In the Suleseatic League, a nation called Charlie uses Nukes has commited an act of war that lacks morality and reason. I choose not to write about this to make a condemnation but if he continues his acts of war just because I have no standing military and he wants to annex me for resources, I may have to propose to condemn him for being mindlessly violent.
In NS you can roleplay war, but not actually do war with a nation. You only have to act as if he is attacking you if you agree to defend against him. Just pretend he isn't even there. It's not like he is actually attacking you unless you believe he is. If he is being pestering to everybody, you can ask the WA delegate or the founder to ban-ject him from the region. But as for the condemnation, he hasn't affected the entirety of NS as a whole to deserve a condemnation.
