Given that we have demons here that are citizens and the vast majority of them view Lucifer as their god, yeah it's legal. Whilst it does sound scary, Lucifer in this day and age isn't actually evil. He's actually quite passive and very amoral. So we don't really get any random violent rampages in his name.

Satanism is a recognized religion within Allector which thereby means it can legally be practiced. It is important to note that while any and all religions are legal and can be practiced within Allector, only officially recognized religions are entitled to certain legal protections and privileges, things such as religious dietary and grooming requirements.

Well, if you think about it, Satan is kinda the good guy...He punishes the bad people while God just sits up in heaven and lazes around with the rest.

As much as philosophers here like to say, "Satanism really is a product of Christianity, for indeed without God there would be no Satan, and men would never know of the devil without the teaching of Christ", Satanism is abhorred by the Christian community, and treated with suspicion by the rest simply because it exists for the sake of opposing Christianity, which is, incidentally, not considered a valid doctrine of religion in general.

Satan's a rebel. Any religion that worships a rebel is categorically banned. It is certainly not in the interests of the dictatorship to promote looking up to rebel scum of any sort.

Our local deity tolerates Satanism given that Satan, unlike the old Levantine guy, does not make an active effort in converting Her subjects.

That and Satan's actually a pretty cool guy. Punishes evildoers and gets all the flak for it. Handed us free will, too. Screw the Abrahamic god.

Just like all religions it is legal, as freedom of religion is protected by the Empire. However, Satanism in any of its various forms, does not receive any benefits from the government, as we are a Christian theocracy, and only churches of the Christian faith are officially supported by the government and its leaders.
