There may also be a few other oddities I'll need to work out, but right now I'd just like to get this posted.
I suppose this is more of a rant than a resolution, but if it actually receives a large amount of support I may submit it. As for now, look, talk, and hopefully have a laugh.

Condemn shitty proposal writing

The World Assembly,
BELIEVING that its own ultimate goal is to achieve balance and perfection in the world of NationStates (at a national, legislative scale), or at least among its own member nations,
PRAISING the serious and diligent efforts of the GA and SC writers who have put the necessary time and thought into the creation of their proposals and have provided us with some incredible examples of legislative writing,
NOTING, however, that many WA members believe themselves to be above the strenuous (though rewarding) processes of proposal writing, or do not understand these processes and therefore ignore them,
THEREFORE NOTING that these certain members will often write up shitty proposals that are not fit to become WA resolutions and will do little but be a bother for the majority of us WA members,
BELIEVING that the worst and most obnoxious example of bad proposal writing is that which has been submitted and is present in the official queue, however was not drafted beforehand and was viewed and thought over by very few WA members (most often only one),
THEREFORE BELIEVING the following process, drafting, to be one of the most important parts of proposal writing, as it helps to create a proposal that has been observed and hopefully added to by active and experienced members of the World Assembly and by players with different ideologies regarding gameplay and national legislation (in order to create a fair compromise between the many different ideological groups the WA consists of in our resolutions):
DEFINING "drafting" as the process by which a nation creates a (mostly) complete draft of the legislation they would like to see passed by the WA and opens their ideas up to criticism and suggestions by other nations within the official WA forums by posting their draft in its own thread in the appropriate WA forum,
UNDERSTANDING that, while drafting is a beneficial thing when it comes to WA proposals, even drafting can be tainted by bad proposals and bad proposal writers, whose writing, despite the efforts of the forum users, cannot be made into something appropriate and usable by the WA,
OBSERVING the myriad of abuses of the drafting process in the forums, which include but are not limited to:
• half-baked pieces of writing that the writers were too lazy to finish on their own and expect others to complete for them,
• the countless drafts that are simply paragraph-sized pieces of legislation or simply a belief stated without any operative clauses and are horribly lacking in important areas,
• the draft writers who, when their drafts revolve around absolutely ludicrous themes and, despite the efforts of multiple other sensible WA members to make the writers understand how unfit their ideas are for WA legislation, will continue to fight using logic that has already been proven wrong and will usually beat the dead horse so much that their thread requires a moderator lock,
OBSERVING the results of poorly written and poorly thought-out proposals becoming resolutions and understanding the chaotic results - the worst case being, should the poorly made resolution pass, a repeal and a series of poorly written condemnations of the writer of the poorly written resolution - ultimately amounting to a massive waste of the WA's time,
HEREBY CONDEMNS shitty proposal writing and frowns upon the writers who provide us with it for the infinite nuisance that shitty proposal writing has been and will always be for us as WA members, forum users, and players of NationStates.
