They serve to personally advise the Emperor on whatever the Emperor needs advising on, but other than that have no power other than that which their station allows them. Most don't have names yet, the ones who are named have them because I needed them for an RP, or I thought the names were funny. They go in no particular order, and are on equal standing in the council, although obviously not in the hierarchy of their respective governments.
