I don't think it would restrict legislation as such. It would restrict the ability of the government to meet the legislation through.

That sounds like the US Democratic Party, to be honest. Yes, it is a right-wing party, but more of a moderate one.

Ah, well I am happy to slaughter a north european culture and replace it with something else (the NSG Senate always struck me like a legislature better suited for a banana republic then a well functioning democracy anyway; is that strange?). The parliamentary system I would hate to loose. Aurentina was already too semi-presidential for my tastes.
