Apiatica is an ancient land, long inhabited by hive-dwelling honeybees. Living disparately, they did not unite under a single banner until 1650, when the first Empress was elected to govern all the hives harmoniously, boost trade, and ensure some form of common defense against outside threats. However, this government soon proved tyrannical, and not even the introduction of a Senate in 1900 could prevent the inevitable collapse into dictatorship, which occurred in 2001 of the Gregorian calendar, when Empress 22 dissolved the Imperial Senate and declared herself hereditary Empress for life; it was the time to strike.
In 2002, the Antecedent Assembly met, 200 radical revolutionaries who wanted to overthrow the government. Despite fighting against difficult, oftentimes impossible odds, they beat the Imperial Guard, and occupied the seat of power, Imperiopolis, in 2007.
With a proper place to convene, the first-ever truly democratic institution emerged: The Constituent Assembly, tasked with creating a new Constitution, which was voted in a year after the capture of Imperiopolis. The new Assembly was extremely polarized: 3/4ths of its 2 000 members had to agree to a new founding document for the country, but, with a razor-thin leftist majority and strong right wing, it was unable to come to terms, and was dissolved in 2013. With the aid of radios, a new Assembly was elected and sworn in in just under two months. With a considerably larger moderate faction brokering power, the new Constitution was created in just 10 months, working through the sleepy winter months, and put to a referendum. After two grueling months of campaigning, the vote was held, and the Constitution narrowly passed with slightly more hives than necessary consenting to its adoption.
With a new legal framework in place, the Constitution took effect the next year, and, now, the country is preparing for its first Congressional Elections.



Hello, and welcome to the 1st Apian Congressional Elections thread! This is an election RP based around Apiatica, an infant republic conducting its first national elections for our government amid an ongoing civil war.



Your vote is non-binding and part of a poll. Instead of counting those, I will be providing a different metric (see below) to measure foreign influence.
What metric? Why, bribery, of course! While this is strictly illegal, the country is in the grips of famine, and many parties and voters to both houses would gladly sell their vote for sugar (they’re bees). However, given the low tech of our country, you would have to physically send the money, and, therefore, RP its transfer. Sugar is recommended, since it cannot be traced and foreign currencies would have to be exchanged at official bureaus. The amount of money you contribute will not only expand the influence of your donors, but also your influence within the country! If you donate enough, you might even end up running the party! Do be warned, however: Our police are no slackers, and you WILL be caught if you aren’t careful. I will not, repeat NOT recognize transfers that are not RPed successfully crossing the border.
As you may have guessed, this is something of a FanT thread, and FanT nations are welcome. MT, PMT, and even PT nations are likewise welcome!
Regular updates will be posted. Any questions on the conduct of the elections ICly should be put in letter format to the Election Commission and questions to the parties. If you can, avoid one-liner posts. If you have any OOC questions, please send them to me via TG.

The Apian Constitution, Title II, Section I, establishes the mechanics by which the Congress is elected. First off, we’ll start with the two houses of Congress:
Workers Assembly: The house of all citizens, those female worker bees 21 and older who are not prisoners and have given an oath of loyalty to the Republic may vote for this nationally-elected, 500-seat body. This is done by open-list party proportional representation, with seats being distributed among the parties in accordance with the votes they win. Prior to the election, all parties had their lists validated by the Election Commission, so you’re only concern here is which parties win. All military and civil rights legislation, including declarations of war; treaties and laws relating to foreign affairs; the establishment of ministries of the government; and the passage of Constitutional amendments originate in the Assembly, but must be approved by the Senate. The Assembly elects a Speaker to preside (commonly referred to as the “Premier”).
Senate: The upper house, the Senate consists of 300 seats, elected in thirds by the hive queens, councils, and entrepreneurs employing more than 100, respectively. This is in addition to meeting the requirements to vote for the Assembly. Taxes, business regulations, nation-hive divisions of power, and the organizational and administrative structure of the country must originate in the Senate, but must be approved by the Assembly. The Senate elects a President (commonly known as the “Vice-President”).
Campaign Season: The ‘campaign’ lasts a total of 27 days, from one month to 3 days prior to the election, during which time the state-run media (the only type) covers the election and discusses the political positions of the parties.
Donations: Donations are strictly prohibited, but these do not include small gifts, consultancy fees, and other work-related charges.
The Council of State: The cabinet and de facto government of the country. The Council rules during Congress’ recesses, provides information to it, and generally enforces the country’s laws. It may also propose and make its own additions to laws, or veto them. The Council is appointed by the Assembly and confirmed by the Senate. The Council of State elects a Chair (referred to as the “President”). The Council serves as the joint head of state, while the Premier and Vice-President serve as co-heads of government.



Prior to explaining the parties, it’s pertinent to explain the issues facing the nation, and those which the parties will campaign on.

The Continuing War: Despite taking the capital in 2007, the Imperial Guard has refused to surrender, while other factions, and even individual hives, have ignored or rejected the Republic’s authority. As many as 40% of the hives in the country do not recognize the Republic as the government. This has created legitimacy problems for the new democracy, and the political situation is thought to be shifting continuously.

The Fate of the Army: Built up to an institution of 250 000 at its height, the Republican Air Army (RAA) has since been cut to 150 000, judged a reasonable size and enough to prevent the government from forcing itself upon the hives. However, the military is running on fumes, fighting a multi-front guerrilla war and intense urban warfare through resistant hives. The Ministry of War reported losses in excess of 20 000 casualties for the previous year, of which 3 000 where deaths. This has caused replacement issues for the RAA, which relies mostly on hardy veterans who have been fighting for 13 or more years. Expansion is unpopular and a draft politically impossible, leaving the RAA short of bodies, morale, and local cooperation.

The Economy: 13 years of war have wrecked the country. Worker productivity is at a low, previously fertile flower fields have been invaded and destroyed by battles, and the government has been unable to ensure full employment. The GDP, pre-war set at about $2 trillion, has collapsed to $600 billion. The situation looks bleak, with a small and stingy government reluctant to take on Keynesian solutions to the problem.

The National Debt: Huge war debts, ballooned by opportunistic venture capitalists, have increased to $240 billion. By comparison, the government’s expected annual budget is $33 billion, 80% of it devoted to servicing the debt. The Treasury has reported that the country, whose primary source of revenue is printing more money, cannot service the debt longer than 2017.

Minority Rights: Not existing in a vacuum, some foreign creatures, as well as significant populations of insects and drones (male bees), inhabit the Republic, constituting a third of its population. Despite this, they have no representation in the new Congress, save for vaguely-defined nonvoting delegates. Regardless, these elections are closely watched, as they’ll likely reflect the attitudes of the subjugated races to the worker bees. However, the vast majority of workers see increased minority representation as an invitation to anarchy and individualistic politics, anathema to community-minded bees, and as such the major parties either avoid the issue or harp on the evil of the disenfranchised.

Famine: Due to the aforementioned war, food production has collapsed, along with distribution. Unable to reliable distribute honey, a lopsided famine in war-affected areas has exploded, and, only recently, the government reduced standard food rations from 1 650 g to 1 475 g. The only solution looking forward is replacing honey with sugar, which has four times the calories, though this would make the country dependent on foreign imports.



The following are the registered parties that will compete nationally for the vote. Several independent candidates are also in the running.

The Collectivists
Founded: 2014
Ideology: Extreme Left
Slogan: “A future for all”
Platform:

The youngest party, the Collectivists spawned from the mind of MP 132, a visionary (and idealistic) radical elected to the Constituent Assembly on the Communist ticket, who has since split off and formed her own party.

The Collectivists are, to say the least, radical, some say to the point of insanity. They advocate for the removal of executive authority, an expansion of referendums and ballot initiatives, and devolution of many federal powers to the hives.

They likewise support tripling military base pay and increasing danger, hazard, and duty pay by 20%-30%, and imposing no limit on troop numbers, to ensure a large, capable army. Furthering their own agenda, the Collectivists have also controversially proposed introducing political commissars into the ranks to shore up morale.

Their economic policy centers mainly around nationalizing all businesses within the country, amending the Constitution to permit a 10% income tax, and then using the funds generated to ensure all workers are on an equal footing.

The party has also made no secrets about its debt plans: The Collectivists, if elected, have promised to default on the country’s bonds, and simply use taxes and hive levies to plug the funding gap.

The party is also one of the few that has promised to grant minority delegates voting seats in the Congress, though beyond that it has taken no further position on minority rights.

Finally, the Collectivists, in a dangerous move: Have promised to invade nearby countries to seize the arable land needed to sustain the population, as well as providing funds to rebuild domestic fields and funds to research more efficient ways to pollinate.

The Socialists
Founded: 2008
Ideology: Left
Slogan: “Fiscally responsible, fiscally generous.”
Platform:

Formed just in time to win a majority at the 2008 Constituent Assembly Elections, the Socialists (formerly Communists) played a central role in getting the Constitution passed, and represent the mainstream progressive values back by much of apian society.

The Socialists have called for moderation and peace talks with rebel groups, which both the Imperial Guard and individual hives have agreed to. The Socialists have also promised to invoke the 2003 Militia Act, which would raise 2,5 million hive militia troops.

The Socialists, in keeping with their pledge of fiscal responsibility, have vowed to cut non-defense government spending by up to 10%, to reduce inflation, and to ask foreign creditors to extend bonds, giving the country 25 instead of 10 years to repay them. In return for the extension, they would increase bond payouts from 100 000 g ($133) to 300 000 g. While risky, financial experts say the deal could pay off and leave the Republic debt-free by 2040, if played right.

Given their more central stance, the Socialists have repeatedly declined to answer questions about their minority policy, beyond not having one. They have, however, stated that they would vote with the Collectivists if electoral reform were to come to the table.

Finally, to solve the ongoing famine, the Socialists have said they would reduce rations to 1 300 g a day, then use leftover honey to rebuild destroyed fields and purchase arable land from foreigners, instead of invading it.

The Moderates
Founded: 2004
Ideology: Center/Center-Left
Slogan: “Not too hot, not too cold.”
Platform:

The oldest formal progressive party, tracing its roots to the Antecedent Assembly, the Moderates, while too conservative for some, the Moderates pride themselves on being middle-of-the-road between the more extremist parties, and is generally viewed as more pragmatic and politically professional than its counterparts.
The Moderates, while in support of peace talks, have also advocated for modest military salary increases of no more than 10%, removing caps on military size, and growing the Army to its wartime size of 250 000 enlisted.
They have also advocated for lower inflation, but only slightly, even more drastic cuts from between 10%-30% for nondefense departments, as well as a bond extension from 10 to 15 years, but without increasing the payout.
The Moderates have also refused to discuss minority rights, but briefly promised they would abstain if any bills relating to it came to the Assembly floor.

The Traditionalists
Founded: 1935
Ideology: Right/Center-Right
Slogan: “Live the queens, die the traitors.”
Platform:

The only legal pre-war party, the Traditionalists have a reputation as being pro-Empire during their 11 years in opposition, but are popular among business interests and hive governments, due to their lavish fiscal proposals.
As their slogan suggests, the Traditionalists intend to refuse any peace overtures and drive the enemy into oblivion, largely by promising an expansion of the army to unheard of levels as high as 5 million.
Their economic policies are equally extreme: Remove all hive levies and print new money at 50% annual inflation to make up for the losses and turn the country into a tax-free state. The Traditionalists also wish to gut the federal government down to just Congress, transferring most other federal government duties to the hives.
They have also specifically promised to “put minority scum back in their proper place,” and to cut rations to minorities and increase them for bees, as well as a mercantilist foreign policy to ensure a trade balance and importation of vast amounts of sugar. Needless to say, they would vote against any measure attempting to increase their rights.

The United Minorities Party (UMP)
Founded: 2003
Ideology: Pan-Species, Nationalist
Slogan: “Liberty, Equality, Fraternity!”
Platform:

The most recent new party, the UMP has been utterly excluded from the political process, and has been branded as a terrorist organization by the Traditionalists and their lackeys. Despite this, they continue to operate, and are expected to pick up all the available minority seats in Congress (28). The UMP leadership is viewed as in touch with the sentiments of its voters, but they recently agreed to compromise and back a motion to make the 28 delegates have votes, which some have seen as a betrayal.
The UMP, due to its radical stance, has largely allied with the Collectivists and adopted much of its platform; the two parties have said that, should they win more than a third of the vote, they would merge into a single party, the Pan-Collectivists.

Possible Coalitions
Since no party is expected to pick up a majority, coalitions are expected. The Socialists and Collectivists, despite their past differences, have stated that they would partner, while the Moderates have said they would form a coalition with any party, which has largely been taken to mean they will back the Traditionalists or abstain.
