Advancement:
In order to advance, prospects must first become a party cadres. Party cadres must have university degree, 2 years of public service experience and passed the Party Entrance Examination which is held every 2 years. They are responsible for the grass root level of running the country and receive orders from above. After 5 years of service, party cadres are eligible to run for election as Functional Constituencies Representatives to represent the 75 major industries of the country- 1500 members will be chosen. This is as far as the democratic process goes. After that, depending on their performance, corruption records(the most extensive background checks are conducted here, only clean officials passed this stage) and recommendations, they may advance to become Local Party Secretaries- they are mayors and local ministers. State Party representatives are higher up and each person represents one states. They are also normal committee members. The key to the central organ to the party is by advancing to become a Standing committee members, here, they have real power to affect party and nation's policies. Standing committee members advance to become members of Supreme politburo. Few individuals from here advance to become ministers. The Central Victorious Political Committee include the Chairman, Premier and all the ministers. Premiers are all former ministers voted in by the standing committee members. After 5 years of service, Premiers are automatically promoted to Chairman of the Party- the highest position in Party.
History:
No one knows how Victorious 1000 was started. As the Glorious Socialist Party was entirely rewritten the history. There was a leak of information during the early years of the Party rule--- a man who called himself the "truth" went to the street with loudspeakers and claimed he holds the true history of the Victorious 1000 in his hand. The "truth" secretly printed 100 pamphlets of the true history and distributed the pamphlets to 100 people. About 1,000 people also heard the "truth"'s version of V1000's History. After the incident, loudspeakers were banned and print shops are confiscated by the party.
Government:
V1000 is made up of 1000 states, hence the name. State V1 is the central authority of all the states and it is the home of all high up party officials, or the Secret Circle Members. No one knows who after the elite members of the party. Only 5 person has personally spoken with the Head of Party(though the number is most likely fabricated). The name of the head of Party and head of state is now disclosed following relative liberalizing in past several years. His name is Aaron Kiriz, 56, but no one outside the secret circles has yet seen his face. We know about 15-30 people made up of the Secret Circle. The inner workings of the Secret circle is secret to all party members. No one have ever seen the Head of Party's face. His identity is shrouded in mystery. This makes the assassination of the head of party extremely difficult, as a high official needs to go through an average of 6 person in order to communicate to the Head of Party.
Bio of Current Chairman of the Party:
At age 41, Wu Hen is the youngest person to become the chairman of the party, under the recommendation of Eternal Head of Party, Aaron Kiriz. He is short but strongly built, quiet and radiates the aura of a man used to wielding power. He is the first generation of high ranking leaders born after the revolution. By 16 he was admitted to the National Party School, the youngest member to be selected, a rarity because of his age and more importantly he political difficulty. At age 6, his father, a general of the 10th Revolutionary army, was branded a traitor after publicly disagreeing with Aaron Kiriz's policy. Wu Hen, his brothers, and mother was blacklisted and separated from his father. Shortly after, his father was executed, only 5 years later would Hu Wen learned the news. By 12 he was already a real man. Though officialy Kiriz spared Hu Wen's life, officials sent assassins to kill Hu, the reason is Hu may planned revenge. Hu Wen escaped 5 assasination attempts as a young kid. By age 13, he fled to V893, a remote state, there he catch up with his studies in two years and took up a different name so that he can enter National Party School. At age 16, political climate changed, he was able to apply to National Party School, he scored top marks in Mathematics and Social Engineering and assigned to Social Engineering department. As a young Party cadres, he skillfully formed alliance and evade political persecutions. By age 21, he was known as man to be feared and respected, even though he was only a Local Party General Secretary doing work in National Engineering Institute- a post that granted him relative security from political enemies. He wield considered more power than a typical Local party GS, as he was skillful in forming politic alliances.
First Purge
Hu Wen became the Chairman of 45 State Propaganda department. There he orchestrated his first purge. Escaping persecutions through all the years, he turned on his former enemies, now old men. Five men were marked for murder, their homes would be burned to the ground, and all of them send to hard labor, all died from work exhaustion. Known as a skillful manager, he improved the country's economy and gathered a large support from the officials and people. Kiriz could not touched Hu, and started to respect Hu.
Second Purge
It was worst than the first one, a total of 560 officials were publicly hanged for alleged corruption charges, all fabricated by Hu himself. He strengthened his position and promoted to Minister of Propaganda. The position granted Hu's total control of the Media. Hu treated his friends well and they all supported him. Hu can't help but be proud of his achievement, he cracked down on organized crimes and run his empire better than anybody else.
Philosophy
Hu believed life is a constant struggle. He advocated the political ideology of Democratic Glorious Struggle民主光榮鬥爭. He famously said, "To struggle is to be glorious.", "Life is a trials, which give life meaning." He believed in the absolute power of the people. He believed into constant purge of officials, but trusted the power of the people absolutely. He treated the people of V1000 extremely well and they are the oil to his political machine. Hu never order execution on the people, never took away there homes without generous compensation, never bullied them, and constantly personally settle people's complaint. To the people he was known as benevolent and clean. To his enemy, he has the deadly air of a viper.
Change of V1000 Constitution
Hu was able to change V1000 Constitution. It is modified during 45th Party Legislative Congress. He held the majority of vote in the Congress(99%). The new changes is called People's Victorious Mandate 人民勝利令. It severed curtail the power of Aaron Kiriz to just a figure head, while keeping the title of Eternal Head of Party(a title made up by Hu himself). Two years later, he became the Chairman of the Party, the most powerful member in effect. He was benevolent, and never executed his enemy in politics.
Economy:
After the first War of Victory 第一勝利戰爭(all wars are called War of Victory), all private enterprises are owned by the government in a policy known as "The People's Public Company Act", 統政民企業法。 As many as 70,000 businessmen tried to flee the country only to find that all ports and borders have already been closed by the government. These 70,000 businessmen were marked as "Attempted Criminals" 企圖犯. They were marched to street and then executed in public in the historic event known as the "1,000 days of Justice" 千天正法. The businessmen who remained the the country were allow to take over the businesses that were left behind by the "70,000 criminals".
The official economy system is called Glorious Socialist Economy 光榮社會主義經濟體制 which allows government ownership of all private enterprises. The exact mechanism of the system is very complicated. The system utilizes the incentives mechanism of the market system, but government has full control of all industries. Government has full control of the economy, including ability to set prices in the private sectors and to close down any enterprises.
V1000 has achieved 0% unemployment rate with Glorious Socialist Economy and an annual growth of 20% per year.
Language:
No one remembers their native tongue before the day the Glorious Socialist Party came to power. After the first war of victory, the party has instituted a new language called Socspeak 社正語, short for "Socialist Proper Speaking of Victiorious 1000". It is a heavily modified form of traditional Chinese. Socspeak is very easy to learn(110 hours to learn to communicate effectively at business level), and has a flexible grammar system. It was created by the Party Linguists to overcome to tremendous differences of language between the 1,000 states. The language has no verb tenses nor verb conjugations, no plurals, no gender differences. There are only a few prepositions, forexample, "at", "in", "on" are all the same word in Socspeak.

Military:
The size of the army by law has to be kept in the range of 8-9% of the whole population.
There is compulsory military training for those deemed unfit for school from age 16-22. 95% of children started working at age 10 according to the law and will received compulsory military training for 5 years during age 16-22. If they are not physically able, they will just continue to work at their assigned jobs.
Secret Police: Glorious Socialist Party Secret Police(VSP) 光榮社會黨秘密警察
Education:
The education system is for the children of party, the wealthy, and intellectual elite. The literary rate is at 5%. It is now at 9.5% as of 2011, there's fear of literary inflation among the population. Officials are working on policies to stop literary inflation. It's primary aim is to 1)Train future competent party officials 2)Control information by the Intellectual ruling class 3)Advance Military Sciences and related Sciences. The education system is governed by the Central Educational Committee of Victorious 1000, headed by Chairman Toso Forr.
The most prestigious and the best school is the National Party School 全國黨校 . The best students around the nation are recruited into the National Party School. The school train future party officials and the officials have enormous power over the populace of V1000. The students will be in training for 5 years and after graduation became an "intern official" 實習官 for 4 more years, then they'll become a bona fide party official. They'll be the elite ruling class of V1000, there are about only 51,982 party officials(including party cadres) in V1000. Children of party officials get no special consideration in entering the school if they don't have good enough score on the National Party School Examination, 全國黨校考試 or NPSE. Of course, government is not the only career option
Only wealthy people or children of party officials are allowed to go to school, others work staring from age 10.
