Bolsheviks before winter creeps in. We have also great need for mechanised vehicles which would, no doubt, turn the tide in our favour.

Whatever decision you come to, know that, should all else fail, all we ask of you is your approval of this expedition. Once the Bolshevik regime has fallen, we pray that relations between our two nations may grow yet stronger, and a future where Russia and Germany are brothers is possible. Upon the fall of Petrograd, we would like to discuss bilateral trade agreements and the like.

Signed,

Boris Viktorovich Savinkov, Minister of Foreign Affairs
Armed Forces of South Russia

Elysee Palace
13 July

The cool evening air brushed Maurras' hair as he stood in his office smoking, looking out an open window. There he stood, contemplating France, the world, his rise, and what would turn to be his fall; Bainville. The two used to be incredibly close. Now, Bainville contradicted and argued with him nearly every day. Charles now saw him as a pest, but Bainville was once a former student. A son he never had. And it was this thought that kept Charles thinking. Suppose he hadn't gotten so far into politics? Suppose he settled down in his father's farmhouse in the rural lands with his wife and children. It wasn't the most glamorous life, but it was simple. Then Charles pondered on his deafness. He didn't miss the sound of the breeze whipping through the window, nor the rustling of the trees. No, he could barely remember the sound. It was this night that Charles Maurras whispered to himself "If only..."

The Next Morning

It seemed like all of France was placed on lockdown. Reporters questioned, suspects detained, all for the cruel assassination of Charles Maurras, Our Beloved President. A gunman shot into his office window, or so the state media claimed. And in a building whose rooftop had a perfect view of the palace, and coincidentally a scoped G98, was Francois Villeaux, a known socialist sympathizer.

In an immediate session of Parlement, conveniently called while most Socialist and Communist representatives are being interrogated, Jacques Bainville successfully lobbied for the banning of Socialist and Communist parties, propaganda, and the recall election of nearly a quarter of Parlement. In addition, the Action Francais passed the Enabling Act, which granted Bainville full powers as an emergency Chief of State. It now seemed that Bainville alone ran the show, however he wanted.

And so, on Bastille Day in 1919, the Armed Forces, Media, Economy, and Parliament came under the control of Bainville and his AF allies.

1919

General Juarez was enraged. He had received reports that an army or two were crossing the border, and with too much equipment to be a bunch of revolutionaries. He was especially enraged that the Americans denied all involvement in this, meanwhile they impose an embargo on Mexico, without proper authority. They had mobilized destroyers in the Gulf to prevent any attempts at trade to and from Mexico.

He knew that his plans needed to be accelerated. He ordered that the men he sent to the Dominican Republic some time earlier start the planned pro-Junta revolution.
Also, in order to safeguard his revolution in the Dom. Rep., He ordered the 1st and 2nd fleets to mobilize and patrol the area between the Junta and its soon-to-be-ally, maybe even territory if the revolution goes well enough. He figured it wouldn't be so hard to overthrow such a small nation, yet the gain would be very good for the Junta.

Both the 1st and 2nd fleets were comprised of 1 Pre-Dreadnought Battleship and 3 Destroyers.

Meanwhile, to deal with the problems on land, Juarez ordered the 3rd, 6th, and 2nd Federal Army Battalions.

All three armies were comprised of:

4,000 Infantry
400 Cavalry
40 Artillery

In total, the Mexican force mobilized numbered 12,000 men, 1,200 cavalry, and 120 artillery.

The reason for such similar numbers is because the Junta had a theory that an easily organized army is an easily victorious army.

Mexico had not seen such mobilization since the Texan and Californian revolutions, and the Mexican/American war.

Juarez was sure this would be more than a match for those so-called "Revolutionaries", that he was so sure were American.

The Prime Minister felt it was unnecessary to reply to the message from the Americans.

"Your Majesty asked for my attendance?",asked Max,as he entered his office from the door to his private rooms.
"Yes.News from Russia, interestingly enough addressed to me.",he held up the envelope, its addressee indeed being the Emperor.
"I already opened and read it",he continued,"Now's your turn.",he took out the letter, and put it on the Chancellors desk.
Von Baden sat down, and started looking at it,a bit tired, but fully woke up when he started understanding its content, and re-read it,before looking at the emperor.
"This is quite shocking, indeed.",replied Max Von Baden.
"Which is why I asked to see you at once, when I read it.",replied the Emperor calm, and already fully awake. He had ruled throughout the Great War,and didn't get shocked that easily any more.Or at least,so he thought.
Then, there was a knock on the door,as the Chancellor asked for a reason, the voice replied,"A Message has been brought to the Secretary.".
"Come In",replied Wilhelm, without even waiting for his colleague to answer.
The Messenger came in,gave a slight bow to the Emperor, handed him the letter, and rushed away, closing the door on his way out.
Wilhelm looked at the envelope, and exclaimed,"The Vizier of the Ottomans",opened it,and read the letter, placing it on the table for Max once he finished.
When both finished reading,Max started concluding,"So the Vizier thanks for the troops, and mentions patrolling the Russian coasts.Marmara or anybody passing through it is not mentioned."
"Because you didn't explicitly asked to be informed about it",remarked the emperor,"They are doing what you told them to,which isn't all of what you expected them to,or hoped them to."
"Yes,truly",laughed Max,"Your Majesty,I thank you for explaining me my hopes.",he said with an obvious sarcasm.
"You understood very well what I meant, trottel",replied the emperor, with a slight smile.
"Yes,I did.So to topic, what does your majesty propose to answer?",he asked, now more serious again.
After a while of debating replies and topics connected to the replies, the answers they both agreed upon were sent.

Greetings.
First of all,we thank you for your acceptance of the Treaty of Brest Litovsk,as basis to the recreation of mutual diplomatic contact.
We also agree that Bolshevism is a danger to all civilized countries.
Regardless of it being a danger,we do not recognize it having extensive ties to the Jews,or at least those who are Imperial citizens and aligned with them, though that may be in error.
We are aware of the intent of the Red Army to push back west once it can,and we are preparing for such attacks on ourselves and our allies.
  1. Regardless of our answer, we thank you for your respect for the Ukrainian-German alliance and for you asking us.
That having been said,we would like to set a condition to your usage of the Railway,as a safety guarantee for ourselves.
All trains would have to be fully checked and passed by German and/or Ukrainian border-guards/soldiers,as they enter and leave the territories, including viewing the cargo of said trains.
If mentioned Border Guards/soldiers notice South-Russian Armed personnel on the train,a German and/or Ukrainian detachment is allowed to join the train for its route inside the German/Ukrainian Areas of Influence.(Said detachments would obviously abandon the trains upon them crossing the Border back to Russia).
Should that term be accepted,we see no reason to prevent South-Russian Movement through Ukraine.
  2. To that point, his Majesty and myself have not reached a final decision, though we will start with a first supply batch, which will be either handed to a train passing through,or brought to the border to be received by delegates of yours.
Said primary supply batch would include:
    • 20 kg of Medical Supplies
    • 10 Mg's, of the type MG 08
    • 200 Rifles, of the type Gewehr 98
    • Ammunition fitting for both of the above,of the type 8×57 IS
    • Food rations to supply 200 combatants for 4 days.
We would also like to state the Empire's current approval for your expedition.
In addition,we are interested in your thoughts of a trade agreement,or possibly more,
with the reestablishment of the "League of the three Emperors" we used to share with the Austro-Hungarian Emperor before the war.

Sincerely,

Max Von Baden

FROM: Reichskanzler M. Von Baden
TO: Grand Vizier A. T. Pasha

We are thankful for your actions in observing the Civil war.
We would request for you to keep us updated on any development you might notice.

Regardless, the officers have been ordered to be set under the German Military Mission, under which they shall act with almost complete independence from His Majesty's interference, and to act upon decision of his Majesty the Sultan, yourself, and the commanding officers of the Mission.
Sincerely,

Max Von Baden
Reichskanzler of his Majesty Wilhelm II,Prince to,and heir of,the Grand Duchy of Baden

The specific details to them acting independent are:
They are released from the command of the OHL (Obersteheeresleitung - The German Highest Echelon of command) and instead placement under the German Military Mission to the Ottoman Empire.
The German Military Mission,in turn, is commanded by the Ottoman Government and kept in check by the OHL,while holding de facto command of much of the Ottoman Forces.
Or at least,so I understood the system to be/will implement it here.

Official Communique of the General Command, Armed Forces of South Russia

The acting legitimate government extends its most cordial greetings,,

Praise the Almighty for such news! We are overjoyed at your agreement of our requests, and look forward to future cooperation between our two great peoples.

1. This condition is accepted wholeheartedly. If all goes well, no Russian soldier shall be on any of those trains. With your approval now attained, we shall now liaise with Ukraine as to the utilisation of the Rostov-Moscow railroad.

2. Any aid at all is accepted, and we are certain that this sizeable amount of supplies will go a long way in the defeat of the Bolsheviks. We will send a delegate of ours that is departing from Rostov-on-Don and will arrive there in a day's time.

As for this proposal, I, on behalf of the rightful Tsar, Grand Duke Nicholas Nikolaevich, accept these offers and we will establish such relations immediately after the fall of Moscow.

Signed,

60 Km from Brussels
The low rumble of Dutch repainted Renaults echoed across the battlefield, advancing mercilessly, spraying the Belgians with machinegun fire. The commander of the rear tank, a woman given the role to appease Van Der Zee, screamed through her gas mask for the troops to advance, the tanks pausing as Dutch artillery shells landed ahead of them, making clouds of thick mustard gas. Belgian troops clawed their way out of trenches, given a swift death by the Dutch troops. There were some Belgians with gas masks, but many of those just surrendered, seeing the situation as hopeless. Dutch troops marched the prisoners swiftly back to POW camps, which were as nice as the quarters of the Dutch troops, as an attempt to make the Dutch seem caring even as they invaded.

Amsterdam
Van Der Zee leaned back, smiling a little at the propaganda her newspapers were printing, headlines such as "Dutch Woman appointed as Naval Captain: Proof of Dutch Feminism." another about the war reading "Dutch soldiers take Belgian town, locals call it 'liberation'" Her troops had been ordered to supply the villages with what they could space, and to 'make them feel like they are valued members of the Empire' all in an attempt to reduce the number of troops she should have to station there, and increase future Belgian enlistment in her army. She picked up another report, looking over reports from her engineers on creating even better tanks from the Renault design, though the Army would clearly not get the kind of funding as the navy, it was important to keep ahead in tank warfare.

HNLMS Hr. Ms. Holland, Gulf of Mexico
Destination: Port of Veracruz

The lead ship HNLMS Hr. Ms. Holland was the lead armoured cruiser of a task group given one objective, break the American blockade, and collect their shipment of weaponry. It was one of the six warships, and an airship escorting two ships of the Dutch Merchant Marine, along side it floated another cruiser, a seaplane tender, a destroyer, and a submarine. High above floated the armed airship HNLMS Hr. Ms. L-11 which was looking out for American warships. The Dutch would not fire on the Americans unless fired upon, but the Dutch ships were given strict orders not to turn back.

Weapons Announcement
July 15, 1919

Marshal Petain was, like all other Frenchmen, mourning the loss of their most dear President and guide, Charles Maurras. But now, the nation had to throw its support behind Bainville. He had ordered that the new rifle being designed in the past couple months be revealed to the public: The MAS Carbine M1919 was designed to replace the Lebel and Berthier rifles of France. The military moved closer towards compact carbines and submachine guns to emphasize it's new "Mobile Warfare" system. In addition, the government announced the re-opening of tank factories. The Renault FT was to be produced in mass numbers, with private companies such as the French Fire Company "investing" in the factories.

In addition to this announcement, Parliament also passed the Emergency Conscription Bill, requiring all able adults between the ages of 17 and 25 to serve at least one year in the Armed Forces. This bill was sparked by the approaching Dutch forces.

To: Foreign Minister Edward Grey of the British Empire

Sir,

We wish to inquire as to the strength of the Anglo-French alliance. The incursion of Dutch soldiers into Belgium, and therefore near France's borders, has concerned us greatly. We ask that you stand in solidarity with us and demand that Dutch forces do not go within 5 km of the Belgium-France border.
We also wish for a loan of money to develop our weapons programs. In addition, we would like to start a mutual research program on a reliable heavier-than-air aeroplane.

Sincerely,
Jacques Bainville, Chief of State of the Kingdom of France

To: US Secretary of State Philander C. Knox

Sir,

We wish to prevent the spread of Germany's influence. We ask that your government stand in solidarity with France to demand the halt of Dutch troops 5 km from the France-Belgian border. We thank you for your loan, and hope that you may aid us in the future. Additionally, we wish to contract the services of your government to build several battleships and destroyers.

Sincerely,
Jacques Bainville, Chief of State of the Kingdom of France

"Ordem e Progresso"
Republica Federativa Do Brazil

A violent storm slowly shifted from a massive cover of land, terrorizing any caught in its wake, for several years it has stayed, but none ever dared to take a chance. They had to wait for the storm to pass before they could be able to come out once more. When they did, it was like they have never seen the sun before in their lives, up until now they had been paled by the reclusive ambiance of an unclean atmosphere, left with no choice but to let it be and live as best as they could. The storm was not of rain or snow, but merely of fear. The ones causing the storm to fall had, since as long as the people could remember, done so to rule them over. Who could blame them? They might have deserved it for everything they have done in the world, but still, they are living human beings, they don't deserve to live like pigs as the nefarious government formerly ruling them makes them to be.

Since the ratification of the constitution, the day when history was made and their shackles let loose, a series of events have happened right before the eyes of Brazilians all around, each one more effective than the last. The church and state drew more separate over the years, farmers and workers began to share power with the wealthiest of land owners, the economy followed an irregular pattern of inflation and deflation, and up to recently, the government has begun to see itself no longer in the confines of being a stratocracy, but being genuinely ruled by the people as increasingly more votes are counted and less are stuffed. Perhaps the madness of wartime actually had a positive effect.

Since the end of the Great War, more citizens became involved in government and community events, volunteer work, or it had simply made them kinder people. And since the Contestado War, a long and bloody public uprising by settlers and would-be-townsfolk against rich landowners, ending just a year before the Republic came into the Great War, the military has become less attracted to manipulating the government and more focused on increasing its numbers, modernizing its arsenal, and enforcing the peace, effectively becoming a backup police force than the nation's muscle.

After the series of problems dealt with over time, a new, and potentially dangerous enemy has risen. Anarchist movements in a few large cities have taken root, their influence echoed across the countryside all over the nation. They have grown from stating their opinions harmlessly on ideology-specific newspapers to actually committing to the revolution they hope to set rolling. Responsible for many worker strikes occurring recently, they have revived the previously snoozing Anarchist marches in 1917, and grow more militant as the days past.

It's been some time since the elections, many things have happened, some gone awry, others according to plan. The government carried out with its means of rebuilding. Though the war itself didn't really affect Brazil in any way, other than losing a couple of men and spending a slight amount more on propaganda and mobilization than they probably should have, the Republic has found its transition back to peacetime quite fast, albeit turbulent. Now dealing with internal conflict as the Brazilian way should be, it wouldn't be very smart to join another war that isn't theirs to begin with.

Reports come in that the New government of Mexico is on the brink of war with the United States. Quite the slippery slope situation. Though the Americans are allies of Brazil, the matter is of no concern to the Brazilian government. There is an excellent motto to live by; if it is not in South America, then it is not Brazil's War. This has been in practice for almost 100 years, though largely ignored on a few exceptions, it would be nice to live by that saying with meaning. The people are not very aware of this event, but they will soon, world news spreads like a disease, depending on how hot the topic is, it will spread like a wildfire, and the government will have to take a side before they do it for them. But they know they have better things to do, such as the state of the economy, or infrastructure, so in a senate vote, it is unanimously agreed to postpone the topic until it is actually needed. So at the moment, Brazil is yet to recognize the possible state of war between America and Mexico.

Trade is a delicate organism. Done properly, and one will benefit greatly, misused, then being homeless would seem to be a better option. Being picky in terms of partnership is never really a bad thing, if committed under a good circumstance, and one will be supplied by the right people. Given with what happened recently, it is about time to pick new potential friends which Brazil could begin to barter with. Stocks and Bonds alone cannot drive a nation's money amount, although they do help tremendously. Cooperation is key, even if it means partnering with rivals, former and current. Following the example of nations worldwide, the European market is looked to in the advancement of economic interests. Impressed with their power shown during wartime, and in the hopes of rebuilding its relationship with them, Germany has been messaged with an offer.

Kaiser Wilhelm II,

Honorable Kaiser,

What better way to receive diplomacy than with trade? Looking firsthand at the way your troops fought in wartime, they fought with strength and courage, as are the German people. Our soldiers fought one another on the battlefield, but we cannot allow that to change our national opinions for each other. Your soldiers and ranking leadership are admired widely by generals of the Brazilian army. They would like to receive permission to your valued technology and learn firsthand your military expertise. In return, the German Reich will have access to Brazil's most prized goods. I feel that in cooperating, we can continue to erase the dark spots left behind in our checkered past. The war may not be over for some, but hostilities must be.

Signed,

Epitacio Pessoa,
President of the Brazilian Republic

And again, towards another old foe

Mehmed VI,

Great Sultan of the Beautiful Ottoman Empire,

Your wondrous shores stretching far across the region are an envy to even the most luxurious of coastal settings. You've fought in unity with the Germans during the war, but we cannot continue to hold onto the suspicions that tore us all apart during those times. Your oil reserves are rich, and your resources plentiful. What use would you have for them other than to trade? Little, I must say. Brazil is very much in need of oil at this time. Sadly we have discovered none of our own yet, but we will cease to bother you with our mooching once we have done so. We require them for of varying use throughout the Republic, and in return, you shall be given access to our finest products. We were rivals in the past, but we may be allies now.

Signed,
Epitacio Pessoa,
President of the Brazilian Republic

And a final one to their ally to the North

Charles Evan Hughes,
Wonderful president and good friend,

Much has changed since our nations have last interacted. Sadly, we've lost the war, but we cannot allow that logic to overtake us. I believe that in cooperating more, we can bring ourselves closer to strengthen the unique friendship we have shared since our colonial days. For a long time, we've been sending you the finest of our products, as you have to us, and now the times have evolved, and they have changed. Increasing our trade volume would suffice for the things that we've lost along the way, and with better involvement, we may continue to prosper with the guidance given to each other.

Sincerely,
Epitacio Pessoa,
President of the Brazilian Republic

Building the Republic into what it is isn't easy. It is a difficult job designated for the most persistent and hardworking of people. Projects spring about into design for newer structures, larger buildings, longer railways. One of which has stood out in particular. A large Catholic union has submitted a proposal into building a marvelous structure made to demonstrate the magnificence of the lord to pander throughout the roaring mountains echoing across the entire nation. They've already made a petition and dedicated an entire week of spreading awareness for their goal, with signatures from nearly every resident in the city of Rio De Janeiro. All that is required now are the materials, the manpower, and the government's approval. Along with this, new residential and luxury buildings have begun to be constructed in larger cities, while small developmental projects occur daily in towns and villages.

With the new reforms directly underway, it surely seems that the Republic really has changed for the better. One can only hope it stays this way for very long, else another revolt could start so suddenly.

Americas, August 1919

Northern Mexico
After swearing himself in as the interim president of Free Mexico, President Carranza split his army into two groups; the first will be a mobile army of 3000 primarily comprised of fast moving cavalry. The cavalry group is tasked with “liberating” towns and suburbs near Monetary and drive off local government garrisons that has not either surrendered of defected to the army. The rest, of over 7000 will march to the town of Saltillo where they will establish a defense perimeter and entrench themselves in preparation with the coming clash with the Junta’s forces.

The US has begun send military supplies and arms to Monterrey via rail though the US government denies this. The US was also concerned with the Mexican Navy’s presence in the Gulf and is sending the US Second Atlantic Squadron in Cuba to reinforce local naval units.

Dominican Republic
The US occupation of the Island country has gone on for nearly over three years so it was not surprised when rebellion finally broke out in the east of the country. The rebels demanded that the US withdraw from Dominican Hispaniola and were planning on establishing up a new government. The local US garrison along with government forces moved quickly to put down the revolt, mobilizing 6,000 Dominican Constabulary Guards as well as 900 US marines. The US does not suspect foreign involvement as of the moment.

Eurasia, August 1919

Russia
Vladivostok, as expected, had fallen to Bolshevik hands. The US can no longer afford not to act, if they waited any longer, the entire Russia Far East will fall to communist rule. Since no response came from the Russian White Command, President Hughes decided to act unilaterally. An American Expeditionary Force of 12,000 escorted by the American Pacific Fleet will depart to from Portland to recapture Vladivostok under the pretext of protecting American business and citizens in the city.

OFFICAL COMMUNE OF THE UNITED STATES OF AMERICA

To: President Epitacio Pessoa of Brazil
I fully concur that greater trade will benefit both our countries, thus I would like to invite your trade minister to New York to discuss as to how to better open our mutual markets to each other and increase economic activity.

On another note, in regards to the Second Mexican Civil War, I would like to implore your government to stand by and recognize the true government of Mexico, the one lead by President Carranza. The Junta lacks any legitimacy and has not only proven to be a destabilizing force in Latin America, but has also illegally invaded and seized the nation of Guatemala. I hope that that through proper regional pressure and multilateral support of President Carranza’s administration, we can end the conflict before it takes more lives.
- US Secretary of State Philander C. Knox

To: Chancellor Max Von Baden of the German Empire
In light of the recent illegal invasion of Belgium by the Dutch, we ask that your nation exert your significant influence over the Dutch government to force them to withdraw. As you well know, the British has declared their protection over Belgium and will most definitely intervene militarily in the coming weeks. No one wants to see another war in Europe, especially right after the War to End all Wars.

I hope that your government see sense in this suggestion and act accordingly. A British-Dutch war may lead to a much greater conflict.
- US Secretary of State Philander C. Knox

To: Jacques Bainville of the Kingdom of France
Firstly, I would like to extend our condolences to your government’s loss and I will be personally attending Mr. Maura’s funeral. We will also allow the French government to contract US shipyards for your naval needs and will place the orders in our government’s name so to not incur suspicion of any violation of the Treaty.

In regards to the invasion of Belgium by the Dutch aggression, we will fully stand by your government. In my visit to Paris for the funeral, I propose a meeting between our governments for the possibility of a military intervention against the Dutch.

- US Secretary of State Philander C. Knox

The Korean Prime Minister Kwan Chung So welcomed the US ambassador. He agreed that something should be done about the Russian Civil War. He stated that he, along with his government, drawn up a passed resolution that creates a Korean-US joint task force that will assist the White Russian troops against the Bolsheviks and is awaiting approval from the Emperor. He noted that the US force can resupply in the Japanese protectorate and also in the Gangwon Province.
Image

He supported US forces to use their territories to resupply and camp in temprorarily for the conditions that the Korean Imperial Army receive around 3,000 of the US's famous BARs to rearm some forces for mobile infantry units.

The Prime Minister also mentioned that he will send in a delegate to the US.

We are sadden by the loss of your President Charles Maurras. We hope to send in the Korean Ambassador to France, Kang Jong Po, to France to attend the funeral.

In addition, we stand strongly with the French government regarding the Dutch invasion of Belgium but we cannot do anything as we have good relations with the Dutch Empire. We will however, support an international force to keep the peace in Beligum to prevent any large conflicts

London, England.

PM Lloyd scowled as he read the paper, on the front page in great bold letters 'DUTCH INVADE BELGIUM!'. "These damned continentals never bloody learn, do they?" He muttered, his wife across the room just giving him a look. He grumbled and took his leave, his peronnal driver soon taking him the Parliament, where he stormed to the diplomatic telegraph office. The clerks there were utterly surprised by his sudden appearance, but quickly did as he said, sending a diplomatic telegraph to the Netherlands.

To: Supreme Commander Arabella Van Der Zee
From: Prime Minister Robert Lloyd

You may have found the lack of immediate response from Great Britain as a silent consent to your warmongering. You would be most incorrect. If your invasion does not halt within 48 hours, I will have no other option then to order the Home Fleet to anchor off the Dutch coast, and then we British will stand with our Belgian allies, even if it means war. I trust you to make the right choice.

With that seen too, and his mood utterly ruined, Lloyd went to his office, having a stack of papers waiting for him, as well as the Foreign Minister with his own stacks of paper. The two men, as well as the rest of an 'inner circle' had been working closely, even before Lloyd was elected as the Prime Minister. They spent the next few hours debating over the proper responses to various issues cropping up.

To: Jacques Bainville, Chief of State of the Kingdom of France

Earlier today Prime Minister Lloyd delivered an ultimatum to the Dutch forces, and even now sections of the Home Fleet are being brought to the ready, and word is being sent to our commands through out the Empire to prepare for a possible war against the Dutch, and thus a war that may become much broader. Regardless of the German backing of the Dutch, if they wish to go to war after such a brutal war against you, if shows their true character.

As for our alliance, it is strong. Stronger now then it was in the past five years, again perhaps the greatest shame the British people even faced.

On a side note, our generals and various ministers have proposed an interesting idea, something they simply refer to as 'Task Force France'. I believe it will be of some interest to you and your government.

Foreign Minister Edward Grey of the British Empire

The English Channel

Task Force Russia, a combined naval and ground force with 3 Dreadnoughts, 8 Cruisers, 24 Destroyers, and various transports and supply ships glided through the water, quite a show for French and British fishermen in the Channel. The task force was transporting 30,000 British soldiers, supported by 450 artillery pieces, 24 tanks of the Mark-series, and a handful of aircraft. The destination for the fleet was the Black Sea, and for the ground forces, they were to be sent to support the White Russians in Southern Russia, in the hopes to crush the Communist revolution, and secure a Russia allied with the British. They were also bringing a rather large load of supplies for the Russians. Ammunition, clothes, food, medical supplies, and weapons, with promises of more in the future. The task force would arrive in the Black Sea in a few days, so long as the Ottomans kept their word.

Frankreich Bricht Verträge! Mobilisation!
Kaiser denunziert frankreich als Militaristisch!

DIE WELT: English Edition
France Brakes Treaty Conditions!
Partialy Mobilization started!

The papers in germany were full of the news.
France had officially announced not only its new development of weaponry, but it restarting the tank production.
The first being on a thin line to,and the second completely breaking, the treaty of Versailles.
And it still was on the same day when official reactions came in,and were published by the medias:
Kaiser Wilhelm II. wrote:Here,on this day,in the speech of the Prime Minister, the world must have truly understood French militarism.
Now,the world has full proof of the fact that France truly is to take the blame of militarism and the Great war on it.
On the 28th of last month, the German government gave the french government a peace treaty, which they signed as the leaders of the French people.
Now,a bare few days later, the same nation took the decision to break said treaty.
I therefore ask the world to understand that France is a warmonger, and that it is forbidden to return to its status quo ante bellum.

In addition to the semi-official declaration of the Emperor,a notification was sent to the nations aligned with Germany:

FROM: Reichskanzler M. Von Baden
TO: Grand Vizier A. Tevfik Pasha; Supreme Commander A. Van Der Zee; Premier A. Malinov; M. Hrishevsky 1

Greetings,dear Allies.
It is in these days, just after our recent victory in the Great war, that the time to rise has come again.
The French state has broken the agreement for peace. This makes all requirements for Alliance of the Central-Powers null and void.
Therefore,I call upon you,our allies,to rearm,and prepare for war.
For as once the wise Machiavelli said,"When your enemy is busy, then rest with your friends. But when your enemy is preparing for war, then gather your friends and take up arms."
And when the french are producing tanks again, and ignorantly even publish it,time has come to take up arms again.
But no worries, allies. The French Armed forces are weak, and in the east we must fear no Russian Bear.
Britain will indeed support the French. The Americans may do so too.Even the Koreans, who are known to have been aligned with the British might march to war.
But we are the Continental Alliance. On the continent we rule supreme. On the continent, neither the Americans, nor the British French or Korean can amass an army the size of our allied forces.
And they may cut through the seas. They may rule the waves,as the British love to sing. But with the Alliance stretching from Finland in the north, too Hedjaz in the South, from Germany in the west,to the Ukrainian steppes in the east.We reign supreme over the continent. We can supply each other with all that the army needs.

And I repeat my call to arms.
Even if the British rule the waves,we rule supreme.
Glory to the Alliance,Glory to the continentals!
Sincerely,

Maximillian Von Baden

FROM: Reichskanzler M. Von Baden,as head of the Imperial Government of his Majesty Wilhelm.
TO: All it may concern

Greetings,Leaders and Heads of States of the world, Diplomats of the world, and Citizens of the German Empire.
Before the 28th of June, the French government capitulated to Victorious German Forces.
On that date, 6 days ago,the representatives of the French government signed the so-called "Treaty of Versailles".
In the treaty, the french lost all rights to production of military vehicles, their military having been down-scaled to curb expansionist ambitions.
Now,the Bainville Government of France has publicly declared its reopening of the tank productions, intending to mass develop it.It has called for conscription, and raised the amount of soldiers it has.
Both of these points are an obvious brake against the signing of the Versailles Treaty.
As such,we condone France to immediately stop its military vehicle production, while allowing for the existence of German consuls to observe that they won't do so for the future.
Should France reject this offer of peace, then the Army shall be raised again. We fought a long war against the french, holding them defensively at bay, until the final push.
Then,it cost us much. But now,if we are given no other choice, the arms shall be raised again, and this time not for many years, and not until they have crushed all french resistance.
I send this Ultimatum to france for a timelimit of exactly 36 hours.Upon expiry of those without a positive reply, the Imperial Army will invade.
Sincerely,

Maximillian Von Baden
Reichskanzler of his Majesty Wilhelm II,Prince to,and heir of,the Grand Duchy of Baden

The Iron Council had been assembled, the OHL gathered to the Chancellor, the Emperor watching the talks.
They spoke much,mostly of war.
"It is war again",cried a minister
"Damn those french",came a reply.
"Not only damn, but down with those french.",came the third voice into play.
"Gentlemen",called the Chancellor for Silence. And silence came.
"We will fight on.We will fight on the Beaches of Occitania by our Italian Allies, and on the Beaches of Normandy with the dutch. We will come to the rescue of the Breton on their beaches too.
We will fight over hills and woods. We will march through the Ardennes, and cross the Rhine. We will come like the thunder, the bringer of Danger and death. We will crumble all french resistance before we even finish mobilization of our reserves. And once the British or their American friends will have reached a conclusion to intervene, much less than finish mobilizing,we will have reached the Atlantic. And then, gentlemen,we will set the allies at a challenge. We have no fear of the Russian Bear. The Spanish will stay neutral as ever, since they lost their americas. We will be ready on one front. We will have a generation of veterans, and even better professionals. We will tie down every resource they will dare to bring into action on the continent. And I say, truly,we might loose our colonies. But no fear,we have ways to secure resources and the colonies.
As such,I call for Germany to mobilize,so no one will say we are a paper tiger. And we will spread the Imperial wings, and raise our head.We shall look down upon the world and let it tremble. We shall win this crisis,if by peace,or by war
",and the crowd of politicians rose from their seats and applauded.Only the emperor sat there, still calm, observing.
And it was while the Chancellor still spoke, that a messenger entered, delivering the most recent batch of messages to the Chancellor,so he handed them to his Majesty.

In light of the recent illegal invasion of Belgium by the Dutch, we ask that your nation exert your significant influence over the Dutch government to force them to withdraw. As you well know, the British has declared their protection over Belgium and will most definitely intervene militarily in the coming weeks. No one wants to see another war in Europe, especially right after the War to End all Wars.

I hope that your government see sense in this suggestion and act accordingly. A British-Dutch war may lead to a much greater conflict.

The emperor read the messages, and his mood sank.
He waited for the chancellor to finish, and the crowd to calm down, and then approached him with the letters, and his proposed reactions.

He had expected for the foreigners to react in some form before the declaration even spread to them.

Greetings.
It is true indeed that we fought on different sides.
And it is true as well the with such minor participation of yours, and the war having been finished, military's can work together.
But, it is considered as known that you are in an alliance with the United States.Said Nation is currently on a moderate state of hostility with the German Empire.
And risking for German training, equipment, and tactics to fall into enemy hands would cause a crisis.
The government would be dismissed, and heads would fall,my being the first. As such,as much as I am sad about that decision,in the current diplomatic Situation of the Empire and of Brazil,we cannot allow ourselves to support your military.Though should the wave of indirect hostility pass,we would be glad to open mutual relations of trade and military exchange.
Sincerely,

And then the US:

Greetings.
You assume our Power of the dutch nation as larger than it is.
While the dutch are considered allies of ours, our influence on them is weak.
This is usually reasoned as having come from the debt we owe to the dutch from their support of the empire with raw materials during the great war.
We indeed are aware of the possible reactions of a Dutch-British war.
But we are rather more concerned by another possible war.
France has broken the Treaty. It is known that the US held, since almost time eternal, much sway over the french, and that it still does.
As such,I call for you,to ask your eternal allies that they are risking dangerous steps.
Once this message reaches you,you probably have heard of the ultimatum.
And I suppose you know that a German-French War might pull in more than only France and Germany.
As such,I consider all further words as not needed,
and silently hope that your government will reach the right conclusions and decisions.
Sincerely,

Maximillian Von Baden

It is April 8th, 1919, a day of hectic events and news circling globally in and around every nation worldwide.

The last time they heard, Mexico and the Americans remain at an unofficial stalemate, France and Germany are again at the brink of war, which hopefully not, would involve all of Europe once more. The world is teeming with calls for action, but Brazil itself requires its own guidance from the perilous times.

The Germans refused to accept the request for trade, and, admittedly, it is understandable. The Americans were more than happy to come closer to the Republic, and even offered to invite a representative over. So the government did as they asked.

Philander C. Knox,
US Secretary of State

I'd like to thank you for graciously accepting our request for a better unity amongst us. The minister of Trade and Commerce will be on his way shortly.

In regards to your current state with the Mexican government, I regret to inform you that the Republic of Brazil is in no condition to fight another worthless war. Unless you have something of value to offer that would be worthwhile, we have our own problems to settle with, and traveling thousands of miles to sack a couple cities then leave would only add to our current dilemmas in addition to wasting the army's time for something else it could do. Indeed, the current regime in Mexico is a disaster on the path to ruin, but they are much closer to you than to us. Given the distance, it'd take several weeks to reach Guatemala, and cost millions to supply our troops and mobilize. Of course, we do have a few ships in our arsenal to speed the process. I must say again, unless the United States is able to supply something to make the entry into your dispute worthwhile, the United States, as much as it pains me to say, will have no military support from the Brazilian Republic at the moment.
Keep in touch,

Sincerely,
Epitacio Pessoa,
President of the Brazilian Republic

This was probably not a good idea, as a small band of pro-American citizens began to protest outside of the capital, demanding action to be taken. The government, however, still stands by its decision of non-interventionism. It is what the country was founded upon, and now the public is demanding it be set aside like a worn out rag. Something will have to be done soon, and they are aware of that. The military has been told to mobilize for any causes which may arise so suddenly.

Mass protests have initiated in Fortaleza

A union of Railway, Transit, and other Industrial workers have taken to the streets after their demands were not met. Black Flags are said to be flown by accompanying supporters, giving the realization that the conspirators to this rally are followers of the Anarchist movements haunting all of Brazil. It is unknown who exactly started the rally, now giving indications of slowly turning into a full scale riot, as police and soldiers alike attempt to dissemble the recalcitrant mobs before them, with little luck so far. This may go on for hours, days even.

A similar but unaffiliated protest occurred in Sao Paulo days earlier, with a mass rally of local Anarchists and well known Socialists gathered in support of the Bolshevik revolutionaries in Russia. Carrying flags both Red and Black, they demanded nothing but for the government of Russia to be replaced by the supreme victors, the Reds. They also began to appeal for the government of Brazil to adopt Russia's rightful government and call for revolution, looting the streets they occupied and nearly coming to contact with soldiers and the police force several times. This was the second in a series of recent protests and strikes against the local government by Anarchists, being dormant for over a year until reappearing so suddenly after the war.

A mysterious union of shady military figures has met at an undisclosed location. Some of which are among the president's most honored and decorated veterans. It is unknown what they discussed or what they will do, if anything at all, but some perhaps have a right to feel uneasy. Something will happen, and it may not be good...

Despite setbacks, funding for developmental projects continue to rise in a sense, attempting as best as possible to ensure worker conditions are adequate for production. One of these projects the government has opened to since the war's end aspires to bring about more paved roads and longer railways. The project will be treated individually by cities and municipalities, rather by states and the actual government. Each city will be responsible for the advancement of their road networks, while the government will check periodically to see the progress done. If a city is falling behind, the government will step in to ensure they catch up. A city may chose to opt out, or leave the project for specific reasons, but will have major setbacks when the project is completed, being one of the few to be disconnected will be frustrating. It is faster this way, and hopefully, if everything goes as planned, though it won't, they will complete in months what the government would in years.

To revive the Tourism Industry, damaged by the war's outcomes, private companies, with governmental aid, have begun a campaign to attract tourists from all over the world. Beginning with Latin America, they hope to spread the campaign over to the rest of the Americas, and even Europe. Pamphlets are made and sent to countries with which Brazil currently trades with, while sanitation departments are formed in large cities. The Ministry of Tourism will oversee the campaign, while the Ministry of the Environment will be responsible for the sanitation. The Ministry of Environment is now also in command of forests, to prevent the over-deforestation done by clear cutting, and the establishment of municipal and city parks as well as the management of state parks. This contradicts with the goal of the Ministry of Industry, in which it is responsible for the handling of Brazil's industrial and strategic resources, but will cooperate to set aside land for which would be available to freely cut as one would desire.

To combat the growing problem of homelessness and favelas (slums), a new government committee is established to generate better housing and help in funding housing developments and find new homes to those in need. The committee is government-run but most of its employees will consist of volunteers, will rely chiefly on donations, and mainly assign volunteer work. The Ministry of Housing has been formed because of this, and will preside over projects dealing with housing and habitation from now on, while working with the Ministry of Health to alleviate the disease and malnutrition brought about by poverty.

The Ministries of Health and Education have started mass reforms throughout the country to be implemented at once. Education and Health will be one of the government's upmost concerns as will Science, Technology, and the Environment. A summit is to be held soon to decide what is to be done to revive Brazil from the recent spans of war, protest, and disorder, and what will be done in the near future to prevent it from happening again. Top level government officials will be in attendance, and not anyone else.

Vienna, Austria-Hungary:

There is an English saying that the more things change, the more they remain the same. Truer words have yet not existed for the state in which the Empire of Austria-Hungary had found itself in at the onset of 1919. Although victorious in its war against Serbia, the Empire had been dealt a severe economic blow by its war in the east against Russia and as a result, the government was deeply in debt. Despite this setback, its industry and capabilities to pay back its creditors were relatively intact. Besides economic issues, political changes were being enacted. The Dual Monarchs were beginning a period of transition of powers, allowing the Minister-President to be the effective de facto head of state, responsible for all executive matters as well as representation on overseas assignments. The Prime Minister's office too was undergoing reform, instituting a new constitution allowing it to control internal matters of state. The new state which would result from these changes was moving away from the previous system and more towards a federal system implemented in the United States, where the Empir's various constituent states could enact their own leaders and legislatures whilst at the same time, remain under the control of the federal government. Elections were being organised for November, when for the first time, women could vote alongside men.

Militarily, Austria-Hungary still remained largely outdated. It's 5,000 man air force was still equipped with mid-war fighters and its army was still too disorganised and chaotic. Reforms here were also being organised, with orders being given in standard German to soldiers regardless of the mother tongue they spoke. The Navy had begun construction of the new Monarch-Class dreadnoughts which were set to replace the three battleships of the same name by 1921 as well as add an additional three capital ships to the Navy's fleet, thus giving Austria-Hungary the ability to fight on equal terms with the Mediterranean's naval powers.

The Empire's foreign affairs had largely remained the same, although some slight circumstantial differences had come into force. Vienna, wishing to remain out of regional spats with other states, maintained cordial or moderate relations with all its new neighbours bar Serbia, which it had yet to institute even a diplomatic exchange. Nations in particular that the Empire wished to maintain good relations with were Italy, in order to maintain control of the Empire's Italian-majority western frontier and Bulgaria as a new aide against any potential new conflict with Serbia. Rumours of a new war with France would certainly put unneeded stress on the Empire's economy and thus, the government remained quiet in its objections to the German's war mongering, hoping that it would go unnoticed...

Korean Prime Minister Kwan Chung So sent a telegram to British Prime Minister Robert Loyd and US President Charles Hughes in regards to recent crisis.

To Prime Minister Robert Loyd of the British Empire/President Charles Hughes of the United States of America,

It is undeniable that the action of France and Netherlands may be considered dangerous to the stability of war-torned Europe. We have stated that we will support attempts to remove the Dutch from Belgium but do we really want war? I suggest a meeting between the ambassadors and the leaders in Pusan, Korea. Would this be viable to you?

From the end of the war, the Ukrainian people thought that their young country would get stronger and recover from the crisis it was in while in the Russian empire. Unfortunately the countries economy got even worse, many people were out of work. The government of Ukraine was deeply concerned weather it was a wise decision to side with the Central powers. Because of the anarchy that ruled in Ukraine (gangs assaulting villages, people hanve no money etc.) the Bolshevik movement in Ukraine was growing stronger and was also organizing protests against the UPR.
Some members of the Ukrainian government who hated Skoropadsky and also feared the Bolsheviks, started meeting them in secret. The Bolsheviks and the mombers of the Ukrainian government started planning the overthrow of Pavlo Skoropadsky and the creation of an Ukrainian Soviet Republic.
There was a flaw in their plan, the Prime minister of Ukraine Mykhailo Hrishevsky, who has alliegedly sided with the Bolsheviks was the second closest man to Skoropadsky and only came to the secret meetings to see what are the government officialls up to. Mykailo Hrishevsky wrote a letter to Pavlo Skoropadsky who was on his way to Lviv. Hrishevsky informed Skoropadsky about the situation. When the Ukrianian officialls found out that Hrishevsky is a "spy" they plotted an assatiantion. Hrishevsky was shot hours after he sent the letter to Skoropadskyi.
Upon recieving the letter from Hrishevsky, Skoropadskyi quickly sent a telegram to the Germans

FROM: Pavlo Skoropadskyi
TO: Reichskanzler M. Von Baden

Dear Reichskanzler M. Von Baden,
I have recieved information about the plot of the Ukrainian Bolsheviks to overthrow me and create a Soviet state here in Ukraine. You are well aware of the fact that I am an anti-communist and i will not let Ukraine to become a communist state. Because i have information that some of my government officialls are involved in the plot, i am planing on abolishing the national assembly and the government as its members can no longer be trusted. After that i shall deter with the communists. My informant was Mykhailo Hrishevsky who was killed by the communists, and was the head of the Ukrainian People Republic.
Now about the Russian problem. Because of the threat of the new Soviet state arising from the east and the Whites loosing the battle against it, I am forced to , as a great admirer of the Russian culture and I regard Russians as my brothers, be prepared for a war against the Russian bolsheviks. Because of this half of the available men that are egliable to be soldiers will be mobilised and sent to first deter with the gangs harassing Ukrainian villages and then send them to the border with Russia.
Ukraine will also stay with Germany in its war efforts, if you go to war with France we will be glad to help.

Finally it was clear to him, a war will make Ukraine work. Mass production will stop the crisis. But first he must deter with the communists.

Sofia, Bulgarian Empire
8 July 1919, 0500 HRS

As he was in the Euxinograd Palace, trying to finally enjoy himself in the serene nature of the Black Sea Coast after the end of the Great War, Tsar Ferdinand received word that the German and French governments were clashing in interests again. Knowing this crisis could erupt within a matter of hours into another war, the Tsar dispatched messaged to his cabinent and left immediately for the Imperial capital in Sofia. Now, surrounded by his most trusted advisors and an array of wise council, the Tsar deliberated the events of late. And taking advantage of the fact that they were already gathered together in discussion, the Tsar also took this time to discuss the events unfolding in Mexico and Belgium.

"Sire," began the Tsar's new Chief of Staff, Danail Boyadjiev, who had made himself distinguished against the Serbians in the Great War, "our army is in need of resupply. Towards the end of the war we were beginning to lack munitions for our artillery. Perhaps limiting ourseleves to diplomatic support of our German allies without direct involvement?"

The despiration on Prime Minister Malinov's face was obvious, "Your Majesty, with all due respect, I do not think we should get involved; not even on the diplomatic field. I strongly believe that the French and other Balkan powers will take this as a de facto declaration of hostilities." The room fell silent for a second as the Tsar thought profusely, "And public opinion would be very much opposed to us taking an official stance on this crisis; it could seem as if we were preparing for another war which the populace would never support--not a mere year from the last."

"Thank you, Aleksandar," replied the Tsar, almost at a whisper. The Prime Minister nodded. "On another note, what of the war in Belgium and Mexico?" Murmurs arose in the room, the dimly-lit crowded room. "Petrov?" the Tsar demanded.

"Well," began Zdravko Petrov, the Foreign Minister, "Seeing as you had said that an eminent war with the Ottomans is inevitable sooner or later..." Whispers arose; the Tsar had not discussed a war with the wartime ally with some of his cabinet and the thought of it caught them by surprise. "...it is essential that we build friendly relations with the Dutch. Possibly Mexico, althought their infrastructure is in need of foreign investment to be able to import more oil from their land. It would be a very wise diplomatic move to support their cause, although, like Mr. Boyadjiev has said, we cannot fight a war. Especially not versus the British Empire nor the Americans."

The secret meeting in the basement of the Imperial Palace continued for an hour. And left in his room alone, the Tsar deliberated what his course of action would be.

OFFICIAL DIPLOMATIC MESSAGE
TO: Supreme Commander, A. Van Der Zee of the Dutch Empire
FROM: His Imperial Majesty, Ferdinand I of the Bulgarian Empire

It has come to our attention that the Dutch Empire has come to quarrels with the British in your reconquest of the Belgian successionist state. We, the Bulgarian Empire and all of our military assets, are willing to support you and your cause fully. We would like to offer the following two bi-lateral agreements between our two states:

1. The Bulgarian Empire will support the Dutch Empire in its conquests of Belgium. Should the Dutch request military assistance, the Bulgarian Empire will be obliged to comply with two army batallions.
1.2. Should the United Kingdom enter the war, the Bulgarian Empire will support the Dutch Empire with a sizeable amount of its naval vessels, determined by the Bulgarian government.
2. The Dutch Empire will open a free market to the Bulgarian Empire in its exports of petroleum goods.

OFFICIAL DIPLOMATIC MESSAGE
TO: His Excellency, Pedro Gonzalez of Mexico
FROM: His Imperial Majesty, Ferdinand I of the Bulgarian Empire

We would like to issue our condolenses at the sudden and illegitemate attack of the American and Constitutionalist troops against your government. We, the Bulgarian peoples, would like to express our complete support in this matter, although we are forced to withold an official stance on the matter as the Empire cannot currently afford a war against the United States given that we would most likely not be supported by the Germans and given our current state. However, we would like to offer the following, two-clause bi-lateral agreement:

1. The Bulgarian Empire will supply Mexico with a premium price on its weapons supply and armaments imported into the country, transported by the Bulgarian navy.
2. Mexico will open a free market to the Bulgarian Empire in its exports of petroleum goods, imported into the Bulgarian Empire by a return trip by the Bulgarian navy.
