Like I've told you before...

Invade Colorado, and have mandatory draft of men and women of age. If you invade Colorado, I will not intervene as Commonwealth troops are not allowed in Colorado. Hollywood and Navajo troops probably aren't allowed there either. Why don't you try to take places like Wyoming, as they are basically run by militias and fiefdoms. I would not give a shit if you took Wyoming. With a draft of Mormons and newly-converted Mormons, you could probably at least take West Colorado.

Don't surrender yet, as that will just be boring. Hold out a bit longer, and try to follow my advice.
