What does it mean when a region is condemned by the WA?

A chamber dedicated to the dissemination of inter-regional peace and goodwill, via force if necessary.

What does it mean when a region is condemned by the WA?

I'm really confused, and I'd like to know what it specifically does to the region itself.

It provides them with a 'Condemned' icon next to their region name, and a 'Condemned' tag in their regional tags. It offers no actual penalty towards the region. Due to this, many of the self-proclaimed 'evil' players on Nationstates attempt to '
achieve' a Condemnation.

It is one of the WA's failures, as it was originally conceived that Condemnations in this format would drive users away from any regions [or players] with the label. It has typically done the opposite.

In my opinion, it is due to multiple reasons.
The amount of controversy on the user side, as well as the amount of work required on the programming site, would both likely be very large if a change was implemented. The issue of these ineffectual Condemnations does not seem to be very pressing at the moment, as well.

It gives them a shiny badge that says: "We don't like what you're doing, please stop!" At which point, the condemned region gives zero cares.

Incorrect. Non-raider regions have been condemned.

Some time ago, there was a proposal to change the game and introduce something like an influence penalty or something like that. But it was never implemented.

It does nothing to the region, it just provides an icon telling everyone "Hey! This region is evil."
Honestly who knows what about anything anymore.

No one on the game staff ever said this when C&Cs were announced. They were purely intended as a "fun" little addition to what the WA already did - to "admonish" players for in-game actions. Any actual attempts to add a form of "punishment" to the badge would defy the original purpose of the badges. There have been multiple suggestions to add "sanctions" to condemnations, or like IA mentioned, an influence penalty, but as this would allow nations to use the condemnation to sabotage other players' stats, they've never gained a lot of traction.
