We don't have official languages as such, but monoglotism is rare and considered eccentric, if not shameful. French being the language of a great many of the things we love most - wine, cheese, pretentious films and druggy C19th poetry, for example - it's highly popular and most Melvonians can understand it to a greater or lesser degree. Complete or almost complete fluency is one mark of the cultured and educated Melvonian, a designation which, though fuzzy and often self-serving, is taken very seriously here.
