injunct the blackhawks?

we all have seen the terrors that the blackhawks have brought to nationstates. my question is: why don't we just injunct them? all our problems would be solved and there would be a lot less raiding! is there a rule that forbids this or smth else.

No, it just bans you from converting your region to or from a Frontier. In this case it would be utterly useless since TBH is a Stronghold with an active Governor, it would not change anything.
