New Dacruz is a commonwealth, though, not a client state. I'd thought the Arcadian Commonwealth was like the British Commonwealth, where the nations involved are autonomous but bound together by a common loyalty to the British Crown. Britain can't give direct orders to any member countries, but the Queen is the head of state for all members.
