Citizens,

We write to you now in the aftermath of a monumental and treacherous decision on the part of Moscow. The gradual decline that has been a result of the Liquidationist Clique's destructive policies and the general lack of party discipline regarding the principles of Marxism Leninism has culminated in the most disastrous of decrees! As of last night, the mighty Russian Union State, our Socialist Fatherland and the principle bastion of the International Proletarian Revolution, has been dissolved. This treason has been declared without consulting the party cadres, armed forces, or popular masses originating solely with former President Silovkyev and collaborators. This is a counterrevolutionary insurrection in it’s most pure form, a counterrevolution that cannot go unresisted, a counterrevolution that we shall in time destroy!

The Regional Soviet of the Petrograd has declared independence from the now Capitalist Rossiyan Federation and will defend this independence with all the means available! Effective immediately, the Russian Soviet Federative Socialist Republic is declared as the legal successor to the defunct Russian Union State and assumes all obligations and rights of that defunct entity.

No doubt many of you are shocked that our Comrades in Moscow would so quickly abandon the cause for which we have fought for so long, yet take heart in knowing that the regional government of Petrograd stands firm behind it’s Marxist Leninist Principles. Military Cadres from the Leningrad and Baltic Military District and have expressed their willingness to join in our preservation of the Socialist Cause and we have word that across the RUS socialist partisans and guerrillas remain true to their oath to defend the Socialist Fatherland.

We must now take the example of Stalin and declare, not one step back in the defense of the revolutionary ideals of Marxism-Leninism! Guided by the rich experience of Marx-Engels-Lenin-Stalin-Mao and other great historic teachers of the Proletarian class, we shall emerge triumphant!

Foreign Policy of the Russian Soviet Federative Socialist Republic

On foreign entities and Revolution: The Russian Soviet Federative Socialist Republic in the interest of the International Revolution does undertake to aid all oppressed peoples in their quest for independence. The Soviet Military guarantees all Fraternal Vanguard Entities protection and assistance in the spirit of Proletarian Internationalism. It is also declared that all socialist movements and nations that attain Socialism shall be preserved by the RSFSR, transition back to Capitalism shall be resisted by any means necessary. Reactionary tendencies within nominally socialist states shall be destroyed by the consistent application of Marxist-Leninist thought.

On Ideology and the various "Communist" Factions: The Russian Soviet Federative Socialist Republic is first and foremost Marxist-Leninist. Revisionism is to be resisted and in all possible times, replaced with Marxist Leninist Thought. The curse of the Revisionary leadership brought on by Khrushchev, Brezhnev, and Andropov is to be eliminated from the collective Soviet memory to be replaced by the victorious vision of Marx-Engles-Lenin-Stalin-Mao Tse Tung thought. This shall be ensured by a relentless campaign on the part of the Party, People, and Organs of State Security directed against the burecratic tendencies that act as the great trojan horse of revisionism.

We declare the fully mobilization of the Workers, Farmers, and Students against the bureaucratic-intellectual parasites that struggle to place the RSFSR upon the capitalist road! The Red Pioneers and Red Army must take to heart the words of Chairman Mao - "Serve the people!".

On Sovereignty and the protection of the Russian Soviet Federative Socialist Republic: The borders of the Russian Soviet Federative Socialist Republic shall be defended by the Soviet Military to the best of it's abilities. In the name of preserving the boundaries of the RSFSR all levels of force including nuclear deployment shall be used and in the name of the Internationalist Marxist Leninist Revolution the Red Army shall be oriented to be the most offensive army in the world. Fraternal Republics shall be encourged to maintain a similar position.

On Socialist War: The Military Doctrine of the Russian Soviet Federative Socialist Republic is Protracted People's War. We must also in all instances look to turn Inter-Imperialist War into Socialist Class War. The Communist Party of the Soviet Union [Bolshevik] holds the theories of Protracted People's War and Socialist Insurrection to both be universal.
