Corporal punishment has a purpose. Assault generally does not. We find this difference sufficient to justify corporal punishment, provided it is not unnecessarily applied excessively.
Belts, straps, canes, etc... are usually viewed as excessive. Bare, open hands are not. That is not to say that is all we use in such instances.
