Terrorism and Your Nation

Postby Blakullar » Thu Oct 08, 2015 9:11 am

How does your nation define terrorism? Have there been any major terrorist attacks in your nation in the past 20 years? How are captured terrorists punished? How does your nation react to terrorism abroad? Does your nation engage in state terrorism?

- The Mechanocracy of Russia is very careful in how it goes about defining 'terrorism', since the State regularly employs terror tactics to subdue its enemies, both within and without. Generally, terrorism is defined in the Mechanocracy as the usage by non-state actors of violence, or threats of violence, to create a climate of fear with the objective of achieving social and/or political change.

- The highest-profile terrorist attack in recent Mecharussian history was the Razorback Incident, which occurred in 2138 when pro-Frenkish cyberterrorists created an extremely sophisticated trojan and set it loose in Vladivostok's computer networks.

Razorback plagued Vladivostok for nearly three months, and got its name because afflicted computers would display the countenance of a red-eyed pig on their screens before they were terminated via data overload. It got much more serious when the virus began to infect cybernetic systems and started to shut them down, having achieved human contact via software installed in newly-arrived prosthetics. This typically resulted in the death of the unfortunate victim due to organ failure. There were many computer viruses that affected cybernetics before, but Razorback was the first, and so far only, to kill the infected outright.

By the time we were able to isolate the virus and destroy it with the assistance of an orbital EMP, nearly a third of Vladivostok's population of 18 million had been infected, and of those around 300,000 were killed. This makes the Razorback Incident not only the Mechanocracy's deadliest epidemic yet, but by far the deadliest terrorist attack to ever strike the nation, and it caused a revolution in how cybernetics were constructed and distributed to the general populace. Nowadays it is mandatory for antivirus software to be installed into every prosthesis by default, with the most expensive ones having military-grade encryptions to prevent such a lethal outbreak as Razorback from ever occurring again.

- A terrorist, whether planning or having already carried out an attack, can expect to be hanged or beheaded for high treason if caught. The worst terrorist attacks are met with the ultimate punishment in the Mechanocracy's legal system: immurement, i.e. being locked inside of a large steel crate and left in the wasteland to die from malnutrition. In the exceptionally rare circumstance that clemency is granted to the terrorist, he or she will be given a life sentence in a Gulag (which for all intents and purposes is a death sentence anyway). The People's Commissariat of Internal Security will also flag the area from whence the convicted terrorist came as a potential source of subversive activity and an extra eye will be kept on that area's inhabitants until officially cleared of malignant intent.

- The Mechanocracy remains largely indifferent to the conduct of terrorism abroad, having no interest in foreign domestic affairs unless it affects the Mechanocracy. That goes for terrorist attacks that occur in that country: the story will barely get a mention in the Mecharussian news if it happens in some backwater like Ardavia or South America.

If, however, a terrorist cell that is openly hostile to the Mechanocracy is found to have a base of operations in a foreign country, the Spetsnaz or an air raid will be deployed to destroy it in earnest - and the Mecharussians are notorious for their preference to weather complaints and even threats of war from said foreigners rather than accept a base for subversion (it never takes those threats seriously, because it is well aware that said nation won't act on its threat out of fear of being destroyed by the Mechanocracy's gigantic arsenal of WMD).

- Both the Mecharussian Armed Forces and the Committee of State Security (our foreign intelligence service) avowedly engage in terror tactics in wartime, with the objective to destroy public morale and pressure the enemy government into surrender. Such tactics range from covert bombings and assassinations to orbital bombardments on densely-populated areas and outright genocide. Terrorism is an accepted tactic, some military analysts going as far as to say it is a hallmark of Mechanocratic Russia's conduct of warfare.

How does your nation define terrorism? Terrorism is an act that uses terror acts, from force and violence to heinous crimes, to threaten people and create an atmosphere of fear.

Have there been any major terrorist attacks in your nation in the past 20 years? In the 1980s to 1992, there were Communist (Maoist-Stalinist) rebels led by former South Verdiga leader Samuel Rodvig. Our most recent terrorists were an anarchist gang called Anagenesis, led by Lars Abramsson. We recently captured him and his right hand man, Yūta Ikawa. Despite this, Anagenesis still lives, however, in shambles.

How are captured terrorists punished? They are imprisoned, sentence depending of gravity. The most grave punishment we can give is life imprisonment without parole in supermax.

How does your nation react to terrorism abroad? Our nation has never participated in America's global war on terror, although we do if it hits our shores.

Does your nation engage in state terrorism? Never in our history has our state (with the exception of Imperial Japan-occupied Verdiga and the former Communist "states" of South[west] Verdiga) engaged in state terrorism.

How does your nation define terrorism?

Terrorism at law is not given distinctive recognition as differing from normal crimes; nevertheless, the term "terrorism" has appeared in official literature, especially in translated foreign communiques and responses thereto. China generally sees terrorism as any crime committed for the express purpose in undermining public confidence in the state (not just the government) or in occasioning fear in the public.

Have there been any major terrorist attacks in your nation in the past 20 years?

The worst act of terrorism to befall China happened was the bombing of the Executive Yuan (similar to the White House in the USA and No. 10 Downing St. in Britain) in the capital city of Nanking at about 6:45 a.m. Jan. 15th, 1992. More than 50 people died, including the entire Cabinet at that time, whose members were lounging in the Executive Yuan, chatting amongst themselves before the official meeting was to begin at 7:00 a.m. Other fatalities included the Cabinet Secretary and Deputy Cabinet Secretary (most senior civil servants), a number of junior ministers, and other administrative staff. Due to the size of the Executive Yuan, the explosions were essentially contained within the premises themselves. In the immediate aftermath, a new Cabinet was appointed and confirmed as of Jan. 19th; the Legislative Yuan (legislature) had to be called back into an emergency session to confirm the appointments. Care was taken to minimize the interregnum, though the 4 days that China had without a central government had a tremendous impact on civilian attitude towards government. Civilians formed a lobby group in 1992 to pressure the government to impose more effectual measures against a similar attack in the future.

It was shown in 1998 that the 1992 attack was actually done by renegade Korean pilots, who were angry with the increasingly soft-handed approach that their government was adopting with respect to China. The pilots were secretly executed by the Koreans in 1996, though the Korean government never confessed to this bombing. In the words of an American international commentator, "China was in a dreadful state of unawareness, totally focused on economic development and not at all focused on national defence. For some reason, China's government decided that they would be exempt from terrorism."

How are captured terrorists punished?

The are penalized as procedure dictates under the Criminal Code. Murder carries imprisonment for life or more than 7 years but not longer than 15 years. Note that under the doctrine of concurrence (German, Idealkonkurrenz), a malicious act with the intention of causing more than one death will be penalized as one murder, not as individual murders, as the criminal intent was singular. As China has a professed moderate government, the nation has seen few terrorist attacks after 1992.

How does your nation react to terrorism abroad?

Without expressed demands from foreign governments, China does not intervene, unless China should have a demonstrable vested interest in the security and stability of a particular government.

Does your nation engage in state terrorism?

China does not engage in terrorist acts abroad or domestic, as the former would in all likelihood be considered an act of war and the latter tyranny.

The use of violence and intimidation in the pursuit of political aims.

Have there been any major terrorist attacks in your nation in the past 20 years?

A few, but the most important one was the bombing of the Port of Jefferton in 2007 by the Atheist Club, a militant atheist organization.

How are captured terrorists punished?

They are rehabilitated for 20 to 40 years, depending on the severity.

How does your nation react to terrorism abroad?

We condemn all terrorism, however, we rarely take much action against foreign terrorism.

Does your nation engage in state terrorism?

No.

How does your nation define terrorism? Being a Liberal/ Socialist/ Communist/ Left Wing and disagreeing with the idea of Capitalism, which was written in the constituion by The First Great Leader. Going against the Great Leader's wishes is seen as act of terroism too.

Have there been any major terrorist attacks in your nation in the past 20 years? Never been any attacks ever. There was a rumour that a few teenagers were plotting to murder the Great Leader but they haven't been heard or seen since.

How are captured terrorists punished? Executed by firing squad. Even being suspected of being Left Wing is enough to face a firing squad by the end of the day. The Great Leader and powers that be are brutal in there protection of their beloved capitalism that they escaped the UK to implement.

How does your nation react to terrorism abroad? It doesn't care about other countries.

How does your nation define terrorism? Terrorism as such is not listed as a crime but hurting/killing people and blowing people up and the like are crimes.

Have there been any major terrorist attacks in your nation in the past 20 years?

A few school shootings by lone wolves, but otherwise, no. We don't generally interfere with other countries, we don't starve our own citizens, and we have only had one quite short war in the past 250 years or so. The closest thing we have to terrorist groups are Mafia, street gangs and cultists but they are not really the same thing. We do have a group called the Key who like assassinating prison guards, but they are quite few in number and many of them have been jailed or hanged.

How are captured terrorists punished?

For murder, death by hanging. For lesser offences, prison ranging from a few days to life depending on the offence.

How does your nation react to terrorism abroad?

We normally don't unless our civilians are killed or hurt in which case we offer police and secret service assistance.

Does your nation engage in state terrorism?

We have been known to assassinate or kidnap a few people abroad, but we don't use bombs or drones, and to target someone there must be a very good reason.

How does your nation define terrorism?
The Fourth Reich officially classifies Terrorism as:

A singular or multiple-event catastrophe, in which a number of Aryans and/or important government buildings are attacked, whether for social, economic, religious, or political reason.

Have there been any major terrorist attacks in your nation in the past 20 years?
Not in the past twenty years, although in the 1990s there was an increased volume of socialist bombings in Reichskommisariat Ukraine that traced back to the Soviet Union.

How are captured terrorists punished?
Captured terrorists are publicly announced to be brought to a concentration camp for forced labor and death. Their executions after their quotas are filled is filmed on public television across the Reich.

How does your nation react to terrorism abroad?
As long as it does not affect the Aryans in any way, shape, or form, the Fourth Reich does not bother.

Does your nation engage in state terrorism?
Yes; the Fourth Reich commits retaliatory terrorist attacks to nations that try to plan terrorist events on Aryan soil. The most famous is the detonation of an Aryan dirty bomb in the Massachusetts Institute of Technology (MIT) in the United States circa. 2002, after a plot from the Central Intelligence Agency (CIA) was uncovered to detonate a similar dirty bomb near the Reichstag.

How does your nation define terrorism?

A heinous act committed by an individual, organization or state against the Kangyuli people and the Empire for political, religious or personal reasons.

Have there been any major terrorist attacks in your nation in the past 20 years?
There has never been a terrorist within the empire, due to the fact that the empire is fully racially homogenous. However, the Ministry of Imperial Security does hunt and capture terrorists abroad and bring them to the empire for interrogation.

How are captured terrorists punished?
When captured, terrorists are sent to any military facility or prison for cruel, sadistic interrogations, before being tortured to death or even used as unwilling test subjects for agonizingly fatal experiments, showing the sadistic habits of MIS personnel, who also execute their foes in the most cruelest, sadistic, merciless and inhuman ways possible.

How does your nation react to terrorism abroad?
The people of the empire tend to not react on terrorism in another nation, since it does not affect us. However, if it does, people would tend to react with zeal and call for the destruction of the specific terrorist group and the extermination of the terrorists' ethnic race.

Does your nation engage in state terrorism?
The Ministry of Imperial Security is known for their brutality. However, because of their clandestine nature, it is unknown how brutal the Ministry of Imperial Security really is.

To achieve their goals no matter the cost, the ministry would conduct large-scale state-sponsored terrorism and highly clandestine false flag operations to weaken a state internally.

No, the most recent terrorist attack in Gandoor was the 1999 Gandoor City Bombing, committed by the Gandoor Nationalist Revolutionary Society and caused the deaths of 842 people.

How are captured terrorists punished?
Planning terrorist actions is punishable by up to 50 years in prison. Committing terrorist actions is punishable by 75 years in prison, the maximum sentence in our nation.

How does your nation react to terrorism abroad?
We condemn all forms of terrorism, but nothing more, due to our neutrality in world affairs.

How does your nation define terrorism?
Under Imperial Law, Terrorism is defined as "The act of intentional mass-murder/intimidation of innocent person(s) and/or destruction of infrastructure on Imperial Ammerinian soil to satisfy any political/religious/government/ agenda."

Have there been any major terrorist attacks in your nation in the past 20 years?
Nope. The most recent one we had was the 2034 Empire City Attack, when Vonver Special Forces (VSF) special operatives hid inside the city limits and planted antimatter shape-charges all over the Empire City. They then proceeded to detonate them, throwing the emergency services into disarray. They then started attacking civilians, police, and emergency workers with assault rifles and submachine guns. The attack lasted about 2 hours, and killed 324 civilians, and 64 emergency workers.

How are captured terrorists punished?
Depends on the type of terrorism they committed;

Planning an assassination - 15 years Iso sentence.
Assassinating a major person(s) - 15 to 35 years depending on the significance and/or status of said person/being.
Planning a bombing - 20 years Iso sentence.
Bombing a major target(s) - 30 to 80 years depending significance and/or status of the target.
Planning a massacre - 100 years Iso sentence.
Massacre - 145 years to life Iso sentence.
Hijacking - 40 to 80 years depending on whatever was hijacked.
Other/Ambiguous - Anywhere from a fine to a life sentence depending on what it is.

How does your nation react to terrorism abroad?
Usually depends on what is being terrorized. If the terrorism is against innocent civilians, we condemn them and will also likely take action. If it is against a corrupt government and causes no harm to civilians, we will likely support them assuming it fits our agenda.

Does your nation engage in state terrorism?

In a way. We use advanced technologies to frighten and manipulate some smaller countries (especially ones whom are much less technologically advanced than us). We often manipulate them into attacking our enemies, giving us valuable resources, and stealing their economic assets through this method..

How does your nation define terrorism? We define terrorism as any act committed in a attempt to injure, hurt, or kill civilians and/or military members for the purpose of a political or religious cause.

Have there been any major terrorist attacks in the past 20 years? No. There was a foiled attempt to bomb the King's Palace, but it backfired for the culprit.

How are captured terrorists punished? Terrorists who have had failed at their attempt to commit terrorism are captured, and after a fair trial, receive a minimum of 5 years. However, they can be released if they show good behavior, can pay at least 350,000 Sheihs (or more in certain circumstances). Terrorists who have successfully committed their act are detained. After a trial, if found guilty they face a minimum of 20 years in prison without bail. However, in extreme circumstances the culprit could receive the death penalty.

Does your nation react to terrorism abroad.? Yes heavily. However though, We intentionally ignore acts committed by Azenyanistan.

Does your nation engage in state terrorism? Never.

An act of terror is defined by the Kloman Agency of Justice as an organized conspiracy to cause major infrastructural, civil, or militaristic damage and lots of casualties, mainly the hundreds.
The organizers must be a well-organized group or a nation, for example: The Sons of Obliguli, a former terrorist group that operated in our Rayslin regions, or Heihongland, a nation currently with horrible relations with our nation due to the acquisition of the Port City of Cupperaldo, or Caprao.

How does your nation define terrorism?
-The Aran Empire describes terrorism as an act of death and/or destruction done by a person and/or group to attempt to de-stabilise the empire and/or to attempt to break the feeling of peace and security of the population and making them fearfull.
- If the terrorists are domestic it is also defined as treason.

Have there been any major terrorist attacks in your nation in the past 20 years?
-An anti-augmentation terrorist group used a stolen Nanite Detonator to try and destroy an imperial nanite reserch facility where the first nanine-augmented super soldiers were made through cloning and were being tested. The nanites were ment to quickly repair any dammaged tissue of the close, and making him physicaly stronger and faster almost that of an AI trooper. The terrorist detonated the weapon and sacrificed himself, destroyed the reserch facility, and brought down quite a large portion of the capital city across 4 city floors, while small compared to its titanic size. 6.5 million people reported dead and/or missing, there were no search parties because the chance of survivors was 0%.

How are captured terrorists punished?
- Captured terrorists are always: interogated, if one refuses to cooperate: threatened, if one continues to refuse to cooperate: beaten without braking any limbs. After we find out everything we wanted to know or after failing to get any information out of the terrorist: Execution.

How does your nation react to terrorism abroad?
-If the nation shares a border with us, we tighten security there, if it doesnt we dont care. If the nation is of importance to us, we offer military assistance, if not we dont care.
-If terrorists appear and we have no idea to why our own citizens would stand against us we exterminate them and turn to any nearby nation having terrorist problems warning them to get it under controll. If the nation fails and new terrorists amerge in the same general area with the same goals, we 'handle them' once more and intervine in the neigbours terrorist issue with or without their approval. If the nation resists our assistance, we either leave (if the nation is more powerful that we) and close our borders with them , leave a portion of the army on the border, and cancel all trade, or (if the nation is weaker than us) we ignore them and continue with our mission, if they attempt to remove us by force, we remove their government by force.

Does your nation engage in state terrorism?
-It did a few times when it was unifying the galaxy under a united empire, not anymore.
