1. Property Crimes - property crimes entail violation, destruction, or abusing of public and private ownings.

A. Level One - property crimes that cost less then $5,000 in repairs are Level One. Level One committers are fined the direct cost of repairs to be paid to the victim and a additional flat rate $500 to the court.
B. Level Two - property crimes that cost between $5,001 to $50,000 in repairs are Level Two. Level Two committers are fined the direct cost of repairs to be paid to the victim and a additional flat rate $1,000 to the court.
C. Level Three - property crimes that cost between $50,001 to $300,000 in repairs are Level Three. Level Three committers are fined the direct cost of repairs to be paid to the victim, and can serve up to 1 year in jail along with a flat rate $5,000 to the court.
D. Level Four - property crimes that cost between $300,001 to $999,999 in repairs are Level Four. Level Four committers are fined the direct cost of repairs plus 5% of it to be paid to the victim, and can serve up to 10 years in prison along with a flat rate $75,000 to the court.
E. Level Five - property crimes that cost above $1,000,000 in repairs are Level Five. Level Five committers are fined the direct cost of repairs plus 10% of it to be paid to the victim, and serve between 10 to 20 years in prison along with a flat rate $200,000 to the court.
F. Paying Costs - should the criminal not be able to pay the full costs on time or in a orderly fashion he/she must serve labor time instead. Labor time includes working for the federal government, you will be granted adequate housing and food but all wages will go to paying the debt off.

2. Person Crimes - crimes against another person.

A. Level One - Level One person crimes include threats, hate crime, extortion, false personification, and privacy crimes. Level One committers are fined between $500 and $50,000 and can serve up to 1 year in jail.
B. Level Two - Level Two person crimes include battery and basic assault with non-crippling or gun related measures it also includes domestic violence. Level Two committers are fined between $5,000 and $100,000 and serve between 2.5 to 15 years in prison.
C. Level Three - Level Three person crimes include armed battery and robbery with as said gun related measures. Level Three committers are fined between $20,000 and $100,000 and serve between 5 to 35 years in prison.
D. Level Four - Level Four person crimes include singe case murder and/or rape, and kidnapping. Level Four committers are fined between $50,000 and $100,000 and serve between 60 years to life in prison or they may be sentenced to death.
E. Level Five - Level Five person crimes include multiple homicides or multiple rape cases. Level Five committers are sentenced to death.
F. Paying Costs - should the criminal not be able to pay the full costs on time or in a orderly fashion he/she must serve labor time instead. Labor time includes working for the federal government, you will be granted adequate housing and food but all wages will go to paying the debt off.
G. Assured Sentence - Assured Sentence applies to D. and E., meaning to assure the sentence is correct the state supreme court must approve it or a federal court.

3. Political/Economic Crimes - crimes involving bribery of elected officials, embezzlement, forgery, economic fraud, tax fraud, and others.

A. Level One - Level One crimes include small case bribery of elected officials, small case embezzlement and frauds that involve a less then $5,000 amount. Level One committers are fined the amount involved in such acts, and can be sentenced up to 5 years.
B. Level Two - Level Two crimes include medium case bribery of elected officials, medium case embezzlement, frauds and forgery that involve between $5,001 and $75,000. Level Two committers are fined the amount involved in such acts, and can be sentenced up to 10 years.
C. Level Three - Level Three crimes include large case bribery of elected officials, large case embezzlement, frauds and forgery that involve between $75,001 and $300,000. Level Three committers are fined the amount involved in such acts, and can be sentenced up to 20 years.
D. Level Four - Level Four crimes include extreme case bribery of elected officials, extreme case embezzlement, frauds and forgery that involve between $300,001 and $1,000,000. Level Four committers are fined the amount involved in such acts, and can be sentenced up to 30 years.
E. Level Five - Level Five crimes include the most extreme case bribery of elected officials, most extreme case embezzlement, frauds and forgery that involve between above $1,000,000. Level Five committers are fined the amount involved in such acts, and can be sentenced up to 40 years.
F. Paying Costs - should the criminal not be able to pay the full costs on time or in a orderly fashion he/she must serve labor time instead. Labor time includes working for the federal government, you will be granted adequate housing and food but all wages will go to paying the debt off.

4. Drug Crimes - crimes involving drugs.

A. Level One - Level One crimes include the use of marijuana and other low class drugs. Level One committers are sentenced between 1 to 5 years in jail with a fine of $1,000 to the court.
B. Level Two - Level Two crimes include the selling or distribution of low class drugs. Level Two committers are sentenced between 10 to 40 years in prison with a fine of $10,000 to the court.
C. Level Three - Level Three crimes include the use of high class drugs. Level Three committers are sentenced between 3 to 10 years in prison with a fine of $10,000 to the court.
D. Level Four - Level Four crimes include the selling or distribution of high class drugs. Level Four committers are sentenced between 20 to 60 years in prison with a fine of $100,000 to the court.
E. Level Five - Level Five crimes include possession of low or high class drugs but not using or selling them at that time. Level Five committers are sentenced to 1 year in jail with a fine of $500 to the court.
F. Multiple Offenders - If you commit a drug crime, serve such sentence, and get sentenced again, the sentence is to be doubled.
G. Paying Costs - should the criminal not be able to pay the full costs on time or in a orderly fashion he/she must serve labor time instead. Labor time includes working for the federal government, you will be granted adequate housing and food but all wages will go to paying the debt off.

5. Governmental Crimes - crimes of treasonous acts. Managed by the federal level, not the state.

A. Orange Level - Orange Level crimes include providing other entities with classified government information. Orange Level committers are sentenced between 15 years to life in prison in a federal prison.
B. Green Level - Green Level crimes include leaving the military without military approval, or large disobedience of orders. Green Level committers are sentenced between 10 years to life in prison in a federal prison.
C. Purple Level - Purple Level crimes include disrespecting the monarch in writing or in speech openly. Purple Level committers are fined between $100 to $5,000, if you are accused of this crime more then 2 distinctive times, you may serve up to 1 year in jail. Political parties and their members advocating the dissolution of monarchy MAY commit this crime without penalty as long as they follow guidelines, this is to insure a fair and healthy democracy.

6. Terrorism Crimes - crimes of terrorism. Managed by the federal level, not the state.

A. Level One - Level One crimes include using low class bombs, using meaning placing/igniting such bombs with the intent to destroy something or people. Level One committers are sentenced between 40 years to life in prison.
B. Level Two - Level Two crimes include using high class bombs, using meaning placing/igniting such bombs with the intent to destroy something or people. Level Two committers are sentenced to life in prison or death.
C. Level Three - Level Three crimes include mass murder, mass murder entails murder of more then 4 people. Level Three committers are sentenced to death.

7. Prison - managing prison time and policy for criminals.

A. All prisoners must work 6 to 13 hours a day, they will be under workers safety laws. They are entitled between $1 to $2 dollars in hour, keeping in mind the rest of their labor revenues go towards housing and feeding them.
B. All prisoners must have a designated sleep time of 7 to 9 hours a day.
C. All prisoners will have 3 meals with 20-45 minutes of eating time, kosher and religious meals will be provided.
D. All prisoners must have a cell meeting a minimum 3.35 meter by 2 meter room, solitary cells must meet a minimum 2 meter by 2 meter room.
E. All prisoners cannot be in solitary for more then 24 hours, if needed they be transferred to a Maximum Security Prison.
F. All other prison policy is decided by the states and is subject to approval of the federal level.
G. A majority of prisons shall be located within mining spots, and a major prison industry will be mining.

Age Rights

Their are legally 4 divisions of people; minors, young adults, adults, and seniors.

I. A minor is a child between the ages of 0 and 16, they are cared for by a guardian, and the guardian is enlisted with rights of the minor.
II. A young adult is a person between the ages of 17 and 19, they are considered independent by law, they are entitled to consenting on their own terms, joining the military, getting married, and getting a divers licence.
III. A adult is a person between the ages of 20 and 64, they are considered independent by law, and include all the rights of a young adult plus voting and running for political office. Note, that you can not vote or run for political office until you turn 20 (become a adult).
IV. A senior is a person above the age of 65, they are considered independent by law, they include all above rights and the right to retire and receive pensions.

Bill of Rights

I. Freedom of the Press, Media, Assembly, Religion, and Petition but establishing respect to the Monarch.*
II. The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
III. In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the state and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the assistance of counsel for his defense.
IV. Right to a trial in civil cases.
V. No cruel or unusual punishment, death penalty is to be humane by lethal injection.
VI. Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.
VIII. The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.
IX. The powers not delegated to the Mid East Federation by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.
X. All citizens have the right to marriage, marriage is defined as two people in a consensual arrangement.

* = respect to the monarch entails by 1992 Act, thou shall not openly disrespect the monarch in speech or writing.

Petition Rights

I. Thou shall have the right to petition the Grand Senate itself, if a hand written petition with 2% of the total population's hand written signature on such, the petition shall be put to vote to be adopted or rejected by the Grand Senate within 30 days of reaching the 2% threshold.

Education

PRIMARY EDUCATION (Grades 1-8) - NO COST
Primary Education is mandatory, and each grade has age range. By the time you are done you will know basic algebra mathematics, how to read proficiently, and use proper grammar, you will also learn English.

SECONDARY/PRE-COLLEGE EDUCATION (Grades 9-12; Optional Grade 13) - NO COST
Secondary Education is not by age! But by your skill level, before going into High School and every year you will take a placement test to get your grade level. You can be in grade 9 English but also be in grade 11 Math. If you come into High School or after a year and max out in all subjects before the 4 years you get, then you will be placed in grade 13 classes, grade 13 classes are optional and only for people who have finished or passed out of the traditional 4 year.

College Education is optional and costs a tiny bit for all public universities provided by the federal government.
Billions is set aside for education, we have world class universities and world class professors.

Bachelors Degree - $2,000 for Citizens ($500 Yearly) / $25,000 for Non-Citizens
Masters Degree - $10,000 for Citizens ($5,000 Yearly) / $50,000 for Non-Citizens
Doctorate Degree - $40,000 for Citizens ($20,000 Yearly) / $80,000 for Non-Citizens

Private Universities
Private universities can operate but are limited on how much they can cost.
Bachelors Degree - No more than $40,000
Masters Degree - No more than $60,000
Doctorate Degree - No More than $80,000

Teacher Pay

Pay is given during the summer even when teachers do not work.
9 hours is the work day used to calculate. Teachers/Professors generally follow one of these four for their day: 7AM-3PM / 8AM-4PM / 9AM-5PM / 10AM-6PM

Primary Education Teachers - $19/Hour - $41,040 - Year-Around, pay does not stop in the summer.
Secondary Education Teachers - $24/Hour - $51,840 - Year-Around, pay does not stop in the summer.
College Instructor - $30/Hour - $64,800 - Year-Around, pay does not stop in the summer.
Level One Professors - $45/Hour - $97,200 - Year-Around, pay does not stop in the summer. ~ Low / Basic Quality Professors
Level Two Professors - $60/Hour - $129,600 - Year-Around, pay does not stop in the summer. ~ Medium / Good Quality Professors
Level Three Professors - $85/Hour - $183,600 - Year-Around, pay does not stop in the summer. ~ High / Nobel Prize Type Quality Professors

IMMIGRATION LAWS
MEF practices a moderate view to immigration. Anyone may become a citizen if they are simply, not a felon, and pass basic tests. IE if you have high school education and you are nice you pretty much can come on in.

I. Border Security

A. All roads entering/exiting MEF must have a booth checking passports and identification cards.
B. Each booth must have a minimum of 3 persons; 2 guards, and 1 worker.
C. Guards are to also check cars at random and when in suspension at will, they may not destroy or effect any part of the vehicle however unless substantial suspension of illegal substance.
D. Fences may be established in some areas, these are patrolled and having outposts as well.

II. Getting Citizenship

A. Their are two ways to come to MEF as a foreigner, be on a work permit, or be on a school permit which are defined in section III.
B. Once having a work or school permit for 5 years, you may apply for citizenship.
C. The application for citizenship includes; General Education Test, English Proficiency Test, Civil Rights Test, and a Background Check.
D. The General Education Test is a test that requires takers to be at least at high school knowledge level in all subjects.
E. The English Proficiency Test is a test that requires takers to know how to speak, write, and listen to English.
F. The Civil Rights Test is a test that requires takers to know about the Government of MEF, and citizen rights.
G. The Background Check is conducted and requires all persons to never been a felon or been arrested for drugs.

III. Work Permit

A. This applies to workers that have company branches in MEF and also to students of MEF, you cannot just come into MEF and work unless your company is already here.
B. The Work Permit requires you passing a Background Check and a English Proficiency Test.
C. The Work Permit allows you to work for 12 months and must be renewed each time.
D. The Work Permit allows you to live in MEF as well.

IV. School Permit

A. Any international student may study at a MEF school, they first must apply for a School Permit.
B. The School Permit allows going to MEF schools and living in MEF.
C. You must pass a Background Check and a English Proficiency Test.
D. The School Permit expires every 12 months and must be renewed each time.
