Not just detagging, he has removed raider embassies and restored the previous ones, re set wfe and flag to the previous ones, and ejected raiders if their where any, and has been doing it for months.

A poorly written attempt at a proposal. You've basically stated the same thing four different ways and you're missing a clear "Commends" clause e.g. "Hereby commends unknown de-tagging nation".

Defender Z is not typically a Liberator: more often than not they are just a detagger. Frankly, there are many more well deserving defenders out there.
