Borderline. I think the bit that saves that line is the fact that it states "Imperialisia as new nation who" ... The nation mention seems to make the comment directed at the nation. The grammar is more than questionable (as A new nation, for starters), and I agree that which would be a better choice versus who. But I think that can be more attributed to poor grammatical syntax than actually trying to condemn the player versus the nation.

Violates Rule 3.iii, I think. One would expect a Liberation resolution to end with either "Hereby liberates Eastern Europe" or "Hereby removes password protection from Eastern Europe, and forbids any future attempts to password said region". This proposal, however, attempts to completely prevent the barring of nations from Eastern Europe - which would mean the removal of the ability to eject/ban nations. Therefore, it's trying to do more than it can.
