Build a military base on Charon to keep those Plutonians in check and keep the guns well away from their hands. Then expand colonies on the moons of the gas giants and begin mining operations on them.

Well if it was me personally then I would strengthen unions and try to get a few labor laws in place. Gradually of course. Other than that it looks all pretty alright to me. I'd be more of a hands off leader.
