We produce humans in cloning centers. Every individual thus produced is exactly the same from a physical standpoint. Our slave education centers ensure that they all meet the quality standards set for personality and productivity, as well. Very few - as in, a tenth of one percent - of subjects will fail to mature to the set standards.

How does your nation deal with subpar humans?

Human livestock that do not meet our designated standard are sent to biological rendering. There, they are ground up and turned into fertilizer cakes.

Of course, compared to Decepticons, ALL humans are subpar. However, we rate our livestock according to standards set for its species.

As for subpar people - Decepticons being the only beings worthy of the term - we have a number of ways of discouraging them from allowing themselves to fall into weakness or obsolescence:

1. There is a strict set of minimum specifications for the building of new Decepticons, both in terms of physical standards and coding. All coders (parents) must build their offspring to meet or exceed these specs. It is considered treason to build or activate an offspring that is below spec, and the punishment is death. After the execution of a bad coder, the offspring is upgraded by the State.

2. When a Decepticon is conscripted, which happens every few years, the military will bring him up to the latest standard-level military-grade specs if he has fallen behind in between his military stints.

3. If someone becomes notably weak in between terms, people will try to overpower him and sell him to a foundry as scrap!

4. Those who become notably stupid will be mercilessly conned out of all they own.

5. Anyone who seems to be insane will be taken to the Debugging Center, which will do exactly what its name implies. This is done mainly to prevent insanity-fuelled violence, but it also keeps people's code in overall good running order.

All of these things, especially those that can result in severe loss or death, motivate Decepticons to keep themselves as upgraded as possible at all times. Those who fall behind a little bit often manage to live and keep their belongings, but the bottom 5-10% or so are very likely to end up in a smelting pit sooner rather than later.

We will note that, unlike humans, our lowest populational percentile does not include the equivalent of those who came with birth defects, either physical or mental. Such builds would never be activated until the errors were completely repaired. This makes it so that our idea of "average" is not skewed by the presence of highly defective individuals.

Also, since we can fix almost every error and are capable of upgrading ourselves pretty much on demand, we generally have no sympathy for defectives or those who allow wear-related damage to accumulate. To us, it's even more unfathomable and unrelatable as a human who refuses medical care for an illness that is easily cured but will be fatal if left untreated.

Those Who are Subpar at Economic Success

We encourage broke people to go raid until they finally make a big score. If they're terrible at raiding, they can always get a job. Employment is considered highly undignified and beneath the station of a proper Decepticon (who should make his money by raiding oil, running scams, or at least running his own business), but because of this cultural attitude, there are always plenty of lower middle class level jobs available for those who must resort to them.

Those Who Just Suck at Everything

The saying is: "The foundry will make a proper Decepticon out of him."

Those who are no good at raiding, conning, self-employment, hooliganism, or regular employment basically have no way to obtain any money. They will inevitably accumulate damage and/or fall into obsolescence to the point that they can be overpowered by Scroungers, who specifically hunt such people as prey. Once captured, they will be sold off to a foundry as scrap.
