Ok before I am accused of plagiarizing, Wolfdon gave me permission to propose their proposal because they recently lost endorsements. I made a few changes, but I am re-opening it to suggestions before I submit it.

It has been up for multiple drafts by Wolfdon, I would have just submitted it straight to SC but I wanted to give people a little time to look at it first. We have already recieved a lot of feedback and not much was changed from those. I think we have been trying for a couple months now

Actually the main reason it wasn't passed before is because Cormactopia II sent out a mass telegram saying that everyone should withdraw their approval from this proposal, because his proposal was of more urgent needs. We had almost reached que at that point, so my logic was that people approved the same draft before, and that it would make sense to submit the same proposal again without much revision because it had already proven to be popular.
