The Siberian Empire has not been active for nearly 40 days. I'm not sure what your activity rules are regarding the map, but I guess I'll have to go somewhere else to get Russia.

Considering he just cast a ballot in the regional referendum, Siberia seems to be active again.

That's not nesseccary, western Russia is available.
