The Security Council,
Defining terrorism as achieving political, religious, or ideological goals through violence and fear, towards targets that do not facilitate tyranny,
Reiterating that rationales based on self-defense and national security can contradict the goal of liberty from tyranny,
Lamenting the prevalence of terrorism in the multiverse,
Noting the numerous Condemnations issued by this august body,
Assessing that the material costs, while significant, is not its most devastating aspect,
Concluding that the bodily costs on sentient beings are incalculable, as no monetary amount can fully compensate for one death, let alone many,
Recognizing that many more suffer injury or experience fear, anxiety, and a general decline in quality of life,
Particularly outraged that ideologies like fascism and systems like slavery inspire many to terrorism,
Saddened that many nations and regions have to divert resources from productive investment into security measures, hampering economic development and welfare for affected citizens,
Deeply concerned of the ongoing suffering caused by such heinous acts,
- Calls for independent and impartial inquiries on claims of incidents of terrorism
- Praises all efforts, within commendable means, to combat this scourge
- Expresses gratitude towards members' commitments to arrest or stifle terroristic activities
- Encourages members victimized by terrorist attacks to share their experiences publicly with this germane body
