By any means does your nation encourage it? No! Pregnancy makes the slaves work slower, and once the bratlet is born, its mother will then want to waste all day and night taking care of the thing. We do our best to prevent all pregnancies, instead relying on our Cloning Centers to generate new slaves.
Any explanation to why teenage pregnancies may be prevalent or not so prevalent? Cloned slaves are sterile, and when we catch wild humans, we sterilize them, too. We put a lot of care into ensuring that our slave population will never become self-sustaining. This makes it so that on the 1-in-a-billion chance that there's a successful slave revolt, the slaves will die out within a single generation. We're also sticklers for quality control, and you can't get any real quality control if the stock is recombining its genes willy-nilly.

As for our own species, the youngest Decepticon to successfully build another Decepticon was 3 (we are normally at the mental level of an 18-year-old human at age 5, so a 3-year-old is normally somewhere between 9 and 11 on the mental maturity scale).
His Coder thought his kid would build a life-sized toy version when given a full set of parts to "play with," but the 3-year-old found the part of his pre-installed Standard Educational Data Pack that explained how to write Code Intended to be Sapient, so he decided to make a real one instead.
