Based in San Angeles, New Eden, the Federation Department of State is the executive agency within the Federation responsible for issues pertaining to diplomacy, foreign affairs and advancing the Federation's interstellar interests. Including the Federation Diplomatic Corps within its ranks, it is responsible for organising and maintaining embassy exchanges with other interstellar powers, and also provides a variety of consular services to Federation citizens visiting abroad, and to foreigners seeking to migrate to the Federation.
As Secretary of State, I am the chief adviser to the Federation President in matters of foreign policy, and to that end I have successfully lobbied to establish a new embassy exchange program with the aim of furthering foreign relations with the various nationstates in the cosmos. As a peaceful unity of planets we strive to seek out new lifeforms and new civilisations, and forge cordial relations with all that we are able to.
With this in mind we extend the opportunity of an embassy exchange with the Federation to the universe at large, as well as the forum for any other diplomatic agreements which may need to be made. Our embassy buildings are located in the Green Plaza district of San Angeles, New Eden, positioned in the heart of the transporter network and only a brief jaunt (depending on the gait of one's species) from the Federation Council .
Please read and confirm your understanding of our terms of embassy usage, and complete the attached form in order to establish a diplomatic mission in the heart of the Federation. Those of you who previously operated embassies within the Federation will be required to reapply - we apologise for this inconvenience. The Terms of Embassy Usage remain unchanged since last time, however.

Please read through the terms of embassy usage if you plan on establishing an embassy within the United Federation of Interstellar Planets. Failure to comply with these terms may result in the ejection of your diplomatic mission from our space.
Section One - Rights and Privileges
- All foreign ambassadors shall be granted diplomatic immunity from Federation law.
- All foreign embassy staff shall be granted diplomatic immunity from Federation law.
- Diplomatic immunity may be withdrawn at the discretion of the Federation Council in exceptional circumstances, should foreign personnel be found to be abusing their immunity or interfering in domestic affairs.
Section Two - Personnel
- A maximum of five high-ranking diplomatic staff may be deployed to the Federation. Family may be in accompaniment.
- No more than fifty embassy staff may be on-site at any one time.
- No more than twenty-five security personnel may be on-site at any one time.
Section Three - Equipment
- A maximum of ten vehicles shall be permitted to land on Federation soil (including shuttlecraft). All vehicles may be armoured and shielded, but must not be armed.
- A maximum of three starships shall be permitted in Federation space. Two may be light armed escorts, one must be unarmed.
- No heavy weaponry shall be permitted to enter Federation space. This includes ground armour such as tanks, mecha, or artillery, and also includes more powerful light arms such as heavy machine guns, sniper rifles or anti-armour weapons, as well as high-yield weaponry such as stationary gun turrets or anti-air weapons.
- No WMD-grade weaponry shall be permitted to enter Federation space. This includes starship armaments, chemical, biological or nuclear weapons, or any other form of mass-destruction weaponry.
- All personnel may be equipped with side-arms and long-arms. These must be low-yield weapons, incapable of causing large area damage or extreme levels of penetration. No explosives shall be permitted. Some manner of stun setting, or an auxiliary form of non-lethal weapon, is required.
- Powered body armour, of the type capable of significantly increasing the physical capabilities of the wearer, shall not be permitted. Conventional body armour and personal shielding is acceptable.
- No armed foreign personnel shall be permitted to exit embassy grounds unless escorting diplomats, without prior written permission from the Federation Secretary of State.
- No foreign fauna or flora shall be permitted to enter Federation space unless approved by the Federation Bureau of Customs.
Section Four - Embassy Grounds
- Embassy grounds as allotted by the Federation Department of State shall be considered the sovereign soil of the foreign nation.
- ADDED stardate 230269.9: Embassy grounds shall be equipped with transport inhibitor systems to prevent Federation personnel gaining access covertly. The hosted nation shall be able to activate and deactivate the inhibitors at their own leisure.
- The hosted nation may not make modifications or additions to the embassy grounds without written permission and inspection by Federation personnel.
- Federation security personnel shall not enter the allotted embassy grounds without permission, unless there is legitimate cause to do so. This shall be made known to the hosted nation in writing.
- Federation security personnel shall patrol beyond the embassy grounds. Federation security personnel may be placed within the embassy grounds on the request of the hosted nation.
- No fixed weapons installations may be installed within embassy grounds. Embassy grounds may be equipped with shield generators, but only upon receiving the written permission of, and an inspection by, the Federation government.
- ADDED stardate 230269.9: Firing weapons from within embassy grounds into Federation territory without reasonable justification shall constitute an act of war and shall result in the cessation of diplomatic immunity and the immediate eviction of the foreign nation.
N.B. The United Federation of Interstellar Planets reserves the right to modify or expand the Terms of Embassy Usage without prior notification. Upon modification of these Terms, hosted nations shall be awarded thirty New Eden standard days to conform to any amendments. Failure to comply shall be considered grounds for ejection.
