This still is not the SC's purpose. Red=R4a, aka reference to the real world. NationStates does exist in the world of NationStates (it is mentioned in the effects of an issue) but even in the NS world, NS is a website. You should change "NationStates" to "World"

II. RECOGNIZING that Atheist Empire is a founderless region;

Okay.

III. EMPHASIZING that in February 2015, a large alliance of four raiding regions including The Black Riders, The Black Hawks, Ceirien, and The United Imperial Armed Forces raided and overthrew the government;

It was more than just 4 regions, although I do not know the exact number. I suggest changing "overthrow the government" to "seizing the delegacy."

IV. APPALLED at this senseless violation against international peace;

Considering the fact that TBR do this all the time, I don't really think this is necessary.

V. AWARE that condemnations are often considered badges of honour by raiders;

2- Irrelevant to this condemnation
3- Doesn't this hurt your cause?

VI. DISGUSTED at the actions of these raiding nations against a peaceful and neutral region;

This is fine.

VII. FURTHER AWARE that The Black Riders has raided thousands of innocent regions before Atheist Empire, actions that have drawn condemnations by the Security Council to The Black Riders itself, as well as many of its members;

Again this has nothing to do with Wulfenite. If you want to condemn the Black Riders again, fine, but don't include pointless clauses like this in this proposal.

VIII. DISMAYED at the fact that Wulfenite controls Cemetery Sentinels, the leader in an attack against a region that had approximately 150 nations before the raid happened;

This could be worded better(also you should try to include the region's name) but you can keep it if you want.

IX. APPALLED that not only does Wulfenite control Cemetery Sentinels, the aforementioned leader, but Wulfenite participated in the raid himself;

The next line says basically the same thing. Also, 1 raid? A Condemnation? Red=R4b violation.

X. ACKNOWLEDGING that Wulfenite's puppet Cemetery Sentinels has over 80 endorsements and will soon have enough power to start ejecting innocent nations;

I think that referring to puppets comes dangerously close to an R4b violation. Also, if I am correct, the reference to "endorsements" is an R4c violation.

It is still my opinion that Wulfenite has not done enough to warrant a condemnation. One stealth raid is his only [public] accomplishment so far, and if you wait until he does something else, which is not nearly enough to earn a condemnation. I like Wulfie, and I want him to get his badge, but I want it to be at least be a decent condemnation, with some actual content.

I thought I made clear enough that I wasn't 100% sure about the next two things. I didn't actually say that the mentioning of puppets was illegal, I just said mt opinion of how it pertains to the rules. Also, I thought that endorsements fell under the "actions in it" part of 4c.

I did look at them, then I misinterpreted them, and you corrected me. I think that is how the system is supposed to work. If I didn't show my level of understanding of the rules, then nobody will be able to help me improve, and I would be stuck with a flawed understanding of the Security Council. Also, at least I'm discussing the draft, which nobody else has done for the past page of this thread.

If you plan on condemning Knkight, you should start a new thread, and create a new draft. To answer your question from before though, Wulfenite does not participate in tag raiding, but does do stealth raids (but he only has the one at the moment).
