Yiddish is recognised as Jews make up 40% of the urban population, and thus are fairly important to the bureaucracy; and the military's size is due to it being supposed to hold off a larger Russian force for a month before German aid arrives. Whether it can actually do so is another matter, as it has little AT/AA and no aircraft and relies on numbers to make up for it's lack of quality equipment and training.

Ground Forces:
Brazilian forces are top notch, with excellence noted in training, equipment, tactics and mobility. History:
1919: Monarchists lead a popular uprising, ousting the junta and placing Luis of Orleons-Braganza on the throne.
1924: Diplomatic overatures are undertaken towards the Central Powers, allying Brazil with them.
1926: Luis is killed by a street bomb in Rio, killing several civilian onlookers as well. The bombing is linked to the nascent communist party of Brazil, which are subsequently ordered to be executed. A general crackdown on anti-monarchist political movements is taken. Martial law is declared in the ensuing chaos, and Henrique Braganza is sworn onto the throne.
1929: Henrique's council of advisers force him to sign legislature that significantly limits the power of the monarchy, and grants his councilors large amounts of power.
1929: The Empire of Brazil is reformed as the Imperial Democratic Republic of Brazil. Henrique is maintained as the figurehead and mouth piece for his fascist advisers, and a “democratic elective system” is set up for electing a Chancellor. (One party state)
1930: Massive amounts of legislation are passed, drastically increasing the size and importance of the military, rewarding wives for siring more children, and promoting national supremacy.
1933: Military development begins in earnest in collaboration with other Central Powers members. Catholicism is declared as the state religion, and all non-christian religions are banned.
1933: The Unitarian Party of Brazil is formed.
1934: State control of vital industries is declared, while luxury industries are allowed to be free.
1934: Political parties other than the Unitarian Party of Brazil are declared rebel associations, and the state takes control of all media.
1937: Uruguay is anschlussed into Brazil, who claims it is for their own protection.
1938: Brazilian demands to the Amazonian portions of Bolivia are rejected. Brazil severs diplomatic ties with that nation.
1939: Brazilian forces begin mobilization, in preparation for war with Bolivia.
The fascist movement in Brazil is strange, with its cult of personality figure holding small amounts of power whilst having his strings pulled by his advisers:

I mean the opposite, that your military should be better and larger.
Also, how did the 40% urban Jewish population come about? I wasn't aware the diaspora had sent so many Jews to Ruthenia.

Urban, not total. They've done what most pre-Holocaust Jews did; go to cities and make themselves indispensable. It's why Yiddish is recognised.
And I'm fine with the military. My entire plan was to get invaded by Russia and then be a government in exile, but Hannover's ruined that plan by going all isolationist.

Germany might not help Ruthenia. Hell, Ruthenia doesn't like Germany.

It would be very expensive. And with a nation as large as Brazil, you'd probably be wanting to spend your money developing infrastructure and such (and managing your huge nation!), as your only real military enemy is Venezuela. But your relations aren't fractious yet, so you'd best grab infrastructure while it's hot.
