Basically she won control over the country in a duel with her sister. Said duel took place inside a town. And lit most of that town on fire. So the senator of this region of Culdranthine offered the surviving locals a lot of money to start with if we moved to one of his underdeveloped cities. I'd imagine he's doing it to get positive attention, but hey, free stuff is free stuff."
