The Security Council,

Noting that back in 2009, the said region of Democratia was raided by the region of The Axis of Evil,

Also worth noting that the region was passworded shortly after this invasion

Recognizing that after the invasion, this region was refounded, and turned into a peace zone where the Delegate of this said region does not hold any power,

Observing that this region, according to its natives, is a peace zone, and will not restrict any movement of its people or their freedom of speech inside of this region.

Seeing that this region has been returned to its rightful control of the natives hands,

Hereby repeals the Security Council resolution 11, Liberate Democratia

Edit: they haven't been on for a while. They haven't checked the game for 3 weeks. When they CTE, I can redound the region and repeal, or I can just go ahead with the repeal because it's basically just some puppets. I recall Bears Armed has 2 in here?

OOC: If the latter part was about Democratia rather than Utopia then, yes, currently I have two puppets there (although in one's case that's intended to be a temporary situation); also, currently, I'm looking after its founder.
For reasons based in the region's designation as a 'Peacezone, I would prefer to see the Liberation left in place.

From the last attempt

I always have to explain to people why Democratia has a Liberation these days. Democratia has designated itself to be a Peacezone. As explained by the WFE, the region is designed so that no-one evers any power there. The founder is dormant and does absolutely nothing, the WA delegacy non-executive and even the WFE is blank. Everyone is forced to be equal game-mechanics wise in every single way.

What does this got to do with the Liberation? Because of the aforementioned philosophy, we are going to use every means available to restrict any sort of power and inequality available. It's best when the founder is around cause it restricts everything, but even if the founder is gone, the region could stick by its principles and restrict at least one sort of power (passwording power) compared to other regions. A very very small difference, but it's the principle of it.

This is the especially the case because the Liberation is already conveniently there, so by purposely proposing to repeal the liberation, you are actually attacking the fundamental principle on the region.
