Government, Economy and Population

Government:

Illithar's Government is headed by the Emperor and the Illithiri Empire Council (Imperial Council). This council is made up of seventeen individuals. These include: representatives from the Kurzai (Illithar's secret police), the Foreign Intelligence Division, the Imperial Criminal Investigation Division, the Imperial Starfleet, the Imperial Strategic Rocket Forces, the Imperial Army, the Hand of Light (religious authority) and the representatives from each province. The provincial representatives are the only members who are elected. Aditionally, there are three individuals who represent Illithar's extra-planetary colonies, but they are not members of the Council and have no power.

Legally, the Emperor has unlimited power in Illithar, in large part because he isn't just a political figure, he's also a religious one. He's like a pope, a king and a president all rolled into one person. Seperate from the Imperial Assembly is the Illithiri Empire Council, sometimes reffered to as the Imperial Council. This is similar to a US presidents cabinet, although members have vastly more power. Most of the Emperor's power flows through the Imperial Council. They carry out his commands, present his edicts to the Assembly and do most of the detailed work of running the Empire, so limits on their power (and there are a lot) in theory limit the power of the Emperor. This is not always the case, as a charismatic and enerjetic Emperor could easily bypass them (and their limits) and rule the Empire without any real limitations at all. This is rarely the case though.

Side by side with the Imperial Council is Illithar's legistlative body: the Imperial Assembly.

The Imperial Assembly has three Houses: The Noble's Assembly which is unelected, the head of each noble house has a seat and voting rights, the Imperial Senate which has three senators from each province who are elected directly by the people. Finally, the Imperial Representative House. The Representatives represent their district and the number per district is based on the population of the district, not province, elected directly by the people. Districts can be multi-provincial. Each Representative district corresponds to a military district, which simply means the way the military has divided responsibility for defending Illithar. As in the Imperial Council, the colonies have no rights to vote within the legistlature but do have members sent to represent the colonies to the voting members.

It should be noted that political parties do not exist in Illithar, instead politicians form issue-based alliances. Permanent political parties are not illegal but there is no mechanism within the government to recognize them.

Economy:

Illithar's national currency is the Illithmark.

Illithar has an incredibly strong economy. We follow a mixed economy model with the government invoved in certain industries but with an incredibly strong private sector.

Government Institutions

Education:

Knowledge, wisdom and understanding being valued among the great treasures of Life and an educated population being neccessary for the survival of the People and the furtherment of the Empire, all citizens of Illithar are assured a free education by the Grace and Mercy of the Emperor.

Illithar provides a free public education to all its students. All students enter primary school at age five and are taught the basics of reading, math, science, history etc. as well as aprogram designed to introduce the habits of healthy living, until age ten, when they begin Secondary School, from age ten to age fourteen. Secondary school helps students find their talents and academic weaknesses and adds martial arts (unarmed) and various forms of fencing to the curiculum. Tertiary school, from age fourteen to age eighteen, is designed to strenthen abilities and remove weaknesses as well as to help students choose their future career. All students must attend school through completion of tertiary school and it is illegal not to graduate.

Discipline is very important to Illithiri schooling and corporal punishment is common.
Private schools exist but must follow all standards and guidelines of the Imperial Education Department, including the religious and patriotism laws (schools must teach all subjects in a secular manner and cannot endorse religous viewpoints except the belief that the Emperor is the manifestation of divine power. Schools must also instill patriotism and love of country in students. Failure to follow these guidelines will result in the school being shut down.)

Home schooling is illegal, since most who want to home school their children want to do so out of a desire to instill different values in their children than those endorsed by the Holy Empire.

The Hand of Light:

The Hand of Light is the governing body of Illithar's religion. They organize the faithful and establish official doctrine. Though the Emperor, in his position as Supreme Pontiff of the Hand of Light, is the head of the Hand of Light often comes into conflict with the leadership of the faith. Many times in history the Hand of Light stood up for the downtrodden, abused and oppressed (including those downtrodden, abused and oppressed by the Illithiri Empire) but in recent times has become little more than a propaganda machine for the new Emperor as he consolidates his power.

Brief Summary of Training and Recruitment: Recruitment is voluntary for all branches excpet for the Veteran's Brigade which all retired sldiers automaticly join. Recruits recieve 32 weeks training as well as further specialist training before deplyment. Officer's must attend a four year military academy, although pilots must recieve another 2 years pilot's training. Veteran NCO's who can pass the Standard Officer's Test recieve 1 year's training at an officer's school before being promoted. The Kurzai Guards draw their soldiers from the most fanatical of the Army elite and the Legion regularly recruits wanted criminals, terrorists, mercenaries and refugees.
Brief Summary of Standard Military Doctrine: Modern Illithiri doctrine is based around the concept of full spectrum operations. Full spectrum operations combine offensive, defensive, and stability or civil support operations simultaneously as part of an interdependent joint or combined force to seize, retain, and exploit the initiative. They employ synchronized action—lethal and nonlethal—proportional to the mission and informed by a thorough understanding of all dimensions of the operational environment.
The ultimate purpose of the Illithiri military is the defense of the Empire's borders and the perpetuation of the the Imperial State. Whether that means offensive warfare against aggressive nations, expantionist warfare against weaker neighbors or defensive warfare depends on the situation. Land is only sacrificed in the direst need. Defensively, we prefer to draw the enemy in to attack pre-prepared fortified positions (most constructed years in advance and heavily camoflauged) before drawing back to another position.
Offensively, we combine the doctrine of Shock and Awe with that of Deep Battle
Brief Summary of Military Culture: Professional and stoic with tendancies towards fanaticsm and religious piety throughout all branches. Self Sacrifice is seen as the ultimate virtue and soldiers are trained to be unflinching in the face of suffering or death, whether that of the comrades, civilians, enemies or themselves. Brutality against enemy civilans who resist is encouraged, though enemies who surrender quickly are treated well (comparetively).
Assessment of Officer Corps (Tactical Capabilities): Excellent, though officers are encouraged to rely on their NCO's. It is oft-stated that "when the sergeant and the lieutenant disagree, the sergeant is right".
Assessment of Officer Corps (Strategic Capabilities) Again, ecxellent. Officers are trained to take both the long term and short term into account and are very careful with the lives of their soldiers.
Assessment of Logistical Capabilities: At home, almost unbeateable. Thanks to massive stockpiles of older equiptment, the entire civilian population can be armed and armored in a matter of hours with functional (if slightly outdated) military equiptment. Outside its borders is a different story. Illithar's military is currently focused on crushing independence movements within its own borders at the moment and does not have the power projection it once had, so if it had to invade immediately, there would be a problem. However, given some time to prepare, (half a year) the Empire could put its full military force anywhere in the world and keep it supplied.

    Brief Summary of Standard Doctrine: Excepting the Kurzai Guards, their doctrine is entirely defensive, revolving around keeping order so the regular military can funtion. The Kurzai are those "scary men in black who just don't seem to ever die".
    Brief Summary of Paramilitary Culture: The Kurzai are rabidly fanatical to the point that they unnerve even the highly devoted and patriotic regular military. The other two groups are composed of "weekend warriors".

There is also a secret fifth department that deals in the development and deployment of biological weapons and the defense against them. Geography

Illithar is a massive nation that covers over 4.7 billion square miles and thus has very diverse geographic areas. The Holy Empire includes nearly every bioshpere possible (on earth that is). However, the majority of the land has a climate very similar to that of the Northern United States.

Cultural Information

Illithiri culture is complex. As an expantionist empire, Illithar has gained many enemies. Though most of them have since been defeated, the Holy Empire has become fairly xenophbic and arrogant. They don't like non-Illithiri.

Values:

To the Illithiri, the prime virtues a person can have are loyalty, self-control (which ties into their beliefs about freedom) and koritzha which literally translates as 'audacity' in much the same way chutzpah does in yiddish.
Loyalty is incredibly important and covers every aspect of an Illithiri's life: loyalty to country, loyalty to family, loyalty to one's lover(s), loyalty to the Empire (Emperor) and loyalty to oneself. It is important to note that the Illithiri are polyamorous/polygamist so long as a) all parties are aware and b) all parties are involved, meaning that a poly-family should all be together. A person should not have one lover here and another there, they should all be lovers together, in all senses of the word. If a man marries a woman and then marries another woman, the Illithiri would expect the two women to marry each other if the family is to be complete. With loyalty being so important, adultery is also considered one of the worst crimes, among the worst betrayals. The social stigma attached to an adulterer is so great that many kill themselves when found out.
Self-control, illa'heir, is tied up in the Illithiri concept of 'freedom', illa'hiar. Translated directly, illa'hiar means 'self-rule' (illa=self, hiar=rule). It means the ability to set aside one's own needs and desires, to be able to ignore all distractions, to pursue one's goals, but with it comes the stipulation that anyone unable to maintain this 'freedom' or unable to control themselves doesn't deserve to have it. How they reconcile this belief with their intense hatred of slavery is difficult to explain.
Koritzha, audacity, means gall, brazen nerve, effrontery, incredible 'guts,' presumption plus arrogance such as no other word and no other language can do justice to. It also carries conotations of single-mindedness and ruthlessness. Koritzha means that one will ignore even the morality of one's actions in order to win. The concept is of mixed value to the Illithiri; several of the most famous Illithiri embodied this concept. Mathais the Dragon led the slave revolt that freed his people but he started a cult of personality, terrorized the religious community into compliance, slaughtered women and children and was a sexual deviant. Imoen, the first Empress, did much of the same and more; she put entire cities to the torch and began a thirty year long war of aggression. However, thanks to their actions, the Empire is free and independent and able to continue that independance.

Despite the high value place on self-control, it should be noted that Illithar is very sexually liberated. Unlike in many nations where virginity is prized, in Illithar virginity denotes a lack of experiance and childishness. Sexual exploration, such as homosexuality, multiple partners, etc is encouraged. The very concept of "saving oneself for marriage" would be ridiculed not only as foolish but as immoral. After all, sexual pleasure is an important part of marriage and what kind of person would refuse to learn how to best please their partner or wait until their wedding night to learn whether or not they are compatible?

Clothing:

Illithir clothing is very different from Western styles.
For women, skirts are very rare and dresses are only worn on formal occasions. Both genders wear the same type of pants; tight around the waist and thighes but baggy near the calves and tucked into boots. Shirts tend to be tight to accentuate the muscles but coats (ooc: 17th and 18th cent. Europe) and vests are very common. Increasingly, western style suits are worn or else combine with other clothing.
It should be noted that public nudity is frowned upon in Illithar, not because it is thought to be damaging to children or any silly sense of moral decency, but mostly because nudity, the naked human body, is considered sacred and should only be shared with one's sexual partner(s). Also, its thought to be rude to walk down the street, naked and fat. No one wants to see that.

Nobility:

There are two forms of nobility in Illithar:

The nai'verik (lit. translated as from descent) is a hereditary form of nobility. These people are the descendents of heroic figures from Illithar's founding and have the right to posses a fourth name. For example, during the Shii'cho wars (a series of wars waged against Illithar by the Shii'cho, a collection of city-states that had enslaved the Illithiri people until the Illithiri rose in rebellion against them and finally freed themselves. For decades afterward, the Shii'cho waged war to recapture/exterminate their former slaves), a war leader named Sarvov rose to prominence and even though heavily outnumbered was able to defeat the Shii'cho army and save Illithar from early destruction. He was raised to nobility and all his descendents now bear his name and are refered to as "High Lords" New lines of High Lords have been added in the centuries since Illithar was founded, though it is rare and requires some great accomplishment.

There is also an 'earned' nobility. This includes the "vo", which was once a kind of knighthood and now comes with an officer's commission in the military. Basicly you add a 'vo to the end of your name. Ex. Kali'vo, Sarvov'vo, Mathias'vo, Karli'vo.

Other than that, nobility can be earned through the grace of the Emperor (or the Imperial Council). You can apply for nobility and became what's called a "Lord of the Land" (a remnant of feudalism) or you can be recognized by the Emperor and become a "True Lord". The difference is only in how the ennoblement process starts, but it has a major effect on a noble's place in Illithiri society. True Lords whose accomplishments are so great that they are granted the right to found a new noble line are called Lords of Lords (Lord of Lords) or Great Lords. These Lords' descendents are then members of the nai'verik and are High Lords.

The rank of nobility ranks as follows: True Lords, High Lords, Lords of the Land, and vo officers.

Each has its own set of privileges and rewards. High Lords, True Lords and Lords of the Land have special privileges, such as voting in the Noble's Assembly (the second house of the Grand Assembly, the other house is the Senate) and have immunity if charged with varying crimes. In addition, a jury to convict nobles can only be made up of nobles. However, if a noble is convicted of a crime, the punishment will be much more severe than it would be for an ordinary citizen. Many crimes that would send a citizen to life in prison would lead to a noble's execution.
Vo officers have these privileges to a lesser extent, but can only be tried for crimes in a military court.

There is little doubt among historian's that the Throne's control over the nobility and the ennoblement process are one of the factors in maintaining Imperial control over such a large and fractious land.

History

Illithar was founded over thirteen hundred years ago by a man named Mathias, who later became known as Mathias the Dragon. At the time, the land now called Illithar Heartland was dominated by a group of city-states collectively known as the Shii-cho. The Shii-cho cities were constantly competing with one another and fought many wars, both against each other and against the natives of the lands they attempted to colonize. Despite the near constant warfare, the Shii-cho city-states were great centers of learning, art and architecture. However, all of this prosperity was built on the back of brutal slave labor.
Mathias was the oldest son of a gladiator who had managed to escape his life of slavery with his wife. This man (whose name is lost to history) had five children with his wife (whose name is also lost), however, only two lived to adulthood. These Mathias (a son) and Imoen (a daughter). Both children grew up on the estate of a nobleman who took in freed or escaped slaves. They were educated along with the noble's children but eventually set out on their own to live their own lives.
They later met with escaped slaves who were living in the woods. These escapees were helping to free others but the two siblings gathered support and began a full-scale revolution against the Shii-cho.
It was a bloody, bloody war and after four years of fighting both sides agreed to an armistace. The Shii-cho would free all their slaves and the freed slaves, now called the Illith'a'hiari (those who rule themselves) would leave Shii-cho territory and never return. Mathias led his new people over two hundred miles away and established a center of government and several towns that would produce everything they needed. With much acclimation, Mathias was crowned king of the Illith'a'hiari.
However, the Shii-cho did not keep to their bargain. The cities put aside their differences and marched on the Illith'a'hiari with the intent of reclaiming their stolen property. They were defeated and their armies hurled back to their city walls. The Illith'a'hiari were terrified of returning to slavery and were desperate for any kind of help. Mathias declared that he had had a vision from the gods and made a pact with them: the gods would grant his people their protection if the Illith'a'hiari would spread their worship to every corner of the world. To affirm this covenant, the gods blocked out the sun with a solar eclipse during a great public ceremony. (Historian's note: this ceremony may never have happened. The eclipse did, as it is recorded in many places, but the evidence indicates that the legend of Mathias calling upon the gods and their answer may be nothing but propaganda.)
While preparing to spread light and freedom, Mathias was assassinated by the Shii-cho. (Historian's note: there is some evidence that he was killed by Shii-cho assassins, but other evidence points to a plot by former supporters who didn't like the notion of aggressive warfare. Certaintly after Imoen declared herself "Empress of the Illithiri Empire" most of those people were imprisoned and executed.)
Imoen waged the war that Mathias had started and after thirty years finally brought the Shii-cho to the brink of destruction, forced the cities to surrender. She ordered the cities' leadership and nobility massacared, and colonized all Shii-cho land, ending the first of many expanionist wars in the name of Illithar.

Illithiri Polytheism: Kensahararialen Uzia (Faith of the Dragon-God Ascendant): Kansharusko/Kensharism

The faith of the Illithiri is a complex one. They acknowledge the existence of dozens, maybe even hundreds of minor deities but truly worship only thirteen.
These thirteen gods are ruled by an OverGod, a Supreme Being. This Being has no name, though it is called by many titles, among them: the One God, The One, God, the God, the Creator, the Being of Light, the OverGod, etc. The Illithiri believe that the OverGod rules everything, everywhere and is the Father of all Creation. Illithiri who have encountered followers of the Abrahamic faiths of Islam, Judaism and Christianity believe that their OverGod is the same being as Yahweh/Allah.
The OverGod was always traditionally referred to as male though for a long time was considered to be gender-less, or perhaps more accurately, to be of both genders.
The Illithiri also worship a nature spirit and their concept of this spirit has undergone considerable change. Originally, they worshipped this spirit as separate from their worship of the Thirteen and the One. However, this spirit gradually entered their main religion. At the time, this spirit was thought to be a non-sentient life/nature spirit that connected all living things. Gradually, they came to believe that this spirit was indeed sentient and they referred to it as “female”, perhaps in contrast to the OverGod’s “male”.
Belief in the nature spirit underwent a radical shift when the Illithiri became aware of life on other planets. Some thought that each planet had its own nature spirit, but the majority believed all nature, all life was connected by one spirit. The nature spirit, now called “Mother Nature”, gained prominence and is the believed to be the Bride of the OverGod, equal in all aspects. They believe that all matter was created by the OverGod but life, emotion, sentience, even civilization all spring from the Mother.
It is interesting to note that the Mother, Mother Nature, is called the Mother but the OverGod is not called the Father. Furthermore, it is also interesting that there are thousands of temples to each of the Thirteen and tens of thousands to the Mother, but there are no shrines or temples dedicated to the OverGod.
The Illithiri belief in an afterlife is ambiguous at best. They believe in a paradise that most believers will wind up and in a place of punishment (sometimes referred to as "hell") that sinners will have to stay in for a limited amount of time, like a cosmic jail. However, their religious texts and leaders provide very few actual details.
The Illithiri Emperor is the supreme head of the faith and is thought to be the manifestation of divine power and the expression of the gods' will on earth.

Religious expression most often comes in the form of silent meditation and prayer, usually accompanied by the burning of incense in front of an altar dedicated to a specific deity. (The incense is not an offering, but merely to aid the worshipper to acheive a spiritual state of mind) There are temples, very large temples and there are some public ceremonies that usually involve singing but these ceremonies are specific to a date/deity/prayer-request. There is no equivalent to the Catholic Mass, for example.
