Whenever I try to upload it on Flickr it says that the upload failed. Any other suggestions?

That will give it a high resolution but shouldn't restrict by the file size of one image, and it should be relatively easy for people to access.

The Liberated Territories (the guy who was working on the map) is currently taking a break. I was trying to give everyone a general idea of what the districts might look like so that we can get the ball rolling on Njil's Elections Act.
