Sir William was the Commonwealth of Royal Victoria’s Ambassador to the World Assembly from 2004-2010. He has extensive experience in international strategic and security policy, politico‑military affairs, intelligence and regional issues as a senior government official, including as head of FCO’s Anti-Terrorism Task Force.

In 2002-03 he was head of the Commonwealth of Royal Victorian Government’s Security Task Force. He has also served as head of the International Security Division and the South-East Division in the Foreign and Commonwealth Office in Melbourne.

Sir William served as Chief of Staff and Principal Adviser to the Foreign Minister (2000) and as Assistant Secretary for Commonwealth Affairs in the Department of the Prime Minister and Cabinet (1998-99). Overseas, Sir William has served in various senior postings.

Sir William has a Masters of Arts degree with honours in Political and Military Affairs from the University of Melbourne. He was Knighted as a Knight Commander of the Victorian Order in 2008, awarded the Royal Victorian Medal in 1990, awarded the Public Service Medal in 2004 and the Humanitarian Overseas Service Medal in 2005.
