Your proposal is illegal under Rule 3. It doesn't have an operative clause.
In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

The proposal has been removed from the floor.

In general, submit C&C drafts to the floor (this forum) prior to submitting it officially. There are many here who are skilled / versed in rules for Security Council Proposals, including the one(s) your proposal violated, and many here who can polish your proposal up and make it sound better. Give it some time before submitting it.

Commendations proposed by a member of the region that they target rarely gather much support...

Well, that's weird - I clicked the link above and it came up with "Your proposal has been submitted".
As an editor I seam to spend an awful lot of thyme going threw issues and checking that they're no oblivious errars. Its a tough job but someone's got too do it!

Indeed. He should've copied this url. The one he copied was just after he submitted his proposal, as it contains the new_proposal=1 tag.

Yeah, for a moment I thought someone had gotten rather cleaver with the URL links and I'd accidentally submitted a resolution. That'd have been a pain in the arse.
