Status of Marijuana in your Nation

Postby Dushan » Sun May 29, 2016 4:43 pm

What is your Nations stance on Marijuana? (and also Hashish)

How do people look at it?

Seen as "hippie" drug, danger for the youth or being considered acceptable or even part of your Cultural heritage?

Illegal, decrimminalized, Legal? Or perhaps even taxed and sold as a commodity, used in religious rites and the likes?

Any special permits needed or age restrictions in place?

A small marijuana field in rural Dushan.

In the Principality of Dushan and it's respective predecessors, Marijuana has throughout most of it's History in the one or other form being legal.

In antiquity there had been a long Tradition of Hemp Farming in the northern Mountains, and smoking Marijuana had become a local custom in those region and has this had not much changed over the centuries. There is a long standing tradition of medical usage of Marijuana and Hashish for various medical purposes and as remedy in all possible forms. It also saw limited use in various rites and customs, of some have been experiencing a revival.

However during the late Kashgar era the smoking of Marijuana had been outlawed in most parts of the Empire including Dushan as part of wider anti-smoking and Tobacco campaign by the Kashgar, and even after the ban lifted severe restrictions and fines remained in place way into the modern Times which led to a decline of the remaining popularity. Other forms of consumption remained legal though.

Nowadays Cannabis Products can be purchased in most pharmacies and specialized Drugstores without any license or special permit being needed. Safe for some rural regions it is not specifically popular despite it's widespread availability. It can be purchased by both National and foreigners.

The import, however, of Cannabis products meant for Human consumption is highly illegal and any contraband cannabis will be consfiscated upon discovery by the customs. The reason for this are the inferior quality and purity of imported Cannabis Products - mostly from Countries where it is illegal - which are considered a public health concern. There are no restrictions regarding the export.

What is your Nations stance on Marijuana? (and also Hashish)?
How do people look at it?
We look at it as an easy substance to sell to biologicals who seek to get high. It grows on organic worlds, and is therefore seen as a substance that's almost free at the origination level (unlike synthetic drugs, which require us to build and maintain labs as well as get the raw ingredients).

As with most things we get ahold of, we have upgraded it in a number of ways - some good for consumers, and some decidedly bad. All of these upgrades are meant to allow us to sell more to biologicals in other nations. Some of the most interesting ones include:

-Strains genetically engineered to produce a powerful high in specific species. Not all species have the same metabolic pathways as humans, and these may not get much of a buzz from standard pot. We engineer ours to work with the physiology of these other beings.

-Custom-tailored highs. A customer can say whether he wants an intense buzz; a mild but long-lasting high, etc and get the perfect solution from his Decepticon dealer.

-Medical versions. These are good enough that a couple of our syndicates have actually obtained federal approval to sell them in nations with medical marijuana laws - and, in best-case scenarios, have monopolies on the legal market. They've been genetically-engineered to produce a lot more of the nausea reduction, increased appetite, painkilling, and other benefits sought by the medical community while having little to no intoxicating effects. Decepticon drug dealers often secretly deride these varieties as destroying the whole point, but since it's easy to smuggle the "real" kinds in along with them (which sell for more due to being illegal), smart distributors get in on this market.

-Extremely addictive versions. These aren't spiked with other drugs. Instead, they've been genetically engineered to include novel phytochemicals that do absolutely nothing but produce an extreme desire to have more. The new chemicals are not found in other plants like coca, so switching to another drug will provide no relief. A customer hooked on this will always have to use his Decepticon dealer because no one else has the stuff. The nasty part is that dealers who sell this almost always sell it as regular pot, so the marks don't know what they're getting into until it's too late. For this reason, street names for this type include Raw Deal, Beartrap, and Decoy.

-Toke of Death. Sometimes it makes sense to permanently - but secretly - get rid of a customer, for example, if he's suspected of being an undercover cop. The dealer will offer to share a joint with the target, and at first, it will seem to work normally. About 10 hours later, the nark will keel over dead while the dealer will be fine. Other cops investigating the death will find only pot in the dead guy's system because their tests don't look for the new chemical we developed. They'll also be thrown off by the fact that the dealer toked from the same joint and didn't even get sick. Of course, that's because the dealer is a Decepticon in an android body, so things that work purely on biochemical principles will do nothing to him.

Decepticon drug dealers love pot in all of its forms because it's an easy sell. About the only downsides are its size, which makes it hard to smuggle in quantity, and its relatively low selling price. The low price spurs many to go into selling the despicable Beartrap version, which they can then jack up to 10x the price or more after getting enough people hooked.

As for ourselves? All bio-active drugs are physically incapable of intoxicating us. They rely on biological reactions, and since we aren't biological, they do nothing desirable when imbibed. Instead, they are like any other contaminant in our systems. Because of this, Decepticons never actually use marijuana.

Illegal, decriminalized, Legal?
Completely legal and grown in rather vast amounts on Decepticon Earth, along with coca, peyote, magic mushrooms, and other natural plants of interest to our smugglers. The smuggling is always of the export variety.

Any special permits needed or age restrictions in place?

No, but you do need to find a place to grow it if you want to cut out the middleman. Otherwise, you have to buy it in bulk from a syndicate. Decepticons are never interested in single-user quantities since the only way we can get any good out of any drugs is to sell them, preferably in places where they are highly illegal and we can charge as if we actually went to some great risk to do the smuggling.

Of course, our dealers all use bulletproof bodies and are under little to no risk at all. Cops never expect that the dealer they're trying to take down is actually a Decepticon in an android body, so they tend to come with far too little firepower to be anything but pests.

Four states (out of 37) have legalised marijuana, while a further three states allow it for medical use. It is illegal in every other state. The federal government has no legislation regarding marijuana.

Legal, regulated, and taxed for revenue. Like strong alcoholic beverages and cigarettes, there is an age restriction.

Culturally, there is no taboo towards marijuana in and of itself, though few have patience for marijuana "culture." Like cigarettes and alcohol, moderate use is not seen as inherently bad, though constant or excessive use may be considered a problem. Like public drunkenness, being 'lit af' in public is seen very negatively. Employers may treat a high worker the way they'd treat a drunk one - with warnings, counselling, or termination. Driving under the influence of marijuana is equal to driving under the influence of alcohol; both are lumped under "impaired driving" and are criminal acts with consequences consummate with the nature of the act.

Marijuana has been completely legal in Gandoor since 2008. It is regulated and taxed, like cigarettes and alcohol. Under the current laws, one can use marijuana in private at the age of 16 and may use it in public and purchase it at the age of 18.

In terms of the cultural view, we have a slightly negative view on smoking marijuana in public, although it must be said the same applies to smoking tobacco or drinking alcohol in public as well. These are things that are viewed by most people as something done in either the privacy of your own home or in an establishment that caters to people who do such things.

Use of cannabis (and its legality) is considered to be a part of Cascadian culture. Our country is also one of the world's top exporters of marijuana, and it is Cascadia's most lucrative agricultural product.

That said, there are a number of regulations in place. Generally speaking, the same laws and regulations apply to marijuana as to tobacco, unless otherwise specified.

Marijuana follows all the same rules as hemlock, apples, and all other plants. You may produce, purchase, and consume as much or as little of it as you like, but you may not force it upon others without their consent. This includes secondhand exposures due to public use. Sale of marijuana, hemlock, and apples for medical or dietary purposes are all regulated by the respective inspection agencies to ensure the product contains and performs as advertises. Hemlock that claims to poison you to death with proper dosage but fails to is in violation. Apples containing fewer calories or nutrients than advertised are in violation. Apples claimed to taste the best are in violation if an independent taste test of sufficient sample size finds otherwise.
It needn't be said, at least in Shrieve, but being affected by a drug is not an exemption from the requirements of the educational or employment systems. Failing to meet your target goals is still a violation. You are responsible for ensuring that your personal choices do not interfere with your duties. Failure to do so is actionable.

'Preach the word! Be ready in season and out of season. Convince, rebuke, exhort, with all longsuffering and teaching. I charge you therefore before God and the Lord Jesus Christ, who will judge the living and the dead at His appearing and His kingdom: For the time will come when they will not endure sound doctrine, but according to their own desires, because they have itching ears, they will heap up for themselves teachers; and they will turn their ears away from the truth, and be turned aside to fables. We view prohibition of any substance as foolish. It only benefits the criminal underclass.

In Fatatatutti, there is some use of marijuana for medical purposes and some for recreational purposes. We have no consumer taxes on anything and no discrimination based on age.

The bulk of our product is exported. Our all-natural Fatata-Rooti-Toot-Tooti variety has lost some of its international popularity due to the introduction of stronger home-grown hybrids.

Partially decriminalized and legal for medical use. Individuals may have up to three marijuana plants for personal use and may carry up to 2 grams on their person. Selling marijuana unlicensed and for non-medical uses is illegal.

The recreational use of cannabis is legal and regulated in East Tatuk. A medical prescription allows for relaxation of law application on a patient.
  • Cannabis must be sold from pharmacies and government licensed dispensaries only
  • A property may have no more than two cannabis plants cultivated on premises; 5 plants if a prescribed patient lives on site
  • Recreational users may purchase no more than 8 grams of cannabis and cannabis products from which one could become high a day and no more than 82 grams per week. Medical users are exempted.

Nationally, it is legal only for religious and medical uses. Hemp is used to create paper, rope, et cetera.

On the state level, it is legal for personal use in 5 states and is on the floor of 2 state legislatures.
